Bu makale, ulus kimlikli modern Avrupa devletinin tarihsel sürecine ilişkin olarak İbn Haldun'un asabiyye ve umrân kavramları odağında ve Thomas Hobbes ve Michael Oakeshott'un değerlendirmeleri ışığında bir tartışma sunmayı amaçlamaktadır. Modern devletin kurumlarının coğrafya, iklim ve geçmiş tecrübelerden ne şekilde etkilendiği konusu incelenirken aynı zamanda bu yeni politik yapının modern ve Avrupalı oluşuna ilişkin de eleştirel bir bakış açısı getirilmektedir. Egemenlik ve kimlik kavramlarının ulus devlet ile ulaştığı yeni boyut ve yaşanılan tarihsel süreç analiz edilirken aynı zamanda devlete ilişkin teorik yaklaşımlar da tartışmaya dahil edilmektedir. Ulus devletin Avrupa'nın modern çağındaki baskın politik yapı olarak nasıl ortaya çıktığı ve ulusal kolektif kimlik ile kapitalist üretim biçimini ne şekilde geliştirdiği hususları, farklı bakış açılarıyla ele alınmaktadır. Ayrıca bu ulus devletin kendi medeniyet biçimini geliştirerek dört yüz yıldan bu yana varlığını nasıl devam ettirdiği konusunda da eleştirel bir tartışma yürütülmektedir. Son olarak, farklı ülkelerde ve toplumlarda adapte edilmiş şekilde vücut bulmaya devam eden ulus devletin Avrupalı köklerinin kaybolup kaybolmadığına ilişkin de bir değerlendirme yapılmaktadır. ; A comprehensive discussion on the historical process of the modern European nation state in the light of Ibn Khaldun's concepts of asabbiyyah and umran, together with the assumptions and evaluations of Thomas Hobbes and Michael Oakeshott is presented. While assessing the role of geography, climate and also past experiences on the new institutions of the modern European state as a new political entity, it is aimed to develop a critical perspective on how modern and European the nation state could become. Furthermore, theoretical approaches about the nature of the state are also included together with an analysis of the historical process for the nation state with its new level of sovereignty and identity. Emergence of the nation state as the dominant political entity in the modern age of Europe with its national collective identity and capitalist mode of production has been evaluated and analysed through different perspectives. A critical discussion is held how nation state developed its own way of civilization and continued to exist for more than four centuries. Finally, it is assessed whether European roots of the nationa state have been disappeared or not after different societies and countries adopted this political entity.

Diplomasi, devletlerarasındaki sorunların barışçıl yöntemlerle ve karşılıklı iletişim ile çözüme kavuşturulma çabasıdır. Diplomaside temel amaç, tarafların birbirlerine güven ortamı sağlayarak savaşmadan çıkar ilişkilerini sürdürebilmeleridir. Bu ilişkiler ne kadar uzun süreli ve geniş çaplı olursa o kadar başarılı olur. Yayılmacı ve yağmalayıcı bir siyasi anlayış içerisinde büyüme göstermiş eskiçağ liderleri, diplomasinin önemini kendi dönemlerinde keşfetmiş ve birbirleriyle temaslar kurarak, birbirlerini kontrol altında tutmak istemişlerdi. EskiMezopotamya'nın en gözde uygarlığı olan Babil'in kralları savaş dışındaki yeteneklerini diplomaside de göstermiş, çağdaş devlet ve vasal krallar arasında diplomatik temaslar kurmuşlardı. Bu temaslar elçiler aracılığı ile mektuplaşarak gerçekleştirilmişti. Günümüzde diplomasi, sadece politik anlamda değil, ekonomik, ticari, kültürel, askerî ve teknik pek çok alanda yürütüldüğü gibi Eski Mezopotamya'da da pek çok alanda diplomasi sürdürülmüştü. Bazen yöntemler bugünden farklı olarak yürütülüyor,diplomatik ilişkiler; hediye takasları ve saraylar arasındaki siyasi evlilikler ile garanti altına alınmaya çalışılıyordu. ; Diplomacy is the attempt to resolve the problems between states by peaceful methods and mutual communication. Mainobjective of diplomacy is that the parties can maintain their relations of interest without fighting by providing of an enviroment of trust. The more this relations long-term and large scale the more its succeed. Ancient leaders, who grew up in a pervasive and looting political understanding had discovered the importance of diplomacy in their own times and wanted to keek each other under control by establishing contact with each other. The kings of Babylon, the most popular civilization of ancient Mesopotamia, showed their diplomatic skills outside of war and established diplomatic contacts between the modern state and vassal kings. These contacts were carried out by messengers through letters. Today, diplomacy has been carried out not only in political sense, buy alsa in many areas such as economic, commercial, cultural, military and technical, and diplomacy has continued in many areas in ancient Mesopotamia. The methods are different from today, diplomatic relations; it was tried to be guarenteed by marriages between palaces and by gift exchanges.

Dönem ile Atatürk İnkılâpları'nın topluca benimsendiği devletin gelişip kurumsallaştığı, inkılâpların tamamlandığı ve bu döneme hizmet vermiş olan Niğde milletvekilleri ile III. Dönem'in genel özellikleri ele alınmıştır.Mustafa Kemal'in 29 Ağustos 1927 tarihli genelgesine yapılan ve 6 Eylül 1927 de tamamlanan III. Dönem milletvekili seçimlerinde Niğde'den ATA Bey, Galip (YENEN) Bey, Halit (MENGİ) Bey, Faik (SOYLU) Bey, III. Dönem milletvekili olarak seçilmişlerdir. Faik Bey hariç diğer milletvekilleri, meclisin daha önceki döneminde de Niğde milletvekili olarak görev yapmışlardır.Niğde, Türkiye Cumhuriyeti'nin kuruluşundan sonra milli ve çağdaş bir devlet olma yolunda önemli inkılâpların yapıldığı III. ÖZET Bu çalışmanın temel amacı Türkiye-AB ilişkilerinde egemenlik sorunu konusunda, uluslararası ilişkiler bağlamında, tarihî gelişim içerisinde teorik tartışmalar yapmaktır. Egemenlik, ulus devlet siyasasının iç ve dış ilişkilerini, ekonomik, hukuki ve sosyal düzenini şekillendiren bir normdur. Egemenlik, ulus devlet sonrası süreçte, ulusüstü AB yapılanmasıyla da gündeme gelmiştir.Egemenlik kavramının teorik olarak çeşitli tanımları yapılmıştır. Westphalia sonrası ortaya çıkan egemen Avrupa devlet sisteminin hukuki, siyasal, ekonomik ve sosyal yapısı, egemenlik boyutunda incelenmiştir. Modern uluslararası ilişkilerin gelişiminde önemli bir yer tutan egemenlik, Avrupa ulus devletler düzenini kuran önemli siyasi olay ve gelişmeler de tartışılır.Savaş sonrası Avrupa'sında Westphalia egemen ulus devlet sisteminin yerini almakta olan AB; siyasal, ekonomik ve sosyal açıdan egemenlik bağlamında ele alınır. Ekonomik entegrasyon, siyasal birlik, ulusal egemenlik, federalizm, konfederalizm vb. AB'yi betimleyen siyasaların egemenlik söylemi vurgulanır. Ayrıca AB kurumlarının tarihî gelişimi, anayasal yapılanma ve egemenlik tartışmalarını sürdürür. Türkiye'nin egemenlik anlayışı tarihî gelişim içinde ele alınmıştır. Türkiye, Kurtuluş Savaşı'yla birlikte, Batılılaşmak ve çağdaşlaşmak, muasır medeniyet seviyesine ulaşmak için siyasal, ekonomik ve kültürel reformlar yaparak Avrupa modern egemen ulus devlet sistemine geçmiştir. Türkiye, geleneksel toplum yapısını modern, seküler, çağdaş, homojen bir ulus devlet siyasasına dönüştürürken; etnik, dinî, bölgesel ve ideolojik temelli sorunlar da ortaya çıkar. Türkiye'de siyasal iktidarı ele geçiren partilerin iktidarları süresince kendi çoğunlukçu ve fraksiyoncu millî egemenlik anlayışına, Rousseau'cu anlamda genel iradeyi temsil ettiğini düşünerek, Hobbes'cu mutlak devlet egemenliğini topluma ulusal egemenlik anlayışı gibi sunması bu partilerin Lock'cu anlamda demokratik, sivil, sınırlı ve çoğulcu bir toplumsal egemenlik anlayışını yansıtmasına engel olmaktadır. Dolayısıyla, Türkiye'nin siyasal sisteminin demokratik süreci darbeli olmakta, jeopolitik konumu da istikrarsızlığı kolaylaştırmaktadır.Türkiye AB ilişkilerinde egemenlik bağlamında; siyasal, ekonomik, sosyal, hukuk ve güvenlik sorunları vardır. Türkiye, AB'ye tam üyelik sürecinde, AB üyelerinden ve aday ülkelerden farklı olarak kendine has güçlü bir ulus devlet egemenlik kurgusuna sahiptir. Bu güçlü devlet egemenliği anlayışı; jeopolitik, siyasi, ekonomik, sosyal ve kültürel açıdan Türkiye'nin-AB ile ortak bir egemenlik inşasını, paylaşımını, transferini güçleştirmektedir. ABSTRACTThe basic purpose of this dissertation is to discuss the sovereignty matter, between Turkey and European Union relations within theoretical framework of the International relations discipline in the process of historical context. The sovereignty is a norm which shapes the polity of the nation state in terms of its internal, external relations, economy, politic, legal and social order. But, by the post-nation state process, supranational EU structure also brought that issue back into agenda.There has been done various theoretical definitions of the sovereignty notions. After the Westphalia there emerged the sovereign European state system which has political, economical, legal and social order, had been analysied within the sovereignty perspectives. The sovereignty which developed the modern international relations by constructing modern nation state order, also comprises the important political aspects of the European historical events, too. In the postwar Europe, the EU replaces the Westphalian sovereign nation state system by political, economical, legal and social direction in the context of sovereignty dimension. To explicate the sovereignty expression of the EU's polity, it also confines economic integration, political union, national sovereignty, federalizm, confederalizm, regionalism, transtate alternative variations. Moreover, the EU institutions' historical imrovements contributes in sovereignty issue in the extent of constitutionalization, democracy, legitimacy, authority and responsibility.Turkey's sovereignty comprehension, are investigated in the historical content. By the Independence War, Turkey aimed to adopt European sovereign nation state system by realizing political, economic, legal and cultural reforms in the name of westernization, civilization and modernization.Turkey transformed successfully its traditional social structure into modern, secular, contemporaneous, homojen republican sovereign nation state polity; Though it encountered with ethnic, religious, regional and ideological resistances. Whereas, Turkey experiences with some difficulties of the multiparty system in the process of democratization in which parties forms the government impose its majoritarian sovereign perceptions. In addition, they implement or introduce their sovereignty conception as Rousseau's "general will" in the sense of Hobbes' absolute state sovereignty so as to national sovereignty rules over society. Thus, this type of conception prevents the government from applying, limited, civil, democratic, pluralist social sovereignty principles in the logic of Locke. In a nutshell, Turkey's democratic process is interrupted oftenly and geopolitical power structures also leads to instability.There are some problematic issues. Those are politic, economic, legal, social and security matters in the context of sovereignty, between Turkey-EU relations.Turkey owns a very strong nation state sovereignty script, in the process of fullmembership into EU, apart from the EU members and other candidate countries. Eventhough there are various geopolitical order alternatives, quests and troubles; Turkey that conciously tries to overcome those barriers one by one so as to share sovereignty with the EU.Keywords: Sovereignty, Nation State, Federalizm, System of States, European Union, Turkey.

Egemen ulus devlet teorisi 1648 Vestfalya (Westphalia) Anlaşması sonrasında uluslararası ilişkiler disiplinine girmiştir. Bu anlaşma ile uluslararası ilişkilerde anarşi ortamı bir dereceye kadar kontrol altına alınmıştır. Vestfalya Anlaşması ile devletlerin egemenliği, eşitliği ve iç işlerinde bağımsızlığı uluslararası ilişkilerde karşılık bulmuştur. Devletlerin, belirli bir coğrafi alanda, belli bir nüfusa sahip, diğer devletlerce tanınan ve egemenliğe sahip olan siyasi oluşumlar olarak tanımlanması, uluslararası ilişkiler için önemli bir noktadır. Türkiye, Osmanlı İmparatorluğu'nun mirasçısı ve siyasal devamlılığı olarak, uluslararası alanda kişilik bulmuştur. Osmanlı İmparatorluğu'nun mali borçlarının Türkiye tarafından ödenmesi, bu siyasal mirasçılığın ve devamlılığın ispatı durumundadır. Bu açıdan baktığımızda, Türkiye-Afrika ülkeleri arası ilişkilerin uzun bir tarihi geçmişi ve bağları olduğu göz önünde tutulmalıdır. Afrika kıtası kültür, etnik yapı ve dil olarak oldukça zengin bir coğrafyadır. Zengin kaynakları ve sanayileşme devriminden uzak olması nedeniyle batılı medeniyetlerin özellikle 1881-1914 yılları arasında sömürgeleştirilmesine maruz kalmıştır. Özellikle 20. yüzyılın ikinci yarısında ise dekolonizasyon süreci ile Afrika'nın modern devletleri ortaya çıkmıştır. Afrika genç nüfusu ve var olan maden zenginliğine rağmen en yoksul kıta olarak kabul edilmektedir. Hem maddi hem de insan kaynaklarının zenginliği, Afrika'nın gelişmiş ülkeler tarafından dikkat çeken bir kıta olmasına neden olmaktadır. Türkiye 2000'li yılların başına kadar göz ardı ettiği ilişkilerine özellikle "Afrika Açılım Planı" çerçevesinde önem vermeye başlamış ve Afrika ile ilişkileri farklı bir boyut kazanmaya başlamıştır. Bugün Türkiye'nin, Afrika kıtasındaki ülkelerin yeni stratejik partneri haline geldiğini söylemek mümkündür. 5 Bu çalışmanın amacı; görüşme yöntemi kullanılarak TASAM Türk Asya Stratejik Araştırmalar Merkezi ve Afrika Dış İşleri Bakanlığı verilerini kullanılarak, gelişmekte olan Afrika – Türkiye ilişkilerini genel olarak değerlendirmek ve Türkiye'nin Afrika ülkelerine yönelik dış politikasını analiz edebilmektir. Bu bağlamda çalışma, Türkiye'nin dış politikadaki duruşu, Türk dış politikasında Afrika açılımı, ekonomi, sağlık ve eğitim boyutunda Afrika ile ilişkiler ve bu ilişkilerin geleceği değerlendirilerek literatüre katkı sağlamak amacındadır. ; Sovereignty of nation-state theory has entered the discipline of international relations after the 1648 Westphalia Agreement. With this agreement, the anarchic environment has been controlled to some extent in international relations. With the Westphalian Treaty, independence in the sovereignty, equality and non interference in the internal affairs of the states has been met by international relations. It is an important point for international relations that states are defined as political entities with a certain geographical area, a certain population, and the recognition and sovereignty of other states. Turkey, as the heir of the Ottoman Empire and political continuity, has found international character. The payment of the financial debts of the Ottoman Empire by Turkey is a condition of this political inheritance and continuity. From this point of view, it should be noted that the relations between Turkey and African countries have a long historical background and ties. The African continent has a very rich geography of culture, ethnicity and language. Due to its rich resources and distance from the industrial revolution, it has been subject to colonization of western civilizations, especially between 1881 and 1914. In the second half of the 20th century, the decolonization process and modern states of Africa emerged. Africa is considered to be the poorest continent despite its young population and its wealth of minerals. The richness of both material and human resources makes Africa a continent that draws attention of developed countries. 6 Turkey has begun to attach importance to the relations it has ignored up to the beginning of the year 2000, especially in the framework of the "African Opening Plan", and has begun to acquire a different dimension to Africa. Today it is possible to say that the countries of Africa have become new strategic partners. The aim of this study is to evaluate the developing African-Turkey relations in general and to analyze Turkey's foreign policy towards African countries using data from TASAM African Institute and African Ministry of Foreign Affairs using interview method. In this context, the aim is to contribute to the literature by assessing Turkey's position in foreign policy, African expansion in Turkish foreign policy, Africa in relation to economy, health and education, and the future of these relations.

TÜRKİYE'NİN AVRUPA BİRLİĞİ'NE ÜYELİK SÜRECİNİN GÜMRÜK BİRLİĞİ BAĞLAMINDA DEĞERLENDİRİLMESİTarih boyunca çeşitli nedenlerle karşı karşıya gelen Türk ve Avrupalı devletler, birbirleriyle uzun yıllar süren sosyal ve ekonomik ilişkiler içerisinde bulunmuşlardır. Günümüzde bu sürecin temsilcisi olan Türkiye, farklı dine ve kültüre mensup olmasına rağmen Batının muassır medeniyetine ulaşmayı bir hedef olarak belirlemiştir. Nitekim Avrupalı devletlerin bir araya gelerek oluşturduğu Avrupa Birliği'nin bir parçası olmak için çaba göstermektedir. Bu amaçla 1959 yılında Avrupa Ekonomik Topluluğu'na Ortaklık başvurusu yapmış, 1963 yılında Ankara Antlaşması ile bu ilişkiyi resmileşmiştir. Bu durum Türkiye'nin iç ve dış politikasını değiştiren bir sürecin de başlangıcı olmuştur. Bu Antlaşma ile hazırlık, geçiş ve nihai aşamalar belirlenmiştir. Türkiye, tam üyeliğe giden yolun başlangıcı kabul edilen Gümrük Birliğine nihai aşamada dahil olmuştur. Türkiye'nin Avrupa Birliği süreci Gümrük Birliği bağlamında başlamıştır. Gümrük Birliğine üye olması ile birlikte Türkiye'nin dünya ticaretinde ve Birlik üyesi ülkelerle yaptığı ticarette önemli oranda artışlar meydana gelmiştir. Bu da Türkiye'nin ekonomisine olumlu yansımış ve Makroekonomik göstergelerinde pozitif etki oluşturmuştur. Ankara Antlaşması'nın nihai aşamasıyla birlikte AB Gümrük Birliği üyesi olan Türkiye, bu kapsamda birçok yasal ve kurumsal değişiklikler de gerçekleştirmiştir. Ayrıca mevzuata uyum çerçevesinde yaptığı değişikliklerle, AB üyeliği için şart koşulan birçok kriteri de yerine getirmiştir. Bu bağlamda gerek öncesi değişikler olsun ve gerekse dahil olduktan sonraki değişikler olsun; Gümrük Birliğinin Türkiye'nin Avrupa Birliği üyelik sürecine önemli katkılar sağladığı görülmektedir. Bununla birlikte, nihai amacı tam üyelik olan süreçte, geçen uzun süreye rağmen üyeliğin kısa vadede mümkün görünmemesi, Gümrük Birliğinin güncellenmesi gerekliliğini de ortaya çıkarmaktadır. Güncellenen Gümrük Birliğinin, Türkiye'nin Avrupa Birliği üyelik sürecinde sosyoekonomik kalkınmaya doğrudan ve dolaylı etkileri olacağı yapılan çalışmalarla ortaya çıkmaktadır. Güncelleme olması durumunda aynı zamanda 2005 yılında başlanan müzakere fasıllarının yerine getirilmesinde de önemli katkılar sağlayacağı görülmektedir. Bu bağlamda Gümrük Birliğinin ticari, mevzuata uyum ve güncellemeyle birlikte müzakerelerin yerine getirilmesinde ve tam üyelik sürecinde büyük etkileri olması ve katkılar sağlaması beklenmektedir. --- THE EVALUATION OF TURKEY'S EUROPEAN UNION MEMBERSHIP PROCESS IN THE CONTEXT OF THE CUSTOM UNIONTurkey and European countries have been engaged in social and economic relations for long years despite various challenges throughout history. Although Turkey homes various religions and cultures, it sets as a goal to reach West's modern civilization. And it has been exerting efforts to become part of European Union, founded by European states. For this purpose, Turkey applied for membership of the European Economic Community (EEC) in 1959, followed by Ankara Agreement in 1963 that put an official aspect into relations. This development has become beginning of an adventure that fully changed Turkey's domestic and foreign policies. With Ankara Agreement, preparation, transition and final stages were ascertained. In final stage of Ankara Agreement, Turkey was included in Customs Union with European Union (EU), a move considered to be starting path to full membership. Through this membership, Turkey achieved significant jumps in trade with European Union members and the world, which was positively reflected in its economy and brought positive impact on macroeconomic indications. Also, it actualized many legal and corporate changes. Through amendments in line with harmonization of legislations, Turkey implemented many criteria put forward for EU membership. In this regard, it is seen that Customs Union made key contributions into Turkey's EU accession. Also, the fact that Turkey's membership does not appear to be possible in the short term, despite the long period that is the ultimate objective of full EU membership, also reveals the necessity of modernizing the Customs Union. According to some studies, an modernized Customs Union will have direct and indirect impacts on socio-economic development during Turkey's EU accession. At the same time, this modernization is expected to make important contributions into fulfilling the negotiation chapters that started in 2005. In this study, through compliance with the commercial legislation and the modernization, the Customs Union is expected to have great impacts on and to contribute into implementation of negotiations and full membership.

Bu çalışmada Orta Asya'da meydana gelen Modernleşme süresi kapsamında bölgede ve Özbekistan'da yaşanan Modernleşme süreci, bu sürecin sebep ve sonuçları incelenmektedir. Bu kapsamda Çarlık Rusyası tarafından bölgeye taşınan Batı tarzı Modernleşmenin Orta Asya/Özbekistan'daki gelişimi, Modernleşmeye verilen tepkiler ve cevaplar, bölgenin Modernleşmeye verdiği cevaplardan birisi olan Ceditçilik Hareketi temel alınarak analiz edilmektedir. Bunu yaparken dönemselleştirmeye gidilmiştir. Orta Asya bölgesi ile Özbekistan'ın ve Modernleşme sürecinin izlediği tarihi seyir Çarlık Rusyası İdaresi, Sovyetler Birliği Dönemi, Bağımsızlık Sonrası Yeni Bağımsız Özbekistan olarak dönemlere ayrılmış ve bu dönemleri incelemek için Ruslaşmak, Sovyetleşmek, Özbekleşmek ve İslamlaşmak isimli dört ana başlık kullanılmıştır. Ancak bu konu başlıkları açıklanmaya çalışılan süreçler tarihi seyir içinde bir arada bulunabildiği için Sovyetleşmek-Özbekleşmek, Özbekleşmek-İslamlaşmak gibi kavram çiftleri türetilmiş ve kullanılma yoluna gidilmiştir. Orta Asya ve Özbekistan'a Batı tarzı Modernleşme Çarlık Rusyası tarafından bu bölgedeki mevcudiyetini desteklemek için getirilmiş ve yönetiminin kalıcı olmasına yardımcı bir araç olarak görülmüştür. Bu yönetimin Orta Asya toplumunun bir kesiminde yarattığı etki Ceditçilik Hareketini ortaya çıkarmıştır. Bölgede modernizmin kendisi ve sebep olduğu etkilerle başa çıkabilmek için onun usul ve yöntemlerini kullanmayı ve Modernizmle uyumlu olmayı savunan Ceditçilere tepki gelişmiştir. Bu tepkinin kaynağı olan Muhafazakâr grup-Kadimciler ise çözümün korumacı ve muhafazakâr bir tutum geliştirmekte yattığını savunmuşlardır. Sırasıyla Ceditçilere ve Modernleşmeye ayrıca Çarlık Rusyası ve Sovyet İdaresine tepki olarak Modern olan her şeyin reddini savunmuşlardır. Ancak bu tutumu istikrarlı bir şekilde sürdürmemişler karşı oldukları bu sisteminin sağladığı faydaları kullanma konusunda pragmatik bir tutum takınmışlardır. Buna en güzel örnek II. Dünya Savaşı ve sonrasındaki dönemde parti kadrolarında oluşan boşlukların muhafazakârların yoğun olduğu kırsal kesimden gelen gençlere açılmasıdır.Modernleşme taraftarları Ceditçiler arasındaki önemli isimlerden birisi olan İsmail Gaspıralı ve ilk kuşak Ceditçiler Çarlık Rusya'sının bir gün devrini tamamlayıp dağılacağını, bu yüzden de o güne eğitim faaliyetleri yoluyla hazırlanılması gerektiğini savunurken, onlardan sonraki kuşak Ceditçiler ise bu amaçtan uzaklaşmaya ve Çarlık İdaresi içinde hak sahibi olmaya sıcak bakmaya başlamıştır. Bu durum 1917 Ekim Devriminden sonra daha da aleni bir hal alacak, Ceditçilerin bağımsızlık talepleri yerini yeni sistem içinde bir mevki işgal çabalarına bırakacaktır. Ancak bu kuşak daha sonraki yıllarda Sovyet idaresi tarafından yeteri kadar sadık bulunmadıkları için toptan tasfiye edilecektir. Bu tasfiye hareketine devam edilmesine Avrupa'da patlak veren II. Dünya Savaşı engel olmuş, Sovyetler Birliğini Orta Asya ile ilgili planlarını değiştirmeye mecbur bırakmıştır. Sovyetler Birliği kendini Nazi Almanya'sının saldırısından koruyabilmek için Sovyet sistemi yanlısı kadroları savaş meydanında kullanmıştır. Orta Asya ve Özbekistan'da onlardan boşalan kadrolara ise kırsal kesimden gelen eğitimsiz gençleri istihdam etmeye mecbur kalmıştır. İşte bu sayede kırsal bölgeye çekilen ve daha sonraki dönemlerde radikal hareketlerin de temelini oluşturacak olan Kadimci-radikal düşünce ve onun yansımaları devlet bürokrasisi içinde kendine yer bulabilmiştir. İlk olarak Brejnev dönemindeki kısmı gevşemeden yararlanarak varlığını hissettiren radikal hareketler 1991 yılında Sovyetler Birliğinin dağılmasından sonra yeniden gündelik ve siyasi hayatta söz sahibi olmaya çalışacaktır. Ancak bu girişimleri Sovyet Döneminde yetişen ve bağımsızlık sonrasındaki dönemde iktidarda kalmayı başaran Sovyet dönemi bakiyesi yönetici eliti endişelendirmiştir. Bunun sonucunda Özbekistan yönetimi kendisine muhalif gördüğü her şeyi önce baskı altına almayı denemiş daha sonra da ezmeye çalışmış, bunda da büyük oranda başarılı olmuştur. Özbek Devleti ve yönetiminin bu sert ve müsamahasız tutumu ülkedeki ılımlı ve barışçı kanat da dâhil olmak üzere muhalefetin tüm unsurlarının zamanla marjinalleşmesi ve radikalleşmesini beraberinde getirmiştir. Özellikle muhafazakâr gruplar içindeki radikal unsurlar Modernizmin ürünü ve yansıması olarak kabul ettikleri ülke yönetimi ve otoriter siyasi sisteme karşı sert bir tutum geliştirme yoluna gitmişlerdir. Gördükleri siyasi-psikolojik şiddetin de etkisi ile ülke muhalefeti ve bunun içindeki radikal unsurlar kendilerinin de Özbekistan'da yaşanan Modernleşme sürecinin bir sonucu olduklarını gözden kaçırır hale gelmiştir.Sonuç olarak birbirlerinden çok farklı gözükseler de, 20. Yüzyıl Orta Asya'sının Modernleşme yanlıları olan Ceditçiler ve onların muhalifi Kadimciler ve bağımsızlık sonrası dönemin radikalleri de dâhil olmak üzere, bahsedilen grupların hepsi Modernleşme sürecinin bir sonucudurlar. İşte bu çalışmada siyasi denklemin farklı taraflarında yer alan bu aktörlerin birbirlerini besleyen ve üreten, değiştirip, dönüştüren bir süreç ortaya çıkardıklarına ve bu sürecin sonucu olduklarına vurgu yapılmaktadır. --- In this doctoral dissertation, the modernization process which Central Asian region and Uzbekistan experienced in the late 19th and early 20th centuries will be discussed under the title of Uzbek Modernization. Tsarist Russia was the agent of Modernization and carried out Western style Modernization version to Central Asia. While Central Asia's indigenous population's response to Modernization occurred as a Jadidism (Usul-u Cedit) movement, which is one of the main components of that Modernization effort, will also be included and examined under the title. The unique Central Asian-Uzbek Modernization experience divided into 4 periods. Those periods are named as follows: Tsarist Russia Administration, Soviet Era, Construction of Uzbek ethnicity and Re-Islamization. But in order to explain the periods, dual concepts like Sovietness-Uzbekness, Uzbekness-Islamizaiton created and used together. Because those social and cultural evaluations can be found together in the same period.Western style Modernization perception was brought to Central Asia by Tsarist Russia to strengthen its presence in that region, and it was accepted as a necessity for the permanent rule in Central Asia. But because of that mandatory regulations opposition to Modernization process starts quickly. Inconvenience from the Modernization led disadvantaged ones look for a possible solution. In search for the possible options there has raised questions about how to recover the lost superiority in the Central Asian region. As in other parts of the world, the effects and reflections of the Modernization process have been experienced in Central Asia and Uzbekistan. The best solution to that unwanted situation, which failed to combat this new political and cultural structure that formed a new world order and reshaped the international space according to its own understanding, was the adoption of the ideas, discourses and methods of Modernization. This process worked similarly also in Central Asia, and a Modernization movement emerged among the Muslims of Russia in order to counter the threat from the Western Civilization and Tsarist Russia, regarded itself as the representative of Modernism in Asia. That unique Muslim modernization movement was called Jadidism.Although there has been a reaction to Jadits-Progressives. The Conservative ones-Kadimciler, argued that in order to avoid the possible damages of the Modernization a protectionist and conservative attitudes must be developed. Central Asian community must be sealed itself from the Modern world and lay in a perfect isolation. Within that context Conservative group advocated a rejection of all the notions of Modernization as a response to Jadids, as well as Tsarist Russia and Soviet Union, respectively. However, the did not maintain this attitude constantly, and they choose to took pragmatic attitude while gathering the benefits of the system, which they opposed.While İsmail Gaspıralı and the first generation of Jadits argued that one day the tsarist Russia would complete its life cycle and fall, so that Muslim Population of Tsarist Russia should be prepared to that situation through educational activities. But the following generations of Jadits began to move away from this aim and choose to have a post in Tsarist Administration bureaucracy. This situation will become more common after the October Revolution of 1917, and Jadits demands of self-determination and autonomy will be abandoned. However, this generation will be liquidated by the Soviet administration in the following years because they were not considered sufficiently loyal enough. That liquidation or Purges interrupted because of the II. World War II in Europe. That Purges forced the Soviet Union to change its plans for Central Asia. In order to protect itself from the attack of Nazi Germany and overcome uneasy situations in the battlefields the Soviet Union wasted its pro-Soviet cadres on the battlefield. The vacant positions form that enlisted cadres were filled with uneducated young people from rural areas in Central Asia and Uzbekistan in order to continue to governmental activities. That's the turning point for the radical thought that were retreat to the countryside and forced to go underground in order to survive. Thus, those radical thoughts which would later become the basis of radical movements, could sweep into state bureaucracy. The intransigent radical thoughts first express their presence during the Brezhnev era, because of the loosening state control and after the independence 1991, they did express their presence in daily life and in political stage more fearlessly and aggressively. However, the remaining Soviet-era ruling elite, that experienced Soviet style state bureaucracy and managed to stay in power in the post-independence period, panicked with the opposition actions. As a result, the Uzbek State administration first tried to suppress the opposition normally, and then crushed them bitterly. This harsh and intolerant attitude of the Uzbek State forced and marginalized the opposing parties. Because of the marginalization some of the strict elements of the opposition, those elements became radicalized. Those radicalized elements adopted a Post Modern attitude towards the authoritarian political system, which they regard it as the product and reflection of Modernism. With the effect of the political-psychological violence, Uzbek opposition groups and its radical elements have missed the point that they're also components and results of the Modernization process in Uzbekistan.As a result, although they appear to be very different from each other, Jadits and Conservatives and the radicals of the post-independence period are all the result of the Modernization process in the region. In this dissertation, it is emphasized that those actors on different sides of the political equilibrium generate a process that feeds and produces, changes and transforms each other and that they are the products of the Modernization epoch.
