Sweden has recently decided to ratify the European Landscape Convention (ELC). Methods for implementation have been discussed for both the ELC and related national environmental objectives. Thus, the Swedish Government decided that seven County Administrative Boards should undertake pilot studies for Regional Landscape Strategies (RLS) during 2006–2007. The RLS pilot projects aimed at a new and more effective approach for conservation and sustainable land use at regional level. Additionally, RLS should also function as a method for implementing the ELC and other environmental objectives. One specific focus of the pilot studies was on developing methods for public participation. Other important issues were to involve different administrative sectors, municipalities and regional authorities in the process, as well as attaining a good balance between conservation and profitable land use. This chapter presents some of the results from the RLS case study in Vellinge municipality, Scania (Skåne), Sweden's southernmost province. The focus of the study was on public participation in particular by equestrians and landowners. The first 'bridleway organization' of its kind in Sweden was established as a direct result of the project.

In 2004 a reform of the Swedish Constitution was proposed. The article analyzes the Constitution Convention, a political role play established at Goteborg University, which should train the participants as social actors. First, nine groups with nine participants each will define their own interests, priorities, strategies & limits to compromise. In the second round, nine Constitution Committees with one participant from each of the previous groups will form & write a proposal for a specific area. In this paper, we discuss the bridging potential of "interspecies" solidarity between the often incommensurable ethics of care and justice. Indeed, we show that the Environmental Communication literature emphasizes feelings of care and compassion as vectors of responsibility taking for animals. But we also show that a growing field of Political Animal Rights suggest that such responsibility taking should instead be grounded in universalizable terms of justice. Our argument is that a dual conception of solidarity can bridge this divide: On the one hand, solidarity as a pre-political relation with animals and, on the other hand, as a political practice based on open public deliberation of universalizable claims to justice; that is, claims to justice advanced by human proxy representatives of vulnerable non-humans. Such a dual conception can both challenge and validate NGOs' claims to "speak on behalf of animals" in policy following the Aarhus Convention, indeed underwriting the Convention by insights from internatural communication in solidarity as relation, and by subjecting it to rational scrutiny in mini-publics in solidary as practice.

This essay will focus on experiences from previous research projects and aster courses with the aim of highlighting some core issues and problems regarding large scale infrastructure projects, landscape assessment and compensation measures, especially concerning cultural values in the agricultural landscapes of Scania, the southernmost part of Sweden. Problems, but also possibilities, related to evaluation, mitigation and compensation are discussed. Landscape Observatories as established under the European Landscape Convention are introduced as a possibility for trans-organizational learning around landscape matters in a broad sense. It is concluded that regional landscape observatories could function as hubs for more efficient management of large-scale landscape interventions and contextually relevant mitigation and compensation measures. Incremental changes in the present legislation and administration, which seems to be the prevalent strategy, might not be sufficient in order to safeguard our cultural heritage or be in line with the objectives of international agreements

With the industrial revolution, the human utilization of the forest took a new turn as wood became a commercial product (Östlund & Zackrisson 2000). Since then, economical considerations have pervaded the public perspective on forest and forestry. However, the awareness of the need for sustainability in the use of the forest resource has also grown, and during the last decades other values have entered the discussion and the practice of forestry. Today, sustainable forest management (SFM) where economical, ecological and social values are all satisfied, is a core element in the development of acceptable forest management practices. Public participation is strongly related to SFM. In some industrialized countries, e.g. Canada, demands for participation in natural resource management have subsequently been incorporated into the legislation (Chambers and Beckley 2003), but in most countries there is no legal demand for participation. In Sweden for example, the only demand for participation in the Forestry Act is consultation before clear cutting in certain areas of reindeer herding. Forest certification, which is now covering extensive areas in several countries, plays an interesting role in the promotion of SFM. However, its main purpose is not public participation and the integration of social values into forestry (Angelstam et al. 2004). Internationally, there is the Aarhus Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters. This convention has been ratified by Sweden amongst other countries, but it is difficult to make a strict interpretation of it. New approaches and methods are obviously needed in forest management planning to incorporate forest values other than timber production and to help solve conflicts of interest. There have been some attempts made by different types of projects. The Canadian Model Forest concept promotes participation in the work for SFM, and has been tried out in Sweden in the Vilhelmina Model Forest project (Svensson et al. 2004). Some of the LIFE projects sponsored by the European Union are also applications of participation with SFM as the objective; the project "Local Participation in Sustainable Forest Management based on Landscape Analysis" is a Swedish example of a LIFE project sponsored by the European Union (http://www.svo.se/minskog/templates/svo_se_vanlig.asp?id=8001, 2007-01-12). A potentially powerful tool in the work for sustainable forest management (SFM) and participation is multiple criteria decision analysis (MCDA), an approach which can make it possible to handle complex decision situations involving conflicting interests and several stakeholders. The purpose of this paper is to clarify concepts related to participation and present methods that are applicable in participatory planning. More specifically the following questions will be dealt with: • What is meant by participation? What methods and techniques are available to participatory planning processes? • What is MCDA and what phases do this approach require? In order to illuminate the state of art of participatory planning in forestry, an analysis of a number of case studies is presented.

The European Union (EU) is committed to conserving biodiversity, both in terms of natural and cultural legacies, and also to limiting biodiversity loss. Relevant policies have underlined the importance of considering ecological and social issues, as well as the complex relations between the two spheres in conservation of biodiversity. These policies have clear implications for all sectors responsible for planning for biodiversity conservation. In order to be consistent with international legislation, it is necessary to move beyond protected areas and include biodiversity conservation considerations in planning activities of various sectors, and also to involve relevant stakeholders in the planning process. This is in line with the landscape approach to planning that has recently been advocated in research and practical planning. The landscape approach has a holistic perspective that encompasses both ecological and social considerations. This thesis focuses on the implementation of policies regarding biodiversity conservation and public participation; that is, the ecological and social dimensions of spatial planning in landscapes. In particular, I examine the role of people, such as planners implementing policies and other stakeholders who might influence biodiversity conservation. The studies within this thesis concern Poland and Sweden, and three sectors: regional, road and forestry planning. The thesis is comprised of four papers. Paper I deals with planners working to implement biodiversity and public participation policies. Paper II concentrates on the issues of stakeholder involvement in the Environmental Impact Assessment of road planning. Paper III investigates a specific conflict that influenced the conservation of biodiversity in an important biodiversity hotspot. Paper IV is a conceptual paper that discusses the tools used to integrate ecological and social dimensions when implementing the European Landscape Convention. The studies included in this thesis reveal that successfully implementing biodiversity conservation and public participation policies may require more than just ecological knowledge about how biodiversity should be maintained, and more than just formal guidelines regarding how the public should be treated in the planning process. In addition, the role of people who may influence the planning and decision making processes is crucial. Accordingly, there is a need for two key developments. Firstly, planners and the general public should be properly educated about conservation-related issues. Secondly, various incentives should be introduced that influence the behaviour and, in the longer term, the attitudes of the people who may affect biodiversity.

Biodiversity loss can degrade ecosystems and impactthe ability of ecosystems to contribute to people. The last 20 years of ecosystem service research has increased society's interest in fighting the consequences of ecosystem degradation. During the last decades, attitudes towards conservation have been shaped in many ways. According to Mace (2014), "nature for itself" was a key principle during 1960s–1970s supporting concepts such as protected and wilderness areas. Human pressures on nature during the 1980s and early 1990s resulted in extinctions, habitat loss, and pollution, which made it urgent to act for"nature despite of people". That period was followed by a "nature for people" period, in which biodiversity challenges were mainstreamed via concepts such as ecosystem approach, ecosystem services and economic values. The latest paradigm, which was developed by Mace (2014) is called "people and nature". Key concepts in conservation circles include environmental change, resilience, adaptability and socio-ecological systems. Several assessments of the state and trends of biodiversity, ecosystems and ecosystem services have been carried out via various initiatives, such as Millennium Ecosystem Assessment (MA, 2005), followed by the Economics of Ecosystems and Biodiversity (TEEB) assessments and the Aichi biodiversity targets of the Convention on Biological Diversity (CBD). In Europe, Mapping and Assessment of Ecosystems and their Services (MAES) has generated a lot of new knowledge on the quantification of ecosystem services and use of this information in decision-making. Today, more and more open data is available through research infrastructures, for example, remote sensing data through the Copernicus programme of the European Union and European Space Agency. Naturebased solutions and green and blue infrastructure are becoming popular in landscape planning and highlight different aspects of the socio-ecological (synon. coupled human-environment) systems and their sustainable management. The most significant attempt to highlight the importance of biodiversity and ecosystem services globally, has been the establishment of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). IPBES has launched a series of thematic and geographical assessments. The European and Central Asian regional assessment has been ongoing parallel to this Nordic IPBES-like assessment that has focused on coastal ecosystems and their services. This assessment covers the Nordic countries, i.e. Denmark, Finland, Iceland, Norway and Sweden, and autonomous areas such as Åland, Faroe Islands and Greenland, which are a unique "biocultural" piece of Earth with unique nature values and well-established societies.
