Magistrsko delo prikazuje zgodovinski razvoj Ukrajine in zapletene družbene, gospodarske in politične razmere, prisotne v državi, ki pripomorejo k razumevanju razvoja in poteka konflikta. Temu sledita analiza medijskega poročanja in vloge medijev v razvoju konflikta in političnogeografska analiza konflikta ter njegov vpliv na širše dogajanje in odnose v Evropi in svetu ; After a series of various internal political crises in eastern Ukraine in 2014, separatist movements appeared in the Donbas region, demanding secession of the Donetsk and Luhansk regions. The initial protests were followed by a conflict marked throughout by the intertwining actions of the various parties involved: the rebels, the Ukrainian authorities as well as the international community. On the one hand, there is the European Union and NATO, striving for the integration of Eastern European countries over the last two decades. On the other hand, there is the Russian Federation, still strongly connected with the republics of the former Soviet Union and exerting a strong influence on them. Supposedly, the growing influences of the EU, the US and the West in general in these countries pose a threat to the Russian interests and the interests of the pro-Russian movement in Ukraine. This master's thesis presents the historical development of Ukraine and its complex social, economic and political conditions, shedding light on the development and course of the conflict in the country. It then provides an analysis of the role of the media in the development of the conflict, as well as a political geographic analysis of the conflict and its impact on the events and relations on European and global level.
The COVID-19 pandemic has had a significant impact on older people's lives on a global scale but for some marginalised communities have seen a marked exacerbation of health and other inequalities. Research has highlighted the impact of the pandemic on lesbian, gay, bisexual and trans (LGBT+) people's lives, but less has been documented about the experiences of LGBT+ older communities and how their specific needs have been mediated. Community-based advocacy organisations are central to promoting LGBT+ human rights in the UK through its social movements, and this paper explores their role and significance during a distinct period of the UK mandatory isolation. Drawing on a case study approach based on qualitative interviews with six key LGBT+ community organisations in the UK, we captured their insights into how they navigated support for older people when faced with limited resources and the challenges posed by mandatory physical and social distancing. We position these events in current discourse about structural and health inequalities for LGBT+ ageing in the UK.
; Road traffic safety represents one of the important factors of threats to human, while traffic is a constant in our lives. On daily basis, many lives are lost in traffic accidents ; their consequences are psychological, financial and often irreversible. Ensuring road safety remains one of the priorities in the field of ensuring security. Responsibility for road traffic safety lays in the hand of every country, as it has to ensure safety of their citizens. The state provides safety on state road, on the other hand, safety of municipal road are responsibility of municipalities themselves. Moreover, they are obligated by laws to ensure road safety in municipality. Considering those facts, raises the question of whether local communities are not those, who can assure road safety in more effective way than state itself. It is worthwhile to research, how can local community on their level ensure road traffic safety on their area, as well as which are its basic institutions for ensuring safety. We wanted to define responsibilities of municipalities in ensuring traffic safety in relation of legislative framework and also which authorities have powers for that. In the empirical part, we choose the Municipality of Ljubljana and by analyzing data define how successful can municipalities be in ensuring road safety. We carried out an analysis of traffic safety in the Municipality of Ljubljana, ensuring a safe road infrastructure for all participants in traffic, how affective is the implementation of prevention and traffic education and the role of Municipal wardens in the Municipality of Ljubljana. Analysis has shown, that traffic safety in Ljubljana is improving, that the municipality take care of regulation and maintenance of municipal roads and that implementation of prevention pays special attention to the most vulnerable participants in traffic. Municipal wardens of Municipality of Ljubljana play an important role in exercising control over traffic road offences, as well as in the implementation of prevention activities.
Ta desetletja so nasledili Milenijski razvojni cilji. Bili so prvi merljivi cilji – s kazalniki je bilo mogoče meriti in ocenjevati njihov napredek. Leta 2015 so jih nasledili Cilji trajnostnega razvoja. Ne razvojna desetletja ne Milenijski razvojni cilji niso uspeli v celoti uresničiti zastavljenih ciljev. Vzroki za to so različni, magistrsko delo pa ponuja še dodaten vidik razumevanja delovanja Organizacije združenih narodov in njene nezmožnosti uresničevanja zastavljenih ciljev. Izmerjeno elektromagnetno polje organizacije pokaže, da organizacija zaradi nepretočnosti energij ni zmožna delovati skladno z zastavljenimi načeli in cilji, zapisanimi v Ustanovni listini. ; The Master's thesis focuses on the topic of development which represents one of the most important areas of the United Nations. The organization was formally established after the Second World War with the aim to preserve peace and security in the world, but its conception had already began during the war. Although the organization is best known for peacekeeping operations, it devotes the largest share of resources to economic and social development. The development decades, that the organization gradually developed and realised, were a major contribution to the understanding of the concept of development (from a strictly economic to multidisciplinary). These decades were followed by the Millennium Development Goals. They were the first measurable goals – with the help of indicators it was possible to measure and assess their progress. In 2015 they were replaced by the Sustainable Development Goals. Neither the development decades nor the Millennium Development Goals were able to fully realize the set goals. There are various reasons for this, but this Master's thesis offers an additional aspect of understanding the functioning of the United Nations and its inability to meet the set goals. The measured electromagnetic field of the organization shows that it is unable to function in accordance with the principles and goals written in the Charter due to a lack of energy flow. This problem can only be solved by transforming the people's consciousness and by a heartful (not only rational) commitment to the attainment of goals.
; Since the drafting of the United Nations (UN) Charter, co-operation between the UN and regional organizations in the field of international peace and security has been subject to intense debates. The debate between universalism and regionalism was, for the time being, resolved in the form of Chapters VII. and VIII. of the UN Charter. This compromise resulted in the Security Council being at the forefront of responses in matters of international peace in security for some five decades. But recent developments in the field of international peace and security have exposed the need for greater involvement of regional organizations. This master thesis is focused on the potential of a hybrid type of peace operations for future co-operation between the UN and regional organizations. The value of the research lies in its analysis of the relationship between the African Union and the UN in the United Nations - African Union Hybrid Operation in Darfur (UNAMID), the first-ever hybrid peace operation. In more than ten years of its deployment, UNAMID has been plagued by problems that both organizations have had to overcome. In that regard, through the analysis of the success of UNAMID, we can draw conclusions regarding the potential that this type of peace operation has on the future co-operation between the UN and regional organizations. Until the UN develops better complementarity mechanisms for co-operation with regional organizations, hybrid missions represent the best way of co-operation.
Doktorska disertacija preučuje specifično usmeritev mednarodne ekonomije, in sicer področje politik razvojne pomoči. ; This PhD dissertation studies a specific direction of international economics — the field of development aid policies, and focuses on its efficiency, mainly due to the relevance of the issue, since it is associated with numerous global challenges. Development aid, as the central theme of this dissertation presents the underlying concept, with which countries attempt to resolve developmental differences around the world. Studying the efficiency of development aid in terms of economic sciences is a very promising concept, mainly due to the fact that the gap between the developed countries of the global South and the global North is larger than ever, and current studies, nor resolution models, offered any effective solutions for changing or improving the current state. All of the above was studied on the African, Caribbean and Pacific Group of States (ACP) for two main reasons: Firstly, because the vast majority of these countries is a long-term beneficiary of development aid and secondly, because this provides us with a sound foundation for studying, including both the poorest Sub-Saharan countries and island states, which experienced rapid economic development in recent years. Thus the structure of this dissertation relies on both theory and application. The first part presents the fundamental theoretical terms from developmental economics, North-South relations, the history of cooperation among ACP countries with various international players and theoretical determination of development aid and its efficiency. The second part is intended for applied research of the efficiency of development aid policies. ACP countries were divided into two groups, group A with those receiving the most development aid and groups B with those receiving the least. We presumed that countries that received the most development aid made the most progress. Their progress was studied according top five economic and social indicators of development: GDP per capita, exports of goods and services, mortality of children under five years of age, growth in life expectancy and the number of migrations. Based on data retrieved for specific fields, we generally presumed whether development aid policies had achieved its purpose – if they were efficient. From the substantive aspect, this dissertation is an original contribution to the science of economics in its study of the problems in the existing system for distributing development aid and consequently its efficiency, to research of development problems in ACP countries and to proposals for meeting the modern challenges of international development. It also fills the gap in the study of the concept of international development through qualitative research methods, since existing research is extensively quantified. Since this dissertation is originally in Slovenian, it also adds to the scarce literature in this field and to future research of international developmental issues and the global challenges they bring.
; European countries have connected into the EU on the grounds of common fundamental values, most notably democracy and the rule of law. In regard to the latter two values, Hungary and Poland attract the most media coverage, as they have in the recent time changed a few laws that contradict the European foundations. In their own words, they are building an illiberal democracy, as they believe that the liberal one is outdated. EU is at present not very successful at protecting its values ; this is why I am wandering in this article what does the EU has to do in order to bring the country back into the European frame. I am not in favour of either any intervention into the country neither am I in favour of the high financial sanctions. Through this piece I am continuously arguing that the problem needs to be addressed at its roots and that all the actors involved need to run a dialogue to find a suitable solution together for a united path forward.
