There is no doubt that we live in exciting times: Ours is the age of many 'silent revolutions' triggered by startups and research labs of big IT companies; revolutions that quietly and profoundly alter the world we live in. Another ten or five years, and self-tracking will be as normal and inevitable as having a Facebook account or a mobile phone. Our bodies, hooked to wearable devices sitting directly at or beneath the skin, will constantly transmit data to the big aggregation in the cloud. Permanent recording and automatic sharing will provide unabridged memory, both shareable and analyzable. The digitization of everything will allow for comprehensive quantification; predictive analytics and algorithmic regulation will prove themselves effective and indispensable ways to govern modern mass society. Given such prospects, it is neither too early to speculate on the possible futures of digital media nor too soon to remember how we expected it to develop ten, or twenty years ago. The observations shared in this book take the form of conversations about digital media and culture centered around four distinct thematic fields: politics and government, algorithm and censorship, art and aesthetics, as well as media literacy and education. Among the keywords discussed are: data mining, algorithmic regulation, sharing culture, filter bubble, distant reading, power browsing, deep attention, transparent reader, interactive art, participatory culture. The interviewees (mostly from the US, but also from France, Brazil, and Denmark) were given a set of common questions as well specific inquiries tailored to their individual areas of interest and expertise. With the second-highest penetration of IPTV in Europe, it appears that the Slovenian population has keenly embraced new media platforms at the expense of radio, newspapers, and satellite TV. But the changes and implications for media diversity and society more broadly have stopped short of anything that could be considered a digital revolution. Key challenges remain,particularly in securing a sustainable future for the quality news sector.From a consumer and citizen's perspective, digitization has succeeded in expanding the quantity and accessibility of news and information, but not the quality and diversity of content. In combination with the lingering effects of the financial crisis, the independent performance of the media at large is under threat. This remains the over-arching challenge for policymakers.

Covering 60 countries, the project examines how these changes affect the core democratic service that any media system should provide: news about political, economic, and social affairs.Latvia ended analog terrestrial broadcasting on June 1, 2010, following a flawed process of spectrum allocation, minimal public consultation, and without ensuring that the public understood the process or that the most vulnerable members of society were assured of access to the digital signal.The number of terrestrial television channels has increased with digitization, providing an alternative to cable and satellite. However, experts indicate that switch-over has not raised the quality of television content. With viewers' purchasing power limited, free-to-air TV and low-cost channels along with Russian television programs are offered instead of high-quality foreign content. Digitization has not led to better quality journalism, nor has it increased the volume of original news content.Marginalized groups have gained a public forum on digital platforms, especially on social networks. But there is no evidence that digitization helps to improve the media coverage of those groups. Digitization has offered many tools and opportunities for improved investigative journalism but they are seldom used. Signs of innovative and creative uses of digital media and social networks suggest that digital channels may yet provide a powerful voice for civic activism. But that will require further maturing of civil society.A universal self-regulatory mechanism has eluded Latvian journalists for decades and digitization has done little to improve this. The current legal framework for allocating digital spectrum needs to be revised and the private intermediary provider of free-to-air digital terrestrial services needs to be eliminated. Legal provisions ensuring transparency of media ownership are insufficient and need to be improved.

Television continues to be the medium of reference.Digitization and the consequent rise in the use of social networks and digital platforms on the part of Argentinean society are changing the system of social production and the circulation of information and entertainment in a country where the expansion of broadband connections has doubled over the past five years. There is a dramatically increasing number of blogs that contribute to the political debate and offer news and opinions from various fields of expertise and that feed back into the workings of mainstream media.The digital divide remains a central issue, not only in terms of social groups without the economic means and the skills to use the net, but also in terms of the uneven quality of the access provided in different parts of the country.In any case, the transformative potential of digitization will no doubt be affected by the polarization of the social and political forces of Argentina that prevents rival groups from acknowledging shared goals and agreeing on a course of action to obtain all the possible benefits of this transformation

Covering 60 countries, the project examines how these changes affect the core democratic service that any media system should provide: news about political, economic, and social affairs.In Moldova, the combination of digitization and political change has increased the diversity of media outlets and their news, the plurality of opinions, and the transparency of public institutions, while it has diminished political interference in the media.Yet the lack of independence of regulatory institutions, the nontransparent media ownership structure, and the slow pace of digital switch-over continue to undermine these achievements.In order to reinforce positive change, this report proposes four kinds of reform. Firstly, the legal framework for digital switch-over must be completed in the near future if the country is to be ready for the transition before the switch-off date. The provisions for public interest, access, and affordability should be given priority and, for this purpose, participation of civil society groups in the drafting process is vital. This framework will also speed up the adoption of the new Broadcasting Code, a historic document that will end the era of non-transparent media ownership, the second area that needs urgent reform.Thirdly, with public awareness of the purpose and implications of switch-over virtually nonexistent, an information campaign and public debate on the issue need to start without delay. Finally, the independence of two key institutions, the Broadcasting Coordinating Council and the PSB, needs to be strengthened. In both cases, this can be done by changing funding models and adopting clearer regulatory safeguards against government interference.

More than three-quarters of the population accesses the internet regularly, and more than half of those are active on social networking platforms. Recent surveys suggest that nearly a quarter of internet users now connect via smartphones. As for traditional media, newspaper circulations have experienced a steady rather than dramatic decline over recent years, while television and radio audiences remain relatively stable.The press and news organizations remain in general relatively free of political influence, and although there is significant cross-media ownership and little opportunity for new entrants, digitization does not appear to have exacerbated this situation, and there remains a degree of competition and pluralism within all sectors.This report calls for the development of media policy that will incentivize television service providers to introduce the additional digital television services that were promoted during switch-over. They also call for long-term predictable funding mechanisms to ensure that public service media, Estonian Public Broadcasting (Eesti Rahvusringhääling, ERR) above all, provide quality output.

According to the United Nations' 2011 Human Development Report, half the population suffers deprivations of all types. Only half is literate. Even then there are only 12 million television sets (surely a desirable medium for those who cannot read)—one for every 14 people.This means a lot of communal watching of mostly state-owned channels of the Pakistan Television Corporation (PTV). At present, the only other terrestrial television channel is the privately owned ATV, in which PTV and the Pakistan Broadcasting Corporation are majority (80 percent) shareholders. The sameness is deafening.However, urban Pakistanis are getting richer and spending money on alternatives. Thus PTV has ceded ground to more than 20 privately owned broadcasters with 89 domestic and 26 foreign channels, with national television viewing split evenly between terrestrial on the one hand, and cable and satellite on the other.This proliferation of channels has enabled Pakistani media to wield more influence over politics and public discourse than ever before. With this growing influence comes, however, a corresponding increase in attempts by the government to control media outlets. Indeed, state coercion and increasing censorship are among the greatest pressures on the media industry.

Digitization seems to be increasing both the quantity and range of news and the total public consumption of media as many traditional outlets now have online versions, while some new online only outlets have been born in recent years and gained recognition as news providers. Internet use is increasing very fast in urban areas and higher socioeconomic groups.Public media have been strengthened in recent years and public service provision is considered an important issue in Colombia. The transition to digital terrestrial television (DTT) is seen as both a challenge and an opportunity to public media. Digital activism too has grown in Colombia, and active internet users have proved the power of social networking, which has become very popular. Political debates and hostage rescue operations have, among others, triggered big digital mobilizations, especially on Facebook and Twitter.The policy and regulatory framework for digital media is still being defined as the media regulatory framework itself is functional, but there are several procedural flaws in the implementation.

While cable television appears to have peaked since 2007, satellite television continues to increase its penetration, more often through bundled services. On the other hand, Internet Protocol television (IPTV) is also growing, albeit from a low base. Although Bulgarians enjoy some of the fastest internet connections in the world, overall broadband penetration is low.However, except for the ubiquitous popularity of torrent trackers, there is a lack of e-government services and on-demand audiovisual content. Press and radio are declining in revenue, and the press in particular has welcomed investors with hidden sources of financing that use newspapers for their own business interests. Shedding more light on media ownership, prohibiting concentration, and securing sustainable business models for quality news outlets remain key challenges.

Experimental broadcasting via digital signals began in 2002 and the last analog television signals were switched off in September 2011. The country has the highest free-to-air digital terrestrial coverage in Europe, exceeding 99 percent of national territory, and it is the main television platform for the majority of the population.Television remains the dominant medium for both information and entertainment. However, the internet is the most trusted medium for news and information. Radio has experienced a marginal decline in listenership, but print media have been hit hardest by the globaleconomic downturn and audience migration online.In the final analysis, this report finds that policy has been responsive to digitization and that the process has done much to democratize and pluralize Croatian media. It has not yet, however, neutralized the power of dominant media organizations, or indeed the influence wielded by political elites and advertisers. There is also evidence that in response to digitization, journalism across sectors has become increasingly tabloid and oriented towards soft news, and there are uncertainties as regards the sustainability of public interest media.

It provides for freedom of media as a right and fundamental freedom. Section 34 guarantees the independence of electronic, print, and all other types of media. The government has also pledged to enhance Kenya's technological infrastructure by investing in the roll-out of fiber optic cable throughout the country and working on "digital villages" to enable people in remote parts of the country to access broadband internet. Stiff competition in the mobile phone market has also lowered access costs and there is a significant increase in news diversity as a direct result of the convergence of internet, television, and radio on mobile platforms.In online journalism, the virtues associated with ethics—accuracy, honesty, truth, impartiality, fairness, balance, respect for autonomy of ordinary people—are barely respected, largely because there is no effective way of policing this, and there are no legal penalties. Concentration of ownership has increased in the last five years and transparency in ownership of media has improved only slightly over the past five years. The government controls media licensing—a process that is shrouded in secrecy, so that it is difficult to establish who owns which media house.The overall framework of policy and law is not yet adequate for digitized media in Kenya. The national ICT policy of 2006 committed the government to support and encourage pluralism and diversity. While this led to a proliferation of channels, it did not do much for content diversity due to the level of concentration of media. A lack of resources to build the digital infrastructure, consumer ignorance of what the switch means and whether the public can afford the end-user devices are some of the challenges faced in Kenya's digital switchover

At the same time, digitization offers a freer and more diverse space for news and public debate. The story of Kazakhstani media is of two contrasting dynamics: the increasingly controlled and innovation-shy offline space, and the vibrant, less-restricted digital environment.The rise of digital media has yielded benefits for citizens and democracy, albeit these are limited by the dominance of one political party and its leader. Nevertheless, media remain constrained and state interference remains prominent. As opportunities for working directly with policymakers in Kazakhstan are limited, the report calls for civil society organizations to step up their awareness-raising efforts and bring the threats stemming from restrictive legislation and the lack of regulatory independence to public and international attention. It also calls for a debate about the need to reform publicly funded broadcasters so that they serve the public interest.

They have given impetus to a culture of openness and transparency that has been in development since the country's return to democracy in 1990. However, digitization of terrestrial broadcasting is yet to get off the ground, in spite of television's endurance as the dominant medium for news and information. Significant obstacles also remain in respect of pluralism and diversity, including ownership concentration and a persistent digital divide, neither of which have been helped by the global economic downturn.Overall, digitization has only partly impacted on the media landscape in Chile. It has neither altered the neoliberal trajectory of media policy, nor reduced high levels of ownership concentration and incumbent advantages. But there is, at the very least, a framework in place that will potentially open doors to new entrants in the digital terrestrial arena, as well as sustain the public service, local and community sectors. This will provide an important antidote to the digital divide which is likely to persist in terms of access quality, even after universal service is achieved. Whether this potential will be realized is, however, uncertain.
