Was Wesley Clark, NATO's commander-in-chief, right when he said that, instead of launching the operation 'Allied Force' against it, the allies shoul have electronically isolated SR Yugoslavia? Yugoslav hackers and crackers used to good advantage the freedom of the cyberspace. During NATO's intervention, they declared a real 'virtual war' to all the countries supportive of this campaign, particularly to the USA. By swooping down by all available means on numerous official web pages of various American institutions and totally abusing the communicational freedoms on the Net, Yugoslav hackers in fact demonstrated a small part of the possibilities of the new e-force. However, the deleterious consequences of Yugoslav on-line users' activities were so harmful that they prodded the international community into issuing a blunt warning to the Serbian Telecom - we shall switch you off from the Internet! The objective of this research is primarily to evidence a totally novel phenomenon on the Internet, the first organized virtual war taking place in the cyberspace, at the time when a real military campaign was waged against SRY. One of the outcomes of these activities was striking out' the documents from the Net that had been preserved only in this texts' authors' archive. There are no additional scientific resources, since the key sources for this article were the Internet and newspaper articles. Although envisaged as a medium available to all, the Internet must soon be safeguarded and protected by legal means. Otherwise, it might simply cave in under the onslaught of all abuses and innumerable viruses circulating the global cyberspace. Due to the increase in the number of users and services, it may be expected that soon a completely new branch of criminal law is to emerge - computer crime. (SOI : PM: S. 242)
The original NATO strategy regarding Yugoslavia has, despite its military triumphs, proved deficient for achieving the planned political objectives. That is why the existing alliance strategy has been given up and replaced by a new one. This change of direction is under way; the success of NATO's entire military action hinges on its success, as do the relations on the Balkans and the future of NATO's new strategic concept designed in late April at the Washington summit. Polazeći od uverenja da u savremenom svetu postoji izuzetno visok nivo uzajamnezavisnosti država i regiona, odnosno nedeljivost bezbednosti na globalnom nivou,Republika Srbija se u svom delovanju na spoljnopolitičkom planu zalaže za afirmacijukoncepta kooperativne bezbednosti. In the changed international circumstances after the Cold War, the nature of conflictsin the world has largely changed (the focus of conflicts has been transferred from intercountry toa level of intracountry conflicts), and the way of their resolution, as well. Following the traditionof participation in the UN peacekeeping operations, our country gives a significant contributionto contemporary multidimensional operations.
In many countries the violations of human rights and the deterioration of democracy are a direct consequence of the inability of the civilian government to control their military and security forces. The military are a part of society and as such should be constantly monitored by the civilian, political authorities. This control must be regular and efficient and not defective or faulty. The civilian control of the military in the USA was enacted by the Constitution of 1789. The initiative "Partnership for Peace" has the central role in the transformation of the armed forces in the transitional countries, and the civilian control of the army is the prerequisite for bolstering and giving a boost to democracy. The analysis of the political and defence system of the Republic of Croatia definitely indicates that in Croatia, even at this stage, there is an efficient control of its armed forces (SOI : PM: S. 127)

Током претходне деценије (нарочито последњих неколико година) евидентна је експанзија у погледу употребе Војске Србије у мултинационалним операцијама. Уз изузетно повећање броја ангажованих припадника Министарства одбране и Војске Србије, проширен је и оквир деловања – поред мисија Уједињених нација наша земља учествује и у мултинационалним операцијама Европске уније. Као један од оснивача Покрета несврстаних земаља, у условима блоковске поделе света, Југославија је међу чланицама Уједињених нација била веома запажена због свог учешћа у мировним мисијама, чиме је давала конкретан допринос очувању мира у свету. У измењеним међународним околностима након "хладног рата", природа сукоба у свету се битно променила (са међудржавног, тежиште сукоба је померено на ниво унутар држава), а самим тим и начин њиховог решавања. Настављајући традицију учешћа у мировним операцијама Уједињених нација, наша земља даје знатан допринос савременим мултидимензионалним операцијама.
The author analyzes the interpretations by Jean-Marie Guehenno and Helmut Willke of the end of the national state within the context of contemporary debates on globalisation. The author thinks that in their analyses both authors have come up th similar insights, particularly those regarding the assessment of the functional role which may be analytically attributed to the national state in the present and the future. Although their observations coincide with the debates on globalisation going on in political economy and political science, their conclusions are not in line with the special structure of political activity. Unlike their state/theoretic "hegelianism" (Guehenno) and system theory, functional definition of government activity (Willke), the author looks into the contemporary operation of the state from the legal/philosophical perspective. The role of the Chetnik movement on the territory of the Independent State of Croatia has never been completely clarified. The author points at three aspects of the role of the Chetnik movement in the Independent State of Croatia: their role in territorial organization of the Independent State of Croatia, contractual linking with the government of the Independent State of Croatia in order to destroy military the antifascist movement and the efforts to gain Croatian Yugonationalists over for their purposes. Although it had had some drawbacks, Dayton's Peace Accord was to be a successful one due to the following reasons: Firstly, USA finally realised they had been the crucial factor of war ending in Bosnia and Herzegovina, otherwise their credibility as the great power would be put into question. Secondly, Croatian military operation called 'Oluja' ('Storm') and ruthless bombing of Serbian targets in Bosnia and Herzegovina changed balance of power and created factual fundament for negotiation on territorial division by drawing of future maps on the field. Thirdly, Milošević finally realised Serbs from Bosnia were a primary obstacle toward the lifting of international sanctions and set free isolation. Fourthly, American administration gave a full freedom to the main negotiator Holbrooke to lead the negotiations. Finally, Dayton's Peace Accord managed to ensure the cease of fire, which was the greatest achievement of it. On the other hand, it could not give the answer to the question of the future of Bosnia and Herzegovina either it is in integration or separation. The basic problem which is going to appear during its implementation will include nation building process on the ruins of the war. This is because the above mentioned process is influenced by domestic political forces, considerations and dilemmas besides strong international civic and military presence. In this point coercive diplomacy has proven to be unsuccessful. It might be rung off.
A number of military units were active on the territory of the Independent Stat of Croatia (ISC). Since the end of 1941 there were, in the operational sense, one side the armed forces of ISC, Germans, Italians and chetniks, and on the other side partisans. Numerical ratio changed depending on the events in the field and the international situation. The armed forces of the ISC were repeatedly trained and getting more numerous. Until the middle of 1944 their number exceeded the chetniks and partisans together, which jeopardized ISC. The force of ISC were dependent on Germans, and until 1943 on Italians too. German and Italian units were getting stronger, but they were not supported by the local population. Italian units supported the chetniks, thus provoking strong resistance of the population, who in the so-called Italian zones joined the partisans. Chetniks were also supported by Germans, chetniks from Serbia and Montenegro, and the government of the Kingdom of Yugoslavia. Near the end of the war, chetniks went over to the partisans in great number because of loss o support by the Germans and Italians. Partisans, making use of the enemy's mistakes, got stronger and stronger. The partisan predominance was realized only when the countries of the antifascist coalition decided to support Josip Tito, the communist-partisan leader. Since the autumn of 1944 partisans got abundant military and political support which helped them win the war. (SOI : CSP: S. 196)
The author deals with the history of Croatian Home Guardsmen in the World War Two. The organization and the development of the Home Guard, or Croatian, armed forces is presented, with reference to the political, military and economic conditions. The author emphasizes the need for further studying the history of Croatian Home Guard in the Independent State of Croatia. Along these lines the author presents his views of the problem. International pressure prevented Croatia from ending the occupation of eastern Slavonia by military means. The author claims that the policy of peaceful integration and the UNTAES mandate are rife with risks which might jeopardize the eventual Croatian control of that region. He points out a set of contentious issues related to the occupied territory: the incomplete demilitarization, dual government (parallel UNTAES and Serbian authorities), no return for the non-Serbian refugees, staying on of the Serbs from other parts of Croatia, Bosnia and Serbia. Particularly risky for Croatia are the efforts of the local Serbs to retain absolute ethnic majority as the grounds for establishing territorial autonomy which would enable the militant accolytes of Greater Serbian politics to remain in the region and push for the secession and annexation by Serbia, the efforts which would in all probability be given military support by Serbia, this time under the circumstances which would be much more unfavourable for Croatia than in 1995. The author concludes that for Croatia the only acceptable solution is the total integration of eastern Slavonia and the establishment of full Croatian sovereignty while the creation of a Serbian autonomous province in that region must on no account be permitted.
