Yerinden yönetim ilkesi kamu hizmetlerinin halka en yakın yönetim birimi tarafından karşılanmasını amaçlayan bir kamu yönetimi ilkesidir. Bu ilkenin uygulanmasında rol alan en önemli yönetim çeşidi ise yerel yönetimlerdir. Yerel yönetimlerin toplumsal refahın arttırılmasında önemli bir rolünün olduğu bilinmektedir. Yerel yönetimler çeşitli nedenlerle ortaya çıkan ve günümüzde de etkinliğini sürdüren yapılanmalardır. Bu çalışmanın amacı ekonomik kriz döneminde yerel yönetimlerin maliyesinde nasıl bir değişim olduğunun çözümlenmesidir. Zira ekonomik krizler makro düzeyde ülkelerin mali yapılarına zarar veren bir olgudur. Bu olgunun makro düzeyde verdiği negatif mali etkilerin yerel yönetimlere yansımasının ne olduğu yerel yönetim maliyesindeki değişkenler üzerinden bir değerlendirmeye tabi tutulmuştur. Çalışmada küresel düzeyde ABD, Almanya, Kanada, İtalya, Fransa, İspanya, Yunanistan'ın 2008 Mortgage Krizi'nde makro değişkenlerindeki dönüşüm ardından da bu dönüşümün söz konusu ülkelerin yerel yönetimler maliyesindeki yansımaları incelenmiştir. Hem federal hem ulus devlet hem de ikisinin farklı yoğunlukta uygulandığı yönetim anlayışlarından seçilen ikişer ülke örneklerinde görülmüştür ki, tıpkı merkezi yönetimlerde olduğu gibi yerel yönetimlerinde mali durumlarında bazı bozulmalar meydana gelmiştir. Ülkeler yerel yönetim harcamalarını kısıtlasalar da gelirlerin düşmesine bağlı olarak artan borç yüküyle karşı karşıya kalmışlardır. Ayrıca, üst yönetim birimlerince yerel yönetimlere farklı kanallar yoluyla aktarılan transferlerde de değişimler gözlenmiştir. Ekonomik krizin yerel yönetimler maliyesine etkisinin nasıl olduğu ayrı bir bölümde Türkiye örneği üzerinden incelenmiştir. Ekonomik kriz gibi farklı nedenlerle meydana gelen bir olgunun Türkiye'de son yıllarda çok defa karşılaşıldığı ve ülkenin makroekonomisinde telafisi zor negatif etkiler bıraktığı bilinmektedir. Verilerin bulunabilirliği açısından üç ekonomik kriz örneği alınmıştır. Bu krizler, 1994, 2001 ve 2008 Ekonomik Krizleri'dir. Söz konusu üç ekonomik krizin yerel yönetimlere etkisinin nasıl ve ne boyutta olduğu analiz edilmiştir. Görülmüştür ki tıpkı küresel kriz ile karşılaşan diğer ülkelerin yerel yönetimlerinin mali durumlarındaki bozulmalar Türk yerel yönetimlerinde de yaşanmış, bütçe dengelerinde negatif değişimler gözlenmiştir. ; The principle of decentralization is a public administration principle that aims to meet public services by the closest management unit. The most important type of management that plays a role in the implementation of this principle is local governments. It is known that local governments have an important role in increasing social welfare. Local governments are structures that have emerged as a result of different reasons and are still active today. The purpose of this study is to analyze what change the local administrations' finances were during the economic crisis. Because economic crises are a phenomenon that damages the financial structures of countries at macro level. The reflection of the negative financial effects of this phenomenon at the macro level on the local administrations was subjected to an evaluation over the variables in the local government finances. In the study, first of all, the transformation of macro variables in USA, Germany, Canada, Italy, France, Spain, Greece's 2008 Economic Crisis and then the reflections of this transformation in the local government finances of these countries are examined. Both the federal, the nation-state and the two countries selected from the management approaches in which the two are applied in different intensities have been seen in the examples of the financial conditions of their local governments, just like the central governments. Although countries restrict their local government expenditures, they faced an increased debt burden due to the decrease in revenues. In addition, changes have been observed in transfers that have been transferred to the local administrations by different management channels through different channels. How the economic crisis has affected the local governments' finance has been examined in another section through a Turkish sample. It is known that in recent years Turkey has encountered the phenomenon of economic crisis, which may occur for different reasons, more than once and that it has caused negative effects on macroeconomics which are difficult to compensate. In terms of data availability, three examples of economic crises were taken. These crises are the 1994, 2001, 2008 Economic Crises. How and to what extent the mentioned three economic crises have affected the local governments has been analyzed. The data obtained reveals that local governments' financal situation in Turkey went through a similar deteriotion as other countries' local governments had faced throughout the global crisis and that negative changes were observed in budget balances.
ÖZET21. yüzyıl küreselleşme sürecinin etkisiyle dünya üzerinde şehirlerin yarıştığı, buna bağlı olarak yerel yönetimlerin güçlendiği ve işlevselliğini arttırdığı bir zaman dilimi olarak karşımıza çıkmaktadır. Şehirlerarasındaki bu rekabet yerel yönetimleri uluslararası alanda faaliyet ve politika üretmeye yönlendirmiştir. Yerel yönetimlerin uluslararası faaliyetlerinin dünya üzerinde kabul görmüş en popüler hali kardeş şehir işbirlikleridir. Türkiye'nin en büyük belediyesi olan İstanbul Büyükşehir Belediyesi (İBB) de yarım asırdan fazla bir süredir kardeş şehir işbirlikleri kurmaktadır. İBB'nin bu ilişkilerini ulusal dış politika ile uyumlu ve dünyadaki uluslararası gelişmeler takibinde gerçekleştirdiği görülmektedir. İBB açısından 2000'lere kadar dünyadaki gelişmeleri takip eden bir görünüm gösteren kardeş şehir işbirliklerinin, özellikle 2005 sonrası dönemde ulusal dış politikayı destekleyen yerel dış politikalar üreten bir pozisyon aldığı anlaşılmaktadır. Bir taraftan Türkiye'nin Avrupa Birliği tam üyelik sürecinin etkisiyle Avrupa şehirleri ile kurulan işbirlikleri, diğer taraftan İslam ülkeleri ile sürdürülen ulusal dış politikanın takibinde kurulan işbirliklerinin, İBB'nin yerel dış politikasını şekillendirdiği anlaşılmaktadır. --- The 21st century is considered to be a period when all the cities across the world are in competition with one another as a result of globalization and accordingly, a period when the local governments have become more powerful and functional. Such competition between the cities led the local governments to play an active role in the international arena and develop policies. The most common and well accepted form of such international activities of the local governments is sister city cooperation. Istanbul Metropolitan Municipality (IMM), which is the largest municipality of Turkey, has established numerous sister city relations for more than half a century. IMM establishes such relations in line with the national foreign policy and the latest developments in the international arena. Until 2000s, the sister city cooperation that IMM developed followed the developments across the world; however, after 2005, IMM took a position where it produced local foreign policies that supported national foreign policy. In this context, IMM established cooperation with European cities as an outcome of Turkey's negotiation process for full membership to the European Union as well as with the cities from Islamic countries in parallel with the national foreign policy, which seems to have shaped the local foreign policy of IMM.
1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
Kamu hizmetlerinin tek bir merkezden, merkez hiyerarşisine bağlı organlar eliyle yürütülmesine merkezden yönetim denilmektedir. Yerinden yönetim ise, kamu hizmetlerinin merkezî idareden ayrı, özerk kamu tüzel kişilerinin yönetimine verilmesidir. Bir ülkenin tamamıyla bir merkezden yönetilmesi mümkün olmadığı için devlet sorumluluğu altındaki kamu hizmetlerinin merkezî yönetim ile yerinden yönetim kuruluşları arasında paylaştırılması bir zaruret olarak ortaya çıkmaktadır. Merkeziyet ve adem-i merkeziyet tartışmalarında konunun nirengi noktasını adem-i merkeziyetin keyfiyeti teşkil etmektedir. Zira "idari adem-i merkeziyet" aşırı merkeziyetçiliği tadil için gerekli bir yöntem iken, "siyasi adem-i merkeziyet" ucu federalizme çıkan ve üniter devlet yapısını çatlatan bir uygulamadır. Yapılan tartışmaların halk nezdindeki yankılanmasına bakıldığında aşırı merkeziyetçiliğin tadili ile idari adem-i merkeziyetin güçlendirilmesinin toplumda destek bulduğu söylenebilir. Üniter yapı ise Türkiye'nin tarihi, siyasi ve sosyolojik gerçekliği olup, bu husustaki büyük mutabakat Tanzimat'tan beri bozulmadan devam etmektedir. ; Centralization infers that public services are provided from a single centre through agencies which are dependent on central hierarchy. Decentralization means that public services are devoted to the management of autonomous public entities separate from central administration. It emerges as a necessity that public services under responsibility of the state are shared among central and local government bodies since it is impossible that a country is administrated from only one centre. The arbitrariness of decentralization constitutes the landmark of discussions on centralization and decentralization. Likewise, while administrative decentralization is a way to amend excessivecentralization, political decentralization is an instrument whose end goes to federalism and which splits off unitary state structure. When it is examined the reflections of discussions on behalf of people, it can be suggested that both the amendment of excessive centralization and the improvement of decentralizations finds support in society. The unitary structure is a historical, political and sociological reality of Turkey and the great agreement on this issue continues without break since Tanzimat.
Türkiye'de adem-i merkeziyet tartışmaları üzerine hazırlanan bu çalışmaya, adem-i merkeziyeti daha anlaşılır kılmak amacıyla kavramsal bir çerçeve ile başlanmıştır. Birinci bölümü oluşturan kavramsal çerçevede, üniter devlet, yerellik ilkesi ve küreselleşmenin yanı sıra özellikle federalizm konusu detaylı bir biçimde ele alınmıştır. Çalışmanın ikinci bölümünde, adem-i merkeziyetin ya da daha güncel kullanımıyla yerel özerkliğin tarihsel gelişimine ve yerel özerklik tartışmalarına yer verilmiştir. Tarihsel gelişim kısmında, Türk anayasaları adem-i merkeziyet ile ilgili maddeler çerçevesinde incelenmiştir. Ayrıca Avrupa Yerel Yönetimler Özerklik Şartı ve Türkiye'nin tutumu bu bölümde ele alınmıştır. Yerel özerklik ile ilgili tartışmalar kısmında ise siyasi partiler ile liderlerin ve sivil toplum kuruluşlarının yerel özerklik algıları incelenmiştir. Üç bölümden oluşan çalışmanın son bölümünde ise anayasal düzeyde adem-i merkezi veya federal olan bazı ülkelerin yönetim sistemleri genel hatlarıyla incelenmiş ve bu sistemlerin Türkiye'de uygulanabilirliği analiz edilmiştir. ; This study has been prepared about decentralization in Turkey and has been started with conceptual context in order to make decentralization more understandable. In the conceptual cover that constitute first chapter; beside of unitary state, principle of subsidiarity, globalization especially federalism have been addressed comprehensively. In the second chapter of the study, the historical development of decentralization that is also known as local autonomy has been included. In the part of historical development, Turkish law constitutions have been assessed within the framework of law articles about decentralization. Also European Charter of Local Self- Government ant Turkey's attitude have been covered in this chapter. In the part of debates over local autonomy, the perceptions of political parties, of leaders and of non-governmental organizations about local autonomy have been investigated. In the final chapter of this study which consists of three chapters, administrative systems of some countries which have been decentralized or federal in constitutional level have been examined and applicability of those systems ın Turkey has been analyzed. ; 464859
Ülkeler devlet yapılarına ve yerel yönetimlerin olanaklarına göre sağlık ile ilgili süreçlerde merkezihükümet ve yerel yönetimler arası iş birliği yapar. Çalışmanın amacı da çeşitli ülkelerde farklı şekildeuygulanan sağlık ile ilgili alanlarda yerel yönetimlerin görev, yetki ve faaliyetlerini değerlendirerekmerkezi hükümet-yerel yönetim iş birliği çerçevesinde AB ülkeleri ile Türkiye'nin karşılaştırmasınıyapmaktır. Bu doğrultuda çalışma, literatür taraması ile elde edilen ikincil veriler ile derleme yöntemikullanılarak hazırlanmıştır. AB ülkelerinin sağlık ile ilgili alanlarda desantralize süreci tek tip olarakuygulanmamaktadır. AB, her ülkenin kendi yönetim ve idari yapılarına göre uygun desantralizasyonuygulaması yapmasını önermektedir. Türkiye'de sağlık ile ilgili alanlarda yerel yönetimlere kısmi yetki vesorumluluk verilirken, kendi devlet yapısını ve yerel yönetimlerin alt yapı uygunluğu dikkate alınmaktadır.Bu çalışmada sağlık ile ilgili alanlardaki tüm faaliyetlerde sadece yetkili merkezi yönetimin ya da tamamenyerel yönetimlerin yetki sahibi olması yerine; koordineli olarak sürecin birlikte yürütülmesinin, başarıyaulaşmada kritik rol oynadığı sonucuna ulaşılmıştır. ; Countries cooperate with the central government and local governments in health-related processes, according to the state structures and the possibilities of local governments. The aim of the study is to evaluate the duties, powers and activities of local governments in health-related fields that are applied differently in various countries within in the central government-local government cooperation is to demonstrate Turkey's comparison with EU countries. In this direction, the study was prepared using the review method with the secondary data obtained as a result of the literature review. The decentralization process of EU countries in health-related areas is not applied uniformly. The EU recommends that each country implement appropriate decentralization according to their management and administrative structures. While giving limited authority and responsibility to local government in health-related areas to Turkey, it takes into account its own state structure and the suitability of local governments' infrastructure. In this study, it has been concluded that instead of having only the authorized central government or completely local governments in all activities related to health; coordinating the process together plays a critical role in achieving success.
Siyasi partiler iktidara geldiklerinde nasıl bir politika izleyeceklerini parti programları ile açıklamaktadırlar. Tezimizde siyasi partilerin yerelleşme politikalarının neler olduğu parti programındaki beyanları dikkate alınarak incelenmiştir. Bu inceleme parti programdaki ifadelerle sınırlı kalmayıp, sahada izledikleri politikaların parti programlarındaki beyanlarıyla uyumlu olup olmadıkları da karşılaştırılmıştır. 2002 ile 2015 yıllarında Türkiye Büyük Millet Meclisi'nde temsil imkânı bulan partilerin programları incelenmiştir. Yerelleşme politikaları yerel yönetimlerin gelişimi ile yakından ilgilidir. Bu nedenle tezin ilk bölümünde yerel yönetimler ile ilgili kavramlara değinildikten sonra Osmanlı'da başlayan yerel yönetim çalışmaları ve Cumhuriyet dönemi yerel yönetim yapısı hakkında bilgi verilmiştir. 1984 yılındaki yerel seçimlerden zaferle çıkan aynı zamanda iktidarda olan Anavatan Partisi'nin yerelleşmeyi destekleyen politikaları ile yükselişe geçen yerel yönetimler, Refah Partisi adayı olan Recep Tayyip Erdoğan'ın İstanbul Büyükşehir Belediyesi Başkanı olmasıyla zirve dönemini yaşamıştır. Erdoğan'ın hem projeci belediyecilik hem de sosyal belediyeciliği ahenk ile yürütmesi neticesinde belediye hizmetleri halkta büyük bir teveccüh bulmuştur. Bu teveccüh 2002 yılında Recep Tayyip Erdoğan'ın kurduğu Adalet ve Kalkınma Partisinin tek başına iktidar olmasını sağlamıştır. Ak Parti'nin kesintisiz iktidar olduğu 2002 ile 2014 yıllarında yerel yönetimler ile ilgili önemli kanuni düzenlemeler yapılmıştır. Decentralization policies are closely related to the development of local governments. For this reason, in the first part of the thesis, after the concepts related to local governments are mentioned, local government formation starting during the Ottoman Empire and local government structures of the Republican period are given. The local governments, which emerged with the victory of the local elections in 1984 and the policies of the Motherland Party (Anavatan Partisi) , which was also in power, in support of decentrilization, experienced a peak period when Recep Tayyip Erdoğan, the candidate of the Welfare Party (Refah Partisi), became the Mayor of Istanbul Metropolitan Municipality. As a result of Erdogan's harmonious execution of both successful municipal infrastructure projects and social policies in the municipality, the municipality received great appreciation for the public services. This favor has made the Justice and Development Party (AK Parti) established by Recep Tayyip Erdoğan in 2002, the ruling Party in its first election. Between 2002 and 2014, when the Ak Party was in power without interruption, legal arrangements were made on local governments and numerous regulations were made. During these arrangements, whether the attitude of the ruling party, the Justice and Development Party and the opposition Republican People's Party, the Nationalist Movement Party and the Democratic Party of Peoples, is compatible with the localization policies declared in the political party programs, the results and evaluations are made.
Siyasi partiler iktidara geldiklerinde nasıl bir politika izleyeceklerini parti programları ile açıklamaktadırlar. Tezimizde siyasi partilerin yerelleşme politikalarının neler olduğu parti programındaki beyanları dikkate alınarak incelenmiştir. Bu inceleme parti programdaki ifadelerle sınırlı kalmayıp, sahada izledikleri politikaların parti programlarındaki beyanlarıyla uyumlu olup olmadıkları da karşılaştırılmıştır. 2002 ile 2015 yıllarında Türkiye Büyük Millet Meclisi'nde temsil imkânı bulan partilerin programları incelenmiştir. Yerelleşme politikaları yerel yönetimlerin gelişimi ile yakından ilgilidir. Bu nedenle tezin ilk bölümünde yerel yönetimler ile ilgili kavramlara değinildikten sonra Osmanlı'da başlayan yerel yönetim çalışmaları ve Cumhuriyet dönemi yerel yönetim yapısı hakkında bilgi verilmiştir. 1984 yılındaki yerel seçimlerden zaferle çıkan aynı zamanda iktidarda olan Anavatan Partisi'nin yerelleşmeyi destekleyen politikaları ile yükselişe geçen yerel yönetimler, Refah Partisi adayı olan Recep Tayyip Erdoğan'ın İstanbul Büyükşehir Belediyesi Başkanı olmasıyla zirve dönemini yaşamıştır. Erdoğan'ın hem projeci belediyecilik hem de sosyal belediyeciliği ahenk ile yürütmesi neticesinde belediye hizmetleri halkta büyük bir teveccüh bulmuştur. Bu teveccüh 2002 yılında Recep Tayyip Erdoğan'ın kurduğu Adalet ve Kalkınma Partisinin tek başına iktidar olmasını sağlamıştır. Ak Parti'nin kesintisiz iktidar olduğu 2002 ile 2014 yıllarında yerel yönetimler ile ilgili önemli kanuni düzenlemeler yapılmıştır. ÖZETToprak, halk ve egemenlik olmak üzere üç ana unsurdan oluşan devlet, üniter, federal, bölgesel ve konfederal şekilde örgütlenebilmektedir. Birbirlerine göre büyük farklılıklar gösteren bu yönetim sistemlerinde farklı özellikler sergileyen idari, siyasi ve mali yapı, aynı yönetim sistemine dahil olan ülkelerde bile büyük farklılıklar gösterebilmektedir. Mali tevzin ya da mali federalizm olarak da adlandırılan yönetimler arası mali ilişkiler kapsamında, devletin farklı siyasal yönetim kademeleri arasındaki harcama, hizmet ve gelir bölüşümü ele alınmaktadır. Bu çalışmada yönetimler arası mali ilişkilerin federal ülkelerde nasıl işlediğinin daha iyi bir şekilde anlaşılmasının sağlanabilmesi için farklı ülke örneklerine yer verilmiştir. Bu kapsamda farklı özelliklere sahip üç federal ülke olan Avustralya, Avusturya ve Meksika'nın mali yapıları ayrıntılı bir şekilde ele alınmıştır. Özellikle küreselleşme süreciyle birlikte büyük önem kazanan mali yerelleşme, görev ve sorumluluklar ile bunların karşılanması için gerekli olan gelirlerin (kaynakların) merkezi yönetimden daha alt yönetim düzeylerine (ulus-altı yönetimlere) devredilmesidir. Bu çalışma kapsamında mali yerelleşmenin federal ülkeler ile üniter ülkelerde hangi düzeylerde olduğu karşılaştırmalı bir şekilde incelenmiştir. Buna göre federal ülkelerdeki ulus-altı yönetimlerin üniter ülkelerdeki ulus-altı yönetimlere göre genel anlamda daha özerk olduğu; ancak birçok federal ülkedeki ulus-altı yönetimlerin mali özerklikleri oldukça düşük düzeyde iken çok sayıda üniter ülkedeki ulus-altı yönetimlerin mali özerkliklerinin oldukça yüksek düzeyde olduğu gözlemlenmiştir.Anahtar Kelimeler: Yönetimler Arası Mali İlişkiler; Mali Yerelleşme; Federal Ülkeler; Federalizm; Yerel Yönetimler; Avusturya; Avustralya; Meksika. ABSTRACTConsisting of land, peoples and sovereignty factors, states are organised as unitary state, federation, regional state and confederation. In these political administrative systems that differ from each other relatively, the administrative, political and fiscal structures differ even in different countries that are in the same system. Within the context of intergovenmental fiscal relations, the division of expenditures, service delivery and revenues among different political administration units of the state are investigated. In this study, different country examples are examined to reveal how intergovernmental fiscal relations in federal countries are managed. In this study, the fiscal structures of three federal countries (Australia, Austria and Mexico), which have different characteristics, are investigated. Fiscal decentralization, which means transfering assignments, responsibilities and the revenues (resources) that are required to compensate these (assignments and responsibilities) from the central (federal) government to the lower level governments (sub-national governments) has come into prominence especially with the globalization process. Within the context of this study, the degree of fiscal decentralization among unitary states and federations is cooperatively analysed. Accordingly, it has been observed that sub-national governments in federal countries are fiscally more autonomous than the sub-national governments in unitary states in general. On the other hand, it is observed that in many federal countries fiscal autonomy of sub-national governments is rather low whereas in numerous unitary states fiscal autonomy of sub-national governments is relatively in high level. Nijer'de ademi merkeziyetçi 21 Mart 1919 Ve 1 Nisan 1936 tarihi kararnmaesiyle kurulan ilk kodamanlar konseyleri ile sömürge dönemine uzanıyor. Daha sonra 1995 Batı Afrika'daki Fransız belediye reformu, Bu reformla beraber Niamey Tam fonksiyonlu belediye ve karışık Zinder Ve Maradi orta fonksyonlu belediye kuruldu. Nijer'in anayasasının 22'inci maddesinde belirtildiği üzere ülke yerel yönetimleri commune, departman ve bölge yerel yönetimleri olmak üzere üç ayrı birimden oluşmaktadır. Bu üç genel mahalli yönetimin yanında ayrıca ekonomik, coğrafik ve demografik farklılıklar gereği özel statü ile yönetilen yerel yönetimler de bulunmaktadır. Commune'ler türkiye ise belediyelere, departmanlar ise il özel idarelerine denk gelmektedirler. Bu yerel yönetimlerin en küçük birimi commune (komün)'dür. 2002'den beri Niger Cümhuriyet yedi (7) bölge ayırılmıştı Üstelk Başkant ayrı bir statü sahiptir. Türkiye'nin 1982 Anayasasında üç düzeyde yerel yönetimlerin kurulması öngörülmüştür. Bunlar il özel idareleri, belediyeler ve köy yönetimleridir. T.C. 1982 Anayasasında büyük yerleşim yerleri için özel yönetimlerin getirilebileceği öngörülmüştür. Bu düzenleme bazında ise Büyükşehir belediyeleri kurulmuştur. Türkiye'nin yerel yönetim kurumlarını il özel idareleri, belediyeler ve köy yönetimleri oluşturmaktadır. Büyük yerleşim yerleri içinde özel yönetimler getirilebilmekte ve büyükşehir belediyeleri böyle bir düzenlemenin sonucudurlar. Nijer'de belediye başkanları hem merkezi hükümetin temsilcisi hem de yerel yönetim kuruluşu olan belediyenin başıdır. Merkezi hükümetin temsilcisi olmasından dolayı valiye karşı sorumludur. Kariyeri Bakımından İçişleri Bakanına bağlıdır, Vali yardimcisi, Valinin yakin çalişma arkadaşı olmakta birlikte, arrondismanlarda Devlet temsil etmekte görevlidir. ; In this study it is aimed to analyze general administrative structure and the local governments within the general administrative structure of Niger, Before such an analysis, the local governments in Turkey which has rich historical experience of democracy and local governments are studied, and then Niger's general administrative structure and local governments are discussed and in the light of these discussions local governments of Turkey and Niger are compared. Such a comparison gives differences and similarities of countries from the stand point of general administration and local governments and the local government experience of both countries are enlightened and the way of benefiting from both countries' local government experience from the standpoint of improving local governments as one of the important institutions of democracy is sought. In our days many countries are governed with principles of centralization and decentralization. In centralization public services are governed from one center and in decentralization the public services are rendered by public corporations out of the center hierarchy. States have established public corporations separate from central government organization hierarchy, but nevertheless controlled by the central government in order to render local services and to meet local needs of local people within the historical development due to the insufficiency of the centralization for rendering public services. Turkey's local government institutions are special provincial administrations, municipalities and village administrations. Special administrations can be established for large settlement places and metropolitan municipalities are the result of such arrangements. In Turkey a separate law was passed for each of these local government forms, and their foundation, duties, organs, organizations and other issues related with themare subject to these laws.

The historical process of regional development policies are discussed later in Turkey, playing an active role in our country without yielding of the Regional Development Agencies recently examined as an application Ankara Development Agency and the South Aegean Development Agency (GEKA) samples. Therefore, this study may play an active role in development of a governance model that is intended to contribute to a better understanding of the Regional Development Agencies.

Before such an analysis, the local governments in Turkey which has rich historical experience of democracy and local governments are studied, and then Turkmenistan?s general administrative structure and local governments are discussed and in the light of these discussions local governments of Turkey and Turkmenistan are compared. Namely, government systems have been transformed into mixed system of government and such a mixed system of government is adopted by many countries. Turkey?s local government institutions are special provincial administrations, municipalities and village administrations. Special administrations can be established for large settlement places and metropolitan municipalities are the result of such arrangements. In Turkey a separate law was passed for each of these local government forms, and their foundation, duties, organs, organizations and other issues related with them are subject to these laws. The main local government form foreseen in the Constitution of Turkmenistan is municipalities. In accordance with 16th Article of the Constitution of Turkmenistan the civilian administration divisions are consisted of provinces, cities with status of provinces, counties, cities with status of counties, cities in counties, towns and gengeshliks. Local services in the level of provinces, cities with status of counties, counties are rendered by governorships established based on the rule of delegation of authorities. Municipalities are established in the cities in counties, towns and gengeshliks. Gengeshliks are formed by the union of one or more villages. There aren?t any institutions like special provincial administrations in Turkey and which are established based on decentralization. Moreover, there is no special act passed for village administrations in Turkmenistan. Therefore, the local government system of Turkmenistan is mainly consisted of municipalities. Special government forms like metropolitan municipalities also do not exist in Turkmenistan. Instead, there exist city governorships similar to metropolitan municipalities. Cities with population more than thirty thousand people gain the county status and such cities are governed by city governorships. Municipalities in Turkmenistan are established in gengeshliks, towns with population more than two thousand people and in cities within counties and their boundaries are the boundaries of related civil administration divisions. In Turkmenistan mayors are representatives of the central government and the also the head of the municipality, the local government. Mayors are responsible to governor by their duty as representatives of central government. Mayor is elected by municipal council among the members of the municipal council. They are not elected by the people directly like in Turkey.
