; In pursuit of global and economic progress or finding solutions to environmental challenges, the European Union has set up a common European cohesion policy that implements measures and instruments at national levels. One of the consequences of the common European cohesion policy in Slovenia are special centers, which enable the junction of various organizations, where new ideas are transferred to the economic markets. These are innovations mainly in the field of mobility, sustainable environment, technology, chemistry and pharmacy. Such innovations bring greater use of materials, services and better health services, with a strong emphasis on low–carbon society. Such instruments increase the added value of financial investment in such centers, while encouraging the participation of economic, academic and research development spheres. The purpose of the task is to demonstrate the importance of financing such instruments by analyzing the Public Tender for Co–financing the Establishment and Operation of Competence Centers for Personnel Development in two implemented periods. They create a highly stimulating environment for finding solutions and tackling the challenges, and with this way of working people acquire references, competences, increase the competitiveness of their country and gain experience with wider thinking and cooperation.

The public procurement volume amounts to 10.5% of GDP which represents a considerable part of the Slovene economy. Thus, public procurement remains an important generator of economic growth & one of the key agents for the public financial expenditure policy. The public procurement analysis shows that the public procurement structure & share did not essentially change in Slovenia from 2001 to 2006. The data analysis of the public procurement contracts awarded in 2006 showed that the public procurement contracts were non-uniformly distributed according to their values & the number of procedures. On the one hand, great fragmentation & dispersion of public procurement contracts manifest themselves in the small-value public contract segment & its 25.1% value share in all of the public procurement contracts, but on the other hand, there is concentration of the high-value public procurement contracts in merely few large-volume orders. Adapted from the source document.

The economic recession has exerted an important influence on the livesof the population in the European Union. Since 2008, when initial indications of the recession appeared, unemployment and poverty have increased in most member states of the European Union. Many European and national strategic documents were exposed; one of the key non-economic factors in easing out of a recession is investment in the development of knowledge. Political opinion regarding the important role of knowledge in solving problems of the economic recession raises the question of actual change in this area. In this paper, an understanding of the role of adult education in economic development (as oulined in the European strategic documents) is demonstrated, and in opposition to the same, an analysis of participation (and obstacles) in adult education at the beginning of the economic recession is pursued.

Sub-Saharan Africa is a very diverse region with extensive natural wealth, great human potential, and a rich history. However, the majority of its countries are among the poorest in the world and about half of its 800 million inhabitants live in extreme poverty. Sub-Saharan Africa produces only 1.5% of the world's GDP and its share in world trade has fallen from 6% in 1980 to 2% today. The region's exports remain dominated by primary goods (fuels, ores, and agricultural products). The roots of the region's economic weakness lie variously in the past colonial relationships with European countries and in unjust global trade patterns as well as in misuse of power by ruling political elites in the post-independence era. Numerous civil wars and other conflicts have fragmented the sub-Saharan countries into many factions and parties fighting for domination. The region is lagging behind developed countries because of corruption, lack of infrastructure, weakness of its institutions, heavy indebtedness, lack of education and health services, and unfavorable natural conditions, among other factors. Subsistence agriculture is the source of livelihood for most Africans. Nevertheless, average yields per hectare are low and heavily dependent on climatic conditions. Compared to urban areas (except for slums), people living in rural areas have worse infrastructure and are further from achieving the UN's Millennium Development Goals. The recent increase in food prices is threatening the limited progress in reducing hunger and malnutrition (28% of children under age five are underweight and particularly vulnerable to infectious diseases). Little progress has been made in reducing child and maternal mortality; mortality rates remain the highest in the world. In the previous decade, life expectancy in sub-Saharan countries has fallen due to the spread of HIV/AIDS and it still remains below fifty. In addition, many negative socioeconomic effects are the result of malaria, which kills approximately one million people every year, 91% of whom live in sub-Saharan Africa. In order to promote gender equality and empower women, education is of vital importance. Compared to other (especially developed) regions, school enrollment rates are considerably lower and dropout rates considerably higher, particularly for girls. The majority of countries in subSaharan Africa will not be able to achieve their educational goals by 2015. Despite the fact that the region is not exceeding the carrying capacities of its environment (as measured by its ecological footprint), environmental problems in some areas are severe. Deforestation, desertification, coral bleaching, negative effects of climate changes (sea level rise, reduced freshwater availability, extreme weather events, etc.), loss of biodiversity, and soil degradation are the most worrying. Population growth is exacerbating these environmental problems and is making it more difficult to achieve a higher standard of living for all. Owing to the complexity of developmental problems, sub-Saharan Africa will have to use its own resources very wisely and make the most of development aid from developed countries.

; Bioeconomy in the European Union was considered a long-term vision leading to increased competitiveness, better use of resources and reduction of carbon footprint already since 2005. Bioeconomy remains one of the key strategies by European countries in the immediate as well as more distant future. The European Commission developed the guidelines, which were followed by instruments enabling the implementation of action plans and strategies. In some European countries, among them Germany and the Netherland as the leading ones, such systems are already deeply rooted in their economic reforms. This includes circular economy, use of biomass, principle of added value cascade and biorefineries. There are opportunities in the field of the processing industry, different fields of biomass production and processing such as agriculture, aquaculture, forestry, food and wood processing, as well as general biobased industry. The aim of this research was to assess the bioeconomy opportunities and factors influencing bioeconomy. Our study was conducted by in-depth semi-structured interviews with several shareholders from industry, research institutions, policy makers and clusters in Slovenia. Surprisingly, we have observed, that in Slovenia, there is practically no strategy focusing on the transition towards bioeconomy, but only few short-term examples of good practice in this field. Although a number of research projects have been conducted in this sector, and considering very low availability of investments in this field, an underdeveloped market and low awareness-level, there are only few biobased products avaiable on the Slovene market. The potential of clustering has thus become been underexploited.

Abstract. The purpose of the article is to open up epistemological space for revitalising the idea of democratic
economic planning as a viable alternative vision. It
argues that a proper development of the idea must be
preceded by a comprehensive critical interrogation of a
hegemonic multidimensional ideological mystification
of capitalism and its markets. By utilizing Marxist and
eco-socialist insights the article identifies and analyses
several central ideological mystifications that enact an
epistemic closure. These range from the obfuscation
of capitalism's role in creating the climate crisis as an
inherently unsustainable system, to the mystification of
its non-evolutionary origins, to the obfuscation of the
role economic planning plays in contemporary capitalism, to the mystification of markets as ideal spaces of
freedom and innovation obfuscating the ever present
market-related oppression, exploitation and environmental devastation, and to silencing concrete historical examples of democratic economic planning such as
project Cybersyn that should serve as an inspiration for
imagining an alternative order.
Keywords: climate change, ideological mystification,

; Reaching Sustainable Development Goals (SDG) demands more resources than are currently available to many states. This is a particular problem in developing countries, which are experiencing fast but not inclusive economic growth. Even though economic growth does not necessarily bring development, it remains a standard which defines how much international Official Development Assistance (ODA) a country receives. As a consequence, some countries with rapid economic growth are receiving less and less ODA, while still including some of the poorest parts of the world. This calls for new approaches and sources of financing to aid in development, and opens the door to private capital, including private philanthropy, which is especially important in developing countries. While philanthropy is seen as having a lot of potential with regard to pursuing SDG, it is not obliged to follow the same guidelines for sustainable development that have been adopted by state organizations. This enables philanthropic projects to act in their own interests, which may or may not coincide with the SDG agreed for a particular place. Moreover, regulation in this field is weak, and it is often unclear how specific philanthropic organizations operate. These facts, together with the growing amount of private wealth directed towards international development and the need to reach SGD, mean that it is more important than ever to understand the scope, potential and influence of philanthropic organizations in terms of both SDG and the changes we are seeing in traditional relations among members of the international community.

; Contemporary defence diplomacy is earmarked by Roving Defence Attachés. Countries started to introduce them under the pressure to rationalize defence diplomacy, culminating in the last financial crisis and economic recession. Master's Thesis examines the functionality of Roving Defence Attachés, and their advantages and disadvantages compared to Resident Defence Attachés. Particular disadvantages are relativized and diminished in the light of modern information and communication technologies, increased mutual trust and mind-set shift in international relations, resulting in changes of tasks and functions of defence diplomacy. Based on international comparative analysis we put forward recommendations for work organization and activities management of Roving Defence Attachés. Among the advantages of Roving Attachés we elaborate in more detail the function of career development. The latter could be especially beneficial for countries with limited diplomatic apparatus, lacking human resource selection tools along with the education and training institutions for future diplomats. At the same time we examine prevailing military ranks in defence diplomacy and the scope of defence diplomacy engagement, from both perspectives of sending and receiving states. The military ranks of defence diplomats depend more political, economic and human resource factors, including reciprocity principle, political propaganda, the challenges of military career development and the promotion of military industrial complex, than the characteristics of states and their armed forces. From the viewpoint of receiving states the largest defence diplomacy corps and the diplomats with the highest military ranks can be found in leading military and political superpowers, as the sending states try to express special recognition, attention and honour to them. The military ranks of defence representatives in international organizations by-and-large reflect the assumed responsibilities of a country towards respective international entity. You may find interesting the extremely low proportion of women in defence diplomacy. Main research findings are applied to Slovenian defence diplomacy system.

The primary goals of regional policy in Slovenia are reducing regional development disparities and ensuring balanced development based on the principles of sustainable development. This article examines the performance of Slovenian regions in achieving these goals in the socioeconomic and environmental fields after 2010. For this purpose, four synthetic indicators (gross domestic product per capita, ecological footprint per capita, development risk index and indicator of sustainable regional development) and 32 separate economic, social and environmental indicators, which are also included in the calculation of the indicator of sustainable regional development, were examined. Most of the economic and social indicators indicate progress towards the strategic development goals, while most of the environmental indicators show a shift away from them.

; The globalized world we live in today is marked by economic dependance, which can be measured by the mutual cooperation of countries. As a result, the economy has also taken on a central role in diplomatic action over the years. The gap between traditional and modern diplomacy is getting weaker, since they often overlap. Economic diplomacy has gradually become a central activity of diplomacy and international relations. Economic diplomacy has been analyzed in the theoretical field, is understood as means of foreign policy. This also applies to the Republic of Croatia, a country with a long history of diplomacy. The authorities in the times of the Republic of Dubrovnik already recognized the importance of economic dependance and thus the intensification of economic relations between countries. In order to cooperate economically with other countries, Croatia has also developed a model of economic diplomacy with which it can protect its economic growth and development, while also positioning itself in the international environment. The Croatian Chamber of Commerce plays an important role with opening different Representative Offices all over the world. The aim of these operations is to promote Croatian enterpreneurs and attract foreign investment. The Croatian Chamber of Commerce has a great influence on the Croatian economy, especially because of its operations in third countries. Thus, operations of the Croatian Chamber of Commerce represent a bridge between the state and the economy, and due to its active participation in international markets, its operations are important for Croatian foreign policy and (economic) diplomacy.

; European Union has put research and innovation at the center of its activities and has financially supported is with framework programmes for research and development. V pričujoči raziskavi smo preučili strukturo, dejavnike in posledice politične kulture in državljanske participacije v postjugoslovanskih družbah. ; The present study examined structures, determinants and consequences of political culture and citizen participation in post-Yugoslav societies. Several empirical data sources were employed, among others a survey of 2,178 social science students in eight post-Yugoslav entities (M age = 19.8 years, SD = 1.89) ; representative samples from European Values Study (2008), earlier waves of World Values Survey (1995/8) and a study of Yugoslav youth Jupio carried out in 1985. The aggregate level results indicated that socio-economically less developed entities (Kosovo, BiH, and FYR Macedonia) scored higher on subject political culture (Almond and Verba, 1963), which was at the individual level found to be characterized by its four core components: authoritarianism, general traditionalism, traditional gender roles attitudes, and nationalism. Between-country differences on measures of economic cultural orientations (economic egalitarianism and state paternalism) were largely minor or insignificant, since all entities scored high on both measures. As predicted by revised modernization theory democratic political culture was found to be more coherent in socioeconomically more developed post-Yugoslav countries. Inconsistent with modernization approach results demonstrated higher levels of citizen participation in less well-off countries. Age and socioeconomic status proved to be the most potent sociodemographic predictors of political culture and citizen participation. Finally, democracy was found to be more effective (Inglehart and Welzel, 2007) in socioeconomically more developed countries, which also scored highest on measures of democratic political culture. Longitudinal analysis did not uniformly confirm substantive political culture changes with changes in the last two decades taking place in both democratic as well as authoritarian direction. Authors conclude that the process of democratic consolidation, both political-cultural as well as institutional, is far from over in the majority of post-Yugoslav entities. Implications of the results are discussed.
