Under the administration of Barack Obama, the Russo‑American relations took the form of a pragmatic partnership. The politycy of "reset" in the relations between Washington and Moscow, initiated in 2009, has delivered tangible benefits, such as the START III treaty, Russia's modifying its stance on the Iranian nuclear programme in line with that of the U.S., the co‑operation in Afghanistan or U.S. military transit through Russian territory. Despite the recent improvement, the relations between Russia and the U.S. are not free from problematic issues and many disagreements remain unresolved. Nevertheless, althougt Russian and American interests often diverge, the need for concerted efforts between the two powers is apparent in order to tackle key international problems. The aim of this article is to demonstrate the new priorities of the Obama administration in the Russo‑Americal relations and, in this context, to discuss the importance and implications of these priorities for Poland's national security. Having long strived for recognition as the U.S. key ally in Central Europe, Poland's importance for the U.S. foreign policy has diminished under the Obama administration. For Washington's point of view, the relations between Poland and the U.S. are not critical for the Americal interests in Europe. Poland remains an important partner of the U.S., but only one of many. It is the diplomatic relations with Moscow that the current Democratis administration considers as crucial, with Poland fitting into the broad diplomatic framework created around such relations.
Diplomatic relations as a form of interstate communication is a matter of exceptional importance for both the foreign policy strategy and the ability to successfully implement transnational cooperation postulate. However, the historical approach to the following matter itself seems relevant for proper understanding of the Polish roads to regain its independence, it appears to be far more complicated issue that requires a multifaceted analysis. The closer look at the essence of diplomatic relations, by that means, enables to come up with postulates that determine the modern art of political communication. Therefore, the purpose of this paper is to present diversity upon the diplomatic relations and their impact on international integration in the light of the reborn Polish state. ; Stosunki dyplomatyczne jako forma komunikacji międzypaństwowej, będąc w przyjętym rozumieniu kwalifikowaną (oficjalną) postacią prowadzonej polityki zagranicznej, stanowi materię o szczególnej doniosłości w perspektywie realizacji postulatu efektywnej współpracy ponadnarodowej. Historyczne ujęcie problematyki, wszak niewątpliwie istotne dla zrozumienia drogi prowadzącej do odzyskania przez Polskę niepodległości, stanowi niezwykle złożoną materię, wymagającą przeprowadzenia wieloaspektowej analizy. Zdaje się to niemniej ważne także w zamiarze opracowania postulatów determinujących całokształt współczesnej sztuki dyplomacji. People's Republic Of China Towards The Decomposition Of The Ussr And The Creation Of The New States In The Postsoviet SpaceIn the new geopolitical situation emerging during the disintegration of the Soviet Union (1991), China (PRC) quickly recognized the independence of all the fifteen post-Soviet republics, including Russia (now under a new name – the Russian Federation), two days after the end of existence of the Soviet Union created in 1922, and two days after Russia's recognition by the United States.PRC also quickly established diplomatic relations first with Russia (December 27, 1991) and then with all of them (in the period from January to June 1992). With the speed of action and strict compliance with the principle of "one China" in the establishment of diplomatic relations, none of the fourteen post-Soviet states has not taken even the attempt to establish political relations with Taiwan, which – also thanks to Beijing's effective diplomatic action remained in isolation in the former postsoviet political space. The exception was two years period of Latvian-Taiwan Relations (1992–1994), but in this case, Beijing has achieved success, displacing the Taiwanese competitor.
States can, in principle, communicate with each other only through their representatives. Such communication takes place primarily through the diplomatic system – a global network of embassies and allied agreements. However, in order to establish (or re-establish) communication between any two states, they must agree to establish "diplomatic relations". Therefore, the concept of diplomatic relations is the key that opens the way to normal communication between states. As such, it is a fundamental element of the entire international system. The practice of political leadership meetings dates back to antiquity, but until the 19th century it was rare for rulers to meet in person. The situation changed only in the 21st century, when such "summit" meetings were often organized and replaced many traditional forms and methods of diplomacy. Such summits are often institutionalized, for example, G8, i.e. meetings of the most developed countries in the world. Their organization and course largely depend on the results of previous preparations and diplomatic talks, but ultimately they are led by experts who support the leaders of the state. ; Państwa w zasadzie mogą komunikować się ze sobą jedynie poprzez swoich przedstawicieli. Komunikacja taka odbywa się przede wszystkim za pośrednictwem systemu dyplomatycznego – światowej sieci ambasad i porozumień sojuszniczych. Aby jednak nawiązać (lub wznowić) komunikację między dwoma dowolnymi państwami, muszą one zgodzić się na nawiązanie "stosunków dyplomatycznych". Dlatego też pojęcie stosunków dyplomatycznych jest kluczem otwierającym drogę do normalnej komunikacji między państwami. Jako takie jest ono podstawowym elementem całego układu międzynarodowego. Praktyka spotkań przywódców politycznych sięga starożytności, ale do XIX wieku rzadko zdarzało się, by władcy spotykali się osobiście. Sytuacja zmieniła się dopiero w XXI wieku, wówczas bowiem takie spotkania "na szczycie" były często organizowane i wyparły wiele tradycyjnych form czy metod dyplomacji. Szczyty takie często są już zinstytucjonalizowane, jak np. coroczne szczyty Grupy G-7, czyli spotkania najbardziej rozwiniętych państw świata. Zarówno ich zorganizowanie, jak i ich przebieg w dużym stopniu zależy od wyników wcześniejszych przygotowań i rozmów dyplomatycznych, ale ostatecznie kierowane są przez ekspertów, którzy wspomagają przywódców państw.

An important factor ensuring international safety is defence diplomacy. My article deals with diplomatic relations between Poland and Belgium during the Cold War period in 1950–1953. The article is based on the documents found in the archives of the Institute of National Remembrance in Warsaw, analysing Polish defence diplomacy after World War II.

W latach 90. widoczny był prymat środków polityczno-dyplomatycznych a Polska stopniowo stosowała strategię bandwagoning w stosunkach z USA. Z biegiem czasu ta strategia prowadziła do utożsamiania naszych interesów narodowych z interesami Stanów Zjednoczonych. To skłoniło Polskę do bezwarunkowego wsparcia interwencji wojskowej USA w Iraku oraz do udziału w wojnie w Afganistanie. Coraz wyraźniej, Polska zaczęła reprezentować oparte na realistycznym paradygmacie rozumienie bezpieczeństwa i preferowanie zasobów i instrumentów wojskowych, własnych, koalicyjnych (natowskich) i amerykańskich. More and more clearly, Poland began to present – based on a realistic paradigm – an understanding of security and a preference for military resources and instruments, whether its own, the coalition's (NATO) or the US's. Polish-American relations have a major impact also on the position and international roles of Poland, with the role as a US satellite standing out.
