Approaches to the definition of the concept of "communication", its essence and approaches of both foreign and domestic scientists are considered and analyzed. The role of communication in society and public policy in particular, its importance in public administration, their relationship is studied. Considerable attention is paid to the role of communication in public policy, as it shapes the publicity of any policy, makes it transparent, open and puts socially significant issues on the agenda for further discussion by the whole society with the participation of public authorities and local governments and public organizations and activists, trade unions, business, political movements and parties, etc. According to the author, public policy is inseparable from communication and communication mechanisms, which, in fact, make public policy public, it is important to consider communication and its role in public policy. In the process of communication in the field of public administration, a special place is occupied by the exchange of information between leaders and those they govern (or between the political system and the environment, the top and citizens). Its goal is to obtain the consent of the latter and decision-making, legitimation and public support, which is needed by all political systems, even totalitarian ones. There are different positions of the rulers and rulers in the political sphere, but common is the presence of communicative processes, because without them the existence of communication is impossible, especially in modern conditions and in countries where democracy, publicity and civil society. The article is devoted to the study of discursive practices of denial in intercultural communication as a kind of discursive social practice. The multidimensional nature of intercultural communication determines the complexity of the problems of studying intercultural communication from the point of view of culture studies, linguistics, sociology, philosophy, ethnology, pragmatics, the theory of mass communication, political science and public administration. The study of the pragmatic aspect of intercultural communication is relevant from the point of view of the integrated approach that helps to reveal the picture of the world of the people, its way of life, and the socio-cultural conditionality of the language allows us to establish the facts of the culture of the people, which contributes to better mutual understanding in the intercultural dialogue. The article noted that there is a significant difference between sociocultural space and time and multicultural space. From our point of view, the current situation of the development of new strategies of cultural communities that are active in activism is not deprived of the national and cultural potential of the society, a lot of mental and spiritual growth, and there is no new pattern of new growth.
The purpose of this article is to compare in a general the main points of view on the issue of the strategic communications and justification on the basis of their dependence on the technological revolution and globalization. Was used the whole complex of philosophical, general scientific and specific methods of research, peculiar to the Humanities, taking into account their interrelation and complementarity. The article analyzes the scientific approaches to the strategic communication understanding, provides the most characteristic traits of the definition. The author specifies the factors of the rapid strategic communications development; its major components (public diplomacy, public relations, information and psychological operations) and technologies (the image-making, branding, intercultural communication, reputation management, spin-doctor). It is proved that in modern conditions the internal and interstate conflicts solving applying to information and information technology becomes of a greater importance; the latter development changes the management and communication principles and methods, having formed the revolution basis the in the field of international relations and military affairs. It is noted that "new media" through their accessibility to a social networking cause serious challenges for strategic communicators, thus resulting in serious cybersecurity threats on the Internet and information warfare deployment between strategic communicators from different countries with a global audience engagement. As a result it is concluded that strategic communication been determined by a scientific and technological revolution and globalization with their further development depends on these two phenomena as well as people's ability to react these challenges in time.
The article analyzes the value of creativity as a component of the museum communication development. The article highlight the influence of democratic changes within the museum business on the development of creative museum practices and new models of museum communication. The main theoretical achievements of the XXth century have been systematized and generalized, laying the foundation for the development of modern creative museum practices. It was discovered that particular periods of the XXth century are characterized with a theoretical thought to be ahead of the museum practice and at current stage of the development innovative projects of the last century to have largely been implemented. The museum sphere witnesses now the period the theory not to be preceded by the practice, but the practice to become a development engine generating new forms and methods of work. The concept of "creative museum practice" is specified. It is proved that at the present stage one of the communicative tasks of museum activity is to create a product on the basis of new knowledge and innovations; the museum sphere project ideology is becoming increasingly widespread thus demonstrating a significant communicative effectiveness in comparison with traditional forms of museum activity. It is determined that today one of the priority tasks of the museum industry of Ukraine is to work out such development mechanisms that will adapt it to modern conditions, form a qualitatively new system capable to promptly and adequately react on the challenges of time; turn museums into one of the leading social institutions within the country humanitarian development system; museums should create deep intent and creative presentation events and programs; to prepare museum managers of the "new generation", being able to introduce innovations in the field of collections management and their public presentation according to global trends.
The role of social media (social networks) in international relations is analyzed. The international relations as the main contributor to the world information space are singled out. Definitions of the main concepts characterizing the use of Internet technologies in the foreign policy activity of the state are given: foreign policy activity of the state, foreign policy behavior of the state, communication in the system of international relations or foreign policy communication of the state. The study used a set of general and special methods: the method of conceptual analysis in determining the basic characteristics of socio-political communication, comparative analysis, functional analysis (functions of foreign policy communication and activities). Social media and the Internet are turning into a new reality, where the main actors are states. The political image of the state is directly proportional to the image in the social media. The popularity of the state, diplomatic institutions depends on the openness of society and the advancement in social networks.
The stages of the marketing concept evolution are considered. They are: the production concept, the product concept, the selling concept, the marketing concept, the holistic marketing concept, the communication concept. It is determined that the choice of the marketing instruments depends on the main goal and market orientation of the company.The role of the communication component in this process is investigated. The prerequisites of communication marketing concept formation are set up. This concept defines the communication as the key element of the marketing management. The most important economic prerequisites are: the dominance of the new technological order in the economy, the increase in the scientific-and-technological and cultural level of the society, the widening of the informational exchange system, the creation of the market of information and knowledge, the formation of the global information and communication space.It is generalized, that the process of new information society formation, where information flows between market participants are dominant, transforms the main objective of the company: changing of the enterprise activity focus from production of goods and commercial efforts to promote them to establishing long-term mutually beneficial relationships with customers, government, partners, and society as well as within the organization and marketing communication is the major factor in the success of this process.
Abstract. Pedagogical communication is commonly defined as sharing relevant information, necessary knowledge, and mutual coordination of teacher's actions with their students. This interaction mediates the assimilation of knowledge, skills, abilities, the formation of personality and their competencies. It is argued that among the main psycholinguistic barriers of pedagogical communication are semantic, phonetic, rhetorical, and logical. Psycholinguistic features of the pedagogical communication encompass communicative, perceptive, and interactive components along with the main styles of this kind of communication: authoritarian, democratic, and liberal. Among the main findings of the study is the definition of the set of strategies such as avoiding verbal constructions that trigger and maintain communicative barriers, non-constructive effects of stereotypization, chronic conflicts, and other means aimed at strengthening authoritarian-oriented styles of communication.

It has been proved that state and civil society should pay much more attention to the formation of healthcare- saving environment, its high-quality social, moral and ethical, spiritual, ecological characteristics; it forms psychology of people and individuals on the basis of positive "I-concept". It has been determined that the values of education, intelligence, gentlehood of Ukrainian nation are distinguished in the humanistic priority and strategic task of the state. Those approaches are regularity of global and national processes, as the UN among the 17 main indicators of the world's development has identified education as the cornerstone of progress, security, and survival of humanity. The author has come to the conclusion that the Strategy of sustainable development of the country and national security should be based on human-centered policy with the recognition of a personality as the highest social value, the active formation, preservation and optimal usage of high quality human capital, the ethical synergy of a personality and nature for the prosperity of nation and the strengthening of statehood. This paradigm should become the quintessence of the Law of Ukraine "About Education" at the level of its practical implementation. An effective means of achieving this socially important task is the bases of a continuous community-state dialogue. It has been stated that the methodology of education is spiritual and material culture of Ukrainian people and humanity. It will depend on the fact, what socio-cultural and socio-political environments the nation will be brought up in, how safe, cultural, natural, spiritual, moral and aesthetic will be the information and communication dimension for ethical living. Economics and social status of teachers, information space and lawmaking, political will and educational motivation of society not indirectly, but directly affect the quality of training and education for citizenship. The purpose of the article is to find out the essence of digital diplomacy as a component of public diplomacy. The research methodology is based on the application of an interdisciplinary approach, which made it possible to clarify the specifics of the discourse of digital diplomacy. The scientific novelty of the obtained results lies in the attempt to comprehensively analyze the discourse of digital diplomacy as a component of public diplomacy in the subject area of information affairs. Conclusions. It is noted that due to the development of new methods of analyzing the behaviour of social network users, digital diplomacy has become an effective tool not only in political information campaigns but also in cultural policy. For this purpose, services and special web-applications SocioViz, NVivo, Google Trends, etc. are used. Today, the effectiveness of the message in digital diplomacy is achieved by maximizing the range of readers and viewers. It is concluded that digital diplomacy has the capacity to implement a policy of 'soft power', to develop concerted action to overcome society and political and socio-cultural crises, as well as to develop measures to prevent them. It is emphasized that the processing of big data and the use of artificial intelligence for the purposes of digital diplomacy is a requirement of the time (so-called data diplomacy).

The purpose of the research is to study modern means of communication during protests, as well as to analyze their effects on the example of Belarus. The research methodology consists in the application of such general scientific methods as synthesis, analysis, generalization, comparison, which allowed to explore the features, problems, and possibilities of using traditional and modern means of communication during political protests. The scientific novelty of the work is that the article summarizes the knowledge about the specifics of the use of traditional and modern protest communication tools in modern conditions. The author carried out the analysis of communication tools efficiency on the example of Belarus. It is concluded that the latest online tools in modern protest communications play a key role because even traditional means, such as protests, are coordinated through messengers and social networks. At the same time, traditional means do not lose their relevance, as the protest effectiveness without their use would be low. Therefore, a successful combination of traditional and modern means, offline and online communications, provides the best results of the protest. Regarding the effectiveness and efficiency of communication means used by the protesters in Belarus, it is worth noting their effectiveness, although the main goal – a change of government – has not been achieved. This is explained by several circumstances, in particular, the epidemiological situation, the rapid reaction of O. Lukashenko's team, and the work of the entire state apparatus, law enforcement agencies to curb the protest wave. The self-proclaimed president also takes symmetrical measures against the opposition, organizes pro-government rallies, mobilizes his supporters, and relies on the power bloc. On the Internet, as a formed political institute, the traditional structure ofsemantic information submission is changing. As informatization and democratization of the Ukrainian state is an urgent political task, the space of Internet communications becomes an arena for developing a consolidated political positionof the authorities and society. The communication features of the Internet makeit possible to exercise a legitimate political discourse on society with the authorities. It is possible to update the political communication of the state as follows:to digitize the power management process, to put into practice "e-government"and "e-democracy", to use Internet technologies by managers and officials at alllevels, to increase computer literacy of the population. This article examines thedifferences between political and ordinary communication, analyzes various modelsof political communication, and analyzes the functions of political communication on the example of research by other scholars, and the conclusion is made that in the context of modern Ukrainian reality, political communication, both,livelihood and broadcast political culture, in turn, can become the foundation ofdemocratic interaction of the state and civil society. The study's purpose is to critically analyse approaches to international communi- cation in the global environment and clarify the specifics of processes that char- acterize the asymmetry of foreign-policy communication because the contem- porary communication tools allow forming both a positive perception of foreign policy initiatives and a negative attitude of politicians or the world community toward foreign-policy actions. As a result, the research focuses on studying the transformation of the EU foreign-policy communication tools; analysing the practice of foreign-policy communications of Germany and Ukraine; detecting the impact of destructive communications on the image of the EU, Germany, and Ukraine in the international information space. The main conclusions of the research are such statements: the aggravation of Ukrainian-Russian relations has demonstrated an imbalance in the existing for- eign-policy orientations; the EU leaders rethought the political impact of supra- national formation on the contemporary system of international relations; Germany's practice in foreign-policy communication concerns the preservation of the position as a world leader that is able to influence the solution of complex international political and security issues.
The article is devoted to the problem of tolerance in various spheres of social life and especially in international practice it contributes to the solution of many social problems emerged within society. The urgency of the study is to use the most accepted tolerant practices for the manifestation of new cultural communication in international practice, as well as to show how diplomatic measures can prevent world conflicts. The purpose of the paper is to consider and analyse the concept of "tolerance", its limits of application are established. In today's world, the problem is aggravated in the context of social conflicts, social tension in the international community, and the diplomatic platform in various types of societies. The problem of tolerance covers all spheres of social life of any state: social, political, religious, and personal. The concept of tolerance is an antithesis of antipathy, hatred, and hostile attitude. The article reveals the typology of tolerance in all social spheres of its existence. Along with the notion of "tolerance" in society there is also the concept of "intolerance". Intolerance has often a hidden position, an implicit one. In particular, tolerance is studied as a universal condition of man existence and the interconnection of people in the space of intercultural relations. The methodological approaches to resolving conflicts by diplomatic methods and sociological-analytical analysis of tolerant practices are revealed. There is no need for Ukraine to resort to tolerance level reduction as this can lead to a negative impact on the international image as a European legal democratic state. It may cause a potential threat to the peaceful coexistence of national and ethnic minorities, as well as to civil society formation and the Ukrainian political nation development.
