THE GRAVITY OF TOBACCO SMUGGLING. PREDICTING BILATERAL ILLICIT CIGARETTE FLOWS FROM AGGREGATE DATA

nternational tobacco smuggling remains an important concern for governments, tobacco manufactur-ers and health experts alike. While often linked to other forms of illegal activities, it also directly impacts govern-ment tax and health policies. Knowledge of factors that contribute to illicit tobacco trade and the existence of smug-gling routes is strongly hampered by the lack of reliable data on bilateral flows of illicit tobacco. Therefore, recon-structing the trafficking routes and estimating the size of cross-border illicit flows are crucial steps for gaining bet-ter understanding of these crimes and enforcing actions aimed at countering them. This study is the first to use grav-ity estimation techniques to decompose aggregate illicit cig-arette inflows for which data are available into their bilat-eral components. Our approach is a simple and effective method that can serve as a complement to other methods of pinpointing international trafficking flows such as empty discarded pack data or network analysis to help in the fight against illicit tobacco flows. Policymakers, customs officials as well as law enforcement can employ the presented meth-ods as an additional tool in the fight against illicit trade. Usefulness of existing databases on homeless people for policymaking
The article, based on different quality indicators (such as stability of definitions, data accessibility, connectivity and data interchangeability, frequency of data collection, targeting population, exclusivity and data accuracy), explores three types of databases on homeless people. Among analyzed databases, there are: a) database on social care programmes financed by the Ministry of Labour, Family, Social Affairs and Equal Opportunities; b) database on social care programmes included in evaluation sheme financed by this ministry; c) database on information system of centres for social work. The article's main contribution is a systematic review of databases usefulness, their (dis)advantages, and opportunities for researchers and policymakers.
PLATFORMISATION AND HUMAN RIGHTS: DOES USE OF THE SLOVENIAN #OSTANIZDRAV APP BYPASS PRIVACY RIGHTS?

Abstract. The article aims to explore the public's fear of data being misused when using European Covid-19 contact-tracing applications. The point of departure lies in considering the research question of whether the Covid-19 pandemic has influenced the platformisation of traditional institutions, i.e., whether the design of Europe's proximity-tracing applications mimic the dataintensive web services of commercial platforms, namely commercial APIs and their data policies, in order to bypass the right to privacy. We accordingly argue that is vital to address the public's fears of governmental and corporate dataveillance as well as data misuse while using such apps. The investigation entails of a critical analysis of the Exposure Notification System framework designed by Apple and Google (or GAEN) and the #OstaniZdrav application. The article rejects the justification of the public's fear of governmental dataveillance, while recognising the possibility of corporate data misuse. CHARACTERISTICS OF FIRST SEXUAL INTERCOURSE AMONG SECONDARY SCHOOL STUDENTS IN SLOVENIA

Abstract. The article presents data on the social characteristics of first sexual intercourse (FSI) among secondary school students in Slovenia, collected as part of the research project "Sexuality of Secondary School Students in Slovenia". The results show that for most respondents their FSI was a planned event occurring within an intimate partnership. Protective measures are used to a considerable extent. There are statistically significant gender differences in the majority of the results. The data show responsible behaviour during the FSI, although a share of the respondents is exposed to sexually transmitted infections (STIs). The data may be used for policy decision-makers, especially in terms of sex education and addressing the STI issue.

OCCUPATIONAL HEALTH IN SLOVENIA

While considering a two-level approach, in the article we discuss systemic issues related to occupational safety and health (OSH) data. On the individual level, we focus on OSH incidents that indicate the status of occupational health. On the company level, we examine OSH management data that reveal the monitoring system. Our analysis shows that the Slovenian OSH data collection system depends on employers' reporting rather than on professionals monitoring workers' health. The OSH system is oriented to legal compliance more than the regular monitoring of OSH activities. The introduction of systemic measures that integrate the various OSH stakeholders and reintegrate occupational medicine into the health system is recommended. The article presents the use of phraseological units (PUs) in texts about
the 2022 Slovenian presidential elections published in three magazines
and partly on three web portals. The data are compared with existing data
on phraseology in journalistic texts generally. Common characteristics are
presented according to the text type, distribution and use of phraseological
modifications. The connotation of PUs that reveals the writer's temperament
or intention proves to be dangerous. If this connotation is absent, the
rational control of expression is revealed. These characteristics of PUs pose
a problem when a linguist wants to determine the status and function of a
PU.

Slovenski odnos do zveze NATO: Omejitve pragmatizma ; Slovene attitudes towards NATO: The limits of pragmatism
Članstvo Slovenije v Natu je označeno kot pragmatično, Slovenijo celo obtožujejo, da je nezanesljiv partner znotraj zavezništva. Delo raziskuje zgodovinske dogodke, ki so vplivali na pot Slovenije do članstva v Natu in analizira, kako zavezništvo dojema generacija, ki je članstvo uresničila in kako nanjo gledajo mladi Slovenci danes. Raziskava temelji na interpretativni paradigmi, saj želim razumeti dejanske odnose in dojemanje slovenskih geopolitičnih predstav. Domneva se, da lahko globlje razumevanje odnosov in dojemanj med Slovenci pomaga razložiti neskladnost med članstvom v Natu in domnevnim pomanjkanjem zavezanosti članstvu. Raziskava sloni na kvalitativnem pristopu. Uporabljeni podatki so bili zbrani s pomočjo polstrukturiranih intervjujev in razgovora s fokusno skupino. Tematska analiza je bila izvedena s pomočjo računalniške programske opreme za obdelavo kvalitativnih podatkov (Computer-Assisted Qualitative Data Analysis Software). Z raziskavo sem ugotovil, da je politični pragmatizem v Sloveniji prispeval k pomanjkanju zavezanosti zvezi Nato. Udeleženci raziskave so izrazili prepričanja, ki so razkrila nekaj glavnih sestavin slovenskega pragmatizma. Poleg tega raziskava razkriva pomanjkanje razumevanja zavezništva (tako med odločevalci kot v širši javnosti) ter da so Slovenci na zunanjepolitičnem področju bolj naklonjeni nevtralni drži. ; Slovenia's membership within NATO has been described as pragmatic ; even further, Slovenia has been accused of being an unreliable partner within the alliance. This study examines the historical events which influenced Slovenia's path to NATO membership and analyzes how this alliance was perceived among the generation who attained it and how it is perceived among young Slovenes today. This study is grounded in the interpretive paradigm since I am seeking to understand the underlying attitudes and perceptions of Slovene geopolitical imagination. It is believed that a deeper understanding of the attitudes and perceptions among Slovenes can help explain the incongruity between NATO membership and its alleged lack of commitment. A qualitative approach was chosen for this research. A thematic analysis of data obtained through interviews was conducted with the aid of Computer-Assisted Qualitative Data Analysis Software. This study found that political pragmatism in Slovenia has contributed to the lack of commitment to the NATO alliance. Participants involved in the study expressed beliefs which revealed several of the main ingredients of Slovene pragmatism. Further, this study found that despite its NATO membership, there is a lack of understanding of the alliance (among decision-makers and the general population) and that Slovenes prefer neutral foreign policies.

EXPLOITATION OF CHILDREN IN THE 21st CENTURY – SOCIALLY NEGLECTED CHILDHOODS

Abstract. Childhood is socially constructed, depending on social, economic and cultural circumstances. Poverty, social differences, conflicts, and social injustice have a negative impact on children's lives. The aim of the article is to present childhoods under conditions of exploitation. Despite general progress, and the emancipation of children's rights, data confirm an increase in the number of children who are engaged in war conflicts, perform difficult and inappropriate work, or in slavery. In conclusion, the exploitation of children is considered in the context of social conditions and processes, neoliberal capitalism, globalisation, and documents that guarantee children's rights.

POLITICAL POLARISATION IN SLOVENIA AND ITS EFFECTS ON LIBERAL DEMOCRACY

Concerns have been raised over the possible link between the growing political polarisation and fears of autocratisation in Slovenia. Faced with a lack of empirical data, we seek to answer two questions. First, how has political polarisation developed in Slovenia? We show that Slovenia has experienced massive increases in both ideological and affective polarisation on the levels of the citizenry and political parties. Second, what has been the effect of political polarisation on liberal democracy in Slovenia? A GLS (generalised least squares) model for the period 1992 to 2022 confirms negative effects only for affective, but not ideological polarisation regarding V-Dem's liberal democracy and judicial constraints on the executive indices. The local geodetic service systematically provides information that is relevant to the implementation of the strategic policies of the sustainable development & rational management of space, municipality environment & wider local communities. It is also important as a public service for supplying data to the professional & interested public in their further work, as well as for providing information at the state level & within the framework of the European integrations. The paper explains why the institute of the local geodetic service differs in individual local communities. The central part of the paper deals with some additional possibilities of using the services from the area of the local geodetic service. These services can essentially contribute to better political decisions of local communities in making strategically relevant decisions. Adapted from the source document.
"Vedno ko se peljemo v avtu, mora biti radio": radijske in avdio prakse v vsakdanu mladih

This paper focuses on understanding radio in the everyday life of young people:
the role it plays in the context of their family life; how it is positioned relative to
music; which novelties in the listening and selection of audio content do they practise. We rely on data from qualitative research performed in the project Media
repertoires among youth, which included semi-structured group interviews with 67 young people aged 12–19 years. The radio is not listened to on their own
initiative or individually, but with their parents; most often while they are driving
around in the car. Their everyday life is most notably marked by music, which they
primarily associate with listening on demand and at their own choice, through
digital devices. These media choices are complemented by podcasts, especially
among high school students.
