The paper analyzes the current state of the European Union's foreign trade. It is determined that for the EU foreign trade is one of the most powerful development tools. It is the driver of Europe's economic prosperity and competitiveness, it activates the domestic market and underlines the strength of foreign policy. But in response to new internal and external challenges and in the context of the new sustainable development model defined by the European Green Deal and the European Digital Strategy, the EU needs to transform its trade policy strategy. An analysis of the dynamics and geographical structure of the EU foreign trade is presented, the main trends of further development are identified. In order to ensure a competitive European Union in the context of modern digital and green transformations, in the context of a post-pandemic economic recovery, the EU needs to use all trade tools to support the interests and political goals of the EU. This requires using strengths when interacting with partners. This can be achieved through the introduction of such a new paradigm of European foreign trade policy as open strategic autonomy. The aim of the article is to study the implementation of wildlife values into the environmental policy of European Union and Ukraine. The research methodology is based on a comparative analysis of the activities of the EU and Ukraine in the protection of wildlife. The study has introduced the essence of the terms "wildlife" and "value of wildlife." The material and nonmaterial value of wildlife, which is currently the most demanded in EU, has identified. The activities of European Union and EU member states in the development of legislative and strategic framework for the protection of wildlife has analyzed. The peculiarity of the European model of wildlife conservation is revealed; it is the formation of strategic directions that are being developed by member-states in accordance with the national specifics. The main shortcomings of the wildlife conservation activities in Ukraine, in particular the lack of a generally accepted and legally enforced definition of "wildlife" has been disclosed. Ukraine's first steps on this path has been analyzed. Among them – the adoption in 2017 of the law "On Amendments to Some Legislative Acts of Ukraine on Protection of Forests under the Framework Convention for the Protection and Sustainable Development of the Carpathians"and the inclusion of 63 plots of ancient forests from ten European countries and Ukraine into the Ukrainian-Slovak-German UNESCO World Heritage Site "Virgin Beech Forests of the Carpathians". The mechanism of implementation of EU youth policy is considered in the article. It is determined that such a policy in the Union is based on the method of open cooperation (with horizontal and vertical links). It is established that EU youth policy is based on the principle of parity, which is particularly evident in the Scandinavian countries.It is determined that European practice has developed two strategies for the implementation of youth policy: with the leading role of the state and with broad involvement of civil society institutions.The mechanisms for implementation of EU youth policy include institutional, political, legal, organizational and financial. The identified mechanisms are analyzed. Regulatory acts of the EU, UN and Council of Europe, which set out the principles, spheres and mechanisms of implementation of youth policy in EU countries, are considered.EU youth policy instruments identified: common (youth councils, parliaments, forums; youth information; youth political participation; support for youth projects and initiatives; development of youth organizations; youth participation in non-governmental organizations and political parties; increased participation) youth in the work of the media) and special. The issue of migration policy of the European Union in the modern world is a researched and discussed phenomenon in scientific circles, as the European Union positions itself as a democratic entity with a liberal orientation, which enshrines and protects the right of every person to freedom of movement, so management aims to ensure this value. The originality of the article is seen in identifying the key stages of formation and development of migration policy of the European Union, the main risks of today, highlighting the need to reform the existing mechanism, proposals for key vectors of development. The article suggests possible ways to minimize existing risks and threats. To investigate this issue analyzed Directive 2011/98 / EC on a single application procedure for a single permit for third-country nationals to reside and work in a Member State and on a common set of rights for third-country workers legally residing in a Member State, Directive 2004/38 / EC of 29 April 2004, Council Directive 2003/109 / EC of 25 November 2003 on the status of third-country nationals who are long-term residents, other international legal instruments on this subject, scientific development, as well as online information resources. The authors of the article made the following conclusions: 1. The migration policy of the European Union needs special attention; 2. Despite the long history of normative and institutional support of migration policy, today there are gaps that provoke negative consequences, which requires immediate reform of migration policy; 3. Formed ways of development: 1) creation of a single asylum system at the EU level; 2) strengthening assistance to those Member States that suffer the most from the effects of migration processes; 3) ensuring the strengthening of the protection of the EU's external border and the fight against criminal organizations that smuggle migrants to EU Member States. ; Питання міграційної політики Європейського Союзу у сучасному світі є досліджуваним і обговорюваним явищем у наукових колах, оскільки Європейський Союз позиціонує себе як демократичне утворення з ліберальним спрямуванням, яке закріплює та захищає право кожної особи на свободу пересування, оскільки останнє є основоположною засадою демократичного суспільства, тому міграційний менеджмент спрямований на забезпечення цієї цінності. Автори статті зробили наступні висновки: 1. Міграційна політика Європейського Союзу потребує особливої уваги; 2. Незважаючи на тривалу історію становлення нормативного та інституційного забезпечення міграційної політики, на сьогодні існують прогалини, які провокують настання негативних наслідків, що вимагає негайного реформування міграційної політики; 3. The subject of research is the conflict model of the international trade and economic policy of the state in the conditions of hybrid economic wars. The аim of the article is to review (demonstrate) the developed conflict model of trade policy, and the choice of options for strategic behavior of states in international trade conflicts in the context of global economic and hybrid wars. Research methodology – the method of modeling and game theory is used to develop a conflict model of state trade policy; method of analysis of options for strategic behavior of the state and its trade and economic policy. Results of research. The model of the conflict and formation of strategies of trade policy which explains internal logic of development of strategic behavior and development of trade policy is offered; the variants of the strategic trade policy of the state in the conditions of hybrid economic wars are defined and analyzed. Application of results – economic sector: management of the national economy, international trade, international economic relations. The results of the study will allow to develop recommendations for the development and definition of a national strategy for trade and economic policy in the context of hybrid economic wars. The global perspective of increasing the number of trade and economic wars between developed countries makes it important to develop its own strategy of trade and economic policy. Conclusions. Modern economic wars are becoming a major feature of international relations. Міграційна криза 2015 року в Європі загострила протиріччя в інститутах ЄС. Нездатність і відсутність політичної волі країн членів ЄС підтримати солідарність і організувати спільні дії з врегулювання ситуації викликала негативні наслідки як для Союзу, так і для окремих країнучасниць, що виразилися в зростанні популістських рухів, які маніпулюють фобіями європейського суспільства. Ще з кінця 1990-х років ЄС прагне розвивати так званий «зовнішній вимір» співпраці з питань імміграції та надання притулку, що полягає в спробах управляти міграцією за допомогою співпраці з третіми країнами. В цілому існує 2 концепції «зовнішнього виміру»: перша полягає у виведенні традиційних інструментів контролю міграції (національних і союзних) на міжнародний рівень, друга - в запобіганні причин міграції та потоків біженців через сприяння розвитку третіх країн і вдосконалення інструментів зовнішньої політики. Обидва підходи є взаємодоповнюючими, а їх реалізація може позитивно позначитися на контролі міграційних потоків, захисту біженців та відносинах ЄС з третіми країнами, де Туреччина і Північна Африка є пріоритетними напрямами співпраці. Крім кризи солідарності і відсутності чітко вироблених механізмів взаємодії, особливість міграційної політики ЄС полягає в її багаторівневому і багатофакторному характері. У зв'язку з цим, прийняті ЄС заходи для вирішення кризи біженців 2015 року не є панацеєю і не виключають повторення подій. Проте в пріоритетах політики і дипломатії ЄС намітилося явне зрушення на користь більш жорсткого реагування на міграційну ситуацію. Головною турботою ЄС є вже не права людини, демократія або хороші відносини з сусідніми державами (наприклад, Туреччиною), а підтримка цілісності і порядку в країнах ЄС. Таким чином, реалістичне мислення, пов'язане з виживанням наднаціонального утворення, превалює над економічними міркуваннями, міжнародними відносинами та ін.

The subject of the research is the scientific, technical and innovation policy of the EU countries in the field of defense. The purpose of writing the article is to determine the possibilities of scientific and technical cooperation of Ukraine with the EU countries in the field of defense based on the study of ways and directions of development of the European defense industry. Methodology of work – methods of analysis and synthesis (in the systematization of innovation in the European defense industry); method of systematic generalization – to determine the features and problems of cooperation between Ukraine and the European Defense Agency. Results of work – The growing role of innovative development in the system of international military–technical cooperation is determined. It is noted that the difference between defense and civil science and technology is actually disappearing, and the speed of the civil technological process is projected to increase steadily. It is proved that the formation of a common European arms market requires new, more liberal rules of the game, which would significantly increase the level of competition in it and strengthen the position of European countries in the global weapons market. It has been shown that joint defense programs within the EU make it possible to unite and redistribute efforts to increase the EU's military capabilities and authority. It is determined that for the development of national defense industry on the basis of investment and innovation strategies it is objectively necessary to use the experience of European countries, which will allow integrated and rational use of existing potentials of basic and applied science, industrial production, training and investment resources. The ways of development and increase of the European Union (EU) exports have been analyzed as the key indicators of economic growth in recent years. The purpose of the article was to determine what particular features and trends in the development of EU export policy contributed to the economic growth and employment rate increase. It has been researched that the network development of EU trade agreements helped to stimulate the European economy, facilitate business and provide jobs. A growing list of strategic agreements has opened up and favored European companies in key markets, helping to promote respect for human rights and labor, as well as environmental standards. The structure and development trends of EU exports, ways to ensure the rights of European exporters, including intellectual property, in international markets were studied. For many years, the EU has moved away from the production of low-cost labor-intensive goods to specialize in goods with higher procession level. The widespread use of information technology has made it possible to trade in goods and services that could not be traded before. The modern world economy has become highly integrated, and global supply chains have largely replaced traditional trade in finished products. Intellectual property protection is crucial to the EU's ability to stimulate innovation and compete in the global economy. Intellectual property rights enable European inventors, creators and companies to prevent the unauthorized exploitation of their works and to obtain compensation for their investments. Based on the analyzed advantages and achieved economic results, the author substantiated the feasibility of taking into account the EU experience for Ukraine in the development of effective state support for exporters; creation the trade representations network in priority regions for export; expansion of the trade agreements network; focus on the export of high-tech products with high added value and degree of processing; effective protection of domestic exporters and ensuring compliance with the rules of international trade and protection of intellectual property. The subject of the study – anti–corruption policy of the EU and Ukraine. The purpose of the article is to study the key problems of the EU policy on the prevention of corruption manifestations for the implementation of the relevant analytical results in the development of recommendations for adjusting the anti–corruption policy of Ukraine. Research methodology – methods of analysis and synthesis (in the systematizing the legal and organizational foundations of the EU anti–corruption policy); method of comparison (in assessing the level of corruption in European countries and Ukraine); method of analogy (when making recommendations for adjusting the anti–corruption policy of Ukraine). Results of the work – The article examines the organizational and legal mechanism for implementing the anti–corruption policy of the European Union. The definition of corruption adopted in the EU is given. Examples of implementation of successful practices in the field of prevention and fight against corruption in a number of European countries are given. It is noted that corruption is one of the most destructive social phenomena, which hinders the sustainable development of any state, the efficiency of public administration and the functioning of social institutions. At the same time, corruption has the greatest negative impact on socio–economic development in developing countries, including Ukraine. It is noted that the experience of countries that have succeeded in combating corruption is useful for Ukraine in terms of: political will, the formation of citizens' conscious negative attitude to corruption, non–declarative nature of the rule of law, as well as constant monitoring and control of non–governmental public organizations. The study's purpose is to critically analyse approaches to international communi- cation in the global environment and clarify the specifics of processes that char- acterize the asymmetry of foreign-policy communication because the contem- porary communication tools allow forming both a positive perception of foreign policy initiatives and a negative attitude of politicians or the world community toward foreign-policy actions. As a result, the research focuses on studying the transformation of the EU foreign-policy communication tools; analysing the practice of foreign-policy communications of Germany and Ukraine; detecting the impact of destructive communications on the image of the EU, Germany, and Ukraine in the international information space. The main conclusions of the research are such statements: the aggravation of Ukrainian-Russian relations has demonstrated an imbalance in the existing for- eign-policy orientations; the EU leaders rethought the political impact of supra- national formation on the contemporary system of international relations; Germany's practice in foreign-policy communication concerns the preservation of the position as a world leader that is able to influence the solution of complex international political and security issues.
