In this interpretative study, the authors analyze the construction of three moral values in the context of inner-city high schools experiencing widespread poverty and racism. These values are trust, respect, and care. The authors demonstrate how the processes of social and discursive construction of morality differentially influence lived moral experiences for African American high school students from similar socioeconomic backgrounds. Differences are largely explained by the articulation of a strong African American tradition (racial-ethnic pride) in the magnet school, "City High." By contrast, a profound lack of trust and respect for this tradition seems to hinder student voice and the pursuit of "moral equality" and access to quality public schooling in the comparative school, "Neighborhood High."

This paper analyzes narratives on emotional labor among officers working in an overpopulated and undermanned city jail in the Philippines. Taking off from Hochschild (1983) and Crawley (2004) as theoretical departure points and using Sikolohiyang Pilipino as an approach in deploying institutional ethnography, I forward three arguments that enrich the understanding of emotion management dynamics in the carceral setting. First, emotional labor in the city jail is largely based on rank. Rank is a fixed navigation point where officers need to be in their "rightful place" (lugar) in interacting with and expressing emotions to others. Second, leadership regimes in forms of sistema (substandard yet acceptable ways of doing things) or kalakaran (corrupted sistema) also dictate emotion regimes among officers in the facility. And third, narratives of professionalism dominate accounts that normalize, reify, moralize, and even prize emotional laboring. In contrast to existing literature, data suggest that emotion management can be endowing, as it clarifies expectations and harmonizes relationships. Officers, in addition, claim that they are willing to endure emotional labor as it helps them to be more dutiful as a public servant. In fact, officers value emotional labor with a nationalist tone. With strong appreciation for emotional management in the narratives, I end with critical reflections and forwarded interrogations on the danger of moralizing emotional labor and recommend further investigation of its aspects that could lead to mundane violence.

Der Beitrag berichtet über Hintergrund, Inhalt wie auch Ausgestaltung des Universitätslehrganges "Management und Leadership für Frauen", der als Kooperation der Johannes Kepler Universität (JKU) und der Volkshochschule Linz (Stadt Linz) seit 2010 konzipiert und erfolgreich umgesetzt wird. Während die inhaltliche, curriculare Gestaltung des Lehrganges der Universität obliegt, übernimmt die Volkshochschule die organisatorische Abwicklung. Der Wissensturm der VHS Linz als Veranstaltungsort des Lehrganges will den teilnehmenden Frauen dabei vor allem ein offenes und demokratisches Lernumfeld bieten. Ein Spannungsmoment in der Kooperation von Universität und Volkshochschule ergibt sich in der Frage der Finanzierung: Die Abstimmung von Lehrgangsbeitrag, Qualität und Leistbarkeit ist eine der großen Herausforderungen der gemeinsamen Lehrgangsgestaltung. Abschließend gehen die Autorinnen auf den Mehrwert dieser Kooperation für Universität und Volkshochschule ein. (DIPF/Orig.) ; The article reports on the background, content and organization of the post-graduate degree programme "Management and Leadership for Women", which was conceived of as a cooperation between Johannes Kepler University (JKU) and the Linz Adult Education Centre (City of Linz) in 2010 and has been successfully implemented. While the university is responsible for the content and the curriculum of the programme, the adult education centre is in charge of organization. The programme takes place in the Wissensturm (Knowledge Tower) of the Linz Adult Education Centre, which wants to provide an open and democratic learning environment for female participants. Tension in the cooperation between university and adult education centre arises in the area of funding: the coordination of course fees, quality and affordability is one of the great challenges facing the joint programme organization. One achievement of leadership style is job satisfaction. Therefore, this research aims to analyze the effect of job satisfaction on service quality through the leadership of hospital directors at various Type B Regional General Hospitals. This was done by processing data contained in the Decree of the Minister of Administrative Reform (Kepmenpan) No. Kep/25/M.PAN/2/2004. The research had a cross sectional study design and 500 samples who were employees from both civil servants and BLUD (300 respondents from hospital B type at Semarang city, 100 from Jepara regency, and 100 from Kendal regency). A simple random sampling was the technique used to obtain the subjects. Data processing and analysis was performed using the Community Satisfaction Index of Government Agencies Service Units. The results show that employee satisfaction index, service quality and the quality leadership of hospital B type at Semarang city and at Kendal Regency is decreasing. But hospital B type at Jepara regency is increasing. Therefore, a transformational leadership style can increase employee satisfaction.

The article reveals the measures undertaken by the Soviet state during the "thaw" in the fi eld of reproductive behaviour, the protection of motherhood and childhood. Compilations, manuals and magazines intended for women were the most important regulators of behaviour, determining acceptable norms and rules. Materials from sources of personal origin and oral history make it possible to clearly demonstrate the real feelings of women. The study of women's everyday and daily life in the aspect related to pregnancy planning, bearing and raising children will allow us to compare the real situation and the course of implementation of tasks in the fi eld of maternal and child health. The demographic surge in the conditions of the economy reviving after the war, the lack of preschool institutions, as well as the low material wealth of most families, forced women to adapt to the situation. In the conditions of combining the roles of mother, wife and female worker, women entrusted themselves with almost overwork, which affected the health and well-being of the family. The procedure for legalising abortion gave women not only the right to decide the issue of motherhood themselves, but also made open the already necessary, but harmful to health, habitual way of birth control. Maternal care in diffi cult material and housing conditions became the concern of women and the older generation, who helped young women to combine the role of a working mother, which the country's leadership confi dently assigned to women.

ABSTRACTThrough a study of middle-class power in Norwich in the first third of the twentieth century, this paper tests a number of hypotheses concerning the behaviour of British urban elites. Analysis of networks (freemasons, business organizations and family) assesses the level of social unification among the middle class; elite involvement in chapel, charities and voluntary organizations addresses the question of social leadership; whilst elite politics is considered through three questions: did they become unified behind a single anti-socialist stance? Did the more important members of the elite leave urban politics? And did they abandon faith in grand civic projects? Its conclusions suggest that the power and involvement of the elite continued into the 1930s, maintaining a positive approach to the scope and function of municipal authority.

The Resource Coordination Committee (RCC) was established to address unmet needs in the wake of the Oklahoma City bombing on April 19, 1995. The purpose of the RCC was to bring together people who could contribute money, workers, or materials to serve unmet needs of disaster survivors. Initially composed of a working group of representatives from over 40 organizations, the RCC provided services or resources to individuals and families recovering from the disaster We explored the organizational dynamics that emerged as the committee came together to address the unmet needs of victims. Particular attention was given to the leadership processes of the committee, its approach to decision-making, its control of confidentiality, and how it addressed accountability. Also, we conducted an assessment of the strengths and weaknesses of the RCC as identified by the members. In this report, we conclude with considerations based on case study findings for addressing unmet needs in future disaster situations.

Aberdeen Art Gallery holds a unique collection in the history of the Scottish women's suffrage movement: the correspondence of Caroline Phillips, journalist and honorary secretary of the Aberdeen branch of the WSPU, 1907-09. Through her correspondence, Phillips wrestled with the demands of London headquarters for more militant action, was tempted to join the Women's Freedom League, and finally saw herself and her friend Helen Fraser replaced by the Pankhursts. Because of her involvement in the suffrage movement, Phillips found it difficult to gain entrance to some political events in the city, making it impossible to complete her work as a reporter, and was threatened with dismissal by her employer. She was also torn between the demands for militant action of the WSPU leadership and her own instinct for a more conciliatory approach. Her correspondence reveals the emotional and personal costs of working for 'the cause' in a city far away from the heart of the suffrage movement, but also the fulfilling friendships that sustained and supported her.

El liderazgo político es un tema poco analizado a nivel local, no solo en Colombia sino en América Latina, en donde los estudios de este tipo se han centrado principalmente en las elites parlamentarias y los liderazgos populistas de orden nacional. El presente artículo tiene el propósito de describir las características del liderazgo político en Bucaramanga, Colombia, durante el periodo 2003 y 2015, mediante el análisis de una muestra integrada por veintitrés representantes que iniciaron su carrera política en el Concejo de la ciudad y que lograron en dos o más oportunidades ocupar cargos de elección popular en las distintas instancias de representación política de orden local, departamental o nacional. ; Political leadership is a subject little analyzed at the local level, not only in Colombia but in Latin America, where studies of this type have focused mainly on parliamentary elites and populist leaderships of a national order. This article aims to describe the characteristics of the political leadership in Bucaramanga, Colombia, during the period 2003 and 2015, through the analysis of a sample made up of twenty-three representatives who began their political career in the City Council and who achieved in two or more opportunities to occupy positions of popular election in the different instances of political representation of local, departmental or national order.

This study aims to examine the effect of fiscal decentralization, organizational commitment and leadership style on OPD performance. This study uses a quantitative approach with explanatory research which is useful to analyze how a variable affects other variables for hypothesis testing. Respondents in this study were Head of OPD (Echelon II and Echelon III) in Batu City Government, Malang City, and Malang Regency. Sampling technique used by using Saturated Sampling Method, using survey method to 120 Head of OPD. This research uses Structural Equation Modeling - Partial Least Square (SEM-PLS) analysis tool, with the help of WarpPLS 3.0 software. The result of hypothesis testing shows that fiscal decentralization has a positive effect on OPD performance. This means that with increased understanding of fiscal decentralization will be able to improve OPD performance. In terms of the type of leadership style itself shows good results and has a positive and significant effect on OPD performance. While the organizational commitment variable can not affect the performance of OPD.

Cross-bordering implies taking into account a diverse range of factors between two regional hubs in the interest of comparing case studies. This paper contrasts two city-regional configurations: on the one hand, the Oresund city-region (or newly called Greater Copenhagen) between Copenhagen and Malmö; and on the other hand, the Basque Country between French Pays Basque, Navarra Statutory Autonomy and the Basque Autonomy. Both cases consist of two nation-states. In the case of Oresund, the city-region is configured between Sweden and Denmark. In the case of the Basque Country, the city-region is situated between Spain and France. Moreover, the two cases depict very diverse patterns of cross-bordering collaboration: in the Oresund city-region, the cooperation has been primarily fuelled by the two main cities; in the Basque city-region, although there are remarkable territorial synergies, there is not clear leadership between the three aforementioned territorial entities.
