Demolition of social housing building is considered today, as an official and justified action process in 1/ patrimonial management of an obsolete public housing stock, 2/ urban management of working class neightborhoods. Responding to demolition request, firstly ponctual and localized, then more and more numerous and diversified, the state government will resist until 1988 to this inthinkable demolition process, and put forward the " repairing referential " of a generalized rehabilitation policy to the entire social housing stock. The rising development of local urban policies will lead the state government to a first administrative legitimacy of demolition in 1996 in the " urban project process ". The use will be common in 2001, in the name of urban renewal and of limits recognition of the urban policy to reduce the social and spatial segregation phenomena versus " egalitarian city " republican idealism. The long terme resistance of the french state government to transfer to the local authority the arbitration of using demolition for a social vocation public patrimony is analyzed, here, with the help of political science tools, and more particulary these ones of public policy analysis of non-decision making approach. These ones unable us to reveal the internal contradiction of concrete action system composed of the three interdependant partners of the social housing policy implementation : state government, local government and public housing authorities. International audience ; The Iraqi occupation in 1990–1991 has impacted Kuwait City for years. But, since the end of 2000 decade, the city has entered in an unprecedented development process. Nevertheless, many projects planned have not yet been realised, in spite of the small kingdom assets: its oil fields, its large investment capacity and its highly educated urban elite. The article reviews the projects completed and those under construction, then it analyses the implementation of the urban development plan and the stakeholders involved. The aim is finally to understand Kuwait City's capacity to insert itself into the city network under structuration along the Southern coastal area of the Arabo‐Persian Gulf. ; La ville de Koweït a longtemps été affectée par l'invasion irakienne de 1990–1991. Depuis la fin de la décennie 2000, elle est entrée dans une phase d'extension sans précédent. Pourtant, les réalisations apparaissent bien loin des projets initiaux. L'article propose d'effectuer le bilan des constructions effectives et des travaux en cours, d'étudier les forces sociales et financières en action, puis d'analyser comment le plan de développement urbain réel se met en place, et avec quels compromis politiques. Il faut en effet prendre en compte que Kuwait City est riche de ses ressources pétrolières, bénéficie de capacités d'investissements très importants et possède une élite urbaine très éduquée. Au travers de cette démarche, il s'agit ainsi de comprendre au‐delà des constructions effectives et du projet concret, quelle place veut tenir et quel rôle peut jouer Kuwait City dans le réseau urbain qui se structure au Sud du golfe Arabo‐persique.

This expression is carrying many significations and new urban ideas. By effect of marketing and mediatization, it undergoes semantic slips and constitutes an ambitious rhetoric for contradictory realities. The ambiguity of its definition is summarised in four concepts : the refusal, the revival, the continuity and the complementarity in four concepts : the refusal, the revival, the continuity and the complementarity. The refusal of a functionalist town planning and a totalitarian architecture to support historical logic, the revival of sectoral logic to conceive a town planning of the networks, continuity in the process of modernisation, and finally, the complementarity between theory and the practice, between the nostalgic and the futuristic ones for pragmatic logic. The interest of this modest contribution turns to the development of a new field of research being based on the idea of complementarity between planning, town planning and the architecture conveyed by the concept of urban project. ; Ce travail cherche à comprendre ce que recouvre la notion de projet urbain comme règle et réalité dans les domaines de l'architecture et de l'aménagement de l'espace. Depuis son apparition dans les années 70, elle est utilisée dans la théorie pour l'ensemble des significations qu'elle véhicule et dans la pratique pour concrétiser l'urbain convoité par des opérations d'envergure.
