Неурегулированная бессарабская проблема предопределила во второй половине 1920-х — середине 1930-х гг. особенности диалога СССР и Румынии по вопросу формирования системы коллективной безопасности в Европе. Стремление двух государств укрепить свои позиции в европейской политике и посредничество французской дипломатии обусловили временное сближение Москвы и Бухареста в период руководства румынской дипломатией Н. Титулеску (1933—1936 гг.), который заключил «джентльменское соглашение» с главой НКИД СССР М. М. Литвиновым об исключении советских претензий на Бессарабию из обсуждения. Однако дальнейшая дипломатическая тактика Н. Титулеску, нацеленная на получение советского признания власти Бухареста над спорной Бессарабией, не удалась и вновь привела к реанимации бессарабской проблемы. Unresolved status of the Bessarabian problem predetermined the features of the dialog between USSR and Romania on the issue of formation of a collective security system in Europe during the second half of the 1920s — mid 1930s. The wishes of the two countries to strengthen their position in European politics and mediation of French diplomacy resulted in temporary rapprochement between Moscow and Bucharest during the leadership of the Romanian diplomacy Nicolae Titulescu (1933—1936), who has concluded «gentleman's agreement» with the head of the NKID of the USSR M. Litvinov on exclusion of the Soviet claims on Bessarabia from the discussion. However, further diplomatic tactics of Titulescu, aimed at obtaining of the Soviet recognition of the Romanian sovereignty over Bessarabia, failed and led to the reanimation of the Bessarabian problem.

У сваю чаргу літвінскія палітыкі выкарыстоўвалі маскоўскі фактар як рычаг ціску на Карону Польскую з мэтаю рэалізацыі сваіх унутрыпалітычных патрабаванняў у рамках федэрацыі, а таксама імкнуліся нейтралізаваць альбо супрацьпаставіць дыпламатыі пасольскага прыказа Маскоўскай дзяржавы сваю ўласную знешнепалітычную праграму. = The article deals with diplomatic relations between the Grand Duchy of Lithuania and Muscovy during the period when The Polish-Lithuanian Commonwealth was without a King for the third time (December 12, 1586 — June 29, 1587). After the death of the King and Grand Duke of the Polish-Lithuanian Commonwealth S. Batory, Moscow stepped up its foreign policy efforts towards its western neighbour to elect to the vacant throne the representative of Muscovy or to prevent the election of the representatives of hostile countries. The Lithuanian politicians, in their turn, used the Moscow factor as a lever to pressure the Polish Crown into implementing their own domestic demands within the Federation, and on the other hand, sought to neutralize or oppose their own foreign policy agenda to the diplomacy of The Muscovy Ambassadorial office.

Особое внимание автор уделил выявлению связи национального законодательства с международно-правовыми источниками регулирования дипломатических отношений между государствами. Показано, что национальное законодательство в течение 1990–2000 гг. совершенствовалось в связи с новыми задачами внешней политики государства. Автором изучены ключевые нормативные акты, регулирующие деятельность дипломатической службы Республики Беларусь. На основании их анализа установлено, что в качестве правовой основы дипломатической службы выступают как общегосударственные законодательные акты, так и специальные, посвященные деятельности дипломатической службы государства. Вместе с тем основные положения ключевых международных договоров, таких как Венская конвенция о дипломатических сношениях 1961 г. и Венская конвенция о консульских сношениях 1963 г., нашли свое отражение в национальных нормативно-правовых актах. = In this article we study the legal basis of the diplomatic service of the Republic of Belarus. Particular attention is paid to the identification of relations of national legislation with international legal sources regulating diplomatic relations between states. It is shown that the national legislation for the 1990–2000 has been regarding a new foreign policy objectives. Author studied the key normative acts, which governing the activities of the diplomatic service of the Republic of Belarus. Based on their analysis has found that the legal basis of the diplomatic service is based on a nation-wide legislative acts and special normative acts, which regulating the activities of the diplomatic service. However, the main position of key international treaties such as the Vienna Convention on Diplomatic Relations of 1961 and Vienna Convention on Consular Relations of 1963 are reflected in the national legal acts.

An important element in current historical research is the analysis of diplomatic relations focusing on the Polish-Lithuanian Commonwealth. They show the history of the Polish-Lithuanian state, its internal and foreign policy from a different historical perspective. In 1700, the Great Northern War broke out and changed the political power system in Central and Eastern Europe for the next decades. Diplomats from foreign courts were interested in this war, including Philippe Plantamour, secretary of the British embassy in Berlin. He sent his reports to the British Isles in which he posted information on warfare in Livonia. The aim of the article will be to analyze diplomatic reports that can help us answer the question of how the Great Northern War was seen in London. The method used is a critical analysis of the manuscript. The research will explain what information was included in Philippe Plantamours reports and whether they were true.
The First Opium War was one of the most important events of the 19th century, during which the European nations used military force to change the balance of power in the Far East. In spite of this, there is evidence that Sino-Russian relations were amicable when the war started, and it is not clear how the subsequent development of the conflict affected this relationship. This article explores the development of these bilateral relations during the war. In 1840, when British naval forces approached Tianjin, the members of the Russian Ecclesiastical Mission in Beijing were invited to the Qing court to translate the famous letter of the British Foreign Secretary Lord Palmerston (1784–1865). We present the abridged Russian translation of this letter, reported by N.I. Lyubimov (1808–1875), a pristav (official in the Russian Empire with duties of escorting and executing the state orders) of the mission, which differs significantly from the original text presented to the court. Based on this, we argue that the Russian translators did not transmit the intended meaning of the letter, which was based on Western interests, and, as a result, friendly relationship with Russia was a possible course of action for the Chinese government to take.
