The relations between the civil and military sector in SFRY greatly affected its development and survival as well as its collapse. Within the political system of the former Yugoslavia, the military secured a certain degree of independence, which later evolved into a power per se, in any moment ready to impose its own interest (when and if jeopardized) as the general public interest. Due to such status of the military, the political system of SFRY was deformed and, to a certain extent continually endangered by such autonomous functioning of the military. This sense of imperilment was the more intensive the deeper the divisions among certain social groups and interests, the bitter the struggles and conflicts along economic, national and ideological divide, the less prominent the role of the communist party. Such situations encouraged and facilitated the process of the transformation of the military (particularly its top echelon) into a "neutral force" and - formally and factually -into the key political institution on federal level. + Among the several basic models of the relations between the civil and the military sector, the one in SFRY meant that the military was a factor in political decision-making and the factor in certain crises. This required a certain degree of political clout on the part of the military. This clout, required for its meddling into politics, was based on the military and political position of the country, the military communist party organization, the ownership i.e. financial resources, the existence of the external and "internal" enemies, the impotence of civil institutions in certain periods and the charisma of individual military officers. The subject of this dissertation relates to the study of psychosocial characteristics of military servicemen. The military profession implies significant social and personal responsibilities, requires discipline and unconditional compliance with the hierarchy of the military organization, willingness to be transferred if required, possible separation from the family, changing work environment and difficult working conditions, sometimes hazardous to health and life, and often quoted is also a limited freedom to express personal opinions and to participate in trade unions and politics. The military profession has undergone numerous transformations in the contemporary environment. Family tradition, which contributes to the development of the personality profile that predisposes a person to successful military service, has also undergone significant changes. The question is what represents the capacity of the individual to adapt to the military profession in the modern military organization, and what factors contribute to a successful military career. The success rate assessment is important for gaining insight into the proper balance of actual skills, knowledge and behavior patterns of officers possessing the desired standards in the defense system, set by the government and various requirements of international integration processes. Apart from rewarding the work, an adequate success rate assessment is important for personnel development planning, conception and evaluation of educational programs, HR policies, and is particularly important as a validation of selection procedures and in terms of enhancing complexity of the selection criteria for admission to the military (Pajević, 2006). In the military practice thus far, the officers' success has been perceived through the officer's rank, level of education / training, awards, duties that the officer has performed or is currently performing. Family environment, financial solvency and resolved housing issues have been used as the data complementing the picture of the officer, without a deeper analysis of the connection of these factors with motivation and success in the military profession. The PhD dissertation Family Context, Authoritarianism and Success Rate in the Military Profession deals with the success rate of the military profession performance from the perspective of the family and its role in the professional selection, advancement and success. The family context is considered to be both the family of origin and the current officer's family, more precisely, the emotional quality of partner relations. The family of origin is considered through the perceived parental upbringing practices towards children (acceptance and rejection). The current officer's family is considered as a modern institution that meets numerous psychological needs, such as affiliation, loyalty, protection, union, support and intimacy. The quality of emotional relations in partnerships is assessed on the basis of subjective evaluation of mutual respect, communication, understanding, acceptance and agreement in daily emotional partner relations (current families of officers). The main objective of the research is to determine the parameters associated with success in the military profession. In the core of the research is the family, i.e. the perceived parental upbringing styles and practices in the family of origin and their contribution in shaping the personality of a person whose professional choice is the military vocation, performed with more or less success. In addition, the relations between these parameters and the quality and satisfaction with partnerships have been studied, as well as the ways those partnerships contribute to the satisfaction and success in the military profession. Specifically, we were interested whether the contribution of the current partnership to the satisfaction and success in the military profession is more significant than the contribution of the family of origin. A particularly important aim of the research was to study the contribution of upbringing styles and practices in the family of origin in shaping the authoritarian personality structure, as well as the connection between authoritarianism and the parameters of success in the military profession. The study used the Questionnaire on Success in the Military Profession (designed for research purposes), Parental Acceptance/Rejection Questionnaire - PARQ (Rohner, 1984), Revised F scale of authoritarianism (Rot and Havelka, 1973) and Dyadic Adjustment Scale - DAS (Spanier, 1976) to assess the emotional quality of partnerships. The reliability of the applied tools is high (Cronbach's alpha coefficients range from 0.744 to 0.893). The sample is purposive and composed of the Serbian Armed Forces officers (443 in total), divided into three subsamples (successful, average, and unsuccessful) in accordance with the criteria set by the Ministry of Defense and the Serbian Armed Forces. The correlation analysis results have shown a statistically significant positive correlation between the perception of the parental acceptance (mother, father), on the one hand, and educational and professional success, positive perception of the job and people, good cooperation and communication with both superiors and subordinates, on the other hand. Also, a statistically significant negative correlation between the authoritarian personality structure – authoritarianism, and the criteria of objective and subjective success was found. The respondents with higher levels of authoritarianism are more commonly found in the lower ranks and have lower performance grades, while the respondents with average (lower) levels of authoritarianism have higher ranks and higher performance grades. The respondents with higher levels of authoritarianism assessed the cooperation with the subordinates in helping to resolve personal problems with higher scores. In addition, it has been determined that there are complex relations between the conformity of intimate partners and success in performing their jobs. A statistically significant correlation between the conformity of the partners and the objective elements of success was determined. Officers with higher performance grades perceive a greater cohesion in partnerships, while the lower ranked officers of more satisfied with agreement in the partnership dyad and emotional expression. Also, there was a statistically significant correlation found between the conformity of intimate partners and the subjective success rates. The respondents with higher self-assessment of their professional performance, knowledge of the rules and regulations of the military service, good relations with the subordinates are more satisfied in the partnership dyad. A statistically significant correlation between the perceived parental acceptance / rejection and authoritarianism was determined. The respondents who perceive their parents as rejecting and hostile have a more pronounced authoritarian personality structure. Also, the respondents who assessed their parents as accepting have established a better conformity with their intimate partners in all aspects. The results of multiple regression analysis show that authoritarianism is a significant predictor of the objective success rate, while the emotional quality of partner relations is a significant predictor of the subjective success in the military profession. The obtained results conform with all of the hypotheses and previous research suggesting that the professional success depends on a proper balance between the family and professional roles. In addition, the results and conclusions can be further developed on the basis of research of other relevant factors of professional success, such as: psychological personality profile, system of values, social and emotional intelligence, communication skills. Also, the results enhance the knowledge about the factors of the general professional success, including the military profession (especially in terms of the development of authoritarian personality structure from the perspective of the parental acceptance / rejection theory, as well as the importance of the emotional quality of partner relations) in order to implement them in the military education curricula (primarily in the Military psychology subject) and training plans for the Ministry of Defense and the Serbian Armed Forces personnel, innovation in the selection processes and modification of the psychological selection criteria, and career management.
Post-cold war concept of security is based on realistic postulates and emphasises a concept of state, forces,power and national interests. Military and political concept of security was dominant while the relations between the superpowers was based on the so called bipolar balance of power. Identity of states was realised by membership in military, political and economic organisations. The strategy of returning to the era of nuclear weapons reaches its full flowering. The crucial point of security after the end of Cold war consists of searching for giving answers to the threats coming from the outside and abilities of states to maintain their independent integrity against changed relations among the powers, which potentially may become enemies. Under such circumstances powers should not be ignored in any interpretation of any aspect of security, for realistic theories of international relations are still of great influence in the field of security. They will be modified in different conditions and will act in the sense of enlarged concept of security - instead of dominant concepts of political and military security typical for the Cold War era, economic, social and environmental factors will appear. Basic weakness of the realistic theories of security is in the lack of recognising the importance of cooperation between main factors in international community. This failure will be replaced neo realistic and liberal and institutional theories of security which emphasises the concept of cooperation in the first place. Concepts of power, forces and integral processes will be observed within the context of changes in the international relations.
The original NATO strategy regarding Yugoslavia has, despite its military triumphs, proved deficient for achieving the planned political objectives. That is why the existing alliance strategy has been given up and replaced by a new one. This change of direction is under way; the success of NATO's entire military action hinges on its success, as do the relations on the Balkans and the future of NATO's new strategic concept designed in late April at the Washington summit. In the introduction, the author analyses Clinton's approach to Europe and the European NATO allies, particularly his wish to develop the partnership and to expand the Alliance. The new post-cold-war relations in Europe contributed to the stronger American-European ties - the foundation of atlantism. This new model of relations is discussed in relation to the emerging challenges that pose the key questions: the creation of a new joint strategy, the problems of NATO's "out of area" interventions and the creation of such European relations that will not provoke uncalled-for Russian reactions. Seen within such a framework, NATO is going to remain the chief proponent of military-political actions of the developed world in which US is to play the leading role. (SOI : S. 102)
In his main oeuvre from the field of political philosophy ('Basic Traits of the Philosophy of Right'), Hegel wished to reconcile civil society with state. Civil society is for Hegel the way of abstract notion of property concretization. Subjective form of property is evolutioning into objective relationships among title holders. It is in the state where the will is set free from its particular interests and is becoming free in the widest sense of the word. Since civil society is established as per marketing principles, it is subject to inequalities. Since inequalities bear destructive effect on the life in community, civic particularism may be overcome only in institutional way. That institution is the state as the 'seriousness of the spirit', and the essence of civil society. Civil society is a liberal one, and the state is based on liberal principles. For Hegel, contrary to Hobbes and Locke, liberal society is not a social contract among individuals who possessed some natural rights (property), but reciproque and equal agreement among citizens and states which wish to recognize themselves mutually. It is not an own interest, but searching for rational recognition. The same as citizens, states also wish to reconcile themselves mutually, what in the situation in Kosovo and Metohia alike gets the original form.
This paper introduces the concept of social capital as a valuable social resourcewhich is accumulated and developed via activities of civil society organizations: through reciprocal relationships as well as through relations with the domain of political power. Civil society, as the institutional actor of political participation, is in a relationship with social capital, which, to a great extent, improves the political, economic and cultural aspects of societies – those with consolidated democracy and institutions, as well as post communist societies with nonconsolidated democracy. Strengthening and development of civil society has a positive impact on the strengthening and development of social capital and vice versa. On the other hand, social capital lays a solid foundation and a base for the growth and strengthening of civil society, thus raising citizens' awareness about political participation which is an indispensable ingredient of the development of democracy. By depicting norms, networking and trust, as well as by distinguishing bonding from bridging social capital, this paper is going to portray the subject matter of social capital which is "utilized" by the citizens' and stakeholders' effi cient collaboration, thus contributing to democratic development. The stability of developed social capital facilitates the development of political participation and enhances democratic development.
NATO's political and - above all - military participation in secession-motivated conflicts in former Yugoslavia (1990-1995), will be remembered as a clear example of demonstration of power, intentions and (in)capability of the Victor in a decades-long global "cold war" between the "freedom-loving" West and "totalitarian East". Regardless of the expectations of liberal theoreticians and the majority of public opinion, it was soon revealed that the victory was no "triumph of freedom" and even less "the end of history". On the contrary, as historically typical, it was only an unstable resultant of relations between major actors in the modern global theater, who strive to legitimize their need for domination with varying success and vocabulary. Hence the lessons to be learned from the final act of destruction of Yugoslavia (several months of NATO bombing of Serbia in 1999) have the expected tone of banality: absolute might strives for absolute power (which remains unattainable in principle); "the mighty oppress" is true always and in any place (but with a time limit); and, finally, what everyone knows but does not (or is unable or refuses) to say aloud: the only true alternative to military threat and/or aggression of a single political actor is an equally valid (military) threat/aggression by another one. We are tempted to conclude that, despite the ideological ardor of NGO activists, the political correctness of theoreticians and the rhetorical figures of speech of politicians, the "banalities" remain valid as the only certainties, i.e., regularities in the unpredictable currents of relations between states.
NATO's military action in Yugoslavia is a pivotal event that is going to leave an indelible impact on the further direction of international relations. The author first analyses the underlying causes of the campaign, among which were: the international community's resolve to finally punish Milosevic', be instrumental in eliminating his regime, drive out Russian interests from the Balkans, espouse a positive stance towards Muslim countries and, finally, the internal political American reason: the desire to strengthen President Clinton's position. This action has also had a manifold significance for the new world order since it poses the questions of the world order's content and nature, its leadership and norms in a new light. In the process of establishing of the new post-cold-war relations, various tendencies that will pave the way to the new millennium will clash. On the one hand, there will be the exclusive approach based on force and interests, and on the other, the desire to establish the relations in which human rights will be the fundamental criterion for assessing the suitability of a country for a full membership in the newly unified international community.
