The regionalization of Slovenia implies that it is about a demanding professional & political project, which is expected to be completed in 2008 by establishing the regions. The beginning of their functioning is planned as from 1 January 2009. In order to provide this process, some constitutional amendments were introduced in 2006 The regional legislation with its associated implementing regulations should implement them. The bills on regions, their financing, regional elections & establishment of regions (these bills are already being discussed in the National Assembly of the Republic of Slovenia) are a touchstone for introduction of regions & for a successful beginning of their functioning. There is a variety of challenges & dilemmas regarding regional competences & the number of regions, own tax resources, regional authority organization & other issues. Very few international standards & good local & regional self-government principles are adhered to in Slovenia. For this reason, some criticism has come from the Council of Europe & the European Union. Although regionalization is an internal matter of the states concerned, the European principles regarding the objectives of regionalization, division & sharing of powers between levels of government, the scope of regional self-government, sharing of tax revenues & public finance, the connection between the regionalization processes & European & world processes, etc. cannot be avoided. After explaining the difference between the notions of self-government & local autonomy, the applicability of both to the description of the political-administrative status of the Slovene city of Ljubljana in the 19th-century Austrian Empire is examined. The Austrian March Constitution of 1849, its abolishment by the emperor Franz Joseph in 1851, the municipalities law of 1849 & 1862, & December Constitution of 1867 are some of the legal acts examined in the outline of the chronology of the self-government & autonomy of Ljubljana as a provincial capital in the Austrian Empire. The powers & prerogatives contained in the city's municipal statues are discussed, considering the relationship & power sharing between the state & municipalities in the Austrian Empire & the Austria-Hungary dual monarchy. The study of the Ljubljana archive sources concludes that prior to 1895, the city's municipal council powers to issue normative legislation were limited, & an increased norm-giving activity resulted only from the need to rebuild the city after the 1895 earthquake. The council's municipal autonomy was largely responsible for regulating all reconstruction activities, including the organization & modernization of transport, electrification, & other infrastructure. Slovenski odnos do zveze NATO: Omejitve pragmatizma ; Slovene attitudes towards NATO: The limits of pragmatism
Članstvo Slovenije v Natu je označeno kot pragmatično, Slovenijo celo obtožujejo, da je nezanesljiv partner znotraj zavezništva. Delo raziskuje zgodovinske dogodke, ki so vplivali na pot Slovenije do članstva v Natu in analizira, kako zavezništvo dojema generacija, ki je članstvo uresničila in kako nanjo gledajo mladi Slovenci danes. Raziskava temelji na interpretativni paradigmi, saj želim razumeti dejanske odnose in dojemanje slovenskih geopolitičnih predstav. Domneva se, da lahko globlje razumevanje odnosov in dojemanj med Slovenci pomaga razložiti neskladnost med članstvom v Natu in domnevnim pomanjkanjem zavezanosti članstvu. Raziskava sloni na kvalitativnem pristopu. Uporabljeni podatki so bili zbrani s pomočjo polstrukturiranih intervjujev in razgovora s fokusno skupino. Tematska analiza je bila izvedena s pomočjo računalniške programske opreme za obdelavo kvalitativnih podatkov (Computer-Assisted Qualitative Data Analysis Software). Z raziskavo sem ugotovil, da je politični pragmatizem v Sloveniji prispeval k pomanjkanju zavezanosti zvezi Nato. Udeleženci raziskave so izrazili prepričanja, ki so razkrila nekaj glavnih sestavin slovenskega pragmatizma. Poleg tega raziskava razkriva pomanjkanje razumevanja zavezništva (tako med odločevalci kot v širši javnosti) ter da so Slovenci na zunanjepolitičnem področju bolj naklonjeni nevtralni drži. ; Slovenia's membership within NATO has been described as pragmatic ; even further, Slovenia has been accused of being an unreliable partner within the alliance. This study examines the historical events which influenced Slovenia's path to NATO membership and analyzes how this alliance was perceived among the generation who attained it and how it is perceived among young Slovenes today. This study is grounded in the interpretive paradigm since I am seeking to understand the underlying attitudes and perceptions of Slovene geopolitical imagination. It is believed that a deeper understanding of the attitudes and perceptions among Slovenes can help explain the incongruity between NATO membership and its alleged lack of commitment. A qualitative approach was chosen for this research. A thematic analysis of data obtained through interviews was conducted with the aid of Computer-Assisted Qualitative Data Analysis Software. This study found that political pragmatism in Slovenia has contributed to the lack of commitment to the NATO alliance. Participants involved in the study expressed beliefs which revealed several of the main ingredients of Slovene pragmatism. Further, this study found that despite its NATO membership, there is a lack of understanding of the alliance (among decision-makers and the general population) and that Slovenes prefer neutral foreign policies.

The local geodetic service systematically provides information that is relevant to the implementation of the strategic policies of the sustainable development & rational management of space, municipality environment & wider local communities. It is also important as a public service for supplying data to the professional & interested public in their further work, as well as for providing information at the state level & within the framework of the European integrations. The paper explains why the institute of the local geodetic service differs in individual local communities. The central part of the paper deals with some additional possibilities of using the services from the area of the local geodetic service. These services can essentially contribute to better political decisions of local communities in making strategically relevant decisions. Adapted from the source document.

The public procurement volume amounts to 10.5% of GDP which represents a considerable part of the Slovene economy. Thus, public procurement remains an important generator of economic growth & one of the key agents for the public financial expenditure policy. The public procurement analysis shows that the public procurement structure & share did not essentially change in Slovenia from 2001 to 2006. The data analysis of the public procurement contracts awarded in 2006 showed that the public procurement contracts were non-uniformly distributed according to their values & the number of procedures. On the one hand, great fragmentation & dispersion of public procurement contracts manifest themselves in the small-value public contract segment & its 25.1% value share in all of the public procurement contracts, but on the other hand, there is concentration of the high-value public procurement contracts in merely few large-volume orders. V okviru aktualnih procesov v mednarodni skupnosti je mogoče opaziti večje poudarjanje vloge nedržavnih akterjev v tradicionalnih državocentričnih oblikah vladanja. Aktivnosti slednjih so zaznane na področju problematike, povezane z oskrbo z globalnimi okoljskimi dobrinami. Magistrsko delo poskuša ovrednotiti vlogo nedržavnih akterjev, natančneje mednarodnih nevladnih okoljskih organizacij (MNVOO) v okviru mednarodnih okoljskih režimov, saj lahko aktivnosti MNVOO kritično vplivajo na učinkovito delovanje režimov samih. Predmet proučevanja je vpliv MNVOO v državocentričnih mednarodnih okoljskih režimih, primarni cilj pa je ovrednotenje vpliva MNVOO na spremembe v teh režimih. Vplive MNVOO bomo ovrednotili skozi zrcalo treh teoretskih perspektiv mednarodnih režimov. S podrobnejšo analizo Evropske unije kot pomembnega akterja mednarodnega režima za boj proti podnebnim spremembam, konkretno njenega sistema za trgovanje z emisijami (EU ETS), – in s to analizo povezanimi odzivi evropskih MNVOO na delovanje EU ETS – bomo dosegali cilj magistrskega dela. Ugotovitve pokažejo, da je vloga MNVOO v fazi oblikovanja mednarodnih okoljskih režimov manj pomembna kot v fazi implementacije. Realizem se pokaže kot najprimernejša teoretska perspektiva v fazi oblikovanja mednarodnih okoljskih režimov, saj ti kažejo posledice strukturnega izražanja moči med državami. Ker liberalizem poudarja pomen večjega vključevanja nevladnih akterjev v fazi implementacije mednarodnih režimov, se ta teoretska perspektiva izkaže kot najbolj primerna za obravnavo izbranega mednarodnega okoljskega režima. Liberalizmu se pridruži šibkejši kognitivizem, saj temelji na medsebojnem učenju ter delitvi informacij. ; Within the current processes of the contemporary international community, academic research observes a greater emphasis being placed on the role of international non-state actors in generally state-centered forms of governance. Their activities are manifested in the field of problems related to the supply of global environmental goods. This master's thesis aims to evaluate the role of non-state actors, (i.e. environmental non-governmental organizations (ENGOs)) in internationalenvironmental regimes (IERs), as ENGOs' activities can significantly contribute to a more effective operation of IERs. Thesis seeks to examine the impact of ENGOs on IERs, whereby its primary goal is to assess the actual ENGOs' influence on changes within state-centric IERs. ENGOs influence will be evaluated through the lens of three theoretical perspectives on international regimes. The set goal will be achived through detailed analysis of the European Union – and its emissions trading system (EU ETS), respectively – as one of the leading players within the international climate change regime – and through associated response of European ENGOs on EU ETS. Thesis shows that ENGOs play greater role at the IERs implementation phase in comparison to IERs formation phase. Realism proves to be the most applicable theoretical perspective at the IERs formation phase, as newly established IERs demonstrate structural power relations between the states. Placing greater emphasis on the ENGOs involvement at the IERs implementation phase, liberalism attests to be the most suitable theoretical perspective for this master's thesis case study. Being based on mutual learning and information sharing, liberalism is joined by weak cognitivism.

Financiranje projektov in inovacij v pametnih občinah

The present book provides a concise overview of relevant studies in the field of financing sustainable development in communities, innovation and public private partnership, with special stress on analogy between smart cities and smart municipalities. The research generated till now the most the complete and entire repository of data connected to project financing in municipalities, the number and competences of clerks, innovation and public private partnership in Slovenian municipalities in years 2005 till 2012. It scopes one quarter of municipalities and one fifth of Slovenian population. In total of 200 hypotheses were tested for significance of number or shares of projects with different ways of financing with influential factors such as region, the number of clerks, the number of competent and high educated clerks, municipal experiences with public private partnership, cooperation between municipalities and experiences with innovation. The hypotheses were tested for each year. Effects of selected factors in the period often vary from year to year. We have explained the possible causes for the difference in power factor.

A comparative study of housing policy & conditions in five European Union (EU) member states: the UK, Germany, Sweden, Spain, & Slovenia. Similarities & differences are demonstrated in a discussion of the housing regulations enacted in each country & in a series of quantitative tables illustrating: (1) rentals vs private ownership, (2) government-subsidized housing, (3) availability of homes/apartments for rent/ownership, (4) private-government housing agencies, (5) rent control laws, (6) home ownership, (7) average housing standards & quality data (eg, dwelling size & amenities), (8) annual housing unit construction, (9) house/apartment prices, (10) housing affordability index, & (11) housing debt (eg, mortgage debt per capita/GDP). It is concluded that unlike in the older EU members, with clearly detectable trends of housing value appreciation, decline, or stagnation, the housing situation in Slovenia seems to be erratic with illogical price fluctuations that are not explainable in terms of clearly identifiable factors. Slovene-English parallel corpus MaCoCu-sl-en 1.0

The Slovene-English parallel corpus MaCoCu-sl-en 1.0 was built by crawling the ".si" internet top-level domain in 2021, extending the crawl dynamically to other domains as well. All the crawling process was carried out by the MaCoCu crawler (https://github.com/macocu/MaCoCu-crawler). Websites containing documents in both target languages were identified and processed using the tool Bitextor (https://github.com/bitextor/bitextor). Considerable efforts were devoted into cleaning the extracted text to provide a high-quality parallel corpus. This was achieved by removing boilerplate and near-duplicated paragraphs and documents that are not in one of the targeted languages. Document and segment alignment as implemented in Bitextor were carried out, and BicleanerAI (https://github.com/bitextor/bicleaner-ai) and Bifixer (https://github.com/bitextor/bifixer) were used for fixing, cleaning, and deduplicating the final version of the corpus. While the TXT format consists solely of pairs of source and target segments (one or several sentences), each segment pair in the TMX format is accompanied by the following metadata: - source and target document URL; - quality score as provided by the tool BicleanerAI; - translation direction identification: the source segment in each segment pair was identified by using a probabilistic model; - personal information identification ("biroamer-entities"): segments containing personal information are flagged, so final users of the corpus can decide whether to use these segments; - language variants: the language variant of English (British or American) was identified for every segment pair on document and domain level. Primerjalna analiza epidemiološke uspešnosti vladnih ukrepov v času Covid-19 ; Comparative analysis of the epidemiological success of government interventions during Covid-19
Namen magistrskega dela je razumeti razlike med epidemiološko uspešnostjo ukrepov za zajezitev Covid-19 v različnih državah in ugotoviti nabor dejavnikov, ki pojasnijo te razlike. Zato smo razvili ogrodje za analizo uspešnosti ukrepov, ki sloni na primerjalni analizi opazovanih epidemioloških podatkov. Uporabili smo ga za enostavno primerjavo podatkov v 133 državah z vseh celin, med katerimi je 41 evropskih držav. Nadalje smo predstavili rezultate podrobne primerjave epidemioloških ukrepov v enajstih evropskih državah izbranih na osnovi različnih evropskih socialnih modelov. Našo raziskavo smo izvedli s pomočjo Spearmanove korelacijske analize nad dejavniki, ki vplivajo na epidemiološko uspešnost ukrepov (število umrlih in okuženih s Covid-19, število ukrepov, uspešnost glede na gostoto prebivalstva idr.). Za končno analizo posameznih sprejetih epidemioloških ukrepov smo nato uporabili še izračune njihovih vplivov na trende uspešnosti po zastavljeni petstopenjski lestvici. V raziskavi ugotavljamo, da pri uspešnosti vladnih epidemioloških ukrepov igra pomembno vlogo zaupanje državljanov v javne institucije. Posledično so v državah z visokim zaupanjem pogosto zelo uspešni že preventivni (epidemiološki) ukrepi. Na našem naboru podatkov ugotavljamo tudi, da epidemiološka uspešnost ni odvisna od gostote prebivalstva in števila sprejetih epidemioloških ukrepov v državi. Potrdimo lahko, da epidemiološki ukrepi niso vsi enako uspešni in da so enaki ukrepi bolj uspešni v državah z višjim zaupanjem v javne institucije. Odločevalcem je tako na voljo orodje za analizo sprejetih epidemioloških ukrepov, ki jih lahko nato enostavno primerjajo glede na predstavnike sorodnega evropskega socialnega modela. Izdelano orodje ponuja dejavnike, na katere morajo biti pozorni, da bi srednjeročno povečali zaupanje v javne institucije ter tako še izboljšali uspešnost države pri prebijanju skozi epidemijo tega ali katerega od prihodnjih virusov. Državljanom pa raziskava ponuja odgovor, kako dobro so se v epidemiji odrezali njihovi odločevalci in ali so opravičili njihovo zaupanje. ; The purpose of this Master's thesis is to understand the differences in the epidemiological success of the measures for mitigating the Covid-19 epidemics in various countries and identify factors that explain the differences. To this end, we design a framework for the analysis of the government interventions' success from epidemiological data. The analysis is based on a basic comparison of the epidemiological data from 133 countries worldwide, including 41 European countries. We also perform a more advanced, detailed comparison of data on government interventions in eleven European countries selected with resect to different European social models. Our research was conducted using Spearman's correlation analysis using the factors influencing the epidemiological success of measures (number of deceased and infected by Covid-19, number of measures, population density, etc.). For the final analysis of the individual adopted government interventions, we have used the calculations of the interventions' impact on the trends of epidemiological performance using a predefined five-level scale. The research finds that the trust of the people towards their public, governmental institutions has a very large impact on the success of the governments' interventions. Consequently, in all the countries with high trust, simple preventive measures show high rates of success. Our analysis also shows that the success of the epidemiological measures does not depend nor is connected on the density of population nor the number of interventions in a country. We can finally confirm that not all measures are equally successful and that the same measures are more successful in countries with a higher trust in public institutions. The Master thesis gives the decision-makers a tool they can use to analyze their epidemiological interventions and simply compare them with the suitable representative from the European social models. The developed tool identifies elements that must be taken into account to increase the trust of the people to the public institutions in the medium term, and hence help improve the country's performance to overcome the epidemic of this or any other new viruses that may appear in the future. To the citizens, the tool offers an answer on how well the decision-makers in their country performed and whether they have justified their trust.

5 NAJPOGOSTEJŠIH VZROKOV PROMETNIH NESREČ ; 5 OF THE MOST COMMON CAUSES OF CAR ACCIDENTS
V nalogi uvodoma definiram temeljne pojme magistrskega dela, nato opisujem dejavnike prometne varnosti in varnost cestnega prometa v Evropski uniji in Sloveniji, zatem navajam vzroke za nastanek prometne nesreče in analiziram prometne nesreče. V nadaljevanju se posvetim najpogostejšim petim dejavnikom, jih metodološko opredelim in prikažem statistične podatke najpogostejših dejavnikov prometnih nesrečah v zadnjih nekaj letih. Nazadnje podam še načrt in vizijo za še večje izboljšanje varnosti v cestnem prometu ter intervju, ki sem ga opravila na Javni agenciji za varnost cestnega prometa v Sloveniji. ; In the thesis, I define the basic concepts of the master's thesis and describe the factors of road traffic safety and road safety in the European Union and in Slovenia. I further describe the causes of the accident and the analysis of the road accident. In the following, I focus on the most common five factors and methodologically define them and present statistical data on the most common factors of traffic accidents in the last few years. Finally, I present plans and visions to improve road safety in the future and an interview I conducted at the Public Agency for Road Safety in Slovenia.
