The application of Elias's Theory of civilization, in the field of international relations, is the theoretical concept of civilian power. In this analysis, I concluded that there are several attributes that allow the use of military force by civilian power. These attributes consist of: (1) using military force as a last resort for dealing with conflicts, and only when all other means have failed; (2) playing an active role in seeking non-militant ways of crisis resolution and military conflict prevention; (3) conducting only military operations that conform to international law and (4) that intend to support and defend human rights while (5) minimizing destruction and casualties, not only on its own side but also on the side of its enemy and finally, (6) having military operations (with the exception of self defense) take place in a multinational framework, which would not be used as a tool for unilateral policies. The outbreak of the First World War in 1914 was accompanied by mass enthusiasm. This
wave of enthusiasm (Kriegsbegeisterung) was particularly high in Austro-Hungary. In the regions
where the German population was significantly large crowds thronged the streets singing patriotic
songs such as "Wacht am Rhein", "Heil Dir im Siegeskranz", "The Radecky Marsch", "Prince
Eugene Marsch". They also arranged tributes in front of monuments, state buildings and military
headquarters. Despite the fact that the operation to mobilise the Czech military went smoothly
the German public noticed the lack of enthusiasm amidst the Czech soldiers and consequently the
Czechs were seen as indifferent and even hostile. There was an attempt to promote demonstrations
in Prague as an expression of Czech-German reconciliation. However as these were organised by
the German minority in Prague the Czechs continued in their lack of fervour and viewed the war
as a German one rather than Czech.

The presented article aims to analyze & compare military peace support operations conducted by the EU (PSO EU). These operations are treated as the benchmark test of the implementation capability of the European Security & Defense Policy project, a project which is limited by the member states' capacities & their political will. Also the relationship between the North Atlantic Treaty Organization & the European Union must be analyzed & the unsettled state of the European allies' capabilities, as well as the crucial role of NATO to ensure a common defense must be further looked into. Nevertheless, one should still keep in mind that no effective military action could be taken without disposable well-equipped, tailored & trained operational capabilities. The article looks into Austrian attitude to security co-operation in Central Europe. Austria has arrived at a very flexible definition of its neutrality concept. The recent security & defense doctrine (2001) describes Austria not as a neutral but as a "non-allied state." In has introduced the principle of "European solidarity" in the Austrian security policy. The neutrality, however, remains to be a sensitive political issue, which splits the Austrian society. The regional partnership has created a new regional platform, which has produced positive results in several policy sectors. At the same time, the real political potential of the co-operation has yet to be seen, mainly in the course of the EU-enlargement. The security dimension of regional co-operation has developed with some dynamism. It testified willingness & ability of the military & experts to work with regional partners. Nonetheless, the co-operation has remained largely low-key. The reasons are, firstly, that the prioritizing of the orientation of Austria to the West prevented Vienna from an active regional policy for most of the 1990s. Secondly, & in the long run even more crucially, the non-allied status of Austria hampers the security co-operation in the most crucial areas: defense, sharing of sensitive information, sharing & thus cutting the costs of rearmament & modernization of the armed forces & of the defense infrastructure. Vstup Ceske republiky do Evropske unie v knotextu vnejsi dimenze bezpecnostni politiky: CR v mirovych misich "out of area"

The article examines the issue of the Czech Republic's (CR) membership in the European Union as regards the external dimension of security policy. The focus is on the participation of the CR in peace missions, both military & civilian, in the "out of area" zone. Military missions are a key aspect of foreign & security policy, & a part of the contemporary European Security & Defence Policy (ESDP). The framework of analysis utilizes the three-dimensional concept of politics -- polity, politics & policy. According to our analysis, the CR's participation in EU's missions is a predictable & natural outcome of Czech membership. The article also discusses the area of possible EU operations. The perimeter of the "closer neighbourhood" will play an important role in the future. However, other areas such as central Africa & some parts of Asia will also become the target of EU activities, mainly due to the nature of contemporary security threats. Appendixes, References. Kvalitativni komparativni analyza zapojeni evropskych clenu NATO do operaci v Afghanistanu

This article seeks to explain the significant variation of the levels of European NATO member states' contributions to Afghan combat and reconstruction operations. The first part presents the theories used in the study and six hypotheses, which are tested using a fuzzy-set qualitative comparative analysis (fsQCA). This sophisticated method, which was introduced to the social sciences by Charles Ragin, uses a special software to find combinations of independent variables which may explain the dependent variable with a given probability. The findings are presented in the second part, followed by three short case studies of Greece, the Netherlands and Estonia which provide a further insight into the issue. The study concludes that the most plausible explanation of high level of involvement in Afghanistan is a conjunction of allegiance to the 'new Europe' and dependence on importation of Russian gas. This article offers a comprehensive analysis of the perils & benefits of peacekeeping privatization by approaching two key questions. Firstly, can private military companies (PMCs) take on peacekeeping functions consistent with the UN Charter's primary objective "to save future generations from the scourge of war?" And secondly, is peacekeeping privatization really an option for bridging the UN's peacekeeping capabilities-expectations gap? PMCs' past performances here offer no clear-cut answers for the first question. Critics have doubted their cost-effectiveness, accountability & legitimacy, while proponents have argued their cost-effectiveness, feasibility & professionalism over their UN and/or regional counterparts. On the second question, PMCs posses many capabilities necessary for peacekeeping operations that the UN often lacks. Yet the question remains how far privatization should extend, with the danger of it going too far too fast, causing PMC peacekeeping to become a substitute for, rather than an enhancement of, UN action. Approximately 100 thousand men of Czech origin died during the wartime operations
in the years 1914 to 1918. The majority were aged between 23 and 35. The reproductive losses have
been estimated at another 610 thousand (550 thousand children that were never born due to the
absence of a man in the household and another 60 thousand civilian dead). In 1914 the population
in the Czech territories numbered 10 million 283 thousand, in 1919 this number decreased
to 9 million 921 thousand. The ratio of men to women decreased (in 1920 there were 92.5 men to
every 100 women). This imbalance in age frequency, a result of the low birth rate, had a long term
effect firstly on the number of marriages, then on the birth rate and eventually on the mortality
rate. These long term effects were evidently still present at the close of the 20th Century.

Current demographic trends are calling forth the need to redefine the meaning of old age and its place in society. The concept of active ageing can be seen as a reaction to these efforts to reconceptualise life in old age. This article first briefly describes the context that gave rise to the term 'active ageing' and how this concept is framed as 'ageing well' in national and international documents and in the discourse of gerontology. Based on ethnographic studies of two centres offering leisure activities for seniors (mainly using participant observation and in-depth and informal interviews with clients and employees), the article shows 1) how the idea of active ageing and generally of being active as an desirable or undesirable lifestyle in old age is constructed in the framework of the centre's general operations, and 2) how the clients themselves relate to this idea. The objective of the article is to reveal the significance of active ageing in the formation of a normative image of 'ageing well', which on the one hand helps seniors break away from stereotypical notions of ageing, but on the other hand generates new inequalities based on the ability or willingness to 'age actively'.
Situace standardizovaného dotazování z hlediska kognitivních přístupů

The article focuses on an analysis of the situation in which information is obtained from respondents in questionnaire surveys. From the perspective of the cognitive aspects of survey methodology the article takes a complex view of this situation and applies theoretical concepts and empirical evidence in order to explain the close connection between the interview situation and the quality of the information obtained. The interview situation is portrayed in its twofold form: personal aspects (the mental operations of respondents) and social aspects (the interaction and communication between the interviewer and the respondent). The analysis of the interactive aspects of the interview situation draws attention to the rules of standard communication, which interfere with the ordinary concept of the standardised interview and the course of mental processes. The cognitive aspect of responding to questions is analysed from the perspective of the wider understanding of context effects, the author refers to the most important theoretical concepts relating to individual effects and empirical evidence of some effects that infl uence the response process. The article takes a somewhat untypical approach to some aspects of data collection in questionnaire surveys and into the Czech context introduces the cognitive aspects of the methodology of questionnaire surveys.
