This article presents the relevance of Critical Theory for education in the contributions of Habermas and Young. It connects their respective proposals of deliberative democracy and communicative democracy by applying a conceptual methodology. Habermas' criticism of the insufficiencies of the liberal and republican models as well as his alternative based on the deliberative model is developed as a third way. Deliberation, as such, is then structured on two requirements: the legal institutionalization of the rules of participation in the public sphere and the democratic formation of individuals. Young considers that Habermas' proposal has made progress. However, it is still flawed, as it does not include the plurality of expressions of the subjects and incurs exclusions from historically marginalized social groups such as Blacks, women, and low-income groups. Young's alternative is a model of communicative democracy that contemplates pluralisms, dissent, and multiple forms of communication and narratives. It shows emotional, affective, biographical, bodily, and existential components obliterated by Habermas' proposal. To conclude, it advances the hypothesis that Habermas and Young, despite their differences, offer indispensable elements to rethink broad educational processes in which citizenship and the preparation for inclusive participation in society are prominent in the face of technical and individualistic restrictions. ; O objetivo deste artigo consiste em apresentar a relevância da Teoria Crítica para a educação a partir das contribuições de Habermas e Young tendo como ponto de articulação suas propostas de democracia deliberativa e democracia comunicativa. Utilizaremos uma metodologia de natureza conceitual para desenvolver a pesquisa. Quanto à descrição do problema, apresentaremos a crítica de Habermas às insuficiências dos modelos liberal e republicano, bem como sua alternativa a partir do modelo deliberativo. O modelo liberal limita-se à defesa de direitos individuais prescindindo de direitos sociais; o modelo republicano sofre de um idealismo ético ao supor uma conexão natural entre indivíduo e comunidade política. A deliberação, enquanto uma terceira via, está estruturada a partir de dois vieses: a institucionalização jurídica das regras de participação na esfera pública; e a formação democrática dos indivíduos. Young considera que a proposta de Habermas tem avanços, porém, ainda é falha, porque não contempla a pluralidade de expressões dos sujeitos e incorre em exclusões de grupos sociais historicamente marginalizados como negros, mulheres, pobres. A alternativa de Young é um modelo de democracia comunicativa que contempla os pluralismos, dissensos e múltiplas formas de comunicação e narrativas que evidenciam componentes emocionais, afetivos, biográficos, corporais e existenciais obliterados pela proposta de Habermas. A nossa hipótese conclusiva consiste em afirmar que Habermas e Young, apesar de suas diferenças, oferecem elementos indispensáveis para se repensar processos educacionais amplos em que a cidadania e a formação para a participação inclusiva em sociedade destacam-se perante restrições tecnicistas e individualistas.
This article aims to discuss the possible actors that can determine public policies, and the influence of new decisional arenas on politics. This theoretical work presents the evolution of different models of producing public policies, to the transformations taking place with the adoption of the governance model. Using empirical evidence from the Italian case, the study of new decisional arenas for the determination of public policies shows that there are still several problems to be addressed. Such problems are connected, above all, with the uncertain democratic nature of these arenas, as well as with the impossibility to clearly attribute political responsibility to the choices adopted in these spaces. These are issues and future research questions to be resolved, limiting the analysis to specific case studies, preferably related to the local sphere. ; El objetivo de este artículo —de naturaleza teórica— es discutir los posibles actores que pueden determinar políticas públicas, así como la influencia que nuevos espacios decisorios ejercen con relación a la política. El artículo rescata desde la evolución de diferentes modelos de producción de políticas públicas hasta las transformaciones que están teniendo lugar con la adopción del modelo de gobernanza. Por medio de evidencias empíricas obtenidas a partir del caso italiano, el estudio de los nuevos espacios decisorios que influencian en la determinación de políticas públicas muestra que existen diversos problemas relacionados, sobre todo, a la incertidumbre sobre la naturaleza democrática de esos espacios y a la imposibilidad de atribuir, claramente, responsabilidad política por las decisiones tomadas. Esas son cuestiones y futuras preguntas de investigación que deben responderse y que limitan el análisis a estudios de caso específicos, relacionados preferentemente a la esfera local. ; O objetivo deste artigo — de natureza teórica — é discutir os possíveis atores que podem definir políticas públicas, bem como a influência que novas arenas decisórias exercem em relação à política. This article analyzed the São Paulo Municipal Advisory Board, an innovative channel of communication between civil society and the local government's executive branch. This exploratory research is based on an intrinsic case study, aiming to understand the operation of this advisory board and how it relates to other participatory instances in Brazil. Th e study adopted semi-structured interviews with members of the advisory board and representatives of the local government, participant observation of meetings of the management's board, and analysis of official documents. Data were analyzed based on the theory of deliberative democracy and studies on participatory bodies. Th e results indicate that the São Paulo Municipal Advisory Board is partially aligned with the deliberative democracy, and strongly connected to the federal and state-level Councils of Social and Economic Development. Due to the specificities of these instances, we suggest the creation of a new category in the literature on institutional participation - "Governmental Advisory Board. ; Este artículo tiene como objeto analítico el Consejo de la Ciudad de São Paulo, un innovador canal de comunicación entre la sociedad civil y el Ejecutivo municipal. Esta investigación exploratoria se basa en un estudio de caso intrínseco cuyos objetivos son comprender el funcionamiento de ese consejo y relacionarlo a otras instituciones participativas en Brasil. Para ello, se realizaron entrevistas semiestructuradas con consejeros y representantes de la gestión municipal, observación participante y análisis de documentos oficiales. Los datos se analizaron a partir de la teoría sobre democracia deliberativa y de estudios sobre consejos participativos. Los resultados apuntan que el Consejo de la Ciudad de São Paulo está parcialmente alineado con el modelo deliberativo de democracia, y fuertemente con los ejemplos federal y de los estados de consejos de desarrollo social y económico. Os dados foram analisados a partir da teoria sobre democracia deliberativa e de estudos sobre conselhos participativos. Os resultados apontam que o Conselho da Cidade de São Paulo está parcialmente alinhado ao modelo deliberativo de democracia, e fortemente aos exemplos federal e estadual de Conselhos de Desenvolvimento Social e Econômico. Pelas especificidades dessas instâncias, sugerimos a criação de uma nova categoria na literatura sobre participação institucional - "Conselho Consultivo".
Tese de doutoramento em Democracia no séc. XXI, apresentada à Faculdade de Economia da Universidade de Coimbra ; Nas últimas décadas, houve um crescimento exponencial das iniciativas focadas na democracia participativa e deliberativa ao redor do mundo, com um predomínio de experiências locais. No entanto, ao longo do tempo, ficou claro que as experiências em pequena escala apresentam limitações em consubstanciar os novos ideais democráticos. Como tentativas de superar tais limites, é percebido o surgimento de processos supralocais, em contextos regionais e nacionais. Este salto de escala muitas vezes é promovido por instituições estatais e é acompanhado por uma tendência de institucionalização da participação. O objetivo central desta investigação foi analisar as potencialidades e limitações das formas participativas institucionalizadas em nível supralocal enquanto elemento capaz de democratizar a democracia. Para tanto, a investigação teve como objetos de estudo duas políticas públicas institucionalizadas em nível regional, uma no continente europeu e outra na América Latina. O caso do norte global refere-se à Política Toscana de Participação Social, na Itália. Já o caso do sul global trata das formas de participação no âmbito do orçamento do Rio Grande do Sul, no Brasil, as quais incorporam as iniciativas da Consulta Popular e do Sistema Estadual de Participação Popular e Cidadã. Em cerca de dois anos de pesquisa de caráter qualitativo, foram realizados trabalhos de campo que acompanharam a implementação dessas experiências e contaram com a realização de 47 entrevistas semiestruturadas. Os resultados da investigação podem ser divididos em duas categorias, uma com implicações teóricas e outra direcionada às peculiaridades dos processos empíricos. Do ponto de vista teórico, a investigação mostra como as vertentes "puras" da democracia participativa e da democracia deliberativa são inadequadas para compreender e analisar processos institucionalizados supralocais. Nenhuma das duas correntes conseguiu questionar de forma satisfatória os limites de escala definidos por autores que sustentam teoricamente o modelo representativo hegemônico. No que diz respeito à institucionalização, as vertentes puras foram erigidas a partir de uma concepção que trata o Estado e a sociedade civil como categorias distintas, com objetivos e lógicas próprias de funcionamento. No entanto, os processos institucionalizados têm levado ao questionamento das fronteiras entre tais polos e enfatizado a interpenetração entre formas estatais e não-estatais. Para dar conta de refletir sobre casos institucionalizados em larga escala, enfatiza-se o giro teórico identificado no início do século XXI e que trabalha a partir de perspectivas híbridas, que revitaliza conceitos criticados pelas abordagens puras e mescla elementos de ambas as vertentes. Dessa forma, enfatiza-se as abordagens híbridas dos sistemas deliberativos e dos públicos participativos. A primeira surge no norte global, e trabalha a ideia de deliberação possível em contraposição ao ideal deliberativo, retomando a aspiração de transformação ampla do sistema político. A perspectiva sistêmica transita da microescala para a macroescala, onde a ênfase recai na articulação entre instituições e na divisão do trabalho deliberativo. A segunda vertente híbrida abordada tem origem no sul global e percebe o Estado e a sociedade civil como entes não monolíticos, questionando as fronteiras fixas entre ambos. Tal vertente tende a perceber a institucionalização da participação como algo não pernicioso, ao mesmo tempo em que enfatiza objetivos como inclusão política e justiça social. Do ponto de vista empírico, esta investigação mostra que os casos do Rio Grande do Sul e da Toscana representam dois modelos distintos de promover o salto de escala. Nos casos estudados, o aumento de escala foi insuficiente para garantir uma maior influência das formas participativas e deliberativas na transformação ampla do sistema político. No que diz respeito à institucionalização, foi identificado que a formalização por meio de leis contribuiu para a perenidade das políticas, ampliando a resiliência às mudanças de governo. No entanto, a institucionalização formal não garantiu, por si só, a manutenção das iniciativas. Coalizões de defesa foram fundamentais para mobilizar politicamente as leis para que essas garantissem o sustento das experiências. Por fim, foi notado que perenidade e resiliência não significam influência no núcleo central de governo. Em Estados fragmentados e marcados por disputa entre projetos políticos, as iniciativas toscana e gaúcha foram institucionalizadas às margens do sistema político. Assim, apesar de institucionalizadas e relativamente perenes, as iniciativas supralocais estudadas estiveram longe de promover a participação como método de governo, sendo inaptas a estender o ímpeto democratizante para outras arenas no interior do aparato estatal. In the last decades, there has been an exponential growth of initiatives focused on participatory and deliberative democracy around the world, with a predominance of local experiences. However, over time, it has become clear that small-scale experiences have limitations in bringing forth the new democratic ideals. As attempts to overcome such limits, supralocal processes have emerged both in regional and national levels. The scaling-up is often promoted by state institutions and is accompanied by a trend toward the institutionalization of participation processes. This research aims at analysing the potentials and limits of the scaling-up and institutionalization of participatory and deliberative democracy as a tool for democratizing democracy. To this end, this dissertation focuses on the implementation of two public policies at the regional level, one in Europe and the other in Latin America. The global north case is the Tuscan Participation Policy, in Italy. The global south case deals with the social participation in the Rio Grande do Sul state budget, in Brazil, which incorporate the initiatives of the Popular Consultation and the System of Popular and Citizen Participation. I carried out two years of qualitative research and fieldwork on the implementation of these policies, involving 47 semi-structured interviews. The results can be divided in two dimensions, one with theoretical implications and the other related to the empirical processes. From a theoretical point of view, the research shows how the "pure" participatory and deliberative democracy theories are inadequate to analyse the supralocal institutionalized processes. Neither of the two approaches addresses satisfactorily the limits of scale defined by authors who theoretically support the representative hegemonic model. Referring to institutionalization, the "pure" approaches were built on a conception that treats the State and the Civil Society as independent categories, each one with its own objectives and working logics. However, institutionalized processes put into question these boundaries between State and the Civil Society. In order to better analyse the large-scale institutionalized cases, it is necessary to work with hybrid perspectives, which revitalizes concepts criticized by the "pure" participatory and deliberative approaches, merging elements of both lines. In this way, the hybrid approaches of the Deliberative Systems and of the Participatory Publics are emphasized. The first emerges in the global north and works with the idea of "good enough" deliberation and not with the deliberative ideals, revitalizing the aspiration for a broad transformation of the political system. The systemic perspective moves from the microscale to the macro-scale, where the emphasis is on the articulation between institutions and in the deliberative division of labour. The Participatory Publics perspective has its origins in the global south and perceives the state and civil society as non-monolithic entities, questioning the fixed boundaries between these categories. The Participatory Publics approach perceives the institutionalization of participation in a non-negative way, emphasizing goals such as political inclusion and social justice. From an empirical point of view, this research shows that the cases of Rio Grande do Sul and Tuscany represent two different models of promoting the scaling-up of participation and deliberation. In these cases, the increase of scale was insufficient to promote a broad transformation in the political system. In respect to institutionalization, it was identified that the formalization through laws increases the resilience to government changes, contributing to the maintenance of the policies. However, the institutionalization is necessary but not sufficient. Defense Coalitions were fundamental in politically mobilizing the laws to ensure the policies' survival. Finally, it was noted that resilience does not mean influence in the heart of government and in the agenda setting processes. In fragmented states marked by a dispute between political projects, the Tuscan and Rio Grande do Sul initiatives were institutionalized on the margins of the political system. A Deliberative Public Administration is a political commitment to progressive and progressive transformation of public administration, especially in countries like Brazil, whose accumulated experiments of citizen participation has excelled around the world. Therefore, it is argued in favor of social participation as a method of government, seeking to defuse some of the propositions often used to minimize or even ridicule the social participation in government processes. Additionally, the need to reinvent democracy defends itself, warning of the bankruptcy of the traditional ways of doing politics and, consequently, the inability of the current government to govern, and citizens to govern their own governments. Hence the need to regain good policy as a way to overcome the moral barbarism that took account of political relations and the government itself in Brazil and worldwide. Finally, it is to develop new administrative capabilities so that governments are able to better communicate your plans, goals and objectives, both internally, as in society. Therefore, the text establishes the reasons for the proposed new governance of public affairs: i) less specialization and more creativity; ii) less data and more philosophy; iii) less inbreeding and further diversity. In short, betting on relational skills (of technopolitical nature) of new generations of leaders and public servants in training, but also in institutional learning capacity due to both the collective intelligence already installed in our public offices as of participatory and deliberative practices already in use inside the same.
The current demands from society to public administration requires understanding new public governance (NPG) as a management model, involving citizens in the public policy decision-making processes. Therefore, from a macro-perspective, information on NPG may contribute to developing strategies to meet citizens' demands, which is not a usual practice in existing public administration models. This work identifies dimensions of NPG analysis, filling a gap in the literature. The foundations for NPG analysis are deliberative democracy, co-production, and public value, and the dimensions are identified based on structure and processes. The study found that NPG uses tools from previous administration models, focusing on democratic and legitimacy principles. Finally, the research emphasizes the need for theoretical and empirical studies to understand NPG tools better, enabling a more inclusive public administration with more legitimate actions. ; La comprensión de la Nueva Gobernanza Pública (NGP) como modelo de gestión cumple con las demandas actuales impuestas por la sociedad a las administraciones públicas, donde es necesario involucrar a los ciudadanos en el proceso de toma de decisiones de las políticas públicas. Con esto, en una perspectiva macro, la generación de información sobre la divulgación de la NGP puede contribuir al desarrollo de estrategias para satisfacer las demandas que los ciudadanos imponen a la gestión, algo que hasta el momento no fue implementado de manera efectiva en los modelos de administración pública existentes. Así, este trabajo tiene como objetivo plantear dimensiones para el análisis de la NGP, que aún carece de literatura. Como se demostró, existen bases para el análisis de la NGP que son: democracia deliberativa, coproducción y valor público. Mediante estos supuestos, se analizan las dimensiones desde dos enfoques principales: estructura y procesos. Se verificó que la NGP utiliza herramientas de modelos administrativos anteriores, pero busca su énfasis dentro de los principios democráticos y de legitimidad. Finalmente, también se enfatiza la necesidad de estudios teóricos y empíricos que permitan una mayor comprensión de estas herramientas, permitiendo así una administración pública más inclusiva con acciones más legítimas. ; Compreender a New Public Governance (NPG) como modelo de gestão vai ao encontro do atendimento às demandas atuais impostas pela sociedade às administrações públicas, em que há a necessidade de envolver os cidadãos no processo decisório das políticas públicas. Com isso, numa perspectiva macro, gerar informações sobre a evidenciação da NPG poderá contribuir para o desenvolvimento de estratégias que atendam às demandas que os cidadãos impõem à gestão, algo até então pouco efetivado pelos modelos existentes de administração pública. Dessa forma, este trabalho objetiva levantar dimensões para a análise da NPG, ainda carente na literatura. Conforme demonstrado, existem fundamentos para isso, entre eles: democracia deliberativa, coprodução e valor público. Por meio desses pressupostos, são analisadas dimensões sobre dois focos principais: estrutura e processos. Verificou-se que a NPG utiliza ferramentas dos modelos administrativos anteriores, mas busca sua ênfase dentro dos princípios democráticos e de legitimidade. Por fim, ressalta-se a necessidade de estudos teóricos e empíricos que possibilitem maior compreensão dessas ferramentas, permitindo uma administração pública mais inclusiva e com ações mais legítimas.
Public Policy Conferences are institutionalized participatory bodies that outshine the traditional separation between state and society and generate dynamics of political representation different from the electoral model of democracy. In these areas, civil society is called to represent the plurality of social demands and to expand the political inclusion through the deliberation of policies that express different opinions, interests and perspectives. From this normative commitment, the paper addresses the problem of authorization, accountability and responsiveness, showing how these experiences relate to these criteria and what are the variables that contribute to or impede the exercise of democratic representation in terms of actual influence of society in the deliberation of public policy in Brazil. It argues that the democratic legitimacy of participatory institutions must be sought in the connection between the distinct deliberative arenas and not in the singular action of each individual or institution.
The Brazilian administrative reform was included in the 1988 Constitution, and it has promoted decentralized policies, including the municipalization of health and popular participation. The objective of this article is to understand how the implementation of these democratic changes were studied in the international literature. The scientific production on Brazilian public health administration was analyzed by studying social networks. The search was conducted in the Web of Science database, using administration terms, delimited by "Brazil" and "health," and using BibExcel and Ucinet software. The network of publications in administration was cohesive, containing practices of deliberative democracy and social participation. By including the term "health," more variations were found, particularly on the Brazilian Health Reform and on the decentralization of the National Health System, with a more critical and reflexive focus, albeit with a clear gap on social accountability. ; La reforma administrativa en Brasil, iniciada con la Constitución de 1988, permitió la efectuación de políticas públicas descentralizadas, tales como la municipalización del área de salud previendo mayor abertura para la participación popular. Objetivando aprehender como la efectuación de esos cambios tuvo eco en la literatura internacional, el presente artículo analizó la producción científica a respecto de la administración pública de la salud en Brasil, adoptando el estudio de redes sociales. La investigación se realizó con base en la Web of Science, utilizando los términos relacionados a la administración, delimitada por "Brazil" y "health", y los programas BibExcel e Ucinet. La red de publicaciones de la administración se mostró coherente, conteniendo prácticas de democracia deliberativa y participación social. Al incluir el término "salud", hubo una mayor variación de temas, con destaque para la Reforma Sanitaria Brasileña y la descentralización del Sistema Único de Salud, con enfoque más crítico y reflexivo, e importante laguna relativa al control social. ; A reforma administrativa no Brasil, iniciada com a Constituição de 1988, permitiu a efetivação de políticas públicas descentralizadas, incluindo a municipalização do setor saúde e participação popular. Objetivando apreender como essas mudanças democráticas ecoaram na literatura internacional, o artigo analisou a produção científica da administração pública da saúde no Brasil, adotando o estudo de redes sociais. A pesquisa foi feita na base do Web of Science, utilizando termos relacionados com administração, delimitada por "Brazil" e "health", e softwares auxiliares BibExcel e Ucinet. A rede de publicações da administração se mostrou coesa, com práticas de democracia deliberativa e participação social. Ao incluir o termo "saúde", houve maior variação de temas, com destaque para a Reforma Sanitária e descentralização do Sistema Único de Saúde, de forma crítica e reflexiva, e notada ausência do controle social.
The New Public Management failed to present significant changes in the patterns of relations between the centralizing state and society. This research proposes an analytical approach based on the interactions between collaborative governance (CG) and communicative action theory (CAT), in order to study communicative collaboration (CC) practices involving the state and society. When looking for intersections among the theoretical assumptions in CG and CAT, the study identified four theoretical constructs that contribute to a collaborative scenario: multiplicity of actors, interdependence, inclusive deliberative process, and seeking consensus. The findings based on cutting-edge CG theory and on Habermas' classic works demonstrate that CC assumptions enable environments conducive to inclusive social participation. The article argues that it is possible to build spaces conducive to communicative collaboration between the state and society, where there is equal participation among actors seeking shared understanding leading to practical solutions to public problems. ; Los esfuerzos del gerencialismo no pudieron presentar grandes cambios en los patrones de las relaciones entre Estado centralizador y sociedad. El objetivo de esta investigación es proponer un enfoque analítico, a partir de las aproximaciones entre la gobernanza colaborativa (GC) y la teoría de la acción comunicativa (TAC), para la investigación de prácticas de colaboración comunicativa (CC) entre Estado y sociedad. En la búsqueda por las intersecciones de los presupuestos teóricos de la GC y de la TAC, se identificaron cuatro constructos teóricos para un escenario colaborativo: multiplicidad de actores, interdependencia, proceso deliberativo inclusivo y búsqueda del consenso. Los hallazgos de las obras clásidas de Habermasian y de vanguardia de GC demostraron que los supuestos de CC permiten entornos propicios para la participación social inclusiva. Se discute que es posible construir espacios propicios a una CC entre Estado y sociedad, donde haya igualdad de participación entre los interesados, en la búsqueda de un entendimiento compartido capaz de apuntar soluciones prácticas para problemas públicos. ; Pode-se dizer que os esforços do gerencialismo não conseguiram apresentar grandes mudanças nos padrões das relações entre Estado centralizador e sociedade. Com isso em vista, o objetivo desta pesquisa foi propor uma abordagem analítica, a partir das aproximações entre governança colaborativa (GC) e teoria da ação comunicativa (TAC), para investigar práticas de colaboração comunicativa (CC) entre Estado e sociedade. Na busca pelas intersecções entre os pressupostos teóricos da GC e da TAC, identificaram-se quatro constructos teóricos para um cenário colaborativo: a) multiplicidade de atores; b) interdependência; c) processo deliberativo inclusivo; e d) busca pelo consenso. Os achados do estado da arte da GC e das obras clássicas habermasianas demonstraram que os pressupostos de uma CC viabilizam ambientes propícios a uma participação social inclusiva. Discute-se que é possível construir espaços propícios a uma CC entre Estado e sociedade, onde haja igualdade de participação entre os interessados, na busca por um entendimento compartilhado capaz de apontar soluções práticas para problemas públicos.
