Community Innovation Survey 2006
The Community Innovation Survey (CIS) is a survey of innovation activity in enterprises. The harmonized survey is designed to provide information on the innovativeness of sectors by type of enterprises, on the different types of innovation and on various aspects of the development of an innovation, such as the objectives, the sources of information, the public funding or the expenditures. The CIS provides statistics broke down by countries, type of innovators, economic activities and size classes. The survey is currently carried out every two years across the European Union, some EFTA countries and EU candidate countries. In order to ensure comparability across countries, Eurostat, in close cooperation with the countries, has developed a standard core questionnaire starting with the CIS3 data collection, along with an accompanying set of definitions and methodological recommendations. The concepts and underlying methodology of the CIS are also based on the Oslo Manual — second edition of 1997 and third edition of 2005.

The focus of the Community Innovation Survey 3 (CIS 3) is the enterprise, conceptually referred to as the 'innovation dynamo' in the Oslo manual for innovation statistics. The CIS was designed to overcome seeing innovation as a linear model, whereby innovation follows on from the creative activity of invention. Instead, the data collected from this survey covers and embodies the diffusion of knowledge. Innovation is a complex process with many interacting components. The CIS3 questionnaire is broken down into 12 different sections:1. Product innovation;2. Process innovation;3. Not yet completed or abandoned innovation activities;4. Innovation activity and expenditure;5. Intramural research and experimental development (R&D);6. Effects of innovation;7. Public funding of innovation;8. Innovation co-operation;9. Sources of information for innovation;10. Hampered innovation activity;11. Patents and other protection methods;12. Other important strategical and organizational changes in the enterprise.In order to ensure comparability across countries, Eurostat, in close cooperation with the EU Member States, developed a standard core questionnaire, with an accompanying set of definitions and methodological recommendations. Countries participated on the basis of gentleman's agreements and usually applied the harmonized concepts, definitions and methodological recommendations

The Community Innovation Survey (CIS) is a survey of innovation activity in enterprises covering EU Member States, candidate countries, Iceland and Norway.In order to ensure comparability across countries, Eurostat, in close cooperation with the EU Member States and other countries, developed standard core questionnaires for CIS 4, with an accompanying set of definitions and methodological recommendations.CIS 4 is based on the Oslo Manual (2nd edition, 1997), which gives methodological guidelines and defines the concept of innovation, and on Commission Regulation No 1450/2004.

Community Innovation Survey 2008
CIS 2008 was carried out in 31 countries, i.e. the 27 EU Member States, 3 EU Candidate countries (Croatia, Iceland and Turkey) and Norway. Almost all countries covered the core population of NACE sections. In Poland the target population was according to NACE Rev.1.1 but the results were recalculated according to NACE 2 and thus, some industries in section E (NACE 36-39) may have been under covered. Most of the countries covered in addition a number of NACE sections from the non-core activities. In particular, Spain, Latvia1 and Malta covered all these sections and Czech Republic also covered them all with the exception of the non-core NACE 01-03, 59-60 and 75. More than half of the countries covered enterprises in "Scientific Research and Development" (NACE 72) and also one half of the countries covered enterprises in "Construction" (NACE 41-43). Finally, CIS in Spain, Latvia and Portugal also included some NACE divisions outside the recommended target population.

Die Daten des Fragebogens sind durch folgende Regionaldaten bzw.
Aggregatdaten der Stadtteile ergänzt worden: Anteil der öffentlich
geförderten Wohnungen; Miete pro Quadratmeter; Wohnfläche pro Person;
Anteil der Rentner und Sozialhilfeempfänger; Ausbildungsniveau;
Einpersonenhaushalte; Erwerbstätige; Erwerbsquote; Ausländeranteil;
Haushalte mit Kindern; Anteil der Personen über 65 Jahre; Zu- oder
Abnahme der Wohnbevölkerung von 1961 bis 1970; Anteil der
Eigentumswohnungen; Fruchtbarkeitsrate; Religionszugehörigkeit.
