New Trends in Civic Activism in Central and Eastern Europe

Transitions, democratization and recent democratic backsliding in CEE provide
a rich context for examining the meaning and shifting of civic activism and how people
participate and organize in civil society today. This article offers a fresh and comparative
analysis based on empirical data on the question of what motivates formal and informal
activism, and the potentially transformative role of civil society that has recently faced
such challenges as democratic backsliding, shrinking public space and polarization. It
looks specifically at the responses of Polish and Hungarian activists and advocacy CSOs
to these new challenges. Their strategies bring an important lesson on how civil society
actors can adapt, continue their mission, or even turn challenges into opportunities.
These new trends indicate that civic space in CEE is shifting which is further influenced
by the reactions to new forms of social, economic and political crises. It is argued that
this shift and the new trends in civic activism require not only fresh empirical data, but
also a revision of normative and methodological approaches that have so far been used
in civil society and social movement research.

The following editorial offers a reflection on the situation of Central and Eastern Europe with a special focus on the European Union's Eastern Neighbourhood and Russia. In the past few years, we have witnessed the divisive impact of neoliberalism, economic recession, Britain's departure from the EU, the refugee and migrant crisis which further shattered societies along cultural lines, the aggressive expansionism of Russia exploiting the weakness of the West, and more recently, the outbreak of the COVID-19 pandemic with an unprecedented impact on societies, global health and economy. The editorial reflects on how Central and Eastern Europe scores among the imaginative geographies and how these imaginative geographies translate into geopolitics concerning hard and soft power application in the Eastern European Neighbourhood.
Shaping energy security in Central and Eastern Europe on the example of Belarus, Lithuania and Poland
Energy security is indisputably one of the pillars of national security and it is of paramount importance for both the political stability and the economy. Dissolution of the USSR in 1989 left many states in Central and Eastern Europe dependent on Russia in terms of energy. All of these countries commenced difficult and time consuming process of building their own energy security. After more than thirty years since the beginning of this process it is worth analyzing how these countries have coped with this challenge and what strategies of shaping energy security have been applied. For the purpose of this article three countries were analyzed: Poland, Lithuania and Belarus. The selection of these three particular states is justified by the fact that they vary in terms of population, economic potential and geopolitical situation. They have been implementing different models of energy security and this gives a solid base for assessment of their effectiveness. ; Bezpieczeństwo energetyczne państwa jest bezsprzecznie jednym z filarów bezpieczeństwa narodowego i ma fundamentalne znaczenie zarówno polityczne, jak i gospodarcze. Rozpad ZSRR w 1989 r. postawił szereg państw Europy Środkowo-Wschodniej w obliczu uzależnienia energetycznego od Rosji. Każde z nich rozpoczęło trudny i czasochłonny proces budowania bezpieczeństwa energetycznego. Po ponad 30 latach trwania tego procesu warto dokonać analizy, jak kraje poradziły sobie z tym wyzwaniem oraz jaką strategię kształtowania bezpieczeństwa energetycznego przyjęły. Na potrzeby niniejszego artykułu dokonano analizy trzech krajów regionu: Polski, Litwy oraz Białorusi. Wybór był nieprzypadkowy, gdyż państwa te są zróżnicowane pod względem liczby ludności, potencjału ekonomicznego i sytuacji geopolitycznej. Realizują różne modele bezpieczeństwa energetycznego, co daje podstawę do oceny ich efektywności.

Poland as a gas hub – opportunities for cooperation with selected countries of Central and Eastern Europe

The aim of the article is to analyse the possibility of establishing a regional gas transmission and trade center in Poland, the so-called gas hub. The gas hub is described in many strategic documents adopted by the Polish authorities in recent years. For its creation, several key elements must be met. First of all, a strong, competitive, and diversified (energy sector, heating sector, industry, individual customers) natural gas market should be established in Poland. The natural gas distribution and transmission network should be able to balance supply and demand. Domestic production of natural gas should be supplemented by stable and diversified supplies. The domestic gas markets in the region should be integrated and the connection between the systems (interconnectors) should enable the gas transmission in both directions (import/export). The purpose of this article is to verify the possibility of establishing a regional natural gas transmission and trade center in Poland and to define the potential for cooperation with selected countries of our region. Keywords: natural gas, gas hub, gas infrastructure, regional cooperation Streszczenie: Celem artykułu jest analiza możliwości utworzenia w Polsce regionalnego centrum przesyłu i handlu gazem ziemnym, tak zwanego hubu gazowego. Aby koncepcja, która opisana jest w szeregu strategicznych dokumentów przyjmowanych przez polskie władze w ostatnich latach, mogła zostać zrealizowana, musi wystąpić kilka kluczowych elementów. Przede wszystkim powinien powstać w Polsce silny, konkurencyjny, zróżnicowany (energetyka zawodowa, sektor ciepłownictwa, przemysł, klienci indywidualni) rynek handlu gazem ziemnym. Sieć dystrybucji i przesyłu surowca powinna móc równoważyć popyt z podażą surowca. Krajowe wydobycie gazu ziemnego powinno być uzupełnione przez stabilne i zdywersyfikowane dostawy. Krajowe rynki gazu w regionie powinny być zintegrowane, a połączenia między systemami (interkonektory) powinny umożliwić przesył surowca w obie strony (import/export).

Pomimo wcześniejszego optymizmu w badaniach politologicznych, dłuższa analiza procesów zmian pozwala na dostrzeżenie wielu scenariuszy realizowanych w poszczególnych państwach. Termin "tranzycja" jako przejście od systemu niedemokratycznego do systemu liberalnej demokracji okazał się mało przydatny do bardziej szczegółowych analiz politologicznych. Część państw bałkańskich czy poradzieckich wybrało model "hybrydowy" zawieszony pomiędzy rozwiązaniami demokratycznymi i rynkowymi a porządkami obowiązującymi w państwie socjalistycznym do końca lat 80. Powyższe tło wydarzeń i zachodzących procesów w omawianym regionie Europy uzupełnia "europeizacja" - traktowana jako rozpowszechnianie rozwiązań Europy Zachodniej na cały kontynent oraz ujednolicanie porządków politycznego, społeczno-gospodarczego czy kulturowego. ; The analysis embraces the transformation processes Central and Eastern Europe embarked upontwenty five years ago. They occurred in different fields - politics, society, economy, culture, and internationalrelations. Despite initial optimism in political science research, the prolonged analysis of thetransformations reveals a number of scenarios implemented in different countries. The notion of 'transition'(tranzycja in Polish), defined as the transformation of non-democracy into a system of liberal democracy,turns out to be of little value in a more detailed analysis in political science. A portion ofBalkan or post-Soviet states has gone for a 'hybrid' model, lying somewhere between democratic andmarket solutions on the one hand, and the routine of a socialist state at the end of the 1980s on the other.This background of events and processes is completed by 'Europeanization', treated as the promulgationof West European solutions to the whole continent and the unification of political, socio-economic andcultural systems.

W obliczu istotnych przemian, które miały wpływ na kształtowanie się nowego pozimnowojennego porządku międzynarodowego, należy zastanowić się nad znaczeniem teorii w przyjmowaniu odpowiednich strategii badawczych, aby z jednej strony, można było z jakimś stopniem prawdopodobieństwa przewidzieć bieg wydarzeń oraz z drugiej, wyjaśnić ich istotę i znaczenie. Koniec zimnej wojny oraz proces transformacji państw Europy Środkowej i Wschodniej stawiają więc generalne i niezwykle istotne pytanie o możliwość rozwijania naukowego podejścia do analizy stosunków międzynarodowych, które wychodzi poza jedynie krótkoterminową obserwację bieżących wydarzeń. Toczone do tej pory wielkie debaty pokazały, że bogactwo w nauce wynika nie z jednostronnego podejścia, nawet jeżeli w pewnym momencie, czy okresie mamy do czynienia z supremacją określonej teorii czy podejścia metodologicznego. Fiasko nauki o stosunkach międzynarodowych w przewidzeniu końca zimnej wojny ukazało konieczność podjęcia takich działań, których zadaniem byłoby łączenie a nie wykluczanie. Koniec zimnej wojny i proces transformacji Europy Środkowej i Wschodniej są więc traktowane jako studia przypadku pomocne w testowaniu teorii stosunków międzynarodowych jako adekwatnych narzędzi do analizy zmieniającej się sytuacji międzynarodowej. ; The aim of the article is to show the explanatory and prognostic power of theories of international relations (neorealism, neo-liberal institu¬tionalism and social constructivism) in the situation of visible problems with predicting the end of the Cold War and explaining the democratization pro¬cess in the countries of Central and Eastern Europe and other parts of the world. In the face of significant changes that have influenced the formation of a new post-Cold War international order, it is necessary to consider the im¬portance of the theory in adopting appropriate research strategies so that on the one hand, it is possible to predict the course of events with some degree of probability and on the other, to explain their essence and importance. The end of the Cold War and the process of transforming the countries of Central and Eastern Europe thus pose a general and extremely important question about the possibility of developing a scientific approach to the analysis of international relations, which goes beyond only short-term observation of cur¬rent events. The article analyzes the most important theoretical approaches in the context of adopting such a research strategy, thanks to which one could depart from the dominance of extreme, mutually exclusive positions. The great debates that have been held so far have shown that wealth in science is not a one-sided approach, even if at some point or time we are dealing with the supremacy of a particular theory or a methodological approach. The fiasco of the science of international relations in predicting the end of the Cold War has shown the necessity of undertaking such activities whose task would be to combine rather than exclude. The end of the Cold War and the trans¬formation process of Central and Eastern Europe are therefore treated as case studies that help in testing the theory of international relations as adequate instruments for analyzing the changing international situation.

Restitution and transformation of agrarian groups in the countries of Central and Eastern Europe ; Restytucja i przekształcenia ugrupowań agrarnych w państwach Europy Środkowej i Wschodniej ; Реституция и трансформация аграрных групп в странах Центральной и Восточной Европы
The article discusses issues of the evolution of agrarian groups in the countries of Central and Eastern Europe. These parties played a significant role on the political scene in interwar Europe. The subject of political analysis was Bulgaria, Romania, Hungary and two post-Yugoslavian states – Slovenia and Croatia. The references also include the casus of Polish agrarian groups. These parties played a significant role on the political scene in interwar Europe. On the one hand, they expressed the socio-economic and political interests of the rural population, and in the region in question they constituted a significant part of society. On the other – they were an important element of party systems, participating in subsequent local and parliamentary elections and creating government cabinets. Modernization, political and socio-economic changes after 1945, changed the significance of agrarian groups. After the communist regime gained power in these countries, agrarian groups were treated as the most serious rival. As a result, independent people's groups were banned and their leaders – St. Mikołajczyk in Poland – he had to flee the country for fear of arrest, and others – I. Maniu in Romania or N. Petkow in Bulgaria were arrested and convicted in rigged trials. The situation of agrarian groups was formed in two models – satellite agrarian groups centered around the communist monopartite (Poland, Bulgaria) or agrarian groups (Hungary, Romania) were banned. Their activity was continued by some activists in exile. After democratic changes in 1989, it was possible for these groups to resume legal activity. The article discusses various scenarios of organizational and, to a lesser extent, program changes. People's parties competed for seats in local and parliamentary elections under "their own banner" (Poland, Hungary, Slovenia), or chose a strategy to build a broader parliamentary coalition – the case of the Democratic Convention of Romania or the party in Croatia. It is also worth mentioning the unification and disintegration processes in the groupings in question, which resulted in the progressive marginalization of the agrarian movement on political stages. Modernization, political and socio-economic changes after 1945 changed the significance of agrarian groups. ; Artykuł omawia kwestie ewolucji ugrupowań agrarnych w państwach Europy Środkowej i Wschodniej. Przedmiotem analizy politologicznej poczyniono: Bułgarię, Rumunię, Węgry oraz dwa państwa postjugosłowiańskie – Słowenię oraz Chorwację. W odniesieniach pojawia się również casus polskich ugrupowań agrarnych. Partie te odgrywały znaczną rolę na scenie politycznej w międzywojennej Europie. Z jednej strony wyrażały interesy społeczno-gospodarcze oraz polityczne ludności wiejskiej, a w omawianym regionie reprezentowały istotną część społeczeństwa. Z drugiej – stanowiły ważny element systemów partyjnych, uczestnicząc w kolejnych wyborach lokalnych i parlamentarnych oraz tworząc gabinety rządowe. Zmiany modernizacyjne, ustrojowe i społeczno-gospodarcze po 1945 roku zmieniły znaczenie ugrupowań agrarnych. Po zdobyciu władzy w omawianych państwach przez partie komunistyczne ugrupowania agrarne były traktowane jako najpoważniejszy rywal. W rezultacie niezależne ugrupowania ludowe zostały zdelegalizowane, a ich przywódcy – St. Mikołajczyk w Polsce – musiał uciekać z kraju w obawie przed aresztowaniem, a inni – I. Maniu w Rumunii czy N. Petkow w Bułgarii – zostali aresztowani i skazani w sfałszowanych procesach. Sytuacja ugrupowań agrarnych uformowała się w dwóch modelach – zachowano satelickie ugrupowania agrarne skupione wokół monopartii komunistycznej (Polska, Bułgaria) lub zdelegalizowano ugrupowania agrarne (Węgry, Rumunia). Ich działalność była kontynuowana przez część działaczy na emigracji. Po demokratycznych zmianach w 1989 roku zaistniała możliwość wznowienia legalnej działalności przez te ugrupowania. Artykuł omawia zróżnicowane scenariusze zmian organizacyjnych, a w mniejszym stopniu programowych. Partie ludowe ubiegały się o miejsca w wyborach lokalnych i parlamentarnych pod "własnym szyldem" (Polska, Węgry, Słowenia) bądź wybierały strategię budowy szerszej koalicji parlamentarnej – casus Konwencji Demokratycznej Rumunii czy partii w Chorwacji. Należy również wspomnieć o procesach zjednoczeniowych i dezintegracyjnych w omawianych ugrupowaniach, które skutkowały postępującą marginalizacją ruchu agrarnego na scenach politycznych. ; В статье рассматриваются вопросы эволюции аграрных групп в странах Центральной и Восточной Европы. Эти партии сыграли значительную роль на политической арене в межвоенной Европе. Предметом политического анализа были Болгария, Румыния, Венгрия и два постюгославских государства – Словения и Хорватия. Статья отсылает также к случаю польских аграрных групп. Эти партии сыграли значительную роль на политической арене в межвоенной Европе. С одной стороны, они выражали социально-экономические и политические интересы сельского населения, а в данном регионе они составляли значительную часть общества. Ситуация с аграрными группировками формировалась по двум моделям: сателлитные аграрные группы, сосредоточенные вокруг коммунистической монопартии (Польша, Болгария), или запрещенные аграрные группы (Венгрия, Румыния). В статье рассматриваются различные сценарии организационных и, в меньшей степени, программных изменений. Народные партии боролись за места на местных и парламентских выборах под своим «собственным знаменем» (Польша, Венгрия, Словения) или выбрали стратегию для создания более широкой парламентской коалиции – пример Демократической конвенции Румынии или партии в Хорватии. Стоит также упомянуть процессы объединения и дезинтеграции в рассматриваемых группировках, которые привели к постепенной маргинализации аграрного движения на политических сценах. Модернизация, политические и социально-экономические изменения после 1945 года изменили значение аграрных групп.

Nationalities relations in a totalitarian state. The case of East Central Europe under Soviet occupation (1939-1941) – methodological issues and a research agenda

The aim of the article is to present the specific nature of research on the issues of national relations in a totalitarian state based on the example of the lands of Central and Eastern Europe under the Soviet occupation from 1939-1941. In order to achieve this, the literature on the subject (in English and Polish) was reviewed as well as the most important methodological problems encountered by researchers. The research program was also outlined, along with a proposal for their conceptualization in the form of signalling the main aspects of the above-mentioned issues, including the specificity of the Soviet occupation of 1939-1941, social and ethnic relations in this area, and the Soviet nationalities policy. Several research methods and postulates were proposed, as well as perspectives and theoretical approaches that could facilitate the study of this complex and controversial subject, e.g., the interdisciplinary nature of research, methods of bottom-up formation of political attitudes of the population (the so-called "bottom-up" method), application of theories of the totalitarian state, and different theories of ethnicity. As a result, an interdisciplinary program of comparative studies of ethnic relations in Central and Eastern Europe under Soviet rule (1939-1941) was outlined, taking into account the transnational character of historical processes and the need to conduct micro historic analyses and case studies that would allow capturing of the diversity of ethnic relations and verify the effectiveness of the policy of the central Soviet authorities. The article argues that it seems obvious that the specificity of the analysed problematics can be properly grasped only by consideration it in the historical and theoretical context, adopting a comparative and transnational approach, from a micro-historical as well as everyday-life perspective that highlights the most important social factors which facilitated changes in interethnic relations.
