This special issue seeks to address this gap by presenting a comprehensive collection of both theoretical and practical insights into moral language, argumentation, and evaluations within politicized environments. Our overarching objective encompasses three main facets. We investigate how studies in communication, media, and behavioral sciences can contribute to the understanding of morality. The special issue also evaluates the ways in which interdisciplinary approaches shed light on the evolving dynamics of moral politics, including the formation of in-group and out-group identities. Finally, the contributions scrutinize the extent to which contemporary understandings of public discourse and socio-political tensions enrich discourse on morality. Rather than merely presenting isolated instances of public moralization and its consequences, this special issue initiates a timely and much-needed scholarly dialog concerning the public discourse and sentiments surrounding moral issues.

Although research on populism has gained traction as an established field of inquiry, its affective underpinnings remain a puzzle. A relatively underexplored area of study, now garnering attention, is the intricate relationship between populism and emotions. This Triple Special Issue focuses on the demand side of populist politics, delving into populist attitudes and the role emotions play in their activation. Articles in this collection address three overarching research questions, which we explore in this Introduction: What are the primary emotional drivers of populist attitudes? Which emotions are evoked in audiences by populist communication and framing? What is the significance of exploring complex emotions and moving beyond "thin ideology" in the study of emotions and populism? In this Introduction, we assess the current state of the art and highlight the contributions of our collection to ongoing theoretical and empirical debates.

Extant literature has not fully accounted for the changes underway in China's perspectives on the ethical risks of artificial intelligence (AI). This article develops a community-of-practice (CoP) approach to the study of Chinese policymaking in the field of AI. It shows that the Chinese approach to ethical AI emerges from the communication of practices of a relatively stable group of actors from three domains—the government, academia, and the private sector. This Chinese CoP is actively cultivated and led by government actors. The paper draws attention to CoP configurations during collective situated-learning and problem-solving among its members that inform the evolution of Chinese ethical concerns of AI. In so doing, it demonstrates how a practice-oriented approach can contribute to interpreting Chinese politics on AI governance. (J Contemp China / GIGA)

This study investigates how activist organizations wield collective memory as they advance cross-racial solidarity on Instagram. We center digital memory-making in political work by Black and Asian activist organizations as a contribution to understanding social movement communication and online organizing. We study Instagram content from local organizations in Minneapolis (and the Midwest region), Atlanta (and the Southeast region), and national digital organizing collectives between the end of May 2020 to June 2021. This corpus of material includes the summer uprisings for Black liberation following the police murder of George Floyd in Minneapolis, as well as the increased visibility of incidents of anti-Asian violence during the COVID-19 pandemic, including a mass shooting at massage parlors in Atlanta. Among our findings is the centrality of memories of internationalist feminist movements to contemporary cross-racial politics.

To what extent and under which conditions do presidents challenge foreign policy legislation through Statements of Administration Policy (SAPs)? While the presidents' use of executive orders and signing statements has been studied extensively, this paper argues that SAPs are a subtler and less politically costly tool that is more important than scholars realized. Delivered at a crucial intervention point along the legislative process, these communications provide a key gateway for assertive presidential challenges. Relying on a novel assertiveness-score, this paper finds that SAPs target legislative content more aggressively over time and that the composition of government predicts executive assertiveness particularly well. Next to that, I show that presidents are more assertive when their term comes to an end. These insights contribute to our understanding of spiking interbranch tensions in American Politics.

ABSTRACTThe phrase "identity politics" has experienced a recent surge in political discourse. However, its meaning varies for highly informed political groups, leaving the term definitionally vague for the general public. Second-level agenda-setting theory can be used to explain how this phrase is communicated to the public by the mass media, a crucial disseminator of political information. We used a quantitative content analysis of major US publications to examine the frequency of this phrase's use and how it is presented to audiences. We found a surge in mentions beginning in 2016. We also found that it is tied more to the political Left, but there also is a fair amount of linkage to the political Right. The phrase also is portrayed negatively. We advocate for using political communication theories to track emerging political terms in the future.

Urban foodscapes are dense in graphic communication, with memories and meanings that connect us with place often triggered by food's 'graphic heritage', for example, through fascia signs, packaging, branding, patterns, and lettering. This paper's focus is on everyday grass roots manifestations of food's graphic heritage within urban settings. It introduces and argues that food's urban graphic heritage 'speaks' differently to diverse individuals and communities, inviting different interpretations that play a part in the development of place attachment and social interaction. The paper also proposes methods for the recording and analysis of these relatively understudied urban features. Questions about what 'design literacy' might mean in a multicultural context are discussed as well as notions of power and politics inherent within design choices made in urban environments.

This project report focuses on the complexities, dynamics and impacts of intercultural communication, with the example of indigenous video productions by the Zhigoneshi Collective from the Arhuaco community in Colombia. A decade-long filmmaking journey undertaken by the collective targeted the violent political situation in the region and challenged some of the past films made about the community by external filmmakers. A collaborative self-reflective research film concludes the project; it explores the researcher's positionality, inevitable power struggles, tensions around indigenous agency, intellectual ownership of the footage, politics of representation (who has the right to represent whom) and the importance of contexts of dissemination. More importantly, it explores the complex role of external filmmakers who must strike a balance between inevitable pre-assumptions, cultural stereotyping and their own privileged positionality.

Abstract
In this study, we examine a particular form of organizational identity, the issue of political organizational identity. We have chosen a technology and content-based approach and are looking for the answer to how technology influences identity formation, what role social media plays in shaping online political communities, and what characterizes a definable and strong online political identity. The impact of new communication technologies and media platforms has now reached all levels of society. It has influenced many aspects of everyday life, transformed politics, the economy, and culture, and has an impact on institutional identities as well. To identify the forces shaping institutional identity, we examine the role of digitalization, network technologies, and algorithms and the presence of social media and, finally, bring the Occupy Wall Street movement as an example of reshaping online identities.

Written for a dispersed agrarian population using hand tools in a local economy, our Constitution now controls an American government orders of magnitude larger that has had to respond to profound changes in transportation, communication, technology, economy, and scientific understanding. How did our government get to this place? The agencies Congress has created to meet these changes now face profound new challenges: transition from the paper to the digital age; the increasing centralization in an opaque, political presidency of decisions that Congress has assigned to diverse, relatively expert and transparent bodies; the thickening, as well, of the political layer within agencies themselves; and the increasing judicial use of analytic techniques invoking the expectations of those who wrote the Constitution so long ago and in such different circumstances. Never easy, finding the appropriate balance between law and politics presents major challenges today.

This research uses descriptive research and qualitative research methods, namely by using in-depth interview with relevant government agencies, the community and lliterature studies to explore the development of Denpasar Smart City and determined political impact of the development ofthe Mayor of Denpasar on the community. This study focuses on the politics of time in education by analysing 'The Future School' reports published by Nordic state authorities between 2010 and 2015. Building on a system-theoretical understanding of social time, steering and second-order observations, we investigate how temporal political communication frames the future of Nordic basic education. By applying semantic analysis, we identified four temporal topologies according to which these reports deal with the future: (a) calculated futures based on future projections with numbers; (b) unpredictable futures based on future projections contrasting learning with adaptivity; (c) technology-determined futures; and (d) personalised futures based on child well-being. Whereas these topologies constitute a shared semantical base for discussing the future of school education, a comparison of the reports also reveals differences and paradoxes between the temporal topologies in the Nordic welfare state context.

The text deals with the genre 'pasquill' from the 16th to the 18th century in the German speaking world. Two strands of tradition can be ideally distinguished, which only gradually merge with each other. Originally, as in other regions of Europe, the Roman figure of the shoemaker Pasquino is adapted, who comments on actual politics or famous persons in mocking, more or less literary dialogues. This figure appears in printed works from the middle of the 16th century, mostly written by Protestants. At about the same time, the term 'pasquill' began to become synonymous with the mostly handwritten, anonymous libel, which is now increasingly criminalized by the authorities. The article characterises the early modern pasquill as a very special medium of communication, which served not only for personal defamation but also for objective criticism.

These papers were independently submitted to the Ethnography Division and the Disability Issues Caucus for the National Communication Association 2019 Annual Convention. The panel was entitled: "Survival in/at the Intersections: Contributed Papers on Race, Sexuality and Disability." The substantive content of the papers in general bleed the disciplinary borders between self and community located in particular and shifting cultural contexts. These three essays take into consideration the ways in which place and space, positions and positionalities, as well as populations and politics always impact our shifting sense of self; and how desire and distain are held in tensive relations. Each essay sustains and promotes an activism of the self—through auto/ethnographic means that consistently promote critical qualitative scholarship in/as/for social justice, to change culture and to sustain community, especially as a response to how others construct us (as them).
