Doktorska disertacija nastoji da objasni rezultate višestranačkih parlamentarnih izbora u Srbiji od 1990. godine do prve mirne smene vlasti 2000. godine sa stanovišta informisanosti publike o izbornim opcijama. U njoj je potvrđena generalna hipoteza da su informativni televizijski programi o izborima za Skupštinu Srbije tokom 1990-tih godina onemogućavali slobodnu i poštenu utakmicu izbornih rivala. Umesto da biračima ponude adekvatne informacije kao osnovu za racionalan izbor, oni su sistematski favorizovali jednog izbornog učesnika u odnosu na druge. U radu se utvrđuju glavne medijske strategije uticaja na mišljenje birača na osnovu empirijske analize televizijske prezentacije izbora u periodu 1990-2000. godina. Kvantitativno-kvalitativna analiza sadržaja obuhvata redovne informativne programe i specijalizovane izborne programe proizvedene tokom kampanje za izbore za Skupštinu Srbije 1990, 1992, 1993, 1997. i 2000. godine. Analiza je fokusirana na utvrđivanje centralne strategije medijske prezentacije izbora u svakom pojedinačnom ciklusu, identifikovanje slike društvene i političke realnosti kao konteksta u koji se smeštaju informacije o aktivnostima izbornih učesnika, utvrdjivanje glavne teme-dileme izborne kampanje u odnosu na koju se pozicioniraju izborni učesnici i utvrđivanje televizijskih imidža glavnih izbornih rivala. Analizi medijske slike izbora prethodi razmatranje političkog, pravnog i medijskog konteksta u kome su izbori održani. Analiza je potvrdila radne hipoteze da je izborno izveštavanje državne televizije RTS (RTB) od 1990. do 2000. godine podsticalo biračku podršku za vladajuću stranku – Socijalističku partiju Srbije (SPS) ili njenu koaliciju – sistematskom diskriminacijom njenih izbornih rivala; da su specijalizovani izborni programi državne televizije favorizovali interese vladajuće partije SPS ili njene koalicije u odnosu na interese drugih izbornih učesnika i favorizovali interese izbornih učesnika u odnosu na interese birača; i da je redovno TV izveštavanje o aktuelnim neizbornim događajima omogućavalo da izborne poruke jednog izbornog učesnika budu lakše prihvatljive za birače od poruka njegovih izbornih rivala. Način na koji je izveštavanje o izborima kontekstuirano u specifičnu sliku neizbornih događaja identifikovan je kao ključna dugoročna strategija uticaja na birače, zajedno sa medijskim definisanjem smisla izbora u skladu sa interesima jednog izborno učesnika - poželjnog izbornog pobednika. Doktorska disertacija je potvrdila teorijsku hipotezu da kulturološke studije nude pogodnu teorijsku i analitičku osnovu za istraživanje uloge medija u izbornoj komunikaciji u Srbiji tokom 1990-tih godina. ; The doctoral thesis aims to explain the results of multiparty parliamentary elections in Serbia from 1990 until the first peaceful change in power in 2000 from the standpoint of information about election options available to voters. The thesis confirms a general hypothesis that the information TV programs about elections for the Parliament of Serbia during the 1990-ies prevented a free and fair competition of election rivals. Instead of offering adequate information to voters as a basis for a rational choice, TV programs systematically favored one election participant over others. The thesis identifies the main media strategies of influencing the opinion of voters on the basis of empirical analysis of television presentation of elections in the period 1990-2000. The quantitative-qualitative content analysis is applied to regular news programs and specialized electoral broadcasts produced during campaigns for elections for the Parliament of Serbia in 1990, 1992, 1993, 1997 and 2000. The analysis is focused on identifying the central strategy of the media presentation in each election cycle, the picture of social and political reality as a context for the information on activities of election participants, the main issue of the election campaign and TV images of the main election rivals. The analysis of the media picture of the elections is preceded by a review of political, legal and media context in which the elections took place. The analysis confirmed the working hypothesis that the election coverage of the state television RTS (RTB) from 1990 until 2000 mobilized the voters' support for the ruling party – Socialist Party of Serbia (SPS) or its coalition – by a systematic discrimination of its election rivals; that the specialized programs of the state television favored the interests of the ruling party SPS or its coalition in comparison to interests of other election contestants as well as the interests of election participants over the interests of voters; and that the regular Serbian television news reporting about non-election events made the messages of one election participant more easily acceptable by voters than the messages of other contestants. The way the coverage of election events was placed into a specific picture of non-election events is identified as the key long-term strategy for influencing the voters' decision, together with the media definition of the meaning of the election which was in accord with the interests of one election participant – the preferred election winner. The thesis confirmed a theoretical hypothesis that cultural studies offer a convenient theoretical and analytical basis for studying the role of the media in election communication in Serbia during the 1990's.

Since this is a phenomenon of recent times, the significance of the politicization of music during the period of totalitarian rule in Bulgaria (1944–1989) is still unexplored. This paper focuses on the interplay between the political regime, musical life in Bulgaria, and the status of Bulgarian composers. Many books, articles, conferences and PhDs have been presented recently in the field of cultural studies, promoting a multidisciplinary approach in several fields. A new approach tothis dynamic period would clarify the overall development of Bulgarian musical culture in the twentieth century. ; Овај чланак је усмерен на међусобни однос политичког режима, музичког живота у Бугарској и статута бугарских композитора у раздобљу између 1944 и 1989. У новије време, бројни чланци, конференцијски радови и докторске дисертације промовишу област културних студија и интердисциплинарни приступ, који се обједињују историја, политикологија и музикологија. Тиме је на нов начин осветљен репертоар остварења компонованих и извођених у поменутом периоду. Након социјалистичке револуције у Бугарској 1944. године, социјалистички реализам постаје доминантна доктрина у музичкимг руговима. "Што је више међу људима, то је ближи животу!", гласила је нова идеологија. Током социјалистичког раздобља, уметности су биле финансиране (и регулисане) од стране цржаве, централизоване и снажно идеолошки усмерене. Уметници који нису били по вољи режиму били су елиминисани. Широм земље основане су нове оперске куће, симфонијски оркестри и средње музичке школе. Идеолошка ограничења нису нужно компромитовала уметничко изражавање, поготово током повремених периода либерализације (којима је дозвољена западноевропска књижевност и музика у Бугарској). Држава је такође контролисала Удружење бугарских композитора, производњу и дистрибуцију музичких албума и партитура, па чак и репертоар који се изводио у ресторанима. Композитори и музиколози су развијали нову соцреалистичку културу и промовисали бугарску музику у домаћим и интернационалним оквирима. Основани су нови фестивали бугарске музике, а бугарски фолклор је заменио неоромантичарски тренд карактеристичан за тридесете и четрдесетегодине ХХвека. Већини младих композитора и извођача није било дозвољено да студирају у иностранству, са изузетком Совјетског Савеза, нити да асимилују трендове савремене западноевропске музике. Након слома државног социјализма 1989. године, државна улагања у музику су смањена, те су појединци и ансамбли морали да се преоријентишу на тржишно пословање (док су у социјалистичком раздобљу плате и програми углавном били у надлежности Министарства културе). Од почетка XXI века, бугарски композитори разних генерација, као и извођачи, било да живе у Бугарској или у иностранству, настоје да промовишу савремену бугарску уметничку музику на престижним светским сценама.
In this study the author looks at the life of Istria's small Jewish community during the first half of the twentieth century. He sheds light on the process of socialization and acculturation that took place in urban environments during the period of industrialization. He examines the complex relations between the Jewish and Christian communities. He studies the role played by the Jewish community in the socioeconomic and cultural life of Istria. In particular, he examines the issue of Jewish self-identity before and during the period of fascist rule. He especially studies the effects of racial laws. He also writes about the differences between Italian fascist and nazi anti-semitic policies, especially apparent after the capitulation of Italy, when German forces undertook a policy of extermination of Jewish communities on the Italian territories they occupied. Parallel to this, the author tries t show the conditions in which Jews lived at that time, when they were reduced to the status of non-citizens. (SOI : CSP: S. 95)

Истраживачки фокус темата је на динимици савременог града, на процесуалности и променама његових друштвених пракси. ; Тhe topic of this volume is a result from The Contemporary City in Serbia and Bulgaria: Processes and Changes, a bilateral project of the Institute of Ethnography of the Serbian Academy of Sciences and Arts and the Institute of Ethnology and Folklore Studies with Ethnographic Museum of the Bulgarian Academy of Sciences (2014-2016). The six papers offer a comparative view of current social processes in two neighbouring Balkan countries, linked by numerous historical and political experiences. Comparative research into societal trends enables a more thorough understanding and monitoring of global processes. In today's increasingly globalised and glocalised world, towns experience sudden changes and it is in the towns that these changes are most vividly to be seen. Истражена грађа потврђује да је музика, у сфери јавног и приватног, била важан сегмент живота свих слојева српског друштва 19. века, у сложеним геополитичким и културноисторијским контекстима. С обзиром на природу извора, сведочанства носе индивидуализовану, парцијалну перспективу, често подређену функцијама и облицима текста, поетици појединих аутора и концепцијама конкретних мемоарских дела. Посебно је коментарисан "ниво документарности" мемоарских извора, односно условљеност типа записа о музици природом документарно-уметничких жанрова. ; In this study the documentary prose (memoirs, diaries, autobiographies and travelogues, as well as selected biographical essays about the renowned individuals) written in the second half of the XIX century by prominent Serbian cultural workers, artists, statesmen, journalists and politicians is regarded as a valuable material for exploring the links and flows between Serbian cultural and musical histories. The sources confirm that, both in the public and private spheres, music was an important segment of all strata of the XIX-century Serbian society in complex geopolitical and cultural-historical contexts. In a diachronic perspective the analysed material reflects the dynamics and evolution of the types of presence of music and musical life in all countries populated by the Serbs in this period: the Habsburg Monarchy, the Principality and Kingdom of Serbia and the Serbian enclaves in other nations. The documents testify about the place of music in the spheres of personal interest, affinities and experiences of the writers and their contemporaries, i.e. they reflect the status of music in the context of everyday cultural life of the Serbs in the XIX century. By means of separate thematic descriptions of music in the sources, the music creators, performers and audiences are portrayed, the activities of important music institutions are presented, various types and opportunities for making music are described, the aspects of musical interpretation are commented on, and the features of traditions of vocal and instrumental musical practices from different regions are analysed. The collected sources have been analysed and assessed with respect to their contents and the authors' attitudes, and the deliberation of the hypotheses posed here is compliant with the inspection of the relevant studies from the realms of general and cultural histories, histories of literature and literary criticism, music history, cultural anthropology and art history. Due to the nature of the sources, these testimonies usually point to an individualised, partial perspective, often subordinated to the function and type of text, the poetics of certain authors and the concepts of specific memoirs. The "level of documentarity" of the memoire sources is discussed separately, as well as the dependence of the types of writings about music on the nature of the genres of documentary prose.
Religion and religious communities as active components of each social and cultural set and as major factors in its functioning, may contribute to social processes and relations or affect them both integrationally and disintegrationally. The paper lays out the theoretical and methodological grounds (functionalism) for the analysis of these processes and relations. As the examples of the integrational influence on the social and political processes in Croatia following all the social and political changes, we can mention the activities of the Catholic Church (particularly in the diaspora) and, to a degree, those of the Pentecostal Church, while the disintegrational influence was exemplified by the activities of the Serbian Orthodox Church. The text also includes a comparative analysis of the empirical data obtained from two studies carried out in Croatia (based on several partial indicators), which indicate a marked turn towards religiosity. Highlighted are possible individual and social aspects of these changes as well as the need for a complex and systematic monitoring of the religious developments in Croatia, the results of which might point to the possible integrational or disintegrational potentials of this "new religiosity" within broader social framework. У овој студији пажња је фокусирана на реконструкцију пијанистичког репертоара Корнелија Станковића, како би се испитао однос његових и дела иностраних композитора, као и колико је концепција програма била условљена срединама у којима je наступао. Након увида у написе у оновременој штампи, као и у сачуване плакате са концерата, издвојене су композиције које су се налазиле на његовом пијанистичком репертоару. Циљ овога рада био је и да се укаже на актуелност извођених композиција, што је, између осталог, омогућио и увид у немачку штампу разматраног периода. ; Of particular importance for the artistic commitment and maturation of Kornelije Stanković, was his training in Vienna, which at that time represented the center of the Slavic elite. The whole cultural and social atmosphere of Vienna left a strong imprint on the young artist: a rich cultural and political life of the city, contacts with Serbian and Slavic circles and their ideas, especially studies under distinguished professor at the Conservatory – a composer, pianist and theorist Simon Sechter. By studying the inscriptions in the Serbian press from the 19th century (Srbski list, Vidovdan, Južna pčela, Danica, Trgovačke novine, Šumadinka) and preserved posters of Stankovic's concerts, we have selected the compositions that were part of the Kornelije Stanković piano repertoire. Besides his own compositions, his repertoire included some works of Franz Liszt and Sigismund Thalberg, and even, then popular and now forgotten salon composers-pianists: Jacob Blumenthal, Louis Lacombe, Rudolf Willmers, Eduard M. Pirkhert, and a certain man named Wald. It is possible that this selection of works was influenced by Sechter himself. Blumental and Lacombe were his students. However, the fact remains that the compositions of those authors, which Stanković performed, also represented the most famous works of those composers, as well as the standards of the salon repertoire at the time. The aim of this paper is to highlight the equal importance and representation of the foreign composers within Stankovic's piano repertoire, as well as the actuality of performed compositions, which has allowed us to gain an insight into the German press of the considered period.
The author primarily studies the works of Croatian and non-Croatian theologians and historians puplished since the 1980s which deal with the cultural and political activities of the Serbian Orthodox Church in Croatia and Bosnia-Hercegovina. In the article's introduction, the author stresses that in recent times there has been a growth of interest in this topic because of the increased political activity of the Serbian Orthodox Church in the former Yugoslavia and its attitude toward Serbian aggression in Croatia and Bosnia-Hercegovina. He also cites publications written by Croatians and non-Croatians that were published from 1918 to 1982. The main issues of his analysis are the jurisdiction of the Patriarchate of Pec outside of the Ottoman Empire's borders; the problem of the union of churches during the 17th and 18th centuries; the role of the Serbian Orthodox Church in the process of Serbian national integration in Croatia and Bosnia-Hercegovina during the 19th and early 20th century; and finally, the problem of theological debates and political developments during the 20th century. Special emphasis is also placed on the behaviour of the Church during the course of the Second World War, when it collaborated with German occupational forces. After the war, the Serbian Orthodox Church not only kept silent about this, but it also made unsubstantiated claims about the wartime collaboration of the Croatian Catholic Hierarchy and the Croatian people. The author concludes by saying that further research is needed into these and other related topics so that new light may be thrown on the more than three hundred year long history of the Serbian Orthodox Church in Croatia. Predmet ove disertacije je teorijska analiza regulatornog, komunikološkog, tehnološkog i socio-kulturnog okvira u kome nastaje i širi se "govor mržnje", kao i analiza sadržaja i analiza efekata govora mržnje u internet komunikaciji u Srbiji. Cilj disertacije bio je da preciznije definiše sadržaj govora mržnje i kontekst u kome on nastaje, da u odnosu na kulturološke specifičnosti Srbije preciznije utvrdi granicu između mere u kojoj je neophodno omogućiti nesmetanu slobodu izražavanja i ograničiti širenje govora mržnje. Osnovna hipoteza u ovom radu bila je da je koncept govora mržnje višeznačan i da njegovo razumevanje zavisi od geografskog, kulturnog i uopšte socijalnog konteksta u kome se on manifestuje. Govor mržnje na internetu negativno utiče na javnu komunikaciju te samim tim i na proces formiranja javne sfere. Budući da tako ometa kvalitetnu raspravu o problemima od društvenog značaja, govor mržnje otežava donošenje demokratskih odluka i na direktan način urušava demokratske vrednosti u društvu. U istraživanju je sprovedena komparativna analiza evropskih i nacionalnih pravnih akata u oblasti govora mržnje i slobode izražavanja, dat je kritički pregled ključnih međunarodnih naučnih studija i istraživanja govora mržnje na internetu, kao i institucionalna analiza postojećih mehanizama za suzbijanje govora mržnje. Pored toga sprovedena je analiza odabranih aktera i analiza sadržaja internet stranica na kojima je plasiran govor mržnje prema određenim manjinskim grupama u Srbiji. U istraživanju je identifikovan, opisana i problematizovan fenomen govora mržnje na internetu u kontekstu javne komunikacije u Srbiji. U definisanju samog pojma govora mržnje, kroz komparativnu analizu različitih izvora, uočeno je da njegovo identfikovanje zavisi od toga šta se u određenom društvenom, političkom i kulturnom konetkst smatra za osnovni problem koji želi da se reši ovakvim definicijama. Posebno je istaknuta razlika u shvatanju govora mržnje u različitim pravnim tradicijama u svetu. Pored toga, u široj 4 javnosti kao i u različitoj stručnoj literaturi često nije dovoljno dobro definisana jasna granica govora mržnje u odnosu na uvrede, klevete, negaciju nekih istorijskih događaja ili opravdavanje zločina, vređanje simbola, kritiku javnih ličnosti, različitih političkih stavova i religija. Nedovoljno jasna granica između dozvoljenog i potencijalno zabranjenog izražavanja dovodi do nesporazuma i neefikasne borbe protiv govora mržnje koji bi potencijalno mogao da izazove ozbiljne negativne posledice. Oštra kritika nekog pojedinca ili neke grupe veoma lako može biti protumačena kao govor mržnje, a takav pristup zapravo zatvara prostor za diskusiju o nekom problemu i na direktan način sputava slobodu izražavanja, te ugrožava deliberativan proces u demokratskom društvu. ; The topic of this dissertation is the theoretical analysis of the regulatory, communication, technological and socio-cultural framework in which the "hate speech" is being developed, as well as analysis of the content and analysis of the effects of hate speech in online communication in Serbia. The aim of the dissertation was to more precisely define the content of hate speech and the context in which it arises, and in relation to the cultural specifics of Serbia, more precisely determines the boundary between the measure in which it is necessary to provide unhindered freedom of expression and limit the spread of hate speech. The main hypothesis in this work was that the concept of hate speech is multidimensional and that its understanding depends on the geographical, cultural and general social context in which it manifests itself. Hate speech online has a negative impact on public communication and, consequently, on the process of forming a public sphere. Since it hinders the quality debate on the problems of social coercion, hate speech makes it difficult to make democratic decisions and directly undermines the stability of democratic values in society. The study has conducted a comparative and normative analysis of European and national legal acts in the field of hate speech and freedom of expression, as well as other international scientific studies and research in order to better understand the problem of hate speech online, as well as institutional analysis of existing mechanisms for combating hate speech. In addition, an analysis of selected actors of hate speech was conducted through an analysis of the content of the websites where hate speech was addressed to certain minority groups in Serbia. The research described the phenomenon of hate speech online as a complex phenomenon needed to be analysed from several angles to show more clearly all the problems and all the challenges of its precise definition. In defining the notion of hate speech itself, through a 8 comparative analysis of various sources, it is noted that it depends on what is considered to be a basic problem which particular country wants to solve with such definitions. There is a particular difference in understanding of the hate speech in various international legal traditions. In general public, as in various professional literatures, the definition of hate speech is often not clear enough in relation to insults, defamation, denial of some historical events or justification of crimes, insulting symbols, and criticism of public figures, political affiliations and religions. The insufficiently clear boundary between permitted and potentially prohibited expression leads to misunderstandings and ineffective fight against hate speech that could potentially cause serious negative consequences. A sharp critique of an individual or of a group can easily be interpreted as hate speech, and such an approach actually closes the space for discussion and directly suppresses freedom of expression and endangers the deliberative process in a democratic society.
Pitanje mogućnosti formiranja ekološkog pokreta u Srbiji u kontekstu postsocijalistiĉke transformacije društva i procesa evrointegracija, predstavlja predmet bavljenja ove doktorske disertacije. Rad se sastoji iz tri veće celine i poglavlja u kome su izneta zakljuĉna razmatranja. U prvom delu rada, razvijeni su uporedno-istorijski, kontekstualni, konceptualni i metodološki okvir istraţivanja, kao polazne osnove za dalje analize. Kako bi mogle biti obuhvaćene sve relevantne dimenzije kompleksnog fenomena ekološkog pokreta i sloţena mreţa ĉinilaca koji utiĉu na njegov nastanak i razvoj, u istraţivanju su kombinovano korišćene razliĉite metodološke tehnike: anketno ispitivanje stavova i praksi na reprezentativnom uzorku graĊana Srbije (N=1952) i predstavnika lokalnih samouprava (N=232), polustrukturisani intervjui sa predstavnicima nevladinih organizacija (N=44), kao i dve studije sluĉaja zajednica sa izraţenim ekološkim problemima - Panĉeva i Bora. Drugi deo rada je posvećen opisu i analizi pojedinaĉnih elemenata ekološkog pokreta: ekoloških aktivista, ekoloških grupa / organizacija, ekoloških mreţa, kolektivnog identiteta i ekoloških konflikata. Na osnovu detaljne analize karakteristika osnovnih elemenata pokreta, u zakljuĉnom poglavlju drugog dela rada daje se odgovor na pitanje: da li u Srbiji postoji ekološki pokret? Osnovni istraţivaĉki nalaz je da u Srbiji nije došlo do formiranja klasiĉnog participativnog tipa ekološkog pokreta, kakav je prisutan u zemljama Zapada. TakoĊe, nema ni naznaka znaĉajnijeg prisustva elemenata transakcionog ekološkog aktivizma (pokreta), ĉiji je prisustvo zabeleţeno u zemljama Centralne Evrope. Umesto toga, svedoci smo razvoja specifiĉnog modela ekološkog kolektivnog delanja koji smo nazvali "ekološkim trećim sektorom". Naime, za razliku od participativnog i transakcionog delanja, koji imaju naglašeno politiĉku dimenziju, aktivnosti organizacija u okviru trećeg sektora su preteţno "apolitiĉne" po karakteru, usmerene na pruţanje usluga u oblastima iz kojih se, u sklopu neoliberalnih reformi, drţava povukla. Pored nerazvijenosti konfliktne (politiĉke) dimenzije, ekološki treći sektor odlikuje i atomizovano delanje profesionalnih ekoloških organizacija, koje samo izuzetno (pod spoljnim pritiscima ili podsticajima) uspostavljaju fiziĉke veze (mreţe) meĊu sobom, dok se na planu kolektivnog identiteta razvija samo kognitivna dimenzija (formalno prihvatanje odreĊenih ekoloških vrednosti i naĉela koja ĉine sastavni deo ekološkog diskursa dominantnog na Zapadu). GraĊani, po pravilu, nisu ukljuĉeni u rad ovih organizacija, izuzev kao korisnici usluga. U trećem delu rada se razmatraju razlozi usled kojih ne dolazi do razvoja participativnog i/ili transakcionog ekološkog pokreta (aktivizma). Za potrebe objašnjenja nastanka specifiĉne hibridne forme ekološkog trećeg sektora, kreiran je sintetiĉki eksplanatorni model koji kombinuje elemente razvijene u okviru razliĉitih teorijskih pristupa fenomenu društvenih pokreta. Eksplanatorna shema je formulisana na sledeći naĉin: za pokretanje kolektivnog delanja i nastanak ekološkog pokreta neophodno da prethodno budu ispunjeni sledeći uslovi: potrebno je da postoji izvesno socijalno-konstruisano nezadovoljstvo (problem) kod većeg broja pojedinaca / profesionalnih zastupniĉkih organizacija (socijalno-konstruktivistiĉka reinterpretacija klasiĉnih pristupa); zatim, grupa pojedinaca koja oseća dati problem / zalaţe se za njegovo rešavanje, mora posedovati odreĊene resurse za pokretanje i odrţavanje 5 kolektivne akcije (pristup teorije mobilizacije resursa); šire okruţenje treba da bude relativno povoljno kako bi nagovestilo mogućnost pozitivnog ishoda aktivnosti koja se ţeli realizovati (pristup strukture politiĉkih mogućnosti), a vrednosni okvir na takav naĉin podešen da usmerava na delanje predstavnike profesionalnih ekoloških organizacija i / ili neposredno ugroţenu populaciju (nezadovoljne) i (eventualno) širi krug podrţavalaca (pristup Novih društvenih pokreta). Na proces formiranja ekološkog pokreta, kroz ĉetiri neposredna faktora (socijalna-konstrukcija ekoloških rizika, dostupnost i karakteristike resursa, struktura politiĉkih mogućnosti, vrednosni sistem),indirektno deluju širi društveni procesi - postsocijalistiĉka transformacija i evropeizacija srpskog društva, kao i ĉinioci duţeg trajanja ((pred)socijalistiĉko nasleĊe). Testiranje postavljenih eksplikativnih hipoteza je pokazalo da ni jedan od uslova neophodnih za formiranje ekološkog pokreta, nije delimiĉno ili u potpunosti zadovoljen. Postojeći ekološki problemi su dominantno odreĊeni u kategorijama niskog rizika i male vaţnosti u odnosu na druga društvena pitanja, usled ĉega je i njihov podsticajni kapacitet za kolektivnu (re)akciju bitno sniţen. Pored toga, vladajuće shvatanje prema kome u ekološkoj modernizaciji leţi rešenje za gotovo sve ekološke probleme, pokazuje se kao ĉinilac koji nepovoljno utiĉe na graĊanski aktivizam, jer upućuje na pasivno išĉekivanje uvoĊenja obećanih mehanizama odrţivog razvoja. Većini graĊana na raspolaganju stoji vrlo ograniĉena koliĉina resursa, usled ĉega, u velikom broju sluĉajeva, oni odustaju od uĉešća u ekološkim akcijama. Ekološke organizacije, takoĊe, imaju poteškoća da obezbede neophodne resurse za rad, a dodatni problem predstavlja i naĉin njihove mobilizacije, usled kojeg gube samostalnost postajući zavisne od stranih izvora finansiranja. Kao posledica, ekološko delanje je atomizovano, a rivalitet i konflikti unutar ekološkog civilnog sektora, naglašeni; ekološke mreţe se teško formiraju i odrţavaju, kolektivni identitet je slab (nad njim prevagu odnose partikularni interesi), a kritiĉko delovanje ekoloških organizacija, nerazvijeno. Struktura politiĉkih mogućnosti se, uprkos postojanju relativno povoljnog zakonskog okvira, pokazuje zatvorenom prema uĉešću graĊana u donošenju odluka. GraĊani percipiraju predstavnike vlasti kao neprijemĉive za njihove potrebe, što se nepovoljno odraţava na njihovu spremnost da se organizuju i pokušaju da nametnu svoje zahteve. S druge strane, ekološke organizacije su iskljuĉene iz procesa odluĉivanja i svedene na ulogu asistenata u podizanju kapaciteta drţave za sprovoĊenje programa u oblasti zaštite ţivotne sredine. Konfliktno delanje organizacija je ograniĉeno, s jedne strane, time što ne dobijaju podršku moćnih aktera (meĊunarodne ekološke organizacije, strani donatori), a sa druge, finansijskim uslovljavanjem od strane drţavnih struktura. Karakteristike kulturološkog konteksta se, takoĊe, pokazuju nepovoljnim za razvoj ekološkog pokreta u Srbiji. Dominacija materijalistiĉkog sistema vrednosti i s njim povezano visoko vrednovanje ekonomskog razvoja, koje u senci ostavlja ekološke probleme, negativno utiĉe na ekološko aktiviranje graĊana. Ipak, uprkos preteţno materijalistiĉkoj vrednosnoj orijentaciji, graĊanima su vrlo bliske vrednosti Nove ekološke paradigme. MeĊutim, od naĉelnog prihvatanja vrednosti karakteristiĉnih za ovu paradigmu do aktivnog delanja, u kontekstu materijalne oskudice, put je dug i vrlo neizvestan. Zakljuĉno poglavlje je posvećeno rezimiranju i diskusiji empirijskih nalaza, kao i razmatranju širih implikacija nerazvijenosti ekološkog pokreta na zaštitu ţivotne sredine u Srbiji. ; he environmental movement in Serbia, in the context of post-socialist transformation and the EU integration process. The paper consists of three major parts and the concluding chapter. In the first part a comparative - historical, contextual, conceptual and methodological framework of the research is developed, as a starting point for the further analyses. In order to capture all relevant dimensions of the complex phenomenon of environmental movement and the composite set of factors that influence its emergence and development, the study is using a combination of different methodological techniques: a survey of attitudes and practices based on a representative sample of Serbian citizens (N = 1952) and local government representatives (N = 232), in parallel with the semi-structured interviews with representatives of non-governmental organizations (N = 44), and the two case studies of communities with serious environmental problems – the municipalities of Pancevo and Bor. The second part contains the description and analysis of individual elements of the environmental movement: environmental activists, environmental groups / organizations, environmental networks, collective identity and environmental conflicts. Based on a detailed analysis of the characteristics of the key elements of environmental movement, the concluding chapter of this part of the paper offers an answer to the question - is there an environmental movement in Serbia? The main research finding is that participatory type of environmental movement that is typical for the Western countries has not been formed in Serbia. There are even no indications of the existence of significant elements of transactional environmental activism (movement), that is present in the countries of Central Europe. Instead, we are witnessing the development of a distinct model of collective environmental action that we have named "the third environmental sector". Different from the participative and transactional activism which have an emphasized political dimension, the nature of the activities of the third sector organizations is mostly "non-political", aimed at providing services in those areas that the state has withdrew from, in the context of neo-liberal reforms. In addition to the underdeveloped conflict/political dimension, the environmental third sector is characterized by atomized actions of professional environmental organizations, which establish physical connections (networks) among themselves only as an exception (under external pressures or incentives), while at the level of collective identity only the cognitive dimension is being developed (the formal acceptance of the environmental values and principles which form an integral part of the environmental discourse dominant in the West). Citizens, as a rule, are not included in the work of these organizations, except as users of services. In the third part, the reasons for the absence of the participatory and / or transactional environmental movement (activism) are discussed. In order to explain the emergence of the specific hybrid form of the environmental third sector, a synthetic explanatory model was established, combining elements developed within different social movement theories. The explanatory scheme has been formulated as follows: for the launch of collective action and the emergence of the environmental movement certain conditions are necessary to be met - a certain level of socially-constructed 8 dissatisfaction (problem) needs to be generated in large numbers of individuals / professional advocacy organizations (social constructivist reinterpretation of classical approaches); then, a group of individuals who perceive the problem / advocates for its solution must possess appropriate resources to initiate and sustain a collective action (the Resource Mobilization Theory approach); the wider context should be relatively favorable as to suggest the possibility of a positive outcome of the action (the Political Opportunities Structure approach); the value framework should be set up in such a way to initiate the action of professional environmental organizations and / or the directly affected population, and possibly also of a wider circle of supporters (the New Social Movements approach). Through the four direct factors (social – construction of environmental risks, the availability and characteristics of resources, the structure of political opportunities, the value system), the process of development of the environmental movement is indirectly affected by wider-scale social processes – the post-socialist transformation and Europeanization of Serbian society, as well as by the factors of longer duration ((pre-) socialist heritage).The testing of the set of explicative hypotheses showed that the necessary pre-conditions for the formation of the environmental movement in Serbia have neither been fully, nor even partially met. In comparison with other issues, the existing environmental problems are dominantly defined in the terms of low-risk and low-importance, due to which their capacities to induce collective (re)action are significantly reduced. In addition, the prevailing concept of environmental modernization, presented as a solution to almost all environmental problems, proves to be a factor that adversely affects civic activism, as it leads to passive anticipation of the promised introduction of mechanisms for sustainable development. Since the majority of citizens have access only to very limited resources, they, in many cases, tend to give up their participation in environmental actions. Environmental organizations also face difficulties in obtaining necessary resources for their operation. An additional problem lies in the way resources are being mobilized: becoming increasingly dependent on foreign funding, organizations tend to lose their autonomy. As a result, the environmental action is atomized and rivalries and conflicts within the environmental civil society accentuated; environmental networks are difficult to establish and maintain and the collective identity is weak (due to domination of particular interests); the conflictual dimension of environmental organizations remains undeveloped. Despite the relatively favorable legal framework, the structure of political opportunities seems closed to the participation of citizens in the decision-making process. Citizens perceive government representatives as unresponsive to their needs, which negatively affects their readiness to act in an organized way and to attempt to impose their demands. On the other hand, environmental organizations are excluded from the decision-making process and reduced to the assisting role in the capacity building of the state bodies for the implementation of programs in the field of environmental protection. Conflicting action of such organizations is limited, on the one hand by the lack of support from powerful actors (international environmental organizations, international donors), and on the other - by the financial preconditions imposed by the state authorities. The characteristics of the cultural context also appear to be unfavorable for the development of the environmental movement in Serbia. The dominance of the materialistic value system and the related high priority attributed to the economic 9 growth, leaves the environmental problems on the margins, thus negatively affecting the environmental activation of citizens. However, despite the predominantly materialistic value orientation, the values of the New environmental paradigm are very familiar to the citizens. Still, in the context of material insecurity, the road from the general acceptance of such values to active action towards reaching them, is long and very uncertain. The concluding chapter is devoted to summarizing and discussing the empirical findings, as well as to considerations of implications of the under-developed environmental movement to the overall state of environmental protection in Serbia.
