This study aims to determine whether there is a difference in the level of financial autonomous between Kabupaten Tasikmalaya as the origin/parent region is divided and Kota Tasikmalaya that formed as an autonomy region. The study used a case approach in longitudinal data of the budget realization from 2007 to 2018 which is divided into two samples of each 12-fiscal years. Based on the analysis result, Kabupaten Tasikmalaya and Kota Tasikmalaya have low level of financial autonomous, and the pattern of their relationship with the central government in the instructive category. However, based on the hypothesis test results, the financial autonomous level of the two regions is significantly different, where the level of financial autonomous of Kota Tasikmalaya is higher than the level of financial autonomous of Kabupaten Tasikmalaya. In this case, Kota Tasikmalaya has a better chance to utilize regional eoutomy to accelerate regional development and improve the quality of its public services based on local original revenue.Key words: autonomous, fiscal decentralization, local government

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

The research is aimed to know the local government ability in decentralization schema according to the local government financial report that using decentralization fiscal level between central and local government. The result shows that ratio between the local government income (PAD) and total income of local government (TPD) for all local government in Yogyakarta Province in 1996-2006 is very low, less than 10%. The ratio between production sharing for tax and non-tax (BHPBP) and total income of local government (TPD) is also low. Therefore, these phenomena indicate that the ratio of decentralization financial is very low. Other ways to know the local government financial report is using independent level of government local that used the income of the local government for their budget. This shows that the local governmet income (PAD) contribution in the total expenditure of local government (TKD) is still low; therefore the local government financial autonomy is very low. According to those results, the decentralization implementation in Yogyakarta province is not success. The factors that influence in financial autonomy level are contribution level, aid level, government funding, and economy potential. These factors contribute in local government financial level at Yogyakarta Province. This paper shows that contribution level (BM) and PDRB significantly affect local government financial level. Therefore, the BM has negative relation but PDRB has positive one to the autonomy financial level. Beside that, aid variable (BN) and government funding (PP) only have a small effect in the autonomy financial level. Keywords: decentralization, financial autonomy level, local government income

UU Number 22 and 25, 1999 about local government and financial balancing between central and local government, concerning about, the rule of decentralization and autonomy in making local budget for revenues and expenditure. Budgeting process is considered very important and concerned many different parties. Not only top managers but olso lower and middle manager play a vital role in making and evaluating some alternatives plan of the budgetr objectives. Budgeting always been used as the indicator of manager's performance (Kren, 1992). Miah and Mia (1996), stated the empowerment and responsibility given from top to lower management level will biring about more cosequnecies of responsibility from lower manager toward the implementation of the decision that has been made. This research analysis the interaction and decentralization and the influence of participation in budgeting abd decentralization toward the performance of Dinas Pemerintah Kota Banjarbaru. The sample taken for this research is Dinas Pemerintah Kota Banjarbaru .Analysis unit used in this research are the chairman of government officer (kepala bagian), the chairman of division officer (kepala bagian) and the charmain of field officer (kepala bidang). From 56 questionaires that that have been sent, there 47 respondents have fullfillied, buat only 42 questionaires that are accepted and considered reliable to be analyzed in this research.Using simple in this research emprically this research result shows that participation in budgeting and decentralization signicantly influence the partisipation in budgeting and decentralization positive interaction between them. Meanwhile using multiple regression, empirically the research result shows that budgeting and decentralization variables all together signicantly do not influence the performance of the governmental bureaus (Dinas Pemerintah Kota Banjarmasin).

A lack of proper interpretation of Decentralisatie Van Het Onderwijs or education decentralization in practice has led to confusion in understanding the legal aspects of education decentralization to oversee the targeted acculturation of Indonesian citizens. Decentralisation Van Het Onderwijs, a Dutch education reform law, was the impetus for this study, which seeks to shed light on the role that decentralization plays in the process of cultural assimilation. Through an examination of the decentralization concept associated with Law No. 23 of 2014 concerning regional government, the legal meaning of education decentralization is determined. Of primary importance is creating an educational framework, which includes teaching student's values such as morality and respect for others. This framework can only be established through a well-resourced educational system. When it comes to education, moral training, character development, and social responsibility are all part of formal education. Only traditional religious schools, such as pesantren, can provide all of this information.

We apply the probit model on the municipality data in 2002, and estimate the block grant size (DAU) as a function of fiscal needs, the size of region and collusion between central and local government.The result conform the significance of political pressure from rich region to central government, but fail to prove the positive hypothetical relationship between the block grant size and the collusion. This research is conducted to find out the causal factor soft the non optimal and retardation of the development of the borderarea in the Sanggau regency which was done by the government, seen from the perspective of the political decentralization. This research is aimed to describe and analyze the implementation of the political decentralization and the roles of central and local government's in the border area development with its determinant factors. The research uses qualitative research design. Library study, observation and purposive sampling interview are used as the data collection technique. Furthermore, the data is validated by using data reduction, data display ,triangulation, verification, and inference which is analyzed qualitatively. The basic theory and analysis in this research is the theory of decentralization in which giving/delivering power and authority from central government to the local government; such as political, fiscal, and administrative authorities. This term refers to the decentralization in the development field, its form can be in deconcentration and devolution. The result of the research shows that the development of the border area done by the government is not yet optimal. One of its indicators is the lack of basic infrastructure in Sanggau regency. However, there are some supporting factors in the development of the border area such as strategic geographical location, natural resources potential, and the support from local communities. In other hand, the constraint factors are the lack of potential will, government's commitment, limited financial budget, investment climate that is relatively less conducive, low quality of human resources, the local products that have not been competitive yet, and no laws and legal institution that are needed.

Fiscal decentralization is one of the government's strategies to improve people's welfare. The fiscal decentralization policy instrument that can directly affect the quality of local government spending is The Specific Allocation Fund (DAK). The DAK management in the financial aspect has a few problems, nonoptimal regional government performance and mismatched allocation and government needs. Proposal based The Specific Allocation Fund (DAK) hopefully could adjust the development priorities determined by regional conditions, government needs, and undeveloped villages with high-level poverty. Pandeglang and Lebak Regency are the region with the highest poverty level in Banten Province. This study aims to analyze the DAK effect of each sector on poverty in Pandeglang and Lebak Regency. The analysis used Geographical Weighted Regression (GWR) with DAK data for each field in 2018 and poverty data in 2019. The result showed that DAK variables in education, health, and agriculture tended not to reduce poverty rates. The DAK variable in the housing and settlement sector, the marine and fisheries sector, the tourism sector, and the market sector tended to reduce poverty. At the same time, the DAK variable in Road, sanitation, and village funds tended to reduce poverty levels in most districts. Based on the study, the poverty alleviation program in each district is adjusted to each of the DAK sectors that are influential. However, the result indicated that the adjustment of DAK sectors influenced the poverty alleviation program in every district in Pandeglang and Lebak Regency.
