This article is about the attitude of the international scientific community, as well as representatives of the Chinese intellectuals (including representatives of the Communist Party of China, liberals and the ''new left'') towards Joshua Ramo model of the "Beijing Consensus" formulated in 2004, the principles of which correspond to China's idea of how the world should be developed. It is analyzed whether China, while promoting the ideas of globalization, is ready to make its own adjustments to the dominant model of the "Washington Consensus" and whether it can reproduce the successful experience of its own development in other developing countries. The "Beijing Consensus" model is considered in the context of global leadership rotation. ; В статье рассматриваются подходы зарубежных исследователей, включая представителей различных китайских направлений и школ, к сформулированной в 2004 г. Джошуа Рамо модели «Пекинского консенсуса». Анализируется, готов ли Китай, продвигая идеи глобализации, предложить реальную альтернативу «Вашингтонскому консенсусу», способен ли он воспроизвести успешный опыт собственного развития в других развивающихся странах. Модель «Пекинского консенсуса» рассматривается в контексте смены глобального лидерства.
The article deals with the problem of intellectual migration (exodus of the highly-skilled personnel, especially in the ield of science and technology), in relation to the three emerging economies: China, India and Russia. A brief historical outline of policy in relation to the "brain drain" is presented, and the experience of the three above-mentioned countries in the ield of intellectual migration management is compared. The basic timeframe of the study is from 1990s to the mid-late 2000s, with some remarks about past decades and future prospects. Among the three examples of migration management the Chinese experience seems more systematical and includes a wide range of instruments for reversing the "brain drain" process. Indian "talent circulation" policy is more fragmented, despite obvious efforts of the government to put it in the strict conceptual framework. In the Russian Federation the "brain drain" policy is yet in the making, and range of appropriate instruments for "circulation of talents" management is to be developed. The inal conclusion is that the dynamics of perception of the "brain drain" phenomenon is generally of a similar character in all three cases: an initial negative attitude and attempts to restrict intellectual migration change over time to the recognition of the "brain drain" inevitability and the transition to a "talent circulation" policy begins, i. e., the using of intellectual diaspora resources for development of the national economy and S&T system.
Different approaches to the deinition of "intellectual capital" are considered in the article. Two components of national intellectual capital are examined – human capital and results of intellectual activity. A comparative analysis of various systems of state regulation of creation, use and augmenting of human capital and the use of results of intellectual activity (American, British, Chinese, Russian, etc.) is presented. A brief description of foreign and domestic systems of remuneration of teaching and research staff based on quantitative or expert assessments or their combination is done. It is noted that the use of quantitative or expert assessments in the remuneration system causes discussions in the world. As far as the system of higher education is concerned the data on current trend towards the decentralized system as more lexible and responsive is presented in the article while noting that the decentralization process brings both positive and negative effects. The most urgent problems of the domestic system of state management of human capital and the creation and use of results of intellectual activity are listed in the article: the geographical remoteness of the region from the center, horizontal inequality in wages, low level of base salaries of researchers, lack of demand for the large quantity of results of intellectual activity, etc. In the description of existing stimulating measures of the development of the sphere of creation and use of intellectual capital the main emphasis is done on the indirect incentives through tax beneits system. The scheme of different kinds of tax incentives for the use of intellectual capital, operating in different countries and the table containing the data on tax beneits, stimulating the domestic system of research and development at the federal and regional levels, are presented. The article is devoted to the issue of visualization of basic universals of Chinese culture in the attributes of the state power of China and Taiwan. The governments of the CR (Taiwan) and the RRC are actively constructing the "imagined reality" of their own national communities. In order to form a sense of participation with the super value — imagined nation, intellectuals and the political elite of mainland China and Taiwan find various ways of representing significant phenomena of their socio-cultural systems. The task of visualization of "primary tectonic projections" of Chinese culture and filling them with different meanings in the discourse of nationalism of CR (Taiwan) and PRC is successfully carried out by both states due to different ways of interpretation of the phenomena of common Chinese cultural text. Due to various factors peoples of mainland and island China have experienced the influence of various civilisations and formed a unique topos of Chinese "river" and Chinese "oceanic" culture. The combination of social practices, aimed at constructing national identity, takes on the form of visualization, including in the attributes of state power. The projections of the primary tectons of the Chinese cultural text, represented in the design of the flags and emblems of the PRC and PR (Taiwan), represent both the general civilizational foundations of the Chinese nation, and the special ideas of the Chinese and Taiwanese about their own identity and place in the globalizing world. ; Статья посвящена вопросу визуализации базовых универсалий китайской культуры в атрибутах власти Китая и Тайваня. Власти КР (Тайвань) и КНР активно конструируют «воображаемую реальность» собственных национальных сообществ. В целях формирования чувства партисипации со сверхценностью — воображаемой нацией, интеллектуалы Китая и Тайваня прибегают к различным способам репрезентации значимых феноменов социокультурной системы сообществ. Задача визуализации «первотектональных проекций» китайской культуры и наполнение их особыми смыслами в дискурсе национализма КР (Тайвань) и КНР успешно выполняется обоими государствами благодаря различной интерпретации феноменов общего китайского культурного текста. В силу различных факторов народы континентального и островного Китая, испытав на себе влияние различных цивилизаций, сформировали особый топос китайской «речной» и китайской «океанической» культуры. Совокупность социальных практик, направленных на конструирование национальной идентичности, приобретает форму визуализации, в том числе и в атрибутах государственной власти. Проекции первотектонов китайского культурного текста, представленных в дизайне флагов и гербов КНР и КР (Тайвань), репрезентируют как общие цивилизационные устои китайской нации, так и особые представления китайцев и тайваньцев о собственной идентичности и месте в глобализирующемся мире.
The paper contains analysis of the China's membership in the World Trade Organization (WTO). The advantages and disadvantages of WTO joining and also prospects and unforeseen difficulties are given in the paper. The People's Republic of China has already been a full-member of WTO for 6 years. The Chinese Government has mainly fulfilled all the conditions which were imposed for WTO joining. They concerned customs legislation that presupposed a considerable reduction of custom duties, an access to the service market for foreign investors, an increase of responsibility for violation of intellectual property rights. Many of these conditions have been fulfilled in advance. ; Проведен анализ членства Китая во Всемирной торговой организации (ВТО). Приведены положительные и отрицательные стороны во вступлении в ВТО, а также перспективы и непредвиденные сложности. Китайская Народная Республика уже шестой год является полноправным членом. Условия, которые были выдвинуты Китаю при вступлении в ВТО, китайское правительство в основном выполнило. Это касалось таможенного законодательства в плане существенного снижения таможенных пошлин, открытия для иностранных инвесторов рынка услуг, усиления ответственности за нарушение прав интеллектуальной собственности. Многие из этих условий были выполнены досрочно.
The article examines some aspects of the interpretation of the concept of "investment" through the prism of the concepts of "property", "intellectual property", "capital" etc. on the example of domestic and foreign doctrine and legislation of China, including the 2015 Chinese draft Law "On foreign investment". It is concluded that being "capital" - accumulated and unused for consumption part and income for a certain period of production activity and newly invested in production - concept of "investment" is based on both economic and legal concept of ownership. ; В статье исследуются некоторые аспекты трактовки понятия «инвестиция» сквозь призму понятий "собственность", "интеллектуальная собственность", "капитал" и др. на примере отечественной и зарубежной доктрины и законодательства Китая, в том числе проекта Закона 2015 г. «Об иностранных инвестициях» КНР. Делается вывод о том, что, будучи «капиталом» - доходом от производственной деятельности, полученным за определенный период, - накопленным и неиспользованным в потреблении и вновь вложенным в производство, - понятие «инвестиция» опирается как на экономическое, так и на юридическое понятие собственности.
The paper considers the issue of interference of the national linguoculture of the target language in English and Russian translations of the texts of the Chinese political discourse on the basis of comparative analysis from the culturological point of view. The research was carries out on the material of the report of the general secretary of the Central Committee of the CPC, the president of the PRC Xi Jinping at the 19th National Congress of the CPC and its official translations. The paper studies the differences between the two translation discourses from three aspects: 1) "understatement" / "overstatement" (the importance of implicitness and reserve for the English linguoculture and emotionality for the Russian one; it is manifested on the material under study in reduced national pathos in the English translation); 2) political correctness (the tendency to avoid linguistic units likely to hurt the feelings of certain people typical of the European culture; it is manifested on the material under study in euphemisation of some notions in the English translation: some nominations of people characterizing them via age or physical ability, such as "old" and "invalid", are considered insulting and are substituted for, and the components hinting at discrimination on the basis of property qualification, dividing the people into "poor" and "rich" are dropped in the English translation altogether); 3) reference to rationalism (orientation of the Russian mentality towards intuition and feelings, and of the English one - towards pragmatism are manifested in the intertextual translation equivalents "dukhovniy (spiritual)" / mindset, intellectual, moral, ethical, "sud'ba (fate)" / future). The results of the study have demonstrated that the Russian translation reflects the modality of the Chinese original better due to the similarity between the Russian and Chinese cultures in the three aspects mentioned abov. ; В статье на примере Доклада Си Цзиньпина на XIX Всекитайском съезде КПК рассматриваются различия между английским и русским переводческим дискурсом.
The article continues the consideration of the widespread in China notion of xiaoqang, the model of an ideal society. Xiaoqang can be translated into Russian as "a society of low income", "a society of average prosperity". In the late 1970s. China began to pursue a policy of reform and openness to the outside world, after which Deng Xiaoping used the concept of "xiaoqang" as a characteristic of the Chinese model of modernization. Xiaoqang became the goal that China was supposed to achieve by the end of the 20th century.For years, party leaders, politicians, and Chinese scholars have discussed class in Marxist-Leninist terms: "workers", "peasants", and "intellectuals". The Chinese Communist Party (CCP) did not recognize any social, economic or political role for the middle class, and the ultimate goal of social development was to create a "classless society". However, during the reform era, views of classes began to evolve, and at the 16th Congress of the Chinese Communist Party in 2002, Jiang Zemin proclaimed the goal of "controlling the growth of the upper strata of society, expanding the middle strata and shrinking the bottom". Thereafter, the CCP began to develop a state-sponsored discourse about the "harmonious middle class". The new goal was to create a middle-class society in which the bulk of the population would be "economically satisfied," a "middle-class society", xiaoqang, and this society would be harmonious. ; В статье продолжено рассмотрение широко распространенного в Китае представления о сяокан, модели идеального общества. Сяокан можно перевести на русский как "общество малого достатка", "общество средней зажиточности". В конце 1970-х гг. Китай начал проводить политику реформ и открытости внешнему миру, после чего Дэн Сяопин использовал понятие "сяокан" в качествехарактеристикикитайскоймоделимодернизации.Сяокансталцелью, достижение которой Китай должен был обеспечить к концу XX в. В течение многих лет партийное руководство, политики и исследователи Китая обсуждали класс в марксистско-ленинских терминах: "рабочие", "крестьяне" и "интеллигенция". Коммунистическая партия Китая (КПК) не признавала никакой социальной, экономической или политической роли среднего класса, а конечной целью социального развития было создание "бесклассового общества". Однако в эпоху реформ взгляды на классы начали эволюционировать, и на XVI съезде Коммунистической партии Китая в 2002 г. Цзян Цзэминь провозгласил цель "контролировать рост верхнего слоя общества, расширять средний слой и сокращать нижний". После этого КПК начала развивать поддерживаемый государством дискурс о "гармоничном среднем классе". Новая цель состояла в том, чтобы создать общество среднего класса, в котором основная масса населения была бы "экономически удовлетворенной", "общество средней зажиточности", сяокан, и это общество было бы гармоничным.

Автор рассматривает позиции Европейского союза и Китая по данной концепции в качестве инструмента внешней политики и приходит к выводу, что, несмотря на тот факт, что ЕС и Китай поддерживают принципы глобального управления, представления обеих сторон о концепции отличаются. Причина заключается в том, что культурные традиции, политические идеологии, экономические интересы, институциональные системы, а также отношение к суверенитету обоих акторов различаются. К тому же нынешняя слабость Евросоюза и внешняя политика государств-членов ограничивают его способность формировать систему глобального управления. = This article deals with the term «global governance» that state officials and intellectuals started to use more frequently after the financial cri-sis stuck. The author considers the EU's and China's attitudes towards this concept as a foreign policy tool. The author concludes that, although the EU and China advocate global governance, both sides have different un-derstanding of the concepts of global governance. The reasons are different cultural traditions, political ideologies, economic interests, institutional systems and ideas of sovereignty. Besides the EU's current weakness and national foreign policies impede its ability to shape the system of global governance.
The political and economic context for India based on the results of the Regional Comprehensive Economic Partnership Agreement (RCEP) signed in November 2020 is considered. The benefits of strengthening economic cooperation for the participating countries from its signing are characterized. The hypothetical advantages for India in the case of its entry into RCEP are analyzed. In connection with country's opting out of RCEP the authors have highlighted three segments of reasons for studying (political, legal and economic) that caused such India's decision. Among the political reasons for India's opting out of RCEP the problem of the Indo-Chinese border conflict over disputed territory escalating is emphasized. Among the legal reasons that determined opting out of the treaty, the issues of investment policy and intellectual property outside the World Trade Organization frameworks are noted. The economic reasons offset the benefits of RCEP for India are investigated. The connection between all three segments of causes is demonstrated. The experts' forecasts is evaluated for India's entry into third place in the world economy in terms of the gross domestic product contribution and the prerequisites for this are studied. It is concluded about the possibility of achieving the goal if a number of conditions are met and a set of necessary measures is carried out. ; Рассмотрен политико-экономический контекст для Индии по результатам подписанного в ноябре 2020 г. Цель. Рассматривается проблема становления российско-китайского сотрудничества в начале 20-х годов XX в., роль Коминтерна в этом вопросе и попытка оказания интернациональной помощи национально-освободительному движению в Китае. Анализируется политика советского руководства в период до Вашингтонской конференции и после нее. Новизна исследования – в использовании в работе широкого круга новых архивных материалов и недавно опубликованных документов.Методологическая основа. В основе исследования лежат принципы историзма, критического подхода к используемым источникам и всестороннего анализа проблемы.Результаты. Доказывается, что на первом этапе позиция большевиков характеризовалась стремлением военным путем поддержать революционное движение в Монголии, Корее и Китае, расширить зону «мировой революции». Задачей было установление народных республик, объединение Китая, проведение буржуазных преобразований силами коммунистических партий в блоке с национальной демократией и интеллигенцией и заключение союза с Советской Россией.Вашингтонская конференция зафиксировала новое соотношение сил на Дальнем Востоке. Это заставило советское правительство постепенно изменить приоритеты. Произошел поэтапный отказ от открытой поддержки антияпонского движения в Корее, осуществилась переориентация на демократическую организацию Гоминдан в Китае и фактическое подчинение ей китайской компартии. Провозглашалась политика единого антиимпериалистического фронта.Большое внимание уделяется проблеме дуализма внешнеполитической деятельности большевистского руководства. Это выразилось в противостоянии Коминтерна и Народного комиссариата иностранных дел по международным вопросам. Противоречие между интернациональными планами Коминтерна и национальными интересами России по установлению дипломатических отношений с великими державами разрешилось в пользу последних. Национальная революция в Китае должна была победить самостоятельно, без прямой военной поддержки извне.Область применения результатов. Результаты исследования могут быть использованы в ходе преподавания в вузе истории России и всеобщей истории. ; Purpose. The article deals with the problem of formation of Russian-Chinese cooperation in the early twenties of XX century, the Comintern role in this issue and attempt to provide international assistance to the national liberation movement in China. On the basis of a wide range of sources and archival materials, policy of the Soviet leadership is analyzed in the period up to the Washington Conference and beyond.Methodological basis. The study is based on the principles of historicism, a critical approach to the sources used and comprehensive analysis of the problem.Results. At the first stage the Bolshevik position was to keep support of the military revolutionary movement in Mongolia, Korea and China, to expand the area of "world revolution". The objective was to establish the People's Republics, association of China, provision of bourgeois transformation held by forces of the of communist parties in alliance with the national democrats and intellectuals and an alliance with Soviet Russia.Washington Conference recorded a new balance of forces in the Far East. This forced the Soviet government gradually change priorities. Open support for the anti-Japanese movement in Korea was gradually denied and Soviet Russia reoriented to the democratic movement of the Kuomintang in China and submission of the Chinese Communist Party to it. The policy of the united anti-imperialist front was proclaimed.Substantial attention is paid to the problem of dualism of the foreign policy of the Bolshevik leadership. This was reflected in confrontation of the Comintern and the People's Commissariat (People's Commissariat for Foreign Affairs) on international issues. Controversy between international plans of the Comintern and the national interests of Russia on the establishment of diplomatic relations with great powers was resolved in favor of the latter. The national revolution in China had to overcome on their own, without direct foreign military support.Practical implications. Results of the study can be used in teaching of the Russian history and the world history in high school.
