Energy and environmental issues are one of the main challenges for humanity in the 21st century. Global growth in energy demand links to environmental concerns including pollution, global warming and reduction of CO2 emissions. In particular, it is an urgent request in rapidly growing developing regions such as Asian countries. Using cleaner energy sources, renewable energy instead of traditional energy sources like coal and oil is an inevitable option in the future. In the current context, natural gas is seen as a clean energy source which plays a major role in the energy transition process towards a low-carbon economy. The consequences for natural gas markets are significant and the condition of this change is an abundant supply of natural gas. The development of unconventional gas, particularly shale gas, provides an opportunity to expand the global gas supply. This is illustrated by the "shale gas revolution" in US which has profoundly changed the regional gas markets. However, this "revolution" is hardly reproducible in other regions of the world. This thesis demonstrates particularly that apart from geological, institutional conditions (taxation, property rights), economic (prices, technologies) and organizational (free markets) are necessary for a large scale development of unconventional resources. This research also shows that most of these conditions are not met in Europe or Asia (especially in China). Therefore, an energy transition by natural gas to meet climate challenges in Asia will be solved through imports, rather than through regional production. From three scenarios of the POLES model based on assumptions about climate policy, shale gas development and rapid increase of demand for gas in the energy mix (particularly in Asia), two main conclusions emerge. Do local and regional authorities have an influence on texts adopted in ordinary legislative procedure at European level? Focusing on energy and waste and adopting a definition of influence as the extent to which authorities are taken into account in the successive drafts, the thesis follows the way in which this type of actors mobilizes and tries to influence the Community legislative process throughout its development (from its preparation within the European Commission to trilogues and the adoption of texts). To do so, it relies on a methodology centered on "text writers" and combining process-tracing, attributed influence and textual analysis.Our research shows that, depending on the case at stake, local and regional authorities can be more or less influential, at all levels of the legislative process, and are not necessarily supported by the Commission or the Parliament as an institution. If certain political groups, segments of the Commission or Member States seem more inclined to give them their support depending on the issues (with variability including within each sector), the authorities are actually faced with two obstacles: the interpretation of the principle of subsidiarity by legislators and the objective of a competitive European internal market.In cases where we find, despite of these obstacles, a strong influence of local and regional authorities, we identify specific formulations in legislative texts that make it possible to circumvent these obstacles, and which we have called "editorial parries". Situates critical issues raised by a 2003 French governmental debate over the future of energy policy in both a French national & European context. While tracing some key historical movements toward decentralization of energy provision, such as Margaret Thatcher's 1979 initiative to privatize the British energy sector, it is made clear that many of the same issues are globally important for each player in the eventual uniformity of the European energy market, such as the management of competition in a formerly monopolistic sector, the economic transition for the currently dominant energy actors into the new open market, the security of energy supply, the future of nuclear energy, & the proper observance of measures instated by the Kyoto protocol. The debate also reveals how each EU member state, in this case France, is left to manage these issues on a national scale. France's key priorities are here suggested to be couched in such developments as structural transformation of the gas & electric industries, improved control of energy management & clean energy use, & long-term stability in the financing of French energy initiatives. 10 References. Policy document adopted at the 28th constitutional convention of the CLC. establishes a Climate Change Task Force to carry the initiatives forward until 2020, with extensive lobbying for policy changes at the federal government level. Celle-ci a profondément modifié les marchés gaziers régionaux. Toutefois, cette « révolution » n'est guère reproductible à d'autres régions du monde. Cette thèse démontre en particulier qu'en dehors des facteurs géologiques, des conditions institutionnelles (fiscalité, droits de propriété), économiques (prix, technologies) et organisationnelles (libéralisation des marchés) sont nécessaires pour assurer un développement à grande échelle des ressources non conventionnelles. Cette thèse montre que ces conditions ne sont pour la plupart pas réunies ni en Europe ni en Asie (notamment en Chine). Dès lors, une transition par le gaz pour répondre aux enjeux climatiques en Asie se fera par la voie des importations et non par une production propre à la région. A partir de trois scénarios du modèle POLES basés sur des hypothèses de politique climatique, de développement du gaz de schiste et d'augmentation rapide de la demande de gaz dans le mix énergétique, en particulier en Asie, deux principales conclusions émergent. Tout d'abord, l'importance du développement des gaz de schistes aux USA, leur bas coût de production induisent au niveau mondial une offre de gaz abondante et compétitive par rapport à d'autres énergies notamment par rapport au charbon. Par conséquent, même sans politique climatique, les conditions sont réunies pour que la part du gaz naturel puisse croître dans le mix énergétique. Deuxièmement, une politique climatique affirmée a des effets contradictoires quant à l'importance du gaz naturel dans les mix énergétiques des pays asiatiques. D'un côté elle permet une pénétration plus importante du gaz naturel dans leur mix énergétique. Mais dans le même temps, limitant la demande d'énergie, les volumes de gaz naturel demandés ne sont que légèrement plus importants que dans des scénarios sans politique climatique.

International audience The present study is a simulation that analyzes the financial viability of a hypothetical 100megawatt wind power project based in Algiers with the objective of exporting electricity to Tunisia. For this purpose, the "RETScreen Expert" Clean Energy Project Analysis Tool developed with support from the Canadian Department of Natural Resources was used. The study shows that such a project could generate an annual electricity production of 262800 megawatt hours and annual revenues of US $ 20,235 million for an electricity export price of US $ 0.077/kWh. ; La présente étude est une simulation qui permet d'analyser la viabilité financière d'un projethypothétique d'énergie éolienne de 100 mégawatts basé à Alger et dont l'objectif est d'exporter de l'électricité en Tunisie. À cet effet, l'Outil d'analyse de projets énergies propres "RETScreen Expert" développé avec le soutien du ministère des Ressources naturelles du Canada a été utilisé. Since the 1960's Scotto-French poet, essayist and prose-writer Kenneth White has been elaborating an idiosyncratic work which is today recognised as one of the most coherent of post-modernity. Resolutely nietzschean in his approach, he dismisses transcendence to embrace immanence, deconstructs the vertical axis on which the western world had built itself and endeavours to revitalize the journey of man on earth. Together with this process of purge he reflects on the Word and tries to find the unknown language our mind longs to master. Against literature that is too literary, White's writing is simple and supple, powerful and vivifying. The author does not draw his inspiration from mythology but gets in tune with the earth, with its telluric forces, its thermodynamic envelopes, its vibrations and wavelengths, with what Caillois, before him, called the "permanent writing of the world". Despite this undermining White does not wipe the slate clean and meets a large number of fellow writers and thinkers on his way. As a matter of fact he pushes this logic to its end and insists on the fact that one should no longer think in terms of personal work and should strive to create a collective one. With growing concerns about the environment, countries are increasing efforts to reduce their fossil fuel dependency, the major source of greenhouse gas emissions, by replacing them with clean energy sources including bioenergy. In this context induced by the Paris' Agreement and climate change mitigation targets, the bioenergy is being highlighted in the pathway to the decarbonization of our society. The work of this thesis concentrates on the perspectives of bioenergy development aiming to analyze the evolution of bioenergy production in view of policies, global exchange of biomass resources and the sustainable utilization of bioenergy in the long term in a context of decarbonization of societies. In terms of analysis, this thesis focuses also on the better implementation of bioenergy chain in our global energy system optimization model, TIAM-FR. This manuscript is structured in four chapters. The first chapter presents the actual position of bioenergy, bioenergy development strategy as well as the way how they are integrated into our modeling approach. The second chapter is dedicated to present the developments effectuated for the bioenergy chain in the model TIAM-FR. The third chapter shows our work regarding the evaluation of biomass resources potentials. Durant les deux mandats de Barack Obama, la situation énergétique des Etats-Unis a connu de profonds bouleversements, non seulement du fait de l'exploitation des hydrocarbures non conventionnels, mais aussi de l'essor des énergies renouvelables. Ces évolutions résultent d'actions politiques fortes, au niveau fédéral et des Etats, pour diminuer la dépendance énergétique du pays, ainsi que ses émissions de gaz à effet de serre.Ainsi, dans le mix électrique américain d'origine renouvelable, la part combinée du solaire et de l'éolien a fortement augmenté : elle est maintenant supérieure à 20%, soit une part équivalente à celle des biocarburants. En dépit d'une progression spectaculaire au cours des cinq dernières années, les énergies renouvelables (hors hydroélectricité) occupent toujours une place modeste dans le mix électrique américain (7%).
