Kulturna diplomacija jedno je od posebnih područja unutar šire kategorije diplomacije i dio javne diplomacije koju određuje sadržaj diplomatskog djelovanja. Vlade nacionalnih država i drugi tipovi aktera provode kulturnu diplomaciju kroz razne oblike kulturnog predstavljanja i razmjene koji su usmjereni prema stranim javnostima radi ostvarivanja međusobnog razumijevanja i suradnje, ali u skladu sa svojim vanjskopolitičkim ciljevima koji obuhvaćaju promociju vlastite kulture i izgradnju pozitivnog imidža. Primjenjujući navedeni teorijski okvir, u radu predstavljamo studiju slučaja aktualne kulturne diplomacije Republike Hrvatske razlikujući strukturni i konceptualni aspekt kulturne diplomacije, s fokusom na izgradnju meke moći. Promatrajući strukturni aspekt, predstavljamo institucije koje sudjeluju u hrvatskom kulturno-diplomatskom djelovanju, dok u sklopu konceptualnog aspekta analiziramo kulturne sadržaje kojima se oblikuje vanjski nacionalni imidž Hrvatske. ; Cultural diplomacy is one of the specific fields within the broad category of diplomacy and is a component of public diplomacy which is determined by the content of diplomatic activity. National state governments and other types of actors conduct cultural diplomacy through different forms of cultural representation and exchange that are directed towards foreign public in order to achieve mutual understanding and cooperation – all in accordance with their foreign policy goals which include promoting their own culture and building a positive national image. Using this theoretical framework, the paper presents a case study of the current cultural diplomacy of the Republic of Croatia by differentiating structural and conceptual aspect of cultural diplomacy and focusing on building its soft power. By examining the structural aspect, the paper introduces the institutions that participate in the Croatian cultural diplomatic activity, while within the conceptual aspect, this paper analyzes the cultural activities which form the foreign national image of Croatia.

The world of sports is a reflection of the world of politics. It is becoming increasingly multipolar with the emerging states hosting mega sporting events. Firstly, the article problematizes the concept of multipolarity and, secondly, globalisation by questioning whether the Olympic Games reinforce national identities and promote national interests by using Olympic diplomacy as a soft power tool. In doing so, the article explores the correlation between the changes in international affairs and the hosting of and participation at the Olympic Games by emerging states such as Brazil, China and Russia. The analysis distinguishes globalisation from the role of the nation-state, by highlighting the evident differences between emerging states in terms of hosting the Games, but also takes into consideration geopolitical and geo-economic parameters. ; The world of sports is a reflection of the world of politics. Autor iznosi ključne postupke diplomacije Nezavisne Države Hrvatske: od ustrojstva ministarstva vanjskih poslova u travnju 1941. do zadnjih pokušaja spašavanja NDH u svibnju 1945. U članku su prezentirani svi relevantni događaji za diplomaciju NDH s naglaskom na najvažnije aktere u pojedinim diplomatskim akcijama. Navedeni su svi ministri vanjskih poslova koji su bili na čelu ministarstva, njihove diplomatske aktivnosti te razlozi njihove smjene ili ostavke. Članak također daje uvid u krajnju zavisnost ustaškog režima prema fašističkim saveznicama, Njemačkoj i Italiji – obrađujući odnos sa svakom od njih posebno. Učestalo mijenjanje ministara vanjskih poslova i poslanika u najvažnijim državama za NDH izraz je visoke nestabilnosti i podčinjenosti ustaškog režima okupacijskim silama. ; The author presents the key moments of the diplomacy of the Independent State of Croatia: from the organization of the Ministry of Foreign Affairs in April 1941 to the last attempts to save the Independent State of Croatia in May 1945. The article presents all relevant events for the diplomacy of the Independent State of Croatia with a focus on the most important participant in certain diplomatic actions. The paper lists all foreign ministers who headed the ministry, their diplomatic activities and the reasons for their dismissal or resignation. The article also provides an insight into the utmost dependence of the Ustasha regime on fascist allies, Germany and Italy. processing the relationship with each of them separately. The frequent change of foreign ministers and ambassadors in the most important states for the NDH is an expression of high instability and subordination of the Ustasha regime to the occupying forces.

Pandemija COVID-19 koja se krajem 2019. počela širiti iz ‎Kine i ubrzo poprimila globalne razmjere još je uvijek u fazi‎ ekspanzije, unatoč naporima država i međunarodne zajednice.‎ Kroz svoje produženo trajanje, uz zdravstvene, ima i brojne‎ socio-ekonomske, vanjskopolitičke i sigurnosne implikacije,‎ slabi socijalnu koheziju i povjerenje u institucionalni sustav.‎ S jedne strane, pandemija države suočava s potrebom provedbe‎ izvanrednih mjera koje su donekle u otklonu od uobičajenih‎ razina osobnih sloboda u demokratskim sustavima. Uz ‎to, pandemiju prati aktivno diplomatsko, dezinformacijsko,‎ ekonomsko, političko i sigurnosno djelovanje međunarodnih‎ aktera. Te su aktivnosti nerijetko usmjerene na pokušaje geopolitičkih‎ preslagivanja i redefiniranja moći i preoblikovanje‎ globalnih odnosa, pri čemu se u pitanje dovodi i učinkovitost‎ demokratskih sustava. Posebno mjesto pritom zauzimaju pokušaji‎ iskorištavanja situacije obilježene nedovoljnim količinama ‎cjepiva za zaštitu od COVID-a i distribucija cjepiva ‎determinirana vanjskopolitičkim, ekonomskim i sigurnosnim‎ interesima, koja se često naziva i diplomacija cjepivom (vaccine‎diplomacy).‎ Rad polazi od hipoteze kako je stanje pandemije potaklo jačanje‎ angažmana međunarodnih aktera s ciljem redefiniranja ‎odnosa moći na globalnoj razini koje uz mjere odgovora na ‎pandemiju i ograničavanje osobnih sloboda može imati negativne ‎posljedice za demokratski razvoj. U radu će se stoga analizirati ‎aktivnosti ključnih međunarodnih aktera EU-a, SAD-a,‎ Kine i Rusije u uvjetima pandemije COVID-19 s obzirom na‎ zahtjeve demokratskog razvoja.‎ ; The COVID-19 pandemic, that began to spread from China in ‎late 2019 and soon took on global proportions, despite the efforts of‎ states and the international community, is still in an expansion phase.‎ Through its extended duration, in addition to health implications, it has‎ numerous socio-economic, foreign policy and security implications, it ‎weakens social cohesion and confidence in the institutional system. On ‎the one hand, pandemic faces countries with the need to implement‎ extraordinary measures that are somewhat at odds with the usual levels‎ of personal freedoms in democratic systems. In addition, the pandemic‎ is accompanied by active diplomatic, disinformation, economic,‎ political and security activities of international actors. These activities ‎are often focused on attempts to rearrange, redefine and reshape global ‎geopolitical power relations, while also questioning the effectiveness of‎ democratic systems. Attempts to exploit a situation characterized by ‎insufficient quantities of vaccines to protect against COVID and the‎ distribution of vaccines determined by foreign policy, economic and ‎security interests, are referred to as vaccine diplomacy.‎ In line with the hypothesis that the pandemic has stimulated the involvement ‎of international actors in order to redefine power relations‎ at the global level, which with pandemic response measures and restrictions‎ on personal freedoms may have negative consequences for‎ democratic development, the paper analyzes the activities of key international ‎actors EU, US, China and Russia in the context of the COVID-‎19 pandemic given the demands of democratic development.‎

Hrana kao esencijalni sastojak ljudske egzistencije oduvijek je igrala važnu ulogu u međudržavnim odnosima i diplomatskoj praksi te je bila korištena kao medij kroz koji se projicira utjecaj, komuniciraju kultura i identitet te poruke koje izražavaju prijateljstvo ili neprijateljstvo. Uloga hrane sve je istaknutija u javnodiplomatskoj praksi različitih država, dok su akademska razmatranja gastrodiplomacije, kulinarske diplomacije ili diplomacije hranom do sada bila ograničena unutar discipline međunarodnih odnosa. Cilj je članka predstaviti različite aspekte ovog novog interdisciplinarnog polja istraživanja široj akademskoj zajednici, polazeći od hipoteze da hrana u sve većoj mjeri postaje prepoznata kao službeno sredstvo meke moći i javne diplomacije. U članku se prezentiraju rezultati inicijalnog istraživanja provedenog među diplomatima akreditiranima u Republici Hrvatskoj te anketnog istraživanja provedenog među studentima Fakulteta političkih znanosti Sveučilišta u Zagrebu. ; Food as an essential ingredient of human existence, has always played an important role in interstate relations and diplomatic practice. It has been used as a medium for projecting influence, communicating one's culture, identity and messages that express friendship or enmity. Its role is becoming increasingly prominent in the public diplomacy practices of various countries, while academic accounts on gastro diplomacy, food diplomacy or culinary diplomacy within the International Relations (IR) discipline have so far been limited. The aim of this article is to introduce different aspects of this new, developing field of interdisciplinary research to the wider academic community, building on the hypothesis that food is becoming more recognized as an official soft power or public diplomacy tool. The article contains an analysis based on an initial survey conducted among the diplomats accredited in the Republic of Croatia as well as among the students of the Faculty of Political Science, University of Zagreb.

Glavni je problem priopćenja vanjska politika Republike Hrvatske (RH) u vezi s Ustavom BiH jer nedovoljno pridonosi rješavanju društvenih, političkih, ekonomskih, kulturnih itd. slabosti Bosne i Hercegovine (BiH) koje mogu i trebaju biti rješavane unutar prava. Ta je politika nedovoljno uspješna jer nije državna, nego strančarska. Matica politike je narodnjačka, tj. etnička. Alternativa zanemaruje činjenicu da je RH, kao stranka Daytonskoga mirovnog sporazuma, čiji je dio Ustav BiH, internacionalnim pravom ovlaštena zahtijevati od drugih stranaka, uključujući BiH, da poštuju i primijene Sporazum. Sporedni je problem priopćenja nedostatna znanstvena spoznaja glavnog problema. Posljedica je pomanjkanja interesa pravnih znanstvenika u RH i previda pravnih slabosti politike. Temeljna je svrha priopćenja priprema istraživačkog projekta unutar integralne pravne znanosti dopunjene izvornom pravnom dogmatikom i prilagođenom pravnopolitičkom analizom. Hipoteze, koje su dijelom ispitane, pripisuju politiku uvjetima te predviđaju razvoj problema ako se politika ne promijeni i ako se prromijeni u skladu s prijedlogom izloženim u priopćenju. ; The paper deals with the main problem of the Republic of Croatia's foreign policy on the Constitution of Bosnia and Herzegovina, which fails to alleviate the social (political, economic, cultural, etc.) inadequacies of Bosnia and Herzegovina that can and ought to be solved within the limits of the law. It is of meagre success because it is a policy of political parties rather than of a nation-state. The mainstream policy is ethnicist. Its alternative ignores the fact that the Republic of Croatia, as a party to the Dayton Peace Agreement, whose part is the Constitution of Bosnia and Herzegovina, is by international law entitled to demand other parties, including Bosnia and Herzegovina, to observe and change the Agreement. The subordinate problem is a paucity of knowledge provided by legal scholars in the Republic of Croatia about the main problem. The knowledge deficit is a consequence of the lack of interest in the policy and oversight of its legal ramifications. The principal goal of the paper is the preparation of a research-project within integral legal scholarship supplemented by original legal dogmatics and adjusted policy analysis. The principal hypotheses are that the past policy can be ascribed to Croatian institutions (legalistic order, ethnic state, parochial studies) and their environment (dependence on foreign powers, pre-political and pre-legal conditions of the Croatian population); and that the same policy, even in a stable environment, should be expected to facilitate threats to the very existence of Bosnia and Hercegovina and Bosnian Croats, thus greatly endangering the Republic of Croatia. On the assumption that the environment, as well as the institutions and doctrines improve, the paper proposes a state policy as an alternative to past partisanship, with a view of re-instituting Bosnia and Hercegovina as a functional nation-state, establishing local and cultural autonomy, and retaining the constitution-making power of each major ethnic community in Bosnia and Hercegovina. The expected consequences are the strengthening of Bosnia and Hercegovina, Bosnian Croats, and the Republic of Croatia, in line with the values and principles of the inquiry.

Važnost gospodarske diplomacije iznimno je naglašena s pojavom i sve većim utjecajem globalizacije kao procesa unutar kojeg su države i njihova gospodarstva postali međusobno ovisni i isprepleteni više nego ikad u povijesti. Sukladno tome, učinkovitost gospodarske diplomacije odnosno njezini dosezi postaju predmetom detaljnih i brojnih analiza, sve s ciljem što značajnijih krajnjih rezultata. Kao i u mnogim drugim sferama političkog i gospodarskog života, države ne provode iste strategije ni aktivnosti, a posljedično ne postižu ni iste ili čak slične rezultate u toj utakmici na globalnoj sceni. Opća je ocjena svih relevantnih dionika i komentatora da Republika Hrvatska u svojih tridesetak godina neovisnosti i samostalnosti nije iskoristila potencijal i prilike koje aktivna, moderna i učinkovita gospodarska diplomacija nudi kao sve značajnija sastavnica diplomacije. Djelomično se takvi rezultati mogu opravdati trajanjem i posljedicama Domovinskog rata zbog kojeg je cjelokupni gospodarski razvoj zemlje na nižoj razini nego što bi bio da nije bilo rata. No, posve je razvidno da dosadašnji modus operandi koji Republika Hrvatska koristi u gospodarskoj diplomaciji nije dao željene rezultate. Upravo stoga u ovome se članku, između ostalog, analizira postojeći hrvatski model te daju jasne i konkretne preporuke o tome kojim smjerom odnosno putem bi Hrvatska ubuduće trebala krenuti. ; The importance of economic diplomacy is strongly emphasized in relation to the emergence and growing influence of globalization as a process within which states and their economies have become more interdependent and interconnected than ever in history. Accordingly, the effectiveness of economic diplomacy and its achievements become the subject of diverse and detailed analyses, all conducted with the aim of reaching the best possible end results. As in many other spheres of political and economic life, states do not implement the same strategies or activities and consequently do not achieve the same, nor even similar results in the global game. The general assessment of all relevant stakeholders and commentators is that the Republic of Croatia, 30 years since its independence, has not used the potential and opportunities offered by active, modern and effective economic diplomacy, an increasingly important part of diplomacy. Such results can partly be justified by the duration and consequences of the Croatian War of Independence, as a result of which the overall economic development of the country is at a lower level than it would have been if the war had not happened. However, it is quite clear that the current modus operandi of Croatian economic diplomacy has not yielded the desired results. That is why this article, among other things, analyzes the existing Croatian model and provides clear and concrete recommendations as to the direction or path Croatia should take in the future.

Šport je oduvijek bio u svezi s međunarodnom politikom i diplomacijom te s kulturom i nacionalnim identitetom. Informacijski i tehnološki napredak potaknuli su promjene u međunarodnim političkim i ekonomskim odnosima. Svjedoci smo ubrzanih promjena društvenih formacija u nacionalnome i globalnom okruženju. U kontekstu navedenih zbivanja, šport i športska diplomacija značajan su čimbenik preraspodjele političke i ekonomske moći. U radu se objašnjava kako države preko uspjeha i prepoznatljivosti u športu učinkovito šire svoj međunarodni utjecaj. Unatoč važnosti športa, posebno športske diplomacije u suvremenim međunarodnim odnosima, u hrvatskim su akademskim krugovima znanstvena istraživanja športske diplomacije još uvijek u začecima, čemu svjedoči veoma oskudan broj radova i knjiga. Zbog toga, vodeći se primjerima drugih država i shvaćajući ispremreženost športa i diplomacije u globalnome svijetu, u ovome se radu analizira šport kao fenomen meke moći te potencijali i mogućnosti hrvatske športske diplomacije. Također se promišljaju preduvjeti i specifičnosti daljnjega razvoja športa u Hrvatskoj kao važnoga izvora meke moći. ; Sport has always been associated with international politics and diplomacy, as well as with culture and national identity. Information and technological advances have spurred changes in international political and economic relations. We are witnessing accelerated changes in social formations in the national and global environment. In the context of these developments, sport and sports diplomacy are a significant factor in the redistribution of political and economic power. The paper explains how countries effectively expand their international influence through success and recognition in sports. Despite the importance of sports, especially sports diplomacy in contemporary international relations, scientific research in sports diplomacy is still in its infancy in Croatian academic circles, as evidenced by the very scarce number of papers and books. Therefore, following the examples of other countries and understanding the intertwining of sports and diplomacy in the global world, this paper analyzes sport as a phenomenon of soft power and the potentials and possibilities of Croatian sports diplomacy. The preconditions and specifics of the further development of sport in Croatia as an important source of soft power are also considered.

U radu se analiziraju četiri slučaja diplomacije prinude od kojih svaka predstavlja jedan aspekt suvremenih sigurnosnih ugroza: teritorijalna agresija motivirana nacionalističkim i etničkim aspiracijama (Bosna), agresija protiv vlastitog stanovništva zbog želje za samoodređenjem (Kosovo), terorizam (Afganistan) i oružje za masovno uništavanje (Irak). Cilj je provedene analize identificirati čimbenike koji su utjecali na ishod (uspjeh/neuspjeh) provedene strategije. Kao kriterij vrednovanja ishoda koristi se Jentlensonov cost/benefit model koji se temelji na zadovoljenju kriterija proporcionalnosti, recipročnosti i vjerodostojnosti. Uspjeh diplomacije prinude u Bosni imao je značajan utjecaj na odabir strategije za Kosovo, koji se smatra graničnim uspjehom s obzirom na dugotrajnost zračne kampanje. Diplomacija prinude u slučaju Afganistana i Iraka nije polučila željene rezultate te su ciljevi ostvareni primjenom sveobuhvatne vojne sile. Uzevši u obzir rezultate analize koji upućuju na zaključak da je diplomacija prinude, unatoč konceptualnoj jednostavnosti, kompleksna strategija čiji je ishod uvelike određen nizom kontekstualnih varijabli uz prilično ambivalentan karakter, svrha je ovoga rada spoznaja korisnosti i perspektive primjenjivosti Jentlensonova modela u objašnjenju uspjeha, odnosno neuspjeha strategije prinude. ; This paper analyzes four cases of coercive diplomacy each representing one aspect of contemporary security threats: territorial aggression motivated by nationalist and ethnic aspirations (Bosnia), aggression motivated by self-determination (Kosovo), terrorism (Afghanistan) and weapons of mass destruction (Iraq). The aim of the analysis is to identify factors that had impact on the outcome (success/failure) of coercive strategy. Jentleson cost benefit model based on the criteria of proportionality, reciprocity and credibility is used as the criterion for valuing outcome. The successfull aplication od coercive diplomacy in Bosnia played a major role in creating Kosovo`s coercive strategy witch is regarded as a marginal success due to continuance of the air campaign. Coercive diplomacy in cases of Afganistan and Iraq had faild and goals were achieved through application of brute force. Taking into account the results of the analysis that points to the conclusion that coercive diplomacy, despite conceptual simplicity, is a complex strategy whose outcome is influenced by a number of contextual variables with rather ambivalent character, the purpose of this paper is to comprehend the effectiveness and perspectives of the applicability of Jentlenson model in verification of success or failure of coercive strategy.

Država Izrael u svijetu je prepoznata po višetisućljetnoj židovskoj tradiciji i povijesti. Osim bogate kulture, prožete bliskoistočnim elementima, ali i onima doseljenika iz raznih zapadnih zemalja, Izrael uživa poseban imidž na međunarodnoj pozornici. Taj pak imidž ovisi o više faktora – s jedne strane Izrael predstavlja multikulturalnu zemlju poželjnu kao turističku destinaciju ili pak zemlju za ekonomske i tehnološke inovacije, dok s druge Izrael biva predstavljen u negativnom kontekstu kao vojnička država koja guši prava manjina, posebice arapske. Negativan imidž utječe na Izrael, kao i na svaku drugu državu. Međutim, diplomatskim aktivnostima i raznim projektima ta slika pokušava se iz dana u dan poboljšati. Suradnja između diplomatskih službenika i konzultanata odnosa s javnošću ima za cilj što efektivniju promociju Izraela. Iako je percepcija Izraela ponekad izrazito polarizirana, u poslovnom svijetu taj faktor ne utječe na njegovo gospodarstvo. Baš suprotno, za vrijeme sukoba ili ratnih kriza, izraelski BDP je rastao, a sve to zahvaljujući imidžu vrijednih i upornih ljudi koji uživa židovska populacija u ekonomskom svijetu. U političkom kontekstu, Izrael druge države dijeli na prijateljske, odnosno neprijateljske. Kod prijateljskih, većinom zapadnjačkih država, uživa veliku potporu i u vojnom i u gospodarskom smislu te negativno pisanje svjetski poznatih medija ne utječe na tu potporu. Ovaj rad istražuje strategije međunarodnih odnosa s javnošću i diplomacije Države Izrael kao brenda u međunarodnoj zajednici. Kroz kratak povijesni pregled predstavlja se razvoj metoda kojima se izgrađuje imidž Izraela na međunarodnoj pozornici, a stručnjaci i diplomati daju praktičan uvid u funkcioniranje javne diplomacije i odnosa s javnošću na razini jedne države. ; The State of Israel is renowed worldwide for its millenial Jewish tradition and history.
