Il presente lavoro ha a oggetto l'insieme degli interventi di legge, delle azioni, delle idee implementati, in Italia, in tema di diritto di cittadinanza, adottando la prospettiva dei policy studies. In particolare, ci concentreremo sulla questione della scelta dei requisiti necessari per poter diventare cittadini italiani. Attualmente la legislazione in materia di cittadinanza è incentrata sul criterio dello ius sanguinis e nonostante vi siano state varie proposte di modifica, tra cui la più rilevante è il cosiddetto "Ddl Ius Soli", la materia non ha a oggi subito trasformazioni rilevanti dal 1992. L'analisi ha come scopo l'individuazione degli attori che, nel tempo, si sono mostrati favorevoli o contrari alla modifica degli attuali criteri, al fine di fornire un'interpretazione dei motivi per cui la materia non ha subito mutamenti. Il primo capitolo si occupa dell'approccio utilizzato per condurre lo studio, l'Advocacy Coalition Framework. Abbiamo preso in esame le caratteristiche degli studi orientati alle politiche pubbliche e la loro evoluzione fino ad arrivare all'ACF, di cui sono state analizzate le caratteristiche principali e le categorie concettuali più utili per rispondere ai nostri quesiti di partenza. In supporto all'ACF, è stata analizzata e utilizzata la teoria relativa al Framing e ai Frame narrativi. Il secondo capitolo si concentra sull'individuazione del nesso tra politica migratoria e politica di cittadinanza, in Italia. Della prima sono stati messi in luce i contenuti, prendendo in considerazione le varie fasi attraversate dal nostro paese che è passato alla fine degli anni Settanta da paese di emigrazione a paese di immigrazione. Successivamente si è passati al diritto di cittadinanza e alle varie fonti legislative che nel tempo lo hanno regolato, fino ad arrivare ai più recenti scenari. Il terzo capitolo si apre con l'analisi delle elezioni del 2013, che hanno inaugurato la XVII legislatura. Questa legislatura rappresenta il focus della nostra ricerca dal momento che, tra il 2013 e il 2018, si è discusso in Parlamento il "Ddl ius soli". Questo ha rappresentato un tentativo di riforma sostanziale del diritto di cittadinanza, prevedendo l'introduzione di ius soli temperato e ius culturae, da affiancare allo ius sanguinis, ancora prevalente. Il tentativo di riforma ha portato alla luce gli schieramenti di attori favorevoli e contrari a queste modifiche, che di fatto avrebbero allargato i beneficiari della cittadinanza italiana ai minori stranieri nati in Italia o frequentanti le scuole italiane. Il capitolo prosegue poi con l'individuazione delle coalizioni di attori in campo. In primo luogo è stato analizzato il dibattito pubblico, attraverso la consultazione dei principali quotidiani italiani. In secondo luogo, è stato analizzato il dibattito parlamentare avvenuto in commissione Affari Costituzionali della Camera e poi in Assemblea. Sono state individuate in questo modo due advocacy coalition tra loro contrapposte: una composta da partiti di sinistra e varie associazioni cattoliche e laiche della società civile, l'altra composta da partiti di centro-destra e di estrema destra. Il mancato policy change, conseguenza dell'arresto in Senato del "Ddl ius soli", può essere interpretato in relazione a eventi esterni al sottosistema di policy, che hanno influenzato notevolmente l'opinione pubblica e anche il posizionamento di alcuni partiti come il Nuovo Centrodestra. Alleato di governo e sostenitore della riforma alla Camera, il Nuovo Centrodestra ha successivamente rallentato sulle tempistiche di approvazione in Senato. A prevalere e a decidere l'esito del disegno di legge sono stati in definitiva i frame utilizzati dagli avversari della riforma, che etichettandolo come "ius soli" hanno deviato il dibattito dai suoi reali contenuti.

The close outcome of the Italian general elections of 2006 highlights the crucial role of floating voters, switching from one coalition to its opponent. Using survey data, the paper studies the relation between the degree of political interest & knowledge of individual voters & their propensity to switch between competing coalitions in subsequent elections. Two rival hypotheses are proposed. The first, dubbed the "electoral market," states that most vote change happens among the most interested & informed. On the contrary, the rival hypothesis of the "electoral bazaar" envisages a scenario where floating voters are mostly among the least politically involved. This essay examines the outcome of the elections in single-member districts, with special attention to changes in the structure, level, & different arenas (plurality & proportional) of electoral competition. The main thesis is that, following the renewed alliance between the Polo & the Lega Nord & the divisions of the Ulivo, the disastrous results of the Center-Left coalition were expected. However, because of increasing bipolarity & competitiveness in single-member districts & in parliament, there is a tendency toward reequilibrium. In fact, the Ulivo's performance has been most ineffective because it has gained votes in the North, where it was useless, & has lost votes in the competitive districts of the South. This article explores the perspectives of the electoral competition according to the persistent instability of the political offer, new changes of alliances & the fluid structure of the parties. The last section deals with the "mysterious" question of the difference between plurality & proportional votes, which seems to assign a bonus to the Center-Left coalition, but is an indication of the extreme weakness & destructuration of the Ulivo's parties. The fact that in the May 2001 elections, Berlusconi's coalition won a sizable majority in both Chambers does not prove that the Italian electoral system is working satisfactorily. Some governmental stability & bipolar competition have been achieved, but this outcome may also be obtained, as in several European democratic regimes, by utilizing appropriate "Pr" electoral systems. Where the existing Mattarellum has utterly failed is in the reduction of the number of parties. Moreover, the bipolar structure of the electoral-political competition seems to be the product of the "depolarization" of the party system more than of the mechanics of the electoral system as such. Indeed, the voters have decided to reward the two major coalitions & to deprive of support individual parties running alone. Within the two major coalitions, small parties retain a lot of power, have been politically rewarded, & remain in a position to play a destabilizing role (as the League did in 1994 & the Communist Refoundation in 1998). Better electoral systems than the Mattarellum can be devised. Some reforms were entertained, but failed. However, if & when they master the logic of the electoral systems, political scientists would be well advised to criticize those politicians who behave badly & to show that they do care about the functioning of the political system. The May 2001 Italian elections have been significantly different from the previous ones for three main reasons. First, for the first time in Italian postwar political history, an incumbent government was challenged by an opposition prepared to replace it. Second, the nature of the electoral competition between the Olive-tree government & the Casa delle Liberta led by Silvio Berlusconi was clearly & unequivocally bipolar. Third, because of Berlusconi's victory, the outcome of this competition led to the first peaceful alternation ever in the Italian political system. In a sense, then, the May 2001 elections may be considered "founding elections," similar to those won by the Christian Democrats in 1948 that inaugurated the postwar democratic Italian Republic. This article suggests, however, that much remains to be done to consolidate the political regime, reform the institutions, & create a stable competition between more homogeneous coalitions. 9 References. Starting from an analysis of the relationship between cognitive variables (such as the "level of interest in politics") & evaluative-affective variables (in particular, individual evaluations of political leaders), this article explores the perception that different segments of the electorate had of Silvio Berlusconi & of his Center-Left opponent Francesco Rutelli. Focus is on the degree of popularity of the two candidates & voters' opinions of their personal & political qualities. These two aspects of the candidate evaluation process are taken into account in both relational & diachronic terms, the former with special attention to the concept of "coalition belonging" that applies the classic notion of partisanship to the new main cleavage in Italian electoral politics, & the latter monitoring the evolution of voters' attitudes toward the candidates & identifying four main effects of the electoral campaign: "polarization," "involvement gap," "vedette," & "disenchantment.". 19 Tables, 1 Figure, 20 References.
