In the contemporary picture there is conjoint consensus amongst all the policy makers from across the sphere that devoid of ICT and digital inclusion; the growth of an individual is stalled. Specially in developing economy like India, where poverty eradication and employment generation are foremost objectives; digital inclusion is a must. Considering factors like lack of infrastructure, primary education and availability affordable technologies and others, the strategic intervention and collaborative efforts by government and non-government organizations is indispensable. Present study provides an analysis of secondary data in order to investigate the current status of digital inclusion and digital divide of Indian population. Further it also illustrates the strategies to eradicate the digital divide and cites example from successful digital inclusion campaigns from other parts of world.

Un somero análisis del discurso sobre la brecha digital y sus paliativos rápidamente trae reminiscencias de modelos de desarrollo aplicados otrora en América Latina. Propongo como objetivos de este trabajo: (1) registrar históricamente el discurso sobre la brecha digital, trazando sus orígenes en la agenda pública y su estatus de mandato social; (2) examinar sus limitaciones conceptuales como categoría de análisis de desarrollo aplicada a comunidades; (3) distinguir niveles de uso de las tecnologías, con el fin de deducir modelos implícitos de desarrollo en dicho discurso, y (4) analizar continuidades y quiebres con políticas pretéritas de promoción de tecnologías y difusión de innovaciones. ; A brief analysis about the Digital Gap' discourse and its solutions immediately brings memories about development paradigms applied in Latin America in the past. In that sense, I propose for this paper: (1) consider historically the discourse about the digital gap; stating its origins in the public agenda and its current status of social mandate; (2) examine its conceptual limitations as a development category applied to communities; (3) distinguished between levels of use, with the objective of deducing implicit models of development suggested by the discourses; and, (4) analyse continuities and breakthroughs with previous politics about promotion of new technologies and innovation in the region

Purpose
The purpose of this paper is to present the work of the European Network for Technology Enhanced Learning in an Inclusive Society project, which addresses the challenges of the digital divide for people with disabilities of all ages.
Design/methodology/approach
The project employs a number of activities and approaches which involve people with disabilities and other stakeholders, in order collect scientific knowledge, views, suggestions and experiences that will help in bridging the digital divide. These include literature review and qualitative methodologies of data collection, such as interviews with stakeholders, focus groups and living labs.
Findings
The benefits of (assistive) technology in the lives of people with disabilities are highly appreciated. However, a number of barriers, including lack of digital skills are identified. Thus the development of (assistive) technology competencies programmes is suggested. In addition, there is evidence of the need to further involve all stakeholders and increase awareness.
Social implications
The most important implication of the project is the production of the manifesto against the digital divide. With this document the project consortium justifies for action on raising awareness regarding the rights of persons with disabilities of all ages to be digitally included.
Originality/value
The value of the project lies upon the publication of the manifesto against the digital divide, which has already been endorsed by a number of organisations in Europe and elsewhere, with the aspiration of influencing policy makers and practitioners to collaborate in order to bridge the digital divide.

Digital inclusion programs contribute to promote a revolution regarding Internet access. WEB 2.0 platform democratization of access is increasing the opportunities to build digital citizenship. In Brazil one of the most important initiatives is AcessaSP Digital Inclusion Program, awarded in 2013 by Bill & Melinda Gates Foundation, a kind of digital inclusion Nobel, that recognizes innovative efforts worldwide to connect people. AcessaSP is a digital inclusion program, which is now 15 years old and already reached 80 million users in almost 850 infocenters in operation, developed by São Paulo state government in partnership with Research Center for New Communications Technologies Applied to Education – School of the Future / USP. This paper presents AcessaSP and discusses some results concerning connected aged populations practices as users of AcessaSP infocenters. The study was carried out as a comparative survey with statistical data collected in 2008, 2009 and 2012 based on a SPSS database originally developed to provide AcessaSP program with statistical data. Main results point an exponential participation in social networks and significant appropriation of WEB 2.0 tools, suggesting aged population empowerment.
