; European citizenship poses a definitory problem: the status of European citizen depends on being citizens of one of EU member states. This dependence, which determines a relationship of superposition, tends to mask the difference of the two forms of citizenship. The sense of national membership prevails, from a subjective point of view, with respect to the common membership of the EU. Through relational sociological analysis of historical and cultural mold, will locate the specific characteristics of European citizenship. The positive affirmation of European citizenship identifies a collective identity inseparably linked to the individual national identity, inspired by a «reflective model» capable of embracing the extraneous. Relational analysis will then be supplemented by the study of social representations that make up the Italian journalistic narrative. It will be analyzed articles published in the last four decades by some of the major national newspapers («Corriere della Sera», «La Repubblica», «La Stampa»), reaching a conceptual synthesis of the predominant argument patterns that draw the contours of European citizenship in the Italian context. The study of journalistic communication it is not reduced to a quantitative description of the recurrence wherewith European issues are proposed in the national press but, through a detailed study of the information contained in the body of articles, tries to determine which representation of the European citizen is conveyed by the media. The aim of the present study is to understand the meta-conceptual substrate which allows citizens to relate to European institutions, giving shape to that «sense of membership» nodal for the realization of a truly democratic governmental structure.

This paper investigates the conditions for the implementation of the Europe 2020 strategy. The overall situation of the states belonging to the European Union presents many differences, determined by demographic, social, productive and economic changes. Moreover, every Country organizes its own welfare by grounding it on deeply-rooted and hardly equitable traditions. However, there is a hard push towards a unified model of "active welfare state" that is not centered on relief but on individual responsibility and remunerated employment. Such feature would act as a guarantee of its correct functioning, thus responding to the changing competitive balance determined by the process of globalization and the internationalization of markets, as well as by deep changes involving factors such as production systems, labour market, family structure, and demographics. The eventualsynergy between the "active welfare state" and the strategy advocated by Europe 2020 for a "smart," "sustainable," and "inclusive" growth, could pivot on lifelong learning provided to the active citizenship by encouraging the empowerment of individuals. The perspective, within which this latter improvement is achieved, draws on equality and parity, hence subtracting knowledge and learning from being manipulated by profit-making togetherwith vicious solidarity and social ties with the rules of market economy.

This paper defends the functional theory of citizenship on the grounds of the conceptual map of contemporary models of citizenship that I have developed elsewhere. I address three different types of criticisms. First, the focus is on the arguments of those who believe the legal model of citizenship needs to be abandoned or rejected all together. Several reasons against this suggestion are highlighted. Second, a short discussion follows of some points made by those contributors to this volume who instead think that the legal model should be not be rejected, but that it still needs to be amended or requires development to fit contemporary migration patterns. Finally, I address the criticisms of those who believe the whole enterprise of developing a general theory of citizenship is flawed since there would be no concept of citizenship independently of political contingencies.

The extremism of individualism, uncontrolled globalization, social-economic inequality and the informative overdose which we continually come across, have lead to a crisis of political representation which has given birth to an uncontrolled spreading of populism and royalism which has resulted in anti-systemic methods which generate a condition of the pulverization of society. It is important to say that the democratic Ethos as it is understood is a real cultural fact which goes beyond the political sphere alone. Here we find the intense role of the school which, being an intentionally formative agency, has to take on the job of implementing and spreading education towards and for democracy To this end, the European Council deems citizenship education fundamental when it comprises the four Cs of learning: critical thinking, creativity, communication and collaboration. It is therefore necessary to look towards the realization of formative routes founded on didactic models which aim at the acquisition of knowledge and essential abilities, learning towards the reaching of those basic competences which allow a person to become an active citizen with a wide and transversal dimension able to understand, evaluate and make decisions in a selfmade, critical, responsible and solidarity way. A tal ...

Thanks to a line of research and intervention named Early Childhood Education and Care (ECEC), the European Union has been stressing for a long time that parents should be supported when acting their educative role and, thus, take full responsibility for the functions related to it. In fact, they ought to be considered a crucial resource for the education of the "citizens of tomorrow".Within this perspective, we present a section of the results that were obtained in a pilot project meant for the support of reflexive parenting. Such pilot project is included in the wider European Project ALICE – Adults Learning for Intergenerational Creative Experiences. Among its goals, it lists the training of adults interested in interacting with children through informal languagesand creative languages, with the dual purpose of (a) promoting andstrengthening in them the acquisition of skills that will improve the effectiveness of education in an intergenerational perspective and (b) increase the awareness about the importance of their role as educators for the purposes of developing, in the new generations, citizenship skills and social cohesion.

The article proposes two anthropological movements as guidelines for an education in democratic citizenship more capable of overcoming reductionisms and trivializations: a return to oneself, suggested by Hannah Arendt and a movement towards others, suggested by Edgar Morin. The text also takes the opportunity to formulate a reflection on the relevance of the global educational challenge of compulsory schooling for the construction of a more sensitive and open humanity.

The human being develops thanks to her relationship with their conspecifics. Thanks to this relation, she obtains a given cultural heritage andacquires her own identity, thus differentiating herself and finding her own space of freedom and autonomy that enables her to interact and extend her own network of relations. This process of reciprocity allows the human being to realize herself as conscious member of a "social body," namely a radical society within an organic human context—a context that has nowadays become global, as a consequence of new migratory fluxes and of newly increasing economic inter-dependence.Education is a thread in human civilization and makes it possible to transform the spaces where anonymity, fear, consumerism, prejudice, haste, indifference, subjugation, insecurity and solitudes take place. As a consequence of transformation, these spaces become characterized by acceptance, trust, sharing, safety, friendship, kinship. The models of political education that used to prevail are the following ones: the academic model—in which a huge amount of notions are debated and explained—and the laboratory model—which bends towards operational politics, by making use of workshops and simulations. It is now widespread the social need to provide everybody—and young people in particular—with foundational socio-political information and with evaluative tools that are historically well-established. These latter instruments should allow for a comparison of different socio-political traditions and frameworks, thus stimulating a renewed commitment that is consciousof the increasing difficulties faced when implementing policies. It isnecessary to found again a political culture and provide it with a new direction— for example, by matching ideals and administrative experience and by supporting it through a dynamic reflection that is open and capable of understanding the current events.

The first part of this new millennium presents us a political and economic context inwhich the so-called globalized society is rising from the ranks setting as its first foundationthe constitution of planetary citizenship, considered the first principle for the affirmationof human rights and of civil co-habitation, in order to realise pacification, solidarityand equality among peoples. Unfortunately this rising "Global Village" is still continuouslytormented by so many conflicts, destructiveness, inequalities and injustices.Among peoples a climate of generalised violence and creeping terror prevails, causingin the "citizens" of the planet bewilderment, distrust, insecurity and anxiety. Therefore, the planetary citizenship is continually threatened by a strong competitiveness and individualismmaking human beings threatening and threatened, it follows that many layersof the world population do not feel ensured their fundamental rights. In such a direction, the educational action can represent the keystone that works as a critical forceof emancipation of consciences and avoids the flattening on ideological positions thatundermine at the base the ongoing process of promotion of civil co-habitation, safeguardof human rights and the constitution of a planetary citizenship as guarantee ofglobal peace and fundamental rights of the human being.
