Among many conflicts between United States and Soviet Union during the cold war era, one of the longest were Namibia's independence war and civil war in Angola. In the historiography, especially South Africa's literature, both of them are linkaged and known as Border War. However, Namibians had begun their struggle in 1966, twenty years later there was no perspective to finisz the war. The major breakthrough appeared in 1987–1988 thanks to series of meetings between president of the US, Ronald Reagan and general secretary of the Soviet Union, Mikhail Gorbachev. The key role played the year 1988. One year later United Nations has implemented Resolution 435 of Security Council from 1978. From that day, South Africa Defence Forces were beginning withdrawal from Namibia's territory. This article refers about the most characteristic and important aspects of United States' and Soviet Union' negotiations in 1987–1988, especially before and during Moscow summit in May and June 1988. ; Spośród wielu sporów istniejących między Stanami Zjednoczonymi a Związkiem Sowieckim w czasie zimnej wojny jednymi z trwających najdłużej była wojna o niepodległość Namibii i wojna domowa w Angoli, w literaturze traktowane niekiedy jako jeden konflikt, nazywany południowoafrykańską wojną o granice. Walka Namibijczyków o wolność trwała od 1966 r., jednak 20 lat później wciąż nie było widać perspektyw szybkiego zakończenia konfliktu. Russian Federation in Franco‑American relations during the post‑Cold‑War period. This article analyzes the role of Russia in the relations between 5th French Republic and United States of America after 1989. The manuscript suggests that Franco‑American relations in the Russian dimension are based not only on the elements of cooperation but also on rivalry. However it has to be noted, that the reasons of activity in this area are different. On the one hand, French politics focus mostly on European and economic dimension. On the other hand, Russian‑American relations are connected mostly with international security, nonproliferation and disarmament issues. The significance of Russian Federation in bilateral relations is important in the context of main challenges for international security. Despite some differences between France and USA, both countries understand that only the cooperation with Russia will allow to cope with the dangers of the 21st century.

During the Cold War constructing nuclear weapons was extremely expensive, which limited the possibility of having it, only to the world's economic powers. The first owners of the destructive, nuclear technology was: United States and Soviet Union. In the meantime of the US-Soviet nuclear technology race, the role of other countries continued to grow. In this second category race, initially, at the forefront was United Kingdom. This situation changed, when China and France joined the race. In subsequent years, the nuclear club expanded by Israel, India, Pakistan and South Africa and the nuclear weapons stockpile continued to grow, exceeding a level of more than 65,000 in 1986. It is said that nuclear potential saved global community from the U.S. and the Soviet Union using it against each other, instead triggering a substitute wars, in third world countries. However, declarative support for various nonproliferation initiatives, as it took place in the years 1945-1991, often do not have the impact on the reduction of the real threats of proliferation and usage of weapons of mass destruction. No doubt the nuclear potential developed by Islamic Republic of Iran, or Kim Jong-un's aspirations that are posing a threat to international security ; Podczas zimnej wojny skonstruowanie broni nuklearnej było bardzo kosztowne, co ograniczało możliwość jej posiadania tylko do potęg gospodarczych. Pierwszymi dysponentami destrukcyjnej technologii jądrowej były Stany Zjednoczone i ZSRR. Pomimo tego, w międzyczasie amerykańsko-radzieckiego wyścigu technologii jądrowej, rola innych krajów wciąż rosła. W tym wyścigu drugiej kategorii, początkowo, na czele stała Wielka Brytania. Sytuacja ta zmieniła się, gdy do wyścigu włączył się Pekin oraz Francja. The subject of the analysis is the attitude of the United States towards the annexation of Crimea by Russia and the war in Donbass in the post-Cold War era perspective regarding the conflict of values and interests. The article consists of two main parts. The first of these discusses the policy of the United States towards Ukraine and Russia after the Cold War. During the analysis, considerable attention was paid to the interests that the United States had towards the region of Eastern Europe, as well as the values of peace, stability and democracy promoted there. The second part of the article is devoted to the US reaction to Russia's unlawful actions in the Crimea and Donbass, undermining the core values and principles of the international community, i.e. independence, sovereignty and territorial integrity of states. It analyzed the strategy of the United States' response to the crisis in Ukraine, including its activities in the political, economic and military spheres. The analysis was to enable the answer to two basic research questions. First of all, were the principles of the international community violated by Russia and also the interests of the United States in Eastern Europe and the democratic values promoted in the region sufficient reason for Washington to take decisive action in defense of Ukraine? Secondly, are the actions taken by the US in cooperation with the international community enough to force Russia to change its policy towards Ukraine? The answer to both of the questions is negative. Russia's actions in Ukraine did not undermine the vital interests of the United States, which is why it did not decide to resort to military solutions. The values promoted by Americans also were not a sufficient reason to use more decisive means of response. Washington's moderate actions have negative consequences for Russia, but they are unable to force it to change its policy towards Ukraine. This is due to the importance of Moscow's interests in Ukraine, which are particularly important in the context of rebuilding Russia's superpower status and ensuring a safe and friendly neighborhood. Although the United States does not want to escalate the conflict excessively, its actions have deepened the negative trend in the development of relations between Moscow and Washington observed for almost two decades. ; Przedmiotem analizy jest postawa Stanów Zjednoczonych wobec aneksji Krymu przez Rosję i wojny w Donbasie w perspektywie pozimnowojennej w odniesieniu do kwestii konfliktu wartości i interesów. Artykuł składa się z dwóch głównych części. W pierwszej z nich omówiono politykę Stanów Zjednoczonych wobec Ukrainy i Rosji po zimnej wojnie. Podczas analizy znaczną uwagę poświęcono interesom, jakie Stany Zjednoczone miały wobec regionu Europy Wschodniej, jak również promowanym w nim wartościom pokoju, stabilności i demokracji. Druga część artykułu poświęcona została reakcji USA na bezprawne działania Rosji na Krymie i w Donbasie, podważające podstawowe wartości i zasady społeczności międzynarodowej, tj. niepodległości, suwerenności i integralności terytorialnej państw. Przeanalizowano w nim strategię odpowiedzi Stanów Zjednoczonych wobec kryzysu na Ukrainie, w tym działania w obszarze politycznym, gospodarczym i wojskowym. Po pierwsze, czy naruszone przez Rosję zasady społeczności międzynarodowej oraz interesy Stanów Zjednoczonych w Europie Wschodniej i promowane w regionie wartości demokratyczne były wystarczającą przesłanką do podjęcia przez Waszyngton zdecydowanych działań w obronie Ukrainy? Po drugie, czy podjęte przez USA działania realizowane we współpracy ze społecznością międzynarodową są wystarczające, aby zmusić Rosję do zmiany polityki wobec Ukrainy? Odpowiedź na oba z postawionych pytań jest negatywna. Działania Rosji na Ukrainie nie podważyły żywotnych interesów Stanów Zjednoczonych, dlatego nie zdecydowały się one sięgnąć po rozwiązania militarne. Również promowane przez Amerykanów wartości nie były wystarczającą przesłanką do zastosowania bardziej zdecydowanych metod odpowiedzi. Umiarkowane działania Waszyngtonu niosą za sobą negatywne konsekwencje dla Rosji, jednak nie są w stanie wymusić na niej zmiany polityki wobec Ukrainy. Wynika to z wagi interesów Moskwy wobec Ukrainy, która jest szczególnie istotna w kontekście odbudowy mocarstwowości Rosji oraz zapewnienia sobie bezpiecznego i przyjaznego sąsiedztwa. Mimo, że Stany Zjednoczone nie chcą nadmiernie eskalować konfliktu, to podjęte przez nie działania pogłębiają obserwowany od prawie dwóch dekad negatywny trend w rozwoju stosunków między Moskwą i Waszyngtonem.

Russo-Western relations after the declared end of the Cold War, just as on the eve and in the middle of it, have been fraught with developments pointing towards the persisting distrust and disgust in one another's perceptions cast against the background of officially declared truce. Such a decades-long half-truth-balancing has gradually lost its flexibility and acceptability and culminated in what much of the current academic debate calls, since 2014, a "Russian-Ukrainian conflict", but what, in fact, presents an extension to the latent Russo-Western conflict that embarked upon the end of the Cold War – a "cold peace".This article aims to reveal the origins, form and substance of the current Russian hybrid gambling in Ukraine by addressing the essential notions in international but also domestic politics – trust, truth, lies/deception, distrust, war and peace immensely trapped by politics of incremental hybridity and interpretivism.
