Die vorliegende Parlamentsstudie hat zum Ziel, die Ergebnisse der sozialistischen Jugendpolitik der SED zu analysieren. Untersucht wurde die Entwicklung wesentlicher Seiten des sozialistischen Klassenbewußtseins der Jugend sowie ihre gesellschaftliche Aktivität. Hierzu wurden ca. 10.000 junge Arbeitnehmer und Studenten zum Einfluß der Massenmedien auf die Bewußtseinsentwicklung mittels standardisiertem Fragebogen 1975 schriftlich befragt. Die Ergebnisse der Untersuchung unterstreichen "die große Rolle, die die sozialistischen Massenmedien bei der Entwicklung des sozialistischen Bewußtseins junger Werktätiger spielen". Ein großer Teil der Lehrlinge informiert sich weniger häufig im politischen Bereich als Studenten und im Beruf Stehende. Mit Nachrichten und politischen Sendungen der DDR werden vorwiegend "die ideologisch gefestigten Jugendlichen erreicht". Musik-und Unterhaltungssendungen der DDR werden durch die Mehrzahl der Jugendlichen empfangen. Die Jugendsendung "rund" des Fernsehens der DDR erreicht jeden zweiten Jugendlichen. Die Rolle der Massenmedien für die ideologische Entwicklung und Erziehung wird dadurch unterstrichen, daß ca. 80 Prozent der jungen Arbeitnehmer "überzeugende Antworten" aus Presse, Funk- und Fernsehen auf ihre politisch-ideologischen Fragen erhalten. Es wird auch festgestellt, daß der Einfluß der Sender der BRD unter der Jugend nicht zugenommen hat. Die Häufigkeit des Empfangs von Westsendern ist in erster Linie von der ideologischen Grundposition der Jugendlichen abhängig. "Im Kampf gegen Einflüsse des Gegners kommt der klassenmäßigen Erziehung, der offensiven ideologischen Arbeit unter der Jugend die entscheidende Bedeutung zu." (psz)
Never before has the Europe experienced such institutional and political changes in so short a time. The European Commission has promoted media programs that broadly report on the future of Europe, which included the project "Grasping European Politics - Youth Discussion in Six Provincial Parliaments". This project focused on youth, who generally have limited political interest and serious knowledge deficits, required active participation, and concentrated on Berlin and the five new provinces. Growing democracy, freedom and rights for EU citizens, integration and expansion, bridges between east and west, economic expansion and labor issues, education and cultural programs, and participation in the EU were discussed at the local congressional halls with EU representatives and experts. The youth strongly defended acceptance of regional interests, the maintenance of the environment, and just regulation of the economic markets, and voiced doubts over increasing unemployment and internal and external security. Several questions were raised regarding educational standards and the support and promotion of European cultural diversity. The exchanges highlight the intransparency and incomprehensibility of existing European information policies.
Die 1979 durchgeführte Untersuchung unter 1788 jungen Werktätigen und Studenten zum Zusammenhang von individueller Lebensgestaltung und Kultur- und Medienverhalten belegt, daß das Hören von Tonträgern, Treffen mit Freunden und Kinobesuche die beliebtesten Freizeitaktivitäten darstellen. Trotzdem nimmt das Fernsehen auch bei den Jugendlichen den größten Teil der Freizeit in Anspruch. Unterhaltungssendungen und jugendrelevante Sendungen werden bevorzugt. Die höchsten Umschaltquoten zeigen sich bei den Nachrichten und Unterhaltungssendungen der DDR-Sender. Kultursendungen sind für 30 v.H. der Jugendlichen interessant. Zunehmende Nachfrage nach Disko- und Tanzveranstaltungen geht einher mit einem Rückgang des Leseinteresses. Beattitel werden als künstlerische Widerspiegelung der Gegenwart gleichrangig mit Werken der bildenden Kunst und Theaterstücken anerkannt. DDR-Erzeugnisse auf dem Gebiet von Gegenwartsfilm und Literatur haben in dem Maße Erfolg wie sie gesellschaftliches Engagement und Präsentation jugendlicher Helden miteinander verbinden. AbstractThis article discusses environmental technology developments in the Department of Defense (DOD) and how the use of innovative technologies can substantially reduce costs and increase the effectiveness of DOD environmental programs. DOD's overall strategy for environmental technology is to identify and establish priorities among users' needs and to implement environmental solutions through the development of technologies and their subsequent transfer to the user community. The authors examine the oversight and management of the Environmental Technology Development Process (ETDP) and the roles of the Director of Defense Research and Engineering (DDRE) and Deputy Under Secretary of Defense for Environmental Security (DUSD(ES)). The respective roles of the Strategic Environmental Research and Development Program (SERDP), Environmental Security Technology Certification Program, and supporting efforts by the military components are reviewed. The authors also highlight a number of promising environmental technology initiatives and their potential benefits to DOD. The article concludes with a discussion of DOD technology transfer efforts and the mechanisms being used for the collection and dissemination of data on technology availability and performance—including relevant Web site and Internet addresses.
This study examines the experiences and perceptions of disarmament, demobilization and reintegration (DDR) and post-conflict peacebuilding processes in Nigeria's oil region by obtaining quantitative results from surveying a sample of 396 ex-insurgents and non-insurgents and then following up with 45 purposefully selected informants to explore these results by in-depth interviews. The study was designed to fulfil three main objectives. The first objective was to evaluate post-conflict transformations in the oil region following the material investment in DDR and peacebuilding processes. The second objective was to explore the state of peace in the oil region by identifying significant relationships between DDR interventions and changes in the attitudes and behaviours of conflict actors as well as changes in the conflict trend. The third objective was to explore the theoretical and practical implications of the peacebuilding program with regards to the nature of peace in the oil region. This study found that post-conflict peacebuilding produced change at the cultural, intrapersonal, structural, and interpersonal levels, which formed the basis for the development of the CISI model of Conflict Transformation. Secondly, post-conflict transformations in the oil region were mechanistically determined, and in tension with communitarian perspectives, which sees change as an ecological process. Thirdly, the incentives built into the peace process created new expectations in the oil region, reinforced by a confluence of programmatic and political factors that affect the opportunities individuals can generate for themselves, and how this creates the condition for instability. Finally, this research lays out four typologies of peace and develops a theoretical understanding of the nature of peace as punctuated peace. This article examines the contentious question of the appropriate position of veterans in a postwar society, by juxtaposing the externally led reintegration policies with local conceptions of (re-)integration propagated in the veterans' circles of the Kosovo Liberation Army. Reintegration assistance, a constituent part of post-conflict reconstruction efforts, ultimately aims at demilitarization by supporting the return of former combatants to civilian life in the wake of armed conflict. As is illustrated with the case of Kosovo, reintegration programs can hardly live up to their overly ambitious aims; the assumed division between the combatants and the rest of the society is problematic in the context of partisan warfare. Despite pledges to contextual sensitivity, reintegration programs cannot do justice to the complexity of postwar realities. Hence, if disarmament, demobilization and reintegration (DDR) is to be successful beyond dismantling the machinery of war, more attention has to be paid to existing social cleavages and group boundaries formed on the basis of varying wartime experiences. Auf der Basis nicht näher erläuterter oder zitierter "Untersuchungen bei jungen Werktätigen in Mageburg, Leipzig und Dresden" wird das Rundfunk- und Fernsehverhalten Jugendlicher unter dem Gesichtspunkt des "Einstrahlens westlicher Massenmedien" thematisiert. Es werden u.a. folgende Zahlen genannt: 50 Prozent der Jugendlichen in Leipzig und Magdeburg sahen täglich Sendungen des BRD-Fernsehens, weitere 41 Prozent ein- oder mehrfach wöchentlich (beim Rundfunk: 51 Prozent zu 38 Prozent); in Dresden liegen diese Zahlen wegen der mangelnden Reichweite deutlich niedriger. Es wird gefordert, die Jugendprogramme in der DDR auszudehnen und qualitativ zu verbessern, um die "Auseinandersetzung mit der bürgerlichen Ideologie" offensiver anzugehen. (psz)
