LEFIS organized a meeting in July 2007 in Jaca (Spain) to discuss the status and the perspectives of e-Government especially applied to the legal aspects of society. As it is known the potential benefits of e-Government are numerous and they include greater efficiency, improved public services, enhanced engagement with citizens. Yet progress has been relatively slow, particularly when compared with other sectors such as e-Commerce. From the presentations of some experiences focused in particular on digital divide, e-Participation, form of government, role of citizens, planning methodology in proposing solutions for citizens, the book highlights some problems and solutions to help overcome barriers.

Little academic and policy attention has addressed the `digital divide' among children and young people. This article analyses findings from a national survey of UK 9—19-year-olds that reveal inequalities by age, gender and socioeconomic status in relation to their quality of access to and use of the internet. Since both the extent of use and the reasons for low- and non-use of the internet vary by age, a different explanation for the digital divide is required for children compared with adults. Looking beyond the idea of a binary divide, we propose instead a continuum of digital inclusion. Gradations in frequency of internet use (from non and low users through to weekly and daily users) are found to map onto a progression in the take-up of online opportunities among young people (from basic through moderate to broad and then all-round users), thus beginning to explain why differences in internet use matter, contributing to inclusion and exclusion. Demographic, use and expertise variables are all shown to play a role in accounting for variations in the breadth and depth of internet use.
Brazilian Digital Inclusion Public Policy: achievements and cha This article presents the achievements and challenges of the digital inclusion public policy in Brazil from the perspective of agents working within the Federal Government. It starts with statistics on access to ICT infrastructure in general as well as the actual location of Internet use and socio-economic profile of the users. These indicators relate to the Federal Government strategies to face the digital divide. Three main strategies guide the implementation of the digital inclusion public policy: home access, school and community access centers. Effort is made to supply equipments, connectivity, human resources and capacity building programs, monitored by constant evaluation and indicator building processes. Among many ongoing initiatives, the Computers for Inclusion project (inspired by the Canadian Computers for Schools) and the National Digital Inclusion Observatory are explained in detail. The major challenges are then presented: broadband access in all regions; funds for the maintenance of existing infrastructure; local content production; qualified digital inclusion agents; participatory steering mechanisms for programs, community centers and schools; expanding the numbers of digital inclusion units; co-responsibility among Federal, State and Municipal levels. The conclusion ponders that while many results were achieved in implementing and measuring the strategies for bridging the digital divide, overcoming the stated challenges needs the effective involvement of Government in all its levels in partnership with society.
[eng] Iberian-America from 1492 was united definitively and it was always a great challenge for the national rulers, and the international community. In the last years, renovated effort exists to achieve that the population but submerged it achieves the benefits of the development. They conspired against this initiative the territorial great extension, the access difficulties, of the population, to the basic services, stable governments' absence in the region, absence of clear politicians; they finished imposing obstacles difficult to overcome. For these reasons the Latin American sector was delayed in the conquest of the technological new times that the developed world lives. However the Iberian sector has a high growth and socioeconomic stability, what redound in big benefits for its citizens. In the educational aspect, one is living a career stage against clock for the incorporation from ICT to the curricular offer, however the population's sectors exist but vulnerable that require a special attention and they don't always frame in formal traditional system. While in the world exists around 1.100 millions of connected to Internet, in Latin America there are only 88 million users. (Annex III). It is in this field where the investigation was centered having consideration especially ICT and the vulnerable groups in risk of digital social exclusion, the Projects that contemplate this way they. A Guide of Evaluation was also developed that serves as the element of analysis of results, achievement of objectives, and optimization of resources with the purpose of stimulating the diffusion and exchange of the knowledge and the international cooperation, and to assure to the civic inclusion processes to the shared knowledge society. ; [spa] Ibero América desde 1492 quedó unida definitivamente y siempre fue un gran desafío para los gobernantes nacionales, y la comunidad internacional. En los últimos años existe un renovado esfuerzo para lograr que la población mas sumergida logre los beneficios del desarrollo. Conspiraron contra esta iniciativa la gran extensión territorial, las dificultades de acceso de la población, a los servicios básicos, ausencia de gobiernos estables en la región, ausencia de políticas claras, terminaron imponiendo obstáculos difíciles de superar. Por estos motivos el sector latinoamericano se retrasó en la conquista de los nuevos tiempos tecnológicos que vive el mundo desarrollado. Sin embargo el sector Ibérico tiene un alto crecimiento y estabilidad socioeconómica, lo que redundó en grandes beneficios para sus habitantes. En el aspecto educativo, se está viviendo una etapa de carrera contra reloj para la incorporación de TICs a la oferta curricular, sin embargo existen sectores de la población mas vulnerables que requieren una especial atención y no siempre encuadran en sistema formal tradicional. Mientras que en el mundo existen alrededor de 1.100 millones de conectados a Internet, en Latino América sólo hay 88 millones de usuarios. (Anexo III). Es en este campo donde se centró la investigación teniendo en especial consideración las TICs y los grupos vulnerables en riesgo de exclusión social digital, los Proyectos que así los contemplan. También se desarrolló una Guía de Evaluación que servirá como elemento de análisis de resultados, logro de objetivos, y optimización de recursos con la finalidad de estimular la difusión e intercambio del conocimiento y viabilizar la cooperación interinstitucional e internacional, asegurando al ciudadano procesos de inclusión a la sociedad del conocimiento compartido.
Zwischen digitaler Beteiligung, Einkommen, Arbeit und Bildung besteht ein enger Zusammenhang. Die digitale Spaltung ist ein Produkt sozialer Faktoren und hat soziale Folgen, die sich intergenerativ verstärken können. Sie zeigt sich im Besitz und in der Nutzung elektronischer Medienträger, in der Nutzung von Mobiltelefonen und in der Mediennutzung in der Freizeit. Die Ergebnisse unterstreichen die Wichtigkeit von Medienpädagogik zur Vermittlung von Medienkompetenz. E-Exklusion, die besonders Kinder und Jugendliche aus sozial benachteiligten Schichten betrifft, bezieht sich zum einen auf den Zugang zu elektronischen Medien, zum anderen auf den kompetenten, reflektierten, selbständigen, auf Partizipation und Lebenschancen abzielenden Umgang mit diesen Medien. Eine Überwindung dieser Exklusion erscheint im Rahmen schulischen Lernens nur bedingt möglich. (ICE2). Die Untersuchung enthält quantitative Daten.
No presente artigo narro algumas vivências como professora de Educação Especial, acontecidas na Escola Padre Francisco Silva. Desde uma perspectiva de inclusão me questiono sobre as dificuldades encontradas no cotidiano escolar para dar conta da diversidade. Na busca por compreender historicamente o caminho percorrido pelas pessoas portadoras de necessidades especiais, faço um diálogo com Pessoti (1984) quem me oferece elementos para ter uma compreensão maior das dificuldades que até hoje enfrentamos em relação à diversidade.
This article considers research directed at conceptualising aspects of assistive technology of benefit to ineffective readers. In particular, it deals with educational practice that fosters e‐inclusion. Exploring the potential of digital technologies, this article presents results from research in a five‐year period in Denmark. Frequent and proper use of assistive technologies may promote reading fluency, but the core objective is to overcome barriers to learning and to support ineffective readers to work at age‐related expectations. Compared to learning without any assistive technology, ineffective readers develop higher intrinsic motivation and self‐esteem regarding school work. The use of digital technology helps them when translating written words into spoken words (decoding) and when getting meaning from the text. In general, they also become more self‐reliant and produce texts of higher quality. An innovative strategy, consequently, encompasses quality reading education and implementation of technology enabling age‐relevant text comprehension.

"Die digitale Spaltung bzw. der digital divide ist eine beliebte Metapher, mit der Unterschiede in der sozialen und territorialen Ausbreitung und Nutzung des Internet bezeichnet werden. Während von einigen die Spaltung als ein Übergangsphänomen auf dem Weg zur digitalen Vollversorgung betrachtet wird, fordern andere gezielte Maßnahmen ein, um die Spaltung zu überwinden. Regierungen, Unternehmen, aber auch zivilgesellschaftliche Gruppen haben sich zum Ziel gesetzt, den digital divide zu bekämpfen. Dabei überwiegt eine statische und dichotome Betrachtungsweise des Problems, und Maßnahmen zur Beseitigung der Unterschiede setzen an der Erleichterung des Zugangs zum Netz an. Tatsächlich sind viele digitale Unterschiede aber eher kontinuierlich als diskret, und es ist zu erwarten, dass sie sich im Zeitablauf reproduzieren. Schon die frühe Entwicklung des Internet ist eine Geschichte von Disparitäten und Differenzierungen. Sie zeigt, dass aus technischen Innovationen resultierende Ungleichheiten Bemühungen der Betroffenen auslösen, die Unterschiede auszugleichen, was die Ausbreitung des Netzes vorantreibt. Im Entwicklungsverlauf verlagern sich die Disparitäten von der bloßen Möglichkeit des Zugangs zum Internet auf technische und soziale Mechanismen der Inklusion und Exklusion. Speziell technisch unterstützte neue Nutzungsmöglichkeiten lösen aber wiederum auch Nachahmer-Prozesse aus, die - auch ohne staatliche Intervention - digitale Unterschiede verringern. Insgesamt überlagern sich politische (industrie-, technologie- und infrastrukturpolitische) Prozesse und Marktprozesse, die je für sich und im Zusammenwirken digitale Unterschiede beseitigen und erzeugen. Ein Blick in die Forschung über die Strukturierung sehr großer Netzwerke lässt vermuten, dass auch bei relativ gleich verteilten Fähigkeiten der Nutzung des Internet die einzelnen Nutzer (Netzknoten) keineswegs jeweils ähnliche Positionen in der Netzstruktur einnehmen. Vielmehr ist zu erwarten, dass das Nutzungsverhalten eine sehr schiefe Verteilung mit vielen schwach und wenigen stark vernetzten Knoten erzeugt ('scale-free' networks), was die Erwartungen einer generell Gleichheit fördernden Wirkung des Internet enttäuscht."
