An unexpected alarm about youth and gang related violence in Cape Verde increased during the last decades. Moreover, the International community has encouraged the government of Cape Verde to fight juvenile delinquency and urban violence. The government reacted with repressive and securitization policies towards the youth, contributing to the ineffectively of social inclusion programs. Moreover, as various accounts suggest, the Cape Verdean parties and the election dynamics manipulated the local community and youth organizations. Some studies underlined how this dynamics influenced youth and child participation. A grassroots NGO born in 2010 in the capital city of Praia, led by António Mascarenhas Monteiro, promoted a primary violence prevention intervention named Simenti. Currently, a group of young leaders (with a background of ex-offenders) collectively manage the NGO. This group founded the Pilorinhu a cultural center in a low-income neighborhood, situated in an occupied building previously unutilized and the Korrenti di Ativiztaz, a social movement inspired by the pan-African legacy of Amìlcar Cabral, a national hero of anticolonial struggle. ; open

Nel dibattito italiano, sia accademico che giornalistico, le questioni che riguardano la riduzione della spesa pubblica, la dismissione del patrimonio pubblico, la rigenerazione urbana delle periferie, la partecipazione ed il coinvolgimento delle comunità nei processi di pianificazione, rappresentano temi di crescente rilevanza. In risposta a queste problematiche, la Gran Bretagna - paese in cui da sempre la pianificazione del territorio ha una dimensione multidisciplinare - ha riconosciuto il ruolo di alcune imprese sociali definite community enterprises. Queste organizzazioni sono nate da processi spontanei e distinti, in uno stretto dualismo tra l'azione locale e gli indirizzi delle politiche nazionali, affermandosi come strumento di rigenerazione urbana sostenibile. L'efficacia d'azione delle community enterprises consiste nella promozione di processi di capacity bulding, che pongono al centro della rigenerazione le comunità con le proprie risorse, favorendone l'attitudine ad operare per il proprio welfare e proponendo formule redistributive di sviluppo urbano. La recente trasformazione culturale e politica nota come "from the Big State to Big Society" ha riconosciuto la capacità d'azione di queste imprese, ma ne ha allo stesso tempo messo in discussione il ruolo, individuando come maggior limite delle stesse la dipendenza dal sostegno pubblico quale elemento necessario a garantirne lo sviluppo e la loro azione sui territori. In questo contributo1 si propone una lettura dell'evoluzione delle politiche urbane del Regno Unito e un inquadramento generale delle diverse tipologie di community enterprises, con particolare riferimento ai Community Development Trust. Nello specifico è stato approfondito il caso del Westway Development Trust di Londra, il suo potenziale di sviluppo e i risultati raggiunti in termini di attività e capacità economiche.

The paper focuses on inclusive policies and professional development me-diated by the agency and illustrates the research-training project within a unique, unified context. The project aiming to actively involve school leaders and teachers and to enhance involves middle management in order to empower them to become agents in promoting agentive, inclusive and shared skills. It (the project) examines inclusive policies, which are one of the three dimensions of the Both&Ainscow Social Model, as well as the Calvert's teacher agency theory, crucial for the implementation of inclusive processes and contexts transformation. ; Il contributo riflette sui temi delle politiche inclusive e dello sviluppo professionale dei docenti mediato dall'agentività e illustra il progetto di ricerca-formazione, una ricerca situata nell'unicità del contesto. Il percorso progettuale ha l'intento di coinvolgere in maniera attiva e partecipata i dirigenti scolastici e i docenti delle istituzioni scolastiche e mira a valorizzare le figure di sistema al fine di renderle agenti nella promozione di competenze agentive, inclusive e compartecipate. Il percorso formativo prende in esame le politiche inclusive, una delle tre dimensioni del Social Model di Both&Ain-scow, e la teoria della teacher agency della Calvert,cruciali per l'attuazione dei processi inclusivi e la trasformazione dei contesti.

This article proposes a methodological reflection on the cultural symbolic dimension of local development processes, according to the development of more effective ways of planning and implementing them, according to sustainable lines of development both from an environmental and socioeconomic point of view, oriented according to a logic of continuous improvement. The reflection develops around three operational phases in which local development paths can be articulated, identifying for each of them specific objectives and strategies to guide the processes of shared representation of the territories and the possible paths of interaction between different local systems: 1) establishment and development of the network of local actors that can be involved in the process, 2) sharing of knowledge on the potential of the local system and definition of possible development paths, 3) sharing of knowledge on local systems with which to interact and definition of interaction strategies.

The concepts of active citizenship and community driven development have progressively become central within the political debate and development aid practices, becoming key tools for delivering development assistance. In isolated, economically fragile, socially weak, environmentally and / or politically vulnerable contexts, collective action appears often to be the only strategy to be used to bring forces together, become more visible, cope with the crisis, intercept new opportunities and, last but not least, to respond to the logics of funding. Nonetheless, there are still strong operational, structural and cultural limitations in the capacity of collective action to promote territorial development of marginal contexts. The paper investigates and discusses these limitations through the analysis of an experience of community development in the North Rupununi (Guyanese Amazon forest) where fragility and the potential of participatory and yet highly vulnerable territories emerge.
