This paper aims to investigate the concept, context and socio-economic consequences of fiscal competition in the integrated economic space of EMU in completion, to pinpoint the positive and negative factors at work via a case study of the Benelux countries – both founder members of the EU and pioneers of EMU – and to examine the impact on European and international regulations in the field. In particular, it will endeavour to provide a comprehensive interpretation of fiscal policy in the Benelux countries via a comparative approach and from a historical perspective. It will look at the development of respective domestic fiscal policies, driven by national interests and by membership of a Community that is subject to requirements in terms of harmonisation and taxation, but also by constant contact (and frequent clashes) with the multilateral international environment.

APPROVED ; Interpretations of the period following the disintegration of the Carolingian empire in Western Europe at the end of the ninth century have long divided historians, between those who believe a violent rupture in political and social structures took place around the year 1000 and those who argue for an essential continuity. This thesis aims to transcend these debates, by approaching medieval society through a case-study in the Loire valley region relying on two fresh methodological insights. Firstly, it will investigate changes in the economic structures which provided society's material base; secondly, it will analyse how those ?lites claimed, performed and maintained their status. Based on these two approaches, the thesis explores changing patterns of ?lite behaviour in order to better understand the social and economic changes which took place from the late ninth century onwards. The thesis examines the effects of shifting landholding patterns, the emergence of seigneurial customs, changing attitudes to church patronage and lay violence, and the methods by which ?lites were identified in documents, to establish their implications for the ways by which ?lites could claim and maintain their status. It concludes that there was a significant and fundamental transformation of social and economic structures, beginning in the middle of the tenth century, in the middle Loire valley, although the pace of change is slower than would be appropriate for a 'Feudal Revolution'. Nevertheless, the breakdown of the Carolingian political order unleashed a wave of competition amongst local and regional ?lites, which saw them innovate and adapt the heritage of Carolingian culture to create a new, 'feudal' social order. This was fuelled by the changes in economic structures which provided ?lites with more wealth to promote their own status; the competition for status in turn fuelled ?lites' need for more wealth and their incentive for economic expansion.

A policy change in the European Union's Emissions Trading Scheme (EU ETS) provides us with a unique opportunity to measure the impact of carbon pricing on aviation, the most climate-intensive mode of transport. We implement a difference-in-differences strategy on a sample based on all flights within Europe from 2010 to 2016 to examine the causal impact of the EU ETS on emissions and supply. We find that the EU ETS reduced emissions by 4.7% in the regulated routes relative to the counterfactual. When we restrict the sample to short-haul flights, routes on which competition from other means of transport may exist (less than 1,000 km), the reduction in emissions is 10.7%. Finally, the reduction in emissions is also high for low-cost airlines (−11%) but it is not statistically significant for network airlines. In sum, the EU ETS has helped to mitigate emission growth by 3 Mt CO2 per year during the period analyzed, but not to reduce absolute emissions in the sector, as needed.

Unlike almost most other studies of neoliberal universities and academic capitalism this book ethnographically explores and interprets those transformations and their contradictions empirically in the everyday practices of students, faculty members, and administrators at two public universities: NTNU in Norway and UCLA in California.Differently situated in global political economies, both are ambitious, prosperous campuses. The book refl exively examines their disturbing disputes about quality, competition, and innovation. It argues that some academic, bureaucratic, and corporate university governance practices are both unsustainable and undermining what some university students and faculty already do well: circulate interdisciplinary knowledge and its making globally across the diasporic domains of academia, society, industry, and government while addressing the world's immediate challenges: power, inequities, and sustainability.It shows the important, strategic work of domesticating, co- morphing, and meshworking at the faultlines of emerging knowledge. PowerDynamics.jl is a Julia package for time-domain modeling of power grids that is specifically designed for the stability analysis of systems with high shares of renewable energies. It makes use of Julia's state-of-the-art differential equation solvers and is highly performant even for systems with a large number of components. Further, it is compatible with Julia's machine learning libraries and allows for the utilization of these methods for dynamical optimization and parameter fitting. The package comes with a number of predefined models for synchronous machines, transmission lines and inverter systems. However, the strict open-source approach and a macro-based user-interface also allows for an easy implementation of custom-built models which makes it especially interesting for the design and testing of new control strategies for distributed generation units. Several hypotheses have been proposed to explain these changes, including the negative interaction with jellyfish blooms. Increases in jellyfish blooms may be one of the reasons for a decline in these fish stocks because several jellyfish species have been shown to feed on fish larvae and juveniles. The main aim of the present study was to test the plausible relationship between jellyfish blooms and stock dynamics (abundance, biomass, and fitness) of anchovy and sardine, and its fisheries within an ecological context of the western Mediterranean Sea. Our main hypothesis was that jellyfish blooms, in combination with other environmental drivers, could have negative effects due to their predation on early stages of small pelagic fish (direct mortality) or due to predation on zooplankton, which is also prey of the small pelagic fish at different ontogenetic stages (direct competition). To test our hypothesis, we developed Bayesian Generalized Linear Mixed Models to compare landings, biomass, abundance, and Kn condition factor of both species with several climatic indices, oceanographic variables, and the occurrences of jellyfish blooms. Our results revealed that the jellyfish bloom occurrence had a high probability of negatively and broadly affecting both species in addition to changes in environmental conditions. The transition to a circular economy (CE) remains an anticipated future with alternative pathways for its fulfillment. Most research on CE is normative about technological approaches and interpretations for production and sustainable development. However, critical reviews of CE help understand that CE's emergence is constrained to current dominant goals. As a set of imagined futures, the visions of CE are produced and shared in discursive practices. We hypothesize that the existence of alternative discourses about CE originates from alignment with or divergence from current dominant goals. Green growth holds the dominant position as a goal in the European discourse about CE. In this study, we present an empirical case of an emerging CE in the region of Trøndelag in Norway. This case uses qualitative data collected through interviews with informants in the public and private sectors (profit and non-profit organizations). The analysis of these interviews involved the use of a discourse coalition framework as a method. We identified three discourse coalitions: 1) Waste as resources: a vision of better product design and waste sorting technologies making recycling more efficient. 2) Sharing economy: a vision of industrial symbiosis, and new business models for local commercial offerings in sharing, reuse, repair of products. 3) Reduction of individual consumption: a vision of individual changes in lifestyle, coupled with local services and skill acquisition/transfer for reuse and repair. The first two operate in alignment with the political goal of green growth. The third one diverges by questioning it and setting focus on individual consumption reduction. We found discursive competition in CE when the focus is on the goal underlying its enactment. From this finding, we raise the question of which kinds of technological implementation and political challenges would come from shifting CE's policy goal to reducing individual consumption. To illustrate an alternative CE that emerges from consumption reduction, we discuss its implications based on the insights from our empirical case. The main contribution of the article is to provide evidence and an example of an emerging aspect that can be integrated more prominently in CE and that requires a stance that is not based on economic growth. ; publishedVersion ; © 2020 The Author(s). This book looks at the interplay between criminal law and other branches of public law pursuing similar objectives (referred to as 'quasi-criminal law'). The need for clarifying the concepts and the interlink between criminal and quasi-criminal enforcement is a topic attracting a lot of discussion and debate in both academia and practice across Europe (and beyond). This volume adds to this debate by bringing to light the substantive and procedural problems stemming from the current parallel or dual use of the different enforcement systems. The collection draws on expertise from academia, practice and policy; its high-quality analysis will appeal to scholars, practitioners and policymakers alike.
