Summitry, conducted at the highest level, has become an established part of diplomacy in the 20th and 21st centuries. Summit diplomacy means the regular meetings of heads of state or government, who acts in double legal status: on the one hand they are creators of state's foreign policy and are responsible for political decision-making; on the other hand they become diplomats responsible for execution of these decisions. The main features of contemporary summitry are: the frequency with which these meetings take place, the degree of their institutionalization and medialization. The articles identifies four different kinds of diplomatic summits: (1) regular summits held in the frame of international organizations, which could be meetings of their organs (European Council summits); (2) institutionalized regular summits which are not backed by any formal organization and are political-economic for a on their own (G7/8 summits); (3) ad hoc summits concerning specific international problems, organized by international organizations or states; (4) ceremonial summits. The article also analyzes advantages and disadvantages of summit diplomacy. ; Współcześnie nastąpił wzrost znaczenia tzw. dyplomacji na szczycie, prowadzonej przez głowy państw czy szefów rządów. Dyplomacja na szczycie to spotkanie głów państw lub szefów rządów, którzy posiadają podwójny status prawny: z jednej strony, są kreatorami polityki zagranicznej państwa i są odpowiedzialni za podejmowanie decyzji politycznych, z drugiej zaś strony, stają się zarazem wykonawcami tych decyzji, wchodząc w interakcje dyplomatyczne. Cechami charakterystycznymi współczesnej dyplomacji na szczycie są jej wzrastająca intensywność, coraz większa instytucjonalizacja oraz ogromna medializacja. W artykule podjęto próbę klasyfikacji szczytów dyplomatycznych: (1) regularne szczyty odbywające się w ramach organizacji międzynarodowych, czasami będące posiedzeniami ich organów; (2) zinstytucjonalizowane regularne szczyty stanowiące samoistne fora polityczno-gospodarcze; (3) szczyty organizowane ad hoc przez organizacje międzynarodowe lub państwa, dotyczące konkretnych spraw z zakresu stosunków międzynarodowych; (4) szczyty ceremonialne. Poddano również ocenie ich zalety oraz wady.

The development of the information society has initiated the need for creating new instruments with the help of which the authorities can reach out to citizens. Therefore, cyberspace has recently become a place of activity of a number of entities including state and international organizations (together with the European Union). The result of this phenomenon is the creation of the so-called digital diplomacy as new quality in the so-called diplomacy of the EU. The EU diplomacy currently uses a number of e-tools, among others, Facebook, MySpace, Daily Motion, YouTube, etc. These tools are a very good method to improve and warm up the image of the Union in the international arena. This kind of diplomacy was only formed at the beginning of the twenty-first century and has a great prospect of development, thus, it is worth considering in which direction its evolution should follow. Digital diplomacy is a de facto response to the problem of the EU communication with the outside world and the growing number of Internet users.

States can, in principle, communicate with each other only through their representatives. Such communication takes place primarily through the diplomatic system – a global network of embassies and allied agreements. However, in order to establish (or re-establish) communication between any two states, they must agree to establish "diplomatic relations". Therefore, the concept of diplomatic relations is the key that opens the way to normal communication between states. As such, it is a fundamental element of the entire international system. The practice of political leadership meetings dates back to antiquity, but until the 19th century it was rare for rulers to meet in person. The situation changed only in the 21st century, when such "summit" meetings were often organized and replaced many traditional forms and methods of diplomacy. Such summits are often institutionalized, for example, G8, i.e. meetings of the most developed countries in the world. Their organization and course largely depend on the results of previous preparations and diplomatic talks, but ultimately they are led by experts who support the leaders of the state. ; Państwa w zasadzie mogą komunikować się ze sobą jedynie poprzez swoich przedstawicieli. Komunikacja taka odbywa się przede wszystkim za pośrednictwem systemu dyplomatycznego – światowej sieci ambasad i porozumień sojuszniczych. Aby jednak nawiązać (lub wznowić) komunikację między dwoma dowolnymi państwami, muszą one zgodzić się na nawiązanie "stosunków dyplomatycznych". Dlatego też pojęcie stosunków dyplomatycznych jest kluczem otwierającym drogę do normalnej komunikacji między państwami. Jako takie jest ono podstawowym elementem całego układu międzynarodowego. Praktyka spotkań przywódców politycznych sięga starożytności, ale do XIX wieku rzadko zdarzało się, by władcy spotykali się osobiście. Sytuacja zmieniła się dopiero w XXI wieku, wówczas bowiem takie spotkania "na szczycie" były często organizowane i wyparły wiele tradycyjnych form czy metod dyplomacji. Szczyty takie często są już zinstytucjonalizowane, jak np. coroczne szczyty Grupy G-7, czyli spotkania najbardziej rozwiniętych państw świata. Zarówno ich zorganizowanie, jak i ich przebieg w dużym stopniu zależy od wyników wcześniejszych przygotowań i rozmów dyplomatycznych, ale ostatecznie kierowane są przez ekspertów, którzy wspomagają przywódców państw.

Digital diplomacy, also referred to as e-Diplomacy or Diplomacy 2.0, is a form of public diplomacy that entails the pursuance of foreign policy objectives using the Internet and social media. It is one of the ways that actors in contemporary global politics can exert soft power, thereby shaping a host country's perceptions, agendas, and policies. The increasing use of digital diplomacy exemplifies a shift in diplomatic from purely government-to-government (G2G) relations, to one in which communication is directed towards publics (G2P), and can even encourage citizens to interact with one another (P2P). One actor that has become increasingly active in this area is the European Union (EU). However, unlike a country, the regional bloc is a coalition of twenty-eight member states. Consequently, the challenge for EU digital diplomacy specialists is to represent a group of countries to local audiences. There is minimal literature on this subject, and this paper hopes to contribute to it by presenting a case study of the EU's digital diplomacy initiatives towards Philippines, which are communicated through the popular social networking website, Facebook. This paper argues that the EU exercises its soft power through its social media transmissions it creates. The individuals featured in its online content, the way that the European Union represents itself, and the issues it highlights in its posts are all geared towards shaping the perceptions of Philippine audiences.

The aim of the article is to present self-government diplomacy as a novel, innovative form of international contacts realized by regional and local authorities, including the kujawsko-pomorskie voivodeship. The author has made a formal and statistical analysis of the various forms of functioning of this method of international cooperation. On this basis, the author concludes that local government diplomacy fosters the construction of international social, economic, cultural and other ties at local and regional level. ; Celem artykułu jest zaprezentowanie dyplomacji samorządowej jako nowatorskiej, innowacyjnej formy kontaktów międzynarodowych realizowanej przez samorządy regionalne i lokalne, w tym województwa kujawsko-pomorskiego. Autorka dokonała analizy formalnej i statystycznej różnych form funkcjonowania tej metody współpracy międzynarodowej. In the context of the challenges posed by the intensifying effects of climate change and the growing international importance of the Arctic, the question about relationship between scientists and diplomats and political decision-makers in process of shaping and implementing foreign policy has been emerging. This article – based on the concept of scientific diplomacy and analysis of selected examples of interactions between the world of science and world of foreign policy in the Arctic region – indicates the two-dimensional nature of a scientific diplomacy. On the one hand, there is a national dimension – oriented towards the realization of state's own interests and on the other there is an international dimension oriented towards developing regional cooperation and solving common problems. This specific nature of scientific diplomacy means that it can be perceived both as a instrument of rivalry and a mechanism of cooperation in contemporary international relations. ; W kontekście wyzwań wynikających z nasilających się następstw zmian klimatu oraz wzrostu międzynarodowego znaczenia regionu Arktyki pojawia się istotne zagadnienie specyfiki relacji zachodzących współcześnie między naukowcami a dyplomatami oraz politykami w zakresie kształtowania oraz realizowania polityki zagranicznej państwa. Z jednej strony jest to wymiar narodowy – ukierunkowany na realizację partykularnych interesów państw, z drugiej zaś wymiar międzynarodowy – służący rozwojowi współpracy regionalnej i rozwiązywaniu wspólnych problemów. It was due to the fact that Warsaw maintained good economic relations with Washington. Since establishing diplomatic relations with Havana, relations between the Polish People's Republic (PPR) and Cuba had developed slowly. From 1960, PPR was forced to help Cuba, while not drawing any benefits from exchange trade. Larger commitment to improve relations with Castro's regimes was forced by Moscow. Poland was the last member of Eastern Bloc to establish relations with Havana. The United States of America reacted to these events in an extremely nervous manner. The administration of President John Kennedy threatened to cancel economic cessions granted to Poland. In this context, Adam Rapacki's visit to Havana in June 1961 seemed provocative from the USA point of view. British diplomacy, however, interpreted the Polish minister's speech at the University of Havana differently and maintained that Rapacki was careful not to offend the United States of America. Moreover, the Foreign Office believed that he was forced to make this foreign visit. When the Cuban Missile Crisis began, the Polish Ministry of Foreign Affairs tried to avoid any actions that could be seen as provocative by U.S. Navy forces, conducting a naval blockade of the island. The USSR did not inform its allies about the plan of placing the missiles on Cuba, which testified to the lack of sovereignty of the PPR and other Eastern Bloc states. The Polish Ministry of Foreign Affairs did not make any active moves regarding the crisis, but still tried to obtain the most reliable information on the events. The most informed person was PPR's ambassador in Washington, while those in Havana and Moscow had incomplete data. In addition, after the biggest threat of the outbreak of thermonuclear war has passed, it was the PPR that provided information about Fidel Castro's critique of Moscow's position towards the crisis. ; Ministerstwo Spraw Zagranicznych oraz ówczesny szef polskiej dyplomacji Adam Rapacki uważali kryzys karaibski za niezwykle groźny dla Polski. Owing to current events in Belarus (political and social, including the economic crisis and the ongoing activities that are having a negative impact on the functioning of opposition movements), the country is becoming an arena of competition for influence. In the context of the subject of this analysis, rivalry, especially in terms of the influence of other states on Belarusian society, is of key importance. Science diplomacy may be a tool of competition for influence. The fact that science diplomacy can be both a tool with which to cooperate with other countries in the region and a tool of competition for influence is of key importance in analysing this problem. The scientific potential of the Belarusian community is also of interest to other countries, including Ukraine, Lithuania, and Germany. The effective and efficient implementation of science diplomacy activities towards Belarus is undoubtedly in line with the well-understood Polish national interest. The aim of the article was to conduct a political and legal analysis of the process by which Poland is using science diplomacy as a tool for influencing the scientific community of Belarus. Another research goal was to analyse the activities undertaken by two other countries in the region – Ukraine and Lithuania – with respect to science diplomacy. The article also aimed to analyse the formal and legal conditions related to the normative solutions used in the countries under analysis, enabling the undertaking and implementation of education by Belarusian citizens. The educational and scientific programmes offered to students and scientists from Belarus in Poland were also subject to legal analyses. The whole analysis is supplemented and concluded by an attempt to evaluate the effectiveness of the activities carried out so far.

The article concerns the cooperation of NATO's eastern flank countries in support of war-torn Ukraine. The aim of the discussion is to show the actions of the B9 countries, implementing the ideas and tasks of defence diplomacy, undertaken during the first year of the war (24 February, 2022 – 24 February, 2023). This support took place in several key areas: political, diplomatic, military, and humanitarian. It was of fundamental importance for maintaining the functioning and stability of Ukraine and its fighting capabilities, especially in the early period after the Russian Federation's invasion. The author tried to verify the following: how was Ukraine supported in practice? Did all B9 countries equally and with the same level of commitment provide assistance in all the identified areas? What factors could potentially strengthen or weaken the B9 countries' involvement in implementing the ideas of defence diplomacy in Ukraine? The analysis was based on current data and materials made available over the past year in the media and on the Internet.

After the II World War the Central European states were part of the Soviet sphere of influence and multilateral diplomats were active in communist organisations such as the Warsaw Pact and the Council for Mutual Economic Assistance (CMEA). However, multilateral principles such as indivisibility, diffused reciprocity and generalized principles of conduct were not applied. In the UN system and the CSCE Central European diplomats represented interests of Soviet Block. After regaining independence in 1989 Central European states founded regional organisations such as the Visegrad Group and the Central European Free Trade Agreement (CEFTA), as well as acceded Western organizations, such as the Council of Europe, economic and financial organizations (World Bank, IMF, OECD), NATO and the European Union. Today multilateral diplomacy plays important role in foreign services of Central European states. ; W artykule przedstawiona została rola wielostronnej dyplomacji państw środkowoeuropejskich. Rola ta zmieniała się wraz z rozwojem historycznym. W okresie międzywojennym nowo powstałe państwa środkowoeuropejskie musiały utworzyć własną służbę dyplomatyczną. Duże znaczenie miała wówczas dyplomacja wielostronna, prowadzona w ramach Ligi Narodów. Po II wojnie światowej, kiedy to państwa środkowoeuropejskie znalazły się w sowieckiej strefie wpływów, dyplomaci wielostronni byli aktywni w komunistycznych organizacjach międzynarodowych, takich jak Pakt Warszawski i Rada Wzajemnej Pomocy Gospodarczej (RWPG). Jednak multilateralne zasady, takie jak niepodzielność, rozszerzona wzajemność i powszechne zasady postępowania, nie były w tych organizacjach przestrzegane. W systemie ONZ i w KBWE środkowoeuropejscy dyplomaci reprezentowali interes bloku sowieckiego. Po uzyskaniu niepodległości w 1989 roku państwa środkowoeuropejskie utworzyły organizacje regionalne, takie jak Grupa Wyszehradzka i Środkowoeuropejskie Porozumienie Wolnego Handlu, oraz przystąpiły do organizacji zachodnich – Rady Europy, organizacji finansowych i gospodarczych (Bank Światowy, Międzynarodowy Fundusz Walutowy, Organizacja Współpracy Gospodarczej i Rozwoju), Sojuszu Północnoatlantyckiego i Unii Europejskiej. Dyplomacja wielostronna w służbach zagranicznych państw środkowoeuropejskich odgrywa dziś ważną rolę.
