The concept of “integrated environmental protection ” takes into consideration all sectors of environment impacts (air, water, waste) like a complex, instead of a separated view on each sector. The reason of this concept is that the substances and emissions outflow from one environmental sector can cause transport to another environmental sector. New attitude in integrated process represents a change which can be applied within the segment system of assessment and permitting installations to the integrated permitting. It is a new aspect with which we do not have any practical experience with and poses demands on both sides involved in this process. Integrated permit does not mean increased responsibilities, but allows operators to be actively connected to the permitting and transposing their own ideas in communication between the competent authority and operator, what the existing practice does not allow. Cloud computing is rising immensely because of its points of interest and the adaptable storage administrations provided by it. Because of this the quantity of clients has come to at the top. Clearly the clients will be sharing the delicate data through the cloud. What's more, the client can't trust the untrusted cloud server. Consequently the data access control has turned out to be extremely testing in Cloud storage framework. In existing work revocable data access control plan is proposed for multi-power Cloud storage frameworks which underpins the entrance control taking into account the power control. The approved clients who have qualified properties given by different powers can get to the data. Be that as it may, it couldn't control the assaults which can happen by the approved client who are not having qualified characteristics. In this work we propose another calculation Improved Security Data Access Control which defeats the issue exists in the current work. Furthermore incorporate the effective property denial technique for multi power Cloud storage. In a Cloud processing the data security accomplished by Data Access Control Scheme. Figure content Policy Attribute-based Encryption (CP-ABE) is considered as a standout amongst the most suitable plan for data access control in Cloud storage. In particular, this paper reviews a revocable multi-power CP-ABE plan. The property renouncement system can proficiently accomplish both forward security and in reverse security. This study demonstrates that revocable multi-power CP-ABE plan is secure in the arbitrary prophet display and is more productive than past multi-power CP-ABE.

Straipsnyje autorius tęsia Lietuvos vietos savivaldos sistemos ir jos raidos per dvidešimt trejus metus (1990– 2013 m.) sisteminį nagrinėjimą ir apibūdina kitą svarbų, teorijoje ir praktikoje nemažai diskusijų keliantį vietos savivaldos sistemos aspektą (elementą): rašo apie vietos savivaldybių kompetenciją ir jos pokyčius per laikotarpį nuo 1990 metų iki dabar. Straipsnyje apžvelgiami tokie vietos savivaldybių kompetencijos elementai kaip kompetencijos nustatymo būdas, struktūra (jos skirstymas į grupes), jos mastas, kompetencijos ir jai įgyvendinti reikalingų finansinių išteklių adekvatumas. Autorius susikoncentruoja tik į Lietuvos vietos savivaldybių kompetencijos problematiką, sąmoningai susilaiko nuo jos lyginimo su kitų šalių vietos savivaldybių kompetencija, taip pat nekelia sau tikslo polemizuoti su kitais mokslininkais, tyrinėjusiais šią tematiką. ; There are many research papers on local self government since 1990s till present in Lithuania. However, according to the author, there is a lack of research papers where the dynamic (changing) Lithuanian local self government system would be analyzed systematically (i.e. not just a separate aspect (element) but the entire local self-government system consisting of separate and linked together aspects (elements)). The author had published several articles in the academic journal „Public policy and administration“. In this article the author presents opinion and judgment based on more than twenty years’ worth of gathered knowledge about such aspects of local self-government system as system of administrative-territorial units, the national and international legal acts regulating local self government, the main definitions – local municipality and local authority – as well as their development throughout the period of 1990 till present and the like.
