İklim değişikliği, insanoğlunun karşılaştığı en önemli sorunlardan biri olarak kabul edilmiştir. Bu nedenle iklim değişikliğine yönelik acil çözümler küresel siyaset gündemini meşgul etmiştir. Kyoto Protokolü ve Paris İklim Anlaşması önemli gelişmeler olarak kabul edilmiştir. Bununla birlikte, bölgesel örgütler de iklim değişikliğinin ele alınmasında önemli rol oynamışlardır. Bu bağlamda, 1999'da kurulan Nil Havzası Girişimi (NHG) genellikle bölgedeki adil su paylaşımı, kullanımı ve yönetimi ile ilgilenmiş olsa da, iklim değişikliği ve bunun havzadaki su, gıda ve enerji güvenliği üzerindeki olumsuz etkilerini de gündemine almıştır. Bu nedenle, NHG'nin yeni oluşturulan stratejileri çoğunlukla su güvenliği temelinde iklim değişikliğine uyum ve azaltım konularını içermektedir. Bununla birlikte NHG'nin bu politikalarının yeterince başarılı olmadığı gözlenmiştir. Bu bağlamda çalışma, NHG tarafından yayınlanan politika belgeleri, dokümanlar ve raporlar ile üye devletlerin politikaları üzerinden söz konusu başarısızlığın nedenlerini analiz etmeyi amaçlamaktadır.

İklim değişikliği, konuyla ilgili ilk ve tek belge olan 2242 sayılı Birleşmiş Milletler Güvenlik Konseyi kararının 2015 yılında kabul edilmesine kadar Kadın, Barış ve Güvenlik (KBG) gündeminin bir önceliği olarak görülmemiştir. Oysa iklim değişikliği, hem silahlı çatışmalar ve savaşlar yoluyla devlet güvenliği üzerinde doğrudan etkiler doğuran hem de geçim kaynaklarının kaybına, siyasi istikrarsızlığa, zorla yerinden edilmeye ve yoksulluğa neden olan bir insan güvenliği sorunudur. Bu tehditler eşitsiz toplumsal cinsiyet rolleriyle birleştiğinde, pek çok toplumda kadınlar üzerinde halihazırda var olan sosyoekonomik yük ve toplumsal cinsiyete dayalı şiddet daha da artmaktadır. Bu makale, son yıllarda iklim değişikliği ve KBG gündemi arasında uluslararası literatürde kurulmaya başlayan ilişkiyi Türkçe literatüre kazandırmayı amaçlamaktadır. Makale, metodolojik olarak, mevcut araştırmalar ve uluslararası raporların bulgularından yola çıkarak iklim değişikliğini KBG gündeminin "koruma" ve "katılım" sütunları ile ilişkilendirmektedir. Bu amaçla makalede öncelikle uluslararası ilişkiler disiplininde bir güvenlik tehdidi olarak iklim değişikliğinin yeri sorgulanmaktadır. İkinci bölümde, ilk olarak kadınların iklim değişikliği nedeniyle algıladıkları güvensizlik ele alınmakta, daha sonra iklim barışı ile KBG gündeminin ortak noktası olan barış inşasına değinilmektir. Makale, ister geleneksel güvenliğe ister insan güvenliğine bir tehdit olarak ele alınsın, iklim değişikliğinin etkilerinin üstesinden gelmeyi sağlayacak çözümün KBG gündeminin içinde, kadınların dahil edildiği ve toplumsal cinsiyet eşitsizliğinin etkilerinin hafifletildiği bir barış inşasında olduğunu vurgulamaktadır.

Uluslararası İlişkiler disiplininde, özelikle Soğuk Savaş sonrası dönemde güvenlik kavramındaki gelişme ve genişlemelerle birlikte ortaya çıkan farklı güvenlik yaklaşımları arasında çevresel güvenlik kavramı da önem kazanmaya başlamıştır. Günümüzün ön plana çıkan çevresel sorunlarından bir tanesi neden olduğu etki ve şiddetindeki artıştan dolayı iklim değişikliğidir. İklim değişikliği sınır aşan ve sınır ötesi etkilerini hissettirmeye başlamasıyla birlikte uluslarararası ölçekte mücadele edilmesi gereken bir çevresel sorun olarak değerlendirilmiş, bu çerçevede uluslararası diplomasi süreci başlamıştır. Bu çerçevede, çalışmanın amacı, genelde çevre sorunlarının özelde ise iklim değişikliğinin Türkiye'deki siyasi ve toplumsal aktörler tarafından nasıl algılandığını değerlendirmektir. Bu kapsamda çalışma iklim değişikliğinden en çok etkilenmesi beklenen bölgelerden birisi olan Akdeniz Havzası'nda yer alan Türkiye'nin 2000'li yıllarda hem tek parti hükümetinin hem de toplumun iklim değişikliği ve çevresel sorunlar konusundaki söylemlerini Kopenhag Okulu kuramı ile incelemektedir. Bu çerçevede çalışma Türkiye'nin iklim değişikliğini bir sorun olarak algıladığını ve bu sorunu siyasallaştırdığını, öte yandan Türk toplumunun çevresel sorunları kendisine karşı ekonomik ve çevresel tehdit olarak değerlendirdiğini ve toplumun çevresel tehdit söylemine karşı hükümetin toplum söylemlerini siyaset dışı alanda değerlendirdiğini savunmaktadır. ; The relationship between environment and security has drawn attention since the late 1960s. In International Relations, the concept of environmental security has become one of the approaches that emerged with the deepening and widening of the concept of security in the post-Cold War period. Today's one of the most prominent environmental problems is climate change due to its transboundary and international nature and its increasing effect and intensity. Thus, it has been considered as an environmental problem that needs to be tackled at the global level, leading to the beginning of international diplomacy process. In this context, the purpose of this study is to evaluate the perception of climate change in Turkey, which is located in the Mediterranean Basin, one of the regions expected to be affected mostly by climate change. More specifically, the study examines the climate change discourses, plans and policies of Turkey during the 2000s under one-party rule, discourses of the society on environmental issues within the framework of the Copenhagen School. In sum, this study reveals the perception of climate change in Turkey in the context of the relationship between environment and security at the government level and the perception of the society on environmental issues at the society level. In this framework, this study claims that Turkey perceives climate change as a problem but politicizes it, while the society considers environmental issues both as environmental and economic security.

How do non-state actors frame climate change in a region labelled as a climate hotspot? To answer this question, this article explores the climate communication strategies of non-state actors with various country origins. Adopting the quantitative content analysis method, it comparatively analyses differing frame utilizations (e.g. ecological/meteorological, policy, economic and energy interests, culture, science and technology, civil society) of non-state actors in their selected climate change/global warming-related reports (n=89) on the Mediterranean. The findings provide clues on the cosmopolitan framing of non-state actors on the regional level.
Bu tezin amacı çevresel güvenlik ve iklim değişikliği çerçevesinde devletlerin Arktik bölgesindeki iddialarını analiz etmektir. Çalışmada elde edilen ilgi ve verilere göre devletlerin Kuzey Kutbu'ndaki fosil enerji kaynaklarına sahip olmak için hak iddia etmelerinin yanında bölge kaynaklarının paylaşımında uzlaşmaya varma durumlarında bile bu fosil enerji kaynaklarının kullanılmasıyla mevcut durumda yüksek olan salınımı daha da fazla arttıracaktır. Dolayısıyla devletlerin hak iddiaları çerçevesinde bir silahlı çatışmaya sürüklenmesi engellense bile, küresel ısınmanın dünya için yıkıcı etkilerinden kurtulmak mümkün olmayacaktır. Çalışmanın ilk bölümünde çevresel güvenlik, Arktik bölge özelinde çevresel güvenlik adına atılan adımlardan biri olan Arktik Konseyi, küresel ısınma ve sera etkisi, buzulların erimesi, küresel ısınma ile ilgili 19.yüzyıldan itibaren yapılmış olan tahminler, bilimsel araştırmalar ve son olarak Arktik bölgesinin ekonomik ve stratejik önemine dair genel çerçeveyi çizen bilgiler verilmiştir. İkinci bölümde küresel ısınmanın uluslararası bir boyut kazanmasıyla birlikte Birleşmiş Milletler öncülüğünde yapılan Hükümetler Arası İklim Paneli (IPCC) ve ortaya koyduğu raporlar, Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi (UNFCCC) ve Birleşmiş Milletler Deniz Hukuku Sözleşmesi resmi belgelerle incelenmiş, devletlerin bu girişimlere karşı tutumu analiz edilmiştir. Üçüncü bölümde ise Arktik'teki buzulların erimesiyle ekonomik ve ulusal güvelik kaygıları artan beş Arktik ülkesinin (Rusya, ABD, Kanada, Norveç ve Danimarka) bölgedeki hâkimiyet iddiaları yine devletlerin resmi raporları ve basına verdikleri demeçler aracılığıyla Birleşmiş Milletler Deniz Hukuku Sözleşmesi çerçevesinde incelenmiştir. Küresel ısınma Arktik bölgesi başta olmak üzere tüm dünya üzerindeki tüm canlı yaşamını tehdit eden önemli bir sorundur. Ancak bu çalışmada da görüleceği gibi bölge ülkeleri ekonomik çıkarları ve ulusal güvenlik kaygıları adına bu faktörü görmezden gelmektedir. Birleşmiş Milletler'in küresel ısınmayı yavaşlatmak için yaptığı çalışmalar ülkelerin bu isteksiz tutumundan dolayı beklenen etkiyi sağlamakta yetersiz kalmaktadır. Bu çalışmada elde edilen bilgi ve verilere göre devletlerin iddia ettikleri bölgeleri ele geçirmeleri ve buradaki fosil kaynakları kullanmaları durumunda küresel ısınmanın daha hızlı bir şekilde artacağı, ekonomik ve siyasi tehditlerin yerini çevresel tehditlerin alacağı ortaya konulmuştur. ; The aim of this thesis is to analyze of the states' claims in the Arctic region within the framework of environmental security and climate change. According to the information and data obtained in the study, even if the states reach a consensus in the sharing of regional resources, the use of these fossil energy resources will further increase the current high emissions. Therefore, even if states are prevented from being dragged into an armed conflict within the framework of their claims, it will not be possible to get rid of the devastating effects of global warming for the world. The first part of the study is an explanation about environmental security, Arctic Council which is one of the steps taken in the name of environmental security in the Arctic region, global warming and greenhouse effect, melting of icecaps, information about research made since the 19th century on global warming, and finally the economic and strategic aspects of the Arctic region. In the second part, the Intergovernmental Panel on Climate Change (IPCC) led by the United and its reports, the United Nations Framework Convention on Climate Change (UNFCCC) and the United Nations Convention on the Law of the Sea have been examined with official documents. In the third part, the claims of sovereignty in the region of five Arctic countries (Russia, USA, Canada, Norway and Denmark), whose economic and national security concerns increased due to the melting of the Arctic glaciers, are examined within the framework of the United Nations Convention on the Law of the Sea. Global warming is an important problem that threatens all life on Earth, especially in the Arctic region. However, as can be seen in this study, countries in the region ignore this factor at the expense of their economic interests and national security concerns. The efforts of the United Nations to slow down global warming are insufficient to achieve the expected impact due to the countries' reluctance. According to the information and data obtained in this study, it is revealed that global warming will increase faster if the states take over the claimed areas and use the fossil resources there, and environmental and economic threats will be replaced by environmental threats.

The core components of the political environment are ideological climate and political processes, nationalism, interventions of governments and political stability. The effects of these changes on international trade are accepted reality in terms of scientific community, countries, and businesses. For this reason, the aim of this paper is to investigate the effect of the political crisis between Turkey and the Russian Federation after the airplane crises on November 24, 2015. Thus, the effect of commercial relations between the two countries by linking variables has been shown in a quantitative study. The study has three parts. In the first part, we look at the political risk concept and political and commercial relations. In the second part of the study, the political crisis is the independent variable and control variables are the CPI-based real effective exchange rate, the monthly percentage change in the CPI and industrial production index. The Turkey-Russia trade volume is considered as the dependent variable. We analyzed the effect of the political crisis on foreign trade volume within the scope of these variables. In order to show the effect of political relations on the foreign trade volume between Turkey and the Russian Federation, a time series regression analysis was conducted with the STATA program. In addition, changes in foreign trade volume were explained with charts obtained by digitization of the Turkey Statistics Institute (TUIK) and the Central Bank (MB) reports. As a result of these analyses, it is concluded that the political crisis has had a meaningful and a negative effect on foreign trade volume. In other words, the reality in the literature is examined by studying a concrete case. In the last part of the study, the results obtained were evaluated and recommendations were made.

Forestry higher education has been offered since 1857. This study investigates the alterations made in the tertiary forestry institution names in Turkey under three periods: (1) between the years 1857 and 1934, (2) between the years 1945 and 1948, and (3) between the years 2006 and 2018. The Faculty of Forestry was under the Ministry of Mining during the first period, which later became a unit under the Ministry of Agriculture. In 1934, during the Republican period, it became a subdivision of Ankara Yuksek Ziraat Enstitusu (Ankara Institute of Advanced Agriculture, YZE). All those changes in this period improved the reputation of the institution and the occupation. In the second period, tertiary-level forestry education was separated from YZE and incorporated into Istanbul University. The faculty members and the councils of the Faculty of Forestry were directly involved in the decision-making processes required by this change. However, the third period is marked by regulations that were made without involving any forestry education institutions and professionals. Due to the lack of a clear higher education policy, the names of institutions have not been preserved and the formation of an academic tradition in the forestry institutions has been delayed.

Avrupa Senedi ile telaffuz edilmeye baslayan Avrupa Birligi içinde ortak bir dıs politika gelistirme iradesi, 1990'lı yıllarda hem uluslararası sistemde hem de Avrupa Birligi sisteminde ortaya çıkan yeni olgular temelinde hızlanarak, Maastricht Antlasması'nın imzalanmasının ardından Ortak Dıs Politika ve Güvenlik Politikasının olusturulmasının kabul edilmesiyle, somut bir görünüm kazanmıstır. Avrupa Birligi, Ortak Dıs Politika ve Güvenlik Politikası'nın dogal bir uzantısı olarak, Avrupa Güvenlik ve Savunma Politikasının gelistirilmesini de burada kabul etmislerdir. Bu dogrultuda, çalısmalar hızlandırılmıs, Amsterdam ve Nice Antlasmaları ile AGSP'na iliskin sistemin gerekli araç ve yeteneklere kavusturulması saglanmaya çalısılmıstır. Bu süreç devam ederken Avrupa Birligi içerisinde, Türkiye'nin 1987'de tam üyelik basvurusuyla yeni bir görünüme kavusan iliskiler, 1990'lı ve 2000'li yıllarda ortaya çıkan gelismeler ısıgında Avrupa Birligi'nin Genisleme Politikası, ODGP ve AGSP ile de baglantılı hale gelmistir. Son dönemde Türkiye ve Avrupa Birligi arasındaki iliskileri etkileyen en önemli konulardan birisi olan AGSP, kültür ve kimlik açılımları da içermektedir. Türkiye'nin gelistirilmeye çalısılan AGSP'na olan yaklasımı, kaygıları ve bu politikaya getirecegi açılımlar, hem uluslararası etkenler hem bölgesel dinamikler hem de tarafların dıs politik çıkarları ve güvenlik algılamaları dogrultusunda islenecektir. Ulusüstü bir deger dagıtım sistemi olarak, siyasal bütünlesme sürecini tamamlama yolundaki Avrupa Birligi'nin, ortak yarar temelinde, ortak degerler ve normlar dogrultusunda gelistirmeye çalıstıgı AGSP'nın, bölgesel ve küresel etkileri ile Türkiye'nin buradaki konumu, kamuoyu destegi, siyasi irade ve dıs politika gelismeleri ele alınarak incelenecektir. ; Development of a common foreign and security policy in the EU, was emphasized with the Single European Act in1986. Process of development a common foreign policy accelerated in 1990's. In this era, some radical changes occurred in international system, such as declining Soviet power and communist system, existing new independent states, transformation process of Central European countries. The EU, as a supranational system and as a global actor, was affected from all these developments and started rethinking its strategic interests and security aims. With signing Maastricht Treaty, Europeans accepted to designing a Common Foreign and Security Policy (CFSP) and also, to took responsibilities of creating a credible European Security and Defense Policy (ESDP). ESDP is being created as a dimension of the Union's Common Foreign and Security Policy. Relevant with these developments, the EU began strengthening its identity and own statue at global and regional level. Arrangements of Amsterdam and Nice Treaties, aimed to provide assets and capabilities which are necessary to development a credible Foreign and Security policy in the EU. The EU is eager to be part of the picture whenever security problems arise in Europe. Since the Turkish full membership application to the EC in 1987, relations between two parties gained a new phase. Turkey and the European Union relations were affected by European Union Enlargement Policy, CFSP and ESDP. These there policy areas of the EU have strong cultural roots and identity dimensions. So, the Turkish concerns and opinions according to integration, enlargement process of EU and its position according to ESDP were examined in the basis of international effects, regional dynamics, political interests and security perceptions.
