ORGANIZATIONAL DIMENSIONS OF THE COVID 19 TASK FORCE ; DIMENSI ORGANISASI GUGUS TUGAS PERCEPATAN PENANGANAN COVID-19
Covid 19 that has hit the Indonesian nation has had a multidimensional impact on people's lives. The formation of the Task Force for the Acceleration of Handling Covid 19 is a concrete step for the government in response to this problem. The Task Force has certainly faced various obstacles, challenges and problems in carrying out its duties and functions. One of them will be related to the arrangement of the various dimensions of the Task Force organization in several laws and regulations that govern it. The research method used is descriptive and juridical normative with the aim of obtaining a complete and comprehensive description and evaluation of the organizational dimensions of the Task Force that have been stipulated in several laws and regulations as a product of public policy. The results showed that the Task Force as the operating core of government policies / programs dealing with Covid 19 was an ad hoc institution that was a political organization. Regulations for several structural and contextual dimensions are contained in Presidential Decree No. 7/2020, Presidential Decree No. 9/2020, Presidential Regulation No. 82/2020, and Decree of the Chair of the Task Force No. 16/2020, namely formalization, specialization, hierarchy of authority, organizational goals and organizational size. ; Covid-19 having hit the Indonesian nation has multidimensionally impacted on people's lives. Some structural and contextual organizational dimensions of the Task Force, namely formalization, specialization, hierarchy of authority, organizational goal, and organizational size, are contained in (a) Presidential Decree No. 7/2020, (b) Presidential Decree No. 9/2020, (c) Presidential Regulation No. 82/2020, and (d) Decree of the Chair of the Task Force No. 16/2020, namely formalization, specialization, hierarchy of authority, organizational goals and organizational size.

MANAJEMEN KOMUNIKASI PEMERINTAH PUSAT DALAM MENANGANI COVID-19
ABSTRACTIndonesia is considered as the country in the highest risk category for failing to deal with the Corona Virus Disease or COVID-19 pandemic. In addition, Indonesia is also in the lower category of countries with a level of security from the threat of COVID-19. This situation is exacerbated by the assessment that the available health care system and health insurance system are still far from the universal standard of health. Governance and public communication practices of government that are responsive, prompt, precise, and transparent before, duringand after a crisis are the hopes of the public. However, it seems that this is not the case during the COVID-19 pandemic. The government continues to receive criticism from various parties. A strategy is needed to communicate the policies designed by the marathon by the Central Government to the regions. Communication management is very urgent and important to do sothat the public has an overview of the steps and strategies taken by the Government in dealing with the global outbreak. No less important is rebuilding public trust amid the growing infodemic about the Corona virus. This article provides an overview of the steps and strategies undertaken by the Central Government in formulating its communications management strategy.Keywords: Communication Management, Central Government, Managing Covid-19

PENGORGANISASIAN KOMUNITAS PENGOJEK DALAM MENGHADAPI PANDEMI COVID-19
ABSTRAK Pandemi Covid-19 telah menurunkan pendapatan pengojek di Kecamatan Jatinangor Kabupaten Sumedang. Mahasiswa yang biasanya menjadi konsumen utama mereka tidak berada di kawasan tersebut karena kebijakan belajar dari rumah. Penelitian ini bertujuan untuk menggambarkan upaya-upaya alternatif dalam penguatan kapasitas para pengojek agar dapat mengatasi situasi pada situasi pandemi Covid-19. Penelitian ini menggunakan pendekatan kualitatif dengan metode snowball. Informan yang dipilih merupakan pengojek yang berlokasi di Kecamatan Jatinangor Kabupaten Sumedang. Pendekatan teoritik yang digunakan adalah community organizing, khususnya dimensi penguatan kapasitas. Penguatan kapasitas terdiri dari beberapa aspek, yaitu munculnya kepemimpinan lokal, berkembangnya organisasi lokal yang bersifat formal dan informal, terbukanya akses komunikasi vertikal dan horizontal diantara para pengojek, dan terbukanya hubungan para pengojek dengan pihak luar. Hasil penelitian menunjukkan penguatan kapasitas pengojek di lokasi penelitian belum optimal dilihat pada aspek kepemimpinan lokal dan hubungan para pengojek terdampak dengan pihak luar. Hal ini disebabkan belum adanya pemimpin yang bertugas untuk mengatur pesanan para penumpang dan pengojek pangkalan belum melakukan kolaborasi dengan pihak luar. Oleh karena itu, peneliti menyarankan para pengojek perlu optimalisasi penguatan kapasitas mereka antara lain dengan cara pendampingan pelatihan, seperti penggunaan teknologi informasi dan komunikasi. Selain itu, peneliti juga menyarankan pengojek pangkalan juga dapat meniru layanan ojek online. Untuk meningkatkan pendapatan, pengojek pangkalan sebaiknya melakukan perubahan transformasi layanan ojek, seperti penyesuaian tarif, layanan antar jemput, layanan antar barang, mengadakan promosi, dan berkolaborasi dengan berbagai pihak. STRENGTHENING THE CAPACITY OF MOCKERS IN THE FACE OF THE COVID-19 PANDEMIC ABSTRACT The Covid-19 pandemic has decreased the revenue of mockers in Jatinangor District of Sumedang. Students who are usually their main consumers are not in the area due to home study policies. This research aims to illustrate alternative efforts in strengthening the capacity of mockers to be able to overcome the situation in the Covid-19 pandemic situation. The study used a qualitative approach with the snowball method. The informant selected is a mocker located in Jatinangor District of Sumedang. The theoretical approach used is community organizing, especially the dimension of capacity strengthening. Capacity strengthening consists of several aspects, namely the emergence of local leadership, the development of local organizations that are formal and informal, the open access to vertical and horizontal communication between the mockers, and the open relationship of the mockers with outsiders. The results showed that the strengthening of the capacity of the mocker at the research site has not been optimally seen in aspects of local leadership and the relationship of affected mockers with outsiders. This is because there is no leader in charge of arranging the orders of passengers and the base mocker has not collaborated with outside parties. Therefore, researchers suggest that mockers need to optimize their capacity strengthening, among others, by means of training assistance, such as the use of information and communication technology. In addition, researchers also suggest base mockers can also imitate online motorcycle taxi services. To increase revenue, base mockers should make changes in the transformation of motorcycle taxi services, such as tariff adjustments, shuttle services, freight forwarding services, conducting promotions, and collaborating with various parties.

ABSTRACT Bali as a barometer of tourism in Indonesia is struggling to suppress the rate of Covid 19. Various efforts to restore the economy are continuously being carried out by the Bali Provincial Government, both in the form of programs and economic stimulus from both the central government and regional governments that have been launched so that there is growing confidence among tourists in the implementation of the protocol. health in Bali. The Communication Strategy also plays an important role in the success of the Bali Provincial Government in reducing Covid 19 cases. Reducing Covid cases in Bali is clear evidence of the success of a good communication strategy. The steps taken include implementing an Operational Strategy, a Persuasive and Educational Approach Strategy, a Cooperation Approach Strategy, Setting Goals and Planning, Conducting Implementation, and Evaluation. In addition, the Balu Provincial Government has also succeeded in overcoming several obstacles, including Sociological Barriers, Psychological Barriers, and Physical Barriers. Transforming the digital leadership to improve public service performance in the COVID-19 outbreak
The low HDI in Pandalungan is a government-focused development priority, especially in the healthcare sector. The attempts to break the COVID-19 chain must be made to improve the quality of government services in the region. In optimizing the activities, the sub-district leaders play a significant role. There is an appeal to the sub-district leaders to enforce social distance since there is no face-to-face meeting with the appliance assigned. The Camat (a sub-district head) needs to adjust to this situation, so the Camat uses new media to perform his tasks. The COVID-19 pandemic affects several aspects of life, including the style of leadership. Digital leadership has become a model of leadership that is successful during the time of the COVID-19 pandemic. The current study, based on those evaluations, is aimed at assessing the impact of digital leadership on the performance of public services by the sub-district chief Pandalungan. To meet the goal of the study, a qualitative approach is applied. It can be concluded that transformational leadership is oriented towards the organization's vision and goals, which are outlined in action.

Cooperation between ASEAN Member States in Handling Covid-19 in the Southeast Asia Region
The outbreak of the covid-19 outbreak is a significant threat in parts of the world, one of which is the Southeast Asia region. Facing these conditions, ASEAN as the largest regional institution that accommodates country cooperation in the Southeast Asia Region has agreed to work together to reduce the negative effects of the corona virus through a number of policies. Cooperation is carried out through ASEAN mechanisms to cooperation with other organizations. The various collaborations discuss a number of matters, including mitigation in the health sector, responses in the economic sector, as well as measures in the tourism and travel sector. However, in this cooperation there are a number of challenges for ASEAN regional cooperation in dealing with the Covid-19 pandemic such as the lack of information regarding the handling of Covid-19 received by ASEAN members, the slow response of ASEAN in dealing with Covid-19, the different policies taken by each member country further encouraging ASEAN to continue working to find solutions in tackling the Covid-19 pandemic. This research focuses on any efforts to deal with Covid-19. The methodology used is a qualitative research design. Researchers used the concept of the role of ASEAN and handling the pandemic to analyze this study. The results show that ASEAN member countries have a strategic role in tackling the spread of Covid-19 in a number of fields such as health, trade and socio-economy.

Micro, Small and Medium Enterprises (MSMEs) are business activities that are able to expand employment opportunities and can play a role to improve equity and income of people. Therefore, the development of MSMEs still faces various constraints that need attention from various parties, especially the government, both central and local one. This research aims to find out the capacity of local government in empowering MSMEs during COVID-19 pandemic in Sukabumi City. The capacity of local government is based on three levels, namely system level, organizational/institutional level, and individual/human resource level. Method of this research is descriptive-qualitative method by maximizing primary and secondary data. Collection of primary data uses interview and observation, meanwhile secondary data are collected by documentation. The collected data are qualitatively described. Results of this research indicate that the capacity of local government based on system level, organizational/institutional level, and individual/human resource level is needed in empowering MSMEs during COVID-19 pandemic in Sukabumi City. The capacity building of local government of Sukabumi City has been conducted but it is not optimal yet and therefore the capacity building of local government is needed to improve the contribution of MSMEs on the local economy. Abstract COVID – 19 is an unprecedented occasion that forces every state to adapt to the current changes in the dynamics of international relations. The impacts that are given by the Pandemic are not only on the health aspects, but also give the spillover effects to some aspects, such as economy and social, as the result of the closed-border policy and the restrictions policy on trading. By that means, the holistic and comprehensive approaches are needed to tackle the pandemic. Furthermore, Global Health Diplomacy is considered as one of the instruments or means to tackle the impacts of it. Notwithstanding, there are some states which implement the Me First Policy, especially at the beginning of the Pandemic. Predicting Covid-19 Vaccination Intention: The Role of Health Belief Model of Muslim Societies in Yogyakarta
After implementing various policies to deal with covid-19, which were still considered ineffective, the Government of Indonesia is now trying to implement a mandatory vaccination policy for all of its citizens. However, the program's success depended on the perceptions and beliefs that developed in the community regarding the covid-19 vaccine itself. This study aimed to examine the Health Belief Model (HBM) effect using the variables of perceived susceptibility, severity, benefits, and barriers on covid-19 vaccination intention. By using a quantitative method that was cross-sectional and involving 452 respondents who were taken using the purposive sampling method. After being analyzed using Partial Least Square Structural Equation Modeling (PLS-SEM), the results of this study showed that perceived susceptibility, severity, and benefits had a positive influence on covid-19 vaccination intention. At the same time, the perceived barrier showed a negative effect. In the end, this study provided a theoretical model of HBM in predicting behavioral intention, which in turn, predicted behavior. On the other hand, this research also provided a starting point for research into the interest in vaccination against covid-19 in Indonesia

Dynamic Governance Capabilities in Regional Budget Policy Formulation to Create Agile Bureaucracy During Covid-19
This pandemic period is the most difficult period for local governments, especially the pandemic has been going on for almost one fiscal year. The sudden arrival of the pandemic has forced the government to do budget refocusing. This study specifically wants to describe the dynamic governance capabilities of local governments in formulating regional budget policies during the pandemic or after the Covid-19 outbreak ends, so that in the future fiscal year, agile bureaucracy will be built in the regions. Another objective of this study is to describe the fundamental problems that occur in the budget formulation process and offer guidance related to how to solve problems in the budget preparation cycle for the 2021 fiscal year. The focus of the study is on the process of making budgeting policies in the regions, not on fiscal policies. This study uses a qualitative descriptive method, with data sources entirely obtained through secondary sources, so that this study can be called a literature research. The results of this study found that within the framework of thinking a head, local governments must be able to applicate using existing budgetary flexibility and exceptional spending procedures to fund first, so that the programs and activities to be carried out can be more flexible. Another thing that was found was the accelerating revision of regional finance regulation to secure a budget for the response through. During this pandemic, local governments continue to carry out planned programs and activities, so that regional budget absorption can be achieved and the economic life of the community can continue to develop.
