Mark Meerovich's System-Based Methodological Approach to the History of Architecture and Town-Planning: In Memory of My Friend ; Системно-методологический подход к истории архитектуры и градостроительства Марка Мееровича.: Памяти друга
Mark Meerovich proposed a model of Soviet history of architecture and town-planning based on the principles of Georgy Petrovich Shchedrovitsky's activity theory. Georgy Petrovich's students used these principles as a baseline for articulation of the issue and handling of the situation. That is why the analysis of the Soviet housing legislation, which defines the character of solutions and the activity on different levels, enabled Mark Meerovich to see architectural and town-planning problems from another point of view. He formulated a holistic concept of Soviet principles of settlement, explained the reason of the failure of the idea of the garden city in the USSR and showed the principles of arrangement of "socialist cities", described the phenomena of "labour and household teams" and communal housing, and demonstrated the Soviet mechanisms of people management. Meerovich introduced for scientific use a lot of unknown materials concerning the activity of prominent Soviet and foreign architects of Stalin's era. ; Марк Меерович предложил модель советской истории архитектуры и градостроительства, выстроенную по принципам теории деятельности Георгия Петровича Щедровицкого. Принцип деятельности для учеников ГП был исходным для постановки проблем и ориентации в ситуации. Именно поэтому анализ советского жилищного законодательства, определяющего характер принимаемых решений и деятельности на разных уровнях, дал ему возможность выстроить целостную концепцию советских принципов расселения, объяснил провал идеи города-сада в СССР, показал принципы организации «соцгородов», описал феномены «трудо-бытовых коллективов» и коммунального жилья, а также показал советские механизмы управления людьми. Меерович ввел в научный оборот огромное количество неизвестных материалов, касающихся деятельности выдающихся советских и иностранных архитекторов сталинской эпохи.

PLANNING STRUCTURE ANALYSIS OF SMALL TOWNS IN IRAN ; АНАЛИЗ ПЛАНИРОВОЧНОЙ СТРУКТУРЫ МАЛЫХ ГОРОДОВ ИРАНА
Planning structure of cities plays an important role in shaping their sustainable development while elaborating urban planning documentation (master plans and detailed plan projects). The existing studies of small towns in Iran reveal issues of architectural heritage and do not touch upon such peculiar features of small town planning as shape of their plan, network of streets, their configuration. It has not been established how a planning structure of a small city influences on its sustainable development.An inspection of 16 small towns of Iran has shown that the majority of the cities have a compact planning form which is due to flat relief, as well as the need for efficient use of valuable agricultural land. At the same time the paper demonstrates that territory development for building construction within city boundaries has unequal character. It has been determined that cities have very few green areas. Undeveloped wastelands owned by private individuals are often located close to densely developed areas. Such situation is due to specific features of the Iranian legislation that does not specify time terms for territory development. Parameters of urban road-street networks (width in red lines, presence of such transverse profile elements as landscaping along roadways) do not correspond to the existing recommendations in Iran. Mixed or free system of streets is considered as the most common one and it is due to changes in urban conditions during the long process of development. Frequent network of narrow streets forms a system of small blocks of various shapes and needs to be improved. The majority of the inspected cities do not have bypass roads for freight transport, and there is also a transit transport through their historic centers. ; Планировочная структура городов играет важную роль в определении направлений их развития в ходе разработки градостроительной документации (генеральных планов и проектов детальной планировки). Существующие исследования малых городов Ирана освещают вопросы архитектурного наследия и не затрагивают характерные особенности планировки малых городов, такие как форма их плана, сеть улиц, их конфигурация. Не установлено, как планировочная структура малого города оказывает влияние на потенциал его устойчивого развития.В результате обследования 16 малых городов Ирана выявлено, что большинство городов имеют компактную форму плана, которая обусловлена равнинным рельефом, а также необходимостью рационально использовать ценные сельскохозяйственные земли. Вместе с тем, освоение территории под застройку в границах города носит неравномерный характер. Установлено, что города имеют крайне мало озелененных территорий. Рядом с плотно застроенными кварталами часто находятся незастроенные пустыри, принадлежащие частным лицам. Это вызвано особенностями иранского законодательства, не ограничивающего срока освоения участка. Параметры улично-дорожной сети городов (ширина в красных линиях, наличие таких элементов поперечного профиля, как озеленение вдоль проезжей части) не соответствуют действующим в Иране рекомендациям. Наиболее распространена смешанная или свободная система улиц, которая обусловлена сменой градостроительных условий в процессе длительного развития. Частая сеть узких улиц формирует систему мелких кварталов разнообразного очертания и нуждается в совершенствовании. В большинстве обследованных городов нет обходных дорог для грузового транспорта, а также существует транспортный транзит через исторический центр.

Social participation of the Russian and armenian students in the socio-cultural development of cities
The article was prepared on the basis of an international comparative study - a sociological survey of students from regional universities from 37 cities in the Sverdlovsk region of the Russian Federation and 20 settlements of the Shirak region in the Republic of Armenia (targeted sample, No. = 715). The authors explore the potential for social participation of students from countries with a common political background of post-socialism and cardinal differences in the cultural and historical heritage of urban spaces. The purpose of this article is to determine the potential for social participation of students of regional universities in Russia and Armenia and the subjective factors that determine their activity in the development of cities. The article analyzes the experience of volunteering, as well as the willingness of students to different types of constructive social participation in urban development. To identify factors that activate the social participation of students, a discriminant analysis has been used. Discriminant models were constructed dividing groups of students from different countries with a high and low degree of readiness for social participation, as well as into groups with and without volunteering experience. The authors argue that Russia and Armenia are characterized by an identical structure of student involvement in volunteer activities, but the level of students' readiness for social participation in urban development in the countries under consideration is different. For Armenian students, not only the willingness for social participation is higher, but also the practices themselves are more associated with active socio-cultural activities in the urban space. Two factors that determine the experience of real participation in the socio-cultural development of cities are characteristic of both Russian and Armenian students. The real experience of volunteering is more likely to be acquired by those students who are motivated to receive information about the culture and history of their cities, as well as the ability to see and identify significant cultural and historical objects where they live and study. In the Russian scenario, the importance of the city, the need for its development increases for students if they, being armed with certain knowledge about its culture and history, consider that the city is an interesting object (including a tourist one) for promotion. For Armenian students, knowledge of the culture and history of their place of birth is a basic factor that shapes their interest in further exploring their cities, the desire to make them better. © 2020 Moscow Polytechnic University. Наряду с этим автор использовал газеты и журналы ; отражающие экосреду республики. ; the article analyzes ecological reforms of Uzbekistan's industrial towns ; especially towns of Tashkent region ; during the years of Independence. The analysis shows the improvement of ecological balance ; as a result of governmental arrangements undertaken for solving the ecological problems in the town. The article demonstrates the abatement of industrial pollution as a result of re-organizing industrial factories by investments. The statistical data shows the reduction of air pollution by deleterious waste in the town ; which was caused by the effect of industrial plants reorganization that phase down during the first years of Independence ; as a joint venture and technical and technological re-equipment of them. The ecological state of each industrial town is analyzed separately in the article. The author uses governmental decrees ; periodicals ; documents of town hall ; archive data ; as well newspapers and magazines that show eco-environment of the republic.

SOVIET MONOPROFILE CITIES: THE STORY BEHIND AND KEY FEATURES ; СОВЕТСКИЕ МОНОГОРОДА: ИСТОРИЯ ВОЗНИКНОВЕНИЯ И СПЕЦИФИКА
The paper features the reasons, as well as the fundamental principles that led to the mass phenomenon of single-industry industrial cities – first, during the first (Stalin) wave of industrialization in the USSR, and then, during the second (Khrushchev) wave of Soviet industrialization. The goal is to prove that this type of settlements is a unique phenomenon, because the economic and political system was unique: they emerged within the framework of strictly specific programs for the implementation of industrial, resettlement, town-planning, housing, and migration policies. Moreover, the Soviet urbanization in itself was a very specific phenomenon of completely artificial nature, since there was nothing natural in settlements erected by order around newlybuilt industrial enterprises. The research employs the methods of comparative and critical analysis. The field of application is the Russian history, the history of Soviet urban planning, political science, and municipal government. Conclusions: Soviet mono-profile cities were the brainchild of the socio-political, industrial, economic, and command-administrative system shaped by the Soviet government. In the period of industrialization, they functioned as production and technological centers, as well as administrative and territorial areas, acting as key nuclei of the settlement system, and later in the 1970s, as elements of community systems within agglomerations. ; Предметом статьи являются причины и основополагающие принципы, которые в период первой (сталинской) волны индустриализации в СССР привели к массовому появлению монопрофильных промышленных городов, а затем во второй (хрущевской) продолжили существование этого феномена. Цель – доказать, что этот тип поселений – уникальное явление, потому что уникальной была сама хозяйственно-политическая система, в пределах которой они возникали из сугубо специфических программ осуществления промышленной, расселенческой, градостроительной, жилищной, миграционной политики. А также потому, что специфическим, полностью искусственным явлением была сама советская урбанизация, в ходе осуществления которой в приказном порядке возводилась селитьба возле промышленных предприятий-новостроек. Методология – сравнительный и критический анализы. Область применения результатов: отечественная история, история советского градостроительства, политология, муниципальное управление. Выводы: советские монопрофильные города были детищем социально-политической, производственной, экономической, командно-административной системы, сформированной советской властью. В период индустриализации они выполняли роль центров производственно-технологических и одновременно административно-территориальных «регионов», выступая ключевыми ядрами системы расселения, а затем – в 1970-е гг. – элементами групповых систем населенных мест (агломераций).

The content, meaning "municipal regulations" of 1870 and its adequacy with the historical realities of the time is considered. The ambiguity of its evaluation is emphasized, it is shown that the document at different times was the subject of discussion for representatives of various areas of socio-political and scientific thought. The detailed assessment of the main advantages and disadvantages of the content of the document provides in accordance with historical conditions of the time. For example, the low level of legal awareness of the population, the indifference of the majority of citizens in public life are mentioned. It is reported about numerous facts of failure of city councils meetings because of the absence of members, low educational level of elective council members, who often could not read and write. The author's reflections on the violation of the principle of representation are presented: in spite of the different sizes all three categories of voters have equal representation in the town council. The rationale for the position that in the hands of the mayor the concentration of executive and legislative powers was allowed is presented. In general, the compliance between municipal legislation and real development needs of provincial towns of the second half of the XIX century is stated. Many years of experience in the study of empirical material on the history of urban municipal cities of Western Siberia are summarized ; Рассматривается содержание, значение «Городового положения» 1870 года и его адекватность историческим реалиям того времени. Подчеркивается неоднозначность его оценки, указывается, что документ в разное время был предметом обсуждения для представителей различных направлений общественно-политической и научной мысли. Дается развернутая оценка основным недостаткам и достоинствам содержания документа с учетом исторических условий того времени. Например, отмечается низкий уровень правосознания населения, безразличие большинства горожан к общественной жизни. Сообщается о многочисленных фактах срыва заседаний городских дум из-за неявки гласных, низкий образовательный уровень выборных «гласных», зачастую не умевших читать и писать. Представлены размышления автора о нарушении принципа представительства: при различной численности все три разряда избирателей имели равное представительство в городской думе. Приводится обоснование положения о том, что в руках городского головы допускалось сосредоточение исполнительной и законодательной властей. В целом констатируется факт соответствия муниципального законодательства реальным потребностям развития провинциальных городов второй половины XIX века. Суммируется многолетний опыт автора в исследовании эмпирического материала по истории городских самоуправлений городов Западной Сибири
