As a result of permanent crises, changing political circumstances, rise of populism and overwhelming socio-cultural conflicts, recently liberal democracy is on the decline. This process strongly affects the civil sector, which in the 21st century is still considered one of the main defenders of democracy and human rights. Civil sector also performs a couple of functions that help them try to monitor the state (watchdog function), protect citizens, minorities, human rights, environment, animals etc. and provide a normative behavioural attitude. Nowadays in many countries the activities of civil organizations are restricted, displaced or terminated. Focusing on those countries where democratic backsliding process can be clearly observed, this study examines the background and forms of the process by which civils turned from partners to "enemies" in the last decade.
Civil society is an indispensable component of a functional democratic state. The development of civil society is dependent on a number of factors, including the work of the education system. Education is the crucial space for shaping civic attitudes and acquiring competences necessary for a society that is aware of its rights and active in the public sphere. A significant majority of educational institutions is administratively supervised by local government units. The purpose of this paper is to indicate how local authorities can play a role in the shaping of civil society by performing tasks (both obligatory and additional, non-compulsory ones) related to education.
The article explores the concept of civil society in connection with Web 2.0 and its transformative impact on society and politics, contrasting it with the earlier era of Web 1.0. Web 2.0, characterized by enhanced user interaction and content production, has given rise to a new media ecosystem that has reshaped the way people communicate, obtain information, and participate in the polity. The article highlights the emergence of popular social media platforms and how they have become integral to the platform society. These platforms have not only revolutionized online interactions but have also intersected with offline realms, including politics, commerce, and social relations. The article further explores the implications of Web 2.0 for civil society, contentious politics, and citizen engagement, examining the rise of protests, transnational movements, and the impact of digital resources on democracy and (digital) citizenship. Finally, the work discusses the potential of digital counter-democracy in the platform society and the need for democratic control in the digital age.
The fundamental thesis of this paper is that Moldovan civil society needs to improve its communication with society. The dependence of Moldovan NGOs on financial aid from EU donors could create a Principal/Agent relationship. NGOs should respect the needs of society and stimulate the government on a pro-European path. The author proves that communication between public administration and civil society is crucial in the process of integration with the EU. ; Artykuł przedstawia wybrane elementy sytuacji społeczeństwa obywatelskiego w Mołdawii. Podstawową tezą artykułu jest stwierdzenie, że organizacje społeczeństwa obywatelskiego w Mołdawii muszą poprawić swoją komunikację ze społeczeństwem. Uzależnienie mołdawskich NGO od pomocy finansowej od donatorów z UE może tworzyć stosunki zleceniodawca/agent. NGO powinny uwzględniać potrzeby społeczeństwa i stymulować rząd na ścieżce proeuropejskiej. Autor dowodzi, że komunikacja między administracją publiczną i społeczeństwem obywatelskim ma kluczowe znaczenie w procesie integracji z UE.
This article is a contribution to the decades of disputes and reflections on civil society and its future. Since a large part of the fears and hopes associated with these discussions concerns the role of young people in supporting and developing civil society, the aim of this article is to present the results of a quantitative study conducted among the Jagiellonian University students belonging to the Z generation. Thanks to the fact that the survey combines questions concerning civic attitudes and civic engagement, the study grasps the specific characteristics of young people, which are often overlooked, and their possible impact on the future of civil society. Drawing attention to the young people who are university students and analyzing the relationship between the respondents' civility and their socio-cultural environment, the article answers the questions concerning the opportunities for the further development of civil society in Poland and the role of the young generation of Polish residents in this process. In particular, following the quantitative analysis of the responses of 149 participants, the article presents a discussion on the most common types of civic engagement, their relationship with the civic attitudes of the respondents and the impact of the socio-demographic characteristics of the respondents on these variables.
The article discusses the condition of civil society in contemporary Serbia, with special emphasis on the relations between its representatives and the authorities (both at the local and state level). The main objective of the analyses is to answer the question of the position of the civil sector within Serbia's broadly understood political system. What role do both formal non-governmental organizations and grassroots non-institutionalized social movements play in this relatively young democracy? What is the attitude of the authorities to grassroots civil activities, which often manifest criticism towards the decisions and actions of those in power? These questions will constitute the central axis of my considerations in this article. The research problem indicated above is analysed on two essential levels. Firstly, the article discusses existing studies and research on the nature of civil society in Serbia and the ways in which it functions. Secondly, the author analyses the results of qualitative research carried out at the late 2018 and early 2019 among representatives of Serbian civil movements and organizations. The conclusions stemming from these analyses are presented in the final part of the article. The analyses carried out indicate the problems that face the civil sector in Serbia. First and foremost, one should draw attention to the authorities' rather negative view of the civil sector. What is also noteworthy is an extended network of connections of the authorities with the private sector as well as with right-wing, nationalist, pro-government organizations. These circumstances to a large extent hinder or even preclude dialogue (and further cooperation) between public and civil institutions.
The aim of the paper is to present the model of Polish civil society development in sport, which is based on three phases: the first one consists in creating rules by international organizations; in the second one public authorities introduce legal regulations based on previously developed organizational standards; in turn, the third phase relies on checking to what extent these rules and regulations have been internalized by their addresses. The indicator for measuring the level of development of civil society in sport was the knowledge of the legal concept of doping among members of Polish national teams.
Artykuł jest próbą pokazania ewolucji i stanu społeczeństwa obywatelskiego w Polsce w ćwierć wieku po transformacji ustrojowej na podstawie najważniejszych badań zastanych oraz badań i obserwacji własnych. Nawiązuje też do obecnej w polskim dyskursie od połowy XIX w. do dziś tezy o trudnościach w budowie polskiego społeczeństwa obywatelskiego. Z przeprowadzonej analizy wynika, że Polacy rzeczywiście rzadziej stowarzyszają się nie tylko w porównaniu z obywatelami Europy Zachodniej, ale nawet w porównaniu z obywatelami innych krajów postkomunistycznych. Polską specyfiką jest wreszcie z jednej strony wielość rozmaitych stowarzyszeń, w tym także reprezentujących tzw. nowe ruchy społeczne, z drugiej zaś – ich kadrowy charakter. Przynależność do stowarzyszeń nie jest w Polsce masowa, nie jest elementem kultury politycznej społeczeństwa, lecz ma charakter elitarny. Media społecznościowe mogą ułatwić komunikowanie się i współdziałanie w sprawach publicznych, ale na razie rolę tę pełnią w niewielkim stopniu. ; This paper is an attempt to present the evolution and the condition of the civil society in Poland 25 years after the transformation of the political regime. The analysis is based on the existing results of earlier research and on the author's own studies and observations. It also refers to the discourse that has been going on in Poland since the middle of the nineteenth century on the difficulties in building a Polish civil society. As the analysis shows, Poles do indeed, affiliate much less frequently than citizens in West European states, or, even in comparison with citizens of other post-communist states. Another Polish specificity is that although there is a variety of organisations and associations, also representing followers of new social movements, most of them are elite in character. Membership in organisations does not have a mass character in Poland, nor is an element of political culture. Social networks may, eventually, facilitate communication and collaboration in social matters. Their role today, however, is negligible.
Punktem wyjścia do analiz tego artykułu są badania socjologiczne przeprowadzone przez Diecezjalne Duszpasterstwa Rodzin w Polsce pt.: Obraz rodziny polskiej jako instytucji społecznej w świetle badań empirycznych (2011-2012). Celem tych badań było odpowiedzenie na pytanie: na ile współczesna rodzina jest (dobrem) bogactwem dla społeczeństwa.Najpierw podjęto próbę zdefiniowania pojęcia rodzina oraz społeczeństwa obywatelskiego. Następnie, na podstawie materiału zebranego podczas przeprowadzonych badań, ukazano obraz współczesnej rodziny polskiej.Okazało się, że rodzina polska ma świadomość tego, iż jest bogactwem (dobrem) dla społeczeństwa. Próbuje się ona włączyć w rozwój społeczeństwa obywatelskiego. Przeszkodą na tej drodze jest jednak aktualna polityka władz, które są postrzegane przez badane rodziny jako mało skuteczne w działaniach na rzecz rozwoju kraju. Rodziny te nie wierzą w efektywność działań samoorganizującego się społeczeństwa obywatelskiego na podstawie zasady pomocniczości. ; The starting point for the analysis of this article are sociological studies carried out by the Diocesan Pastoral Care of Families in Poland entitled : The Picture of Polish Family As a Social Institution in the Light of Empirical Research (2011-2012). The aim of this study was to answer the question: To what extent is the present family (good) wealth for a society?First, there is an attempt to define the concept of family and civil society. Then, based on the material gathered from the research, the image of contemporary Polish family is shown.It turned out that the Polish family is aware that it is wealth (good) to the public. It tries to turn in the development of civil society. An obstacle on the road, however, is the current government policy that is perceived by the surveyed families as not so much effective in contributing to the development of the country. These families do not believe in the effectiveness of self-organizing civil society based on the principle of subsidiarity.
Events of August'91 as an expression of political disobidience in the process of shaping civil conduct, "Kultura i edukacja. Culture and Education" 2016, nr 4 (114), pp. 125-139 , 2016 Civil disobedience is the attitude which in the 20th century proved to be the only effective form of resistance to authoritarian regimes. So it was in the case of the events of August '91 when the Soviet society objected to the activities of the State Committee on the State of Emergency. It would not have been possible without the reform programme known as perestroika initiated by the last USSR leader Mikhail Gorbachev. Thanks to perestroika and the accompanying glasnost-transparency of sociopolitical life-the previously apathetic and alienated Soviet society felt responsible for their own life and for the fate of the State. By opposing the rebels through pas sive resistance, the citizens proved to the leaders of their own country, to the world, and above all, to themselves that they were aware of their rights and responsibilities. The process of sociopolitical socialization stimulated the development of civil society in the Soviet Union.
Celem artykułu jest wyodrębnienie czynników, które mają bezpośredni wpływ na poziom uczestnictwa mieszkańców w procesach administracyjnych, oraz opracowanie propozycji, które zapewnią systematyczne stosowanie mechanizmów włączenia społeczności lokalnej do podejmowania decyzji. Obecnie na Ukrainie trwają procesy decentralizacji, które mają na celu podwyższenie poziomu zarządzania, w związku z czym odbyło się łączenie rad miejskich i wiejskich. Znaczący wpływ na te procesy mają projekty międzynarodowe, pomagające nowoutworzonym hromadom (jednostka podziału administracyjnego) wprowadzać lepsze praktyki zarządzania, zwłaszcza poprzez włączenie społeczeństwa obywatelskiego do podejmowania decyzji na poziomie lokalnym. Problem polega na tym, że mieszkańcy z jednej strony nie wiedzą, jakie istnieją mechanizmy uczestnictwa w procesach administracyjnych, a z drugiej strony – władze lokalne niewystarczająco informują o możliwościach włączenia społeczeństwa do podejmowania decyzji. W niniejszej pracy zastosowano dwie główne techniki badawcze: wywiad i ankietowanie. Analiza została przeprowadzona na przykładzie nowoutworzonych hromad, które uczestniczyły w Programie "Decentralizacja przynosi lepsze wyniki i efektywność" (DOBRE), realizowanym przez międzynarodową organizację Global Communities i finansowanym ze środków Agencji Stanów Zjednoczonych ds. Rozwoju Międzynarodowego (USAID). Ustalono, że mieszkańcy nie są wystarczająco zorientowani w mechanizmach umożliwiających im uczestnictwo w procesach podejmowania decyzji na szczeblu lokalnym oraz możliwości ich wykorzystania. Ponadto stwierdzono, że istnieje związek wzajemny: im wyższy poziom wiedzy społeczeństwa obywatelskiego (jak otrzymać dostęp do informacji o usługach, za które odpowiadają władze lokalne), tym wyższy poziom jego zadowolenia z uczestnictwa w podejmowaniu decyzji. Potencjalnym zagrożeniem po zakończeniu projektów międzynarodowych może być cofnięcie w przemianach, które zostały wprowadzone w hromadach. W celu uniknięcia takiej sytuacji może być zaproponowane stworzenie w strukturze jednostek samorządowych osobnego wydziału odpowiadającego za wdrożenie przemian w hromadach albo przegląd funkcji już istniejących wydziałów, ich reformowanie i wprowadzenie "dobrych praktyk" dla monitoringu, analizy, zbioru danych oraz stworzenie warunków dla wewnętrznej koordynacji kierunków rozwoju. ; The aim of this article is to identify factors, that directly affect the level of inhabitants participation in the decision-making processes at the local level, and to develop proposals, that will ensure the regular using of these mechanisms. Ukraine is currently in the decentralization process, which aims to increase the level of government, as a consequence of which towns and village councils have been consolited. The international projects have a big influense at such processes, helping newly consolited communities (administrative units) to implement best management practices, especially through the involvement of inhabitants in the decision-making processes. The problem is that, inhabitants don't know, what kind of mechanisms exist for their participation in the decision-making processes at local level, and a local authorities don't sufficiently inform inhabitants about them. At this work, two main research methods are used: interviews and questionnaires. The analysis was based on the example of consolited communities, that participated in the Decentralization zation Global Communities and funded by the United States Agency for International Development (USAID). It was found, that inhabitants are don't know, what kind of mechanisms exist at their communities, that allow them to participate in the decision-making processes at the local level, anf how to use them. In addition, it was found, that there is a correlation: the higher is a level of inhabitants knowledge how to access information about services for which local authorities are responsible, a higher is a level of inhabitants satisfaction by their participation in the decision-making processes at local level. A potential threat after the completion of international projects may be a step back from the changes, that have been implemented in communities. This situation can be prevented by creating a special department in local town or village council responsible for implementing changes in community or reviewing the functions of existing departments, reforming them to monitor, analyze, collect data and create conditions for coordination of development directions and implementation a good governance practices in community.

The article discusses the concept of civil society. The author briefly elaborates on how this concept developed and enumerates the factors that determine its condition. The problem of social incapability of civil behaviour in public life continues to be an issue. The author points to the era of socialism and transformation processes as the causes of the current situation. A very important part in raising children and youngsters as future citizens is played, among others, by schools. Formally, this happens by means of implementing civil education. Various initiatives are launched nationwide and across Europe to promote civil education and prepare individuals for the role of active citizens in democratic societies. Do Polish citizens know their rights and responsibilities? Do they engage in any forms of civil activity? Are they aware of the mechanisms that are at work in civil societies?
