The main purpose of the article is to assess the efficiency of the policy of economic stabilization, carried out by the EEC member states, and to distinguish the significance of particular instruments of fiscal and monetary policy in these countries. The article consists of two parts. The first part contains the presentation of some categories of the stabilization policy as well as two models of transmitting the impulses of the stabilization policy. The first is based on Keynesian and neoclassical assumptions while the other originates from monetaristic conceptions. The above models indicated main instruments of the stabilization policy, analysed in the second part of the article. The analysis has been carried out by means of the multistage regression method and the degree of "kindness" of correlation of equations has been measured by the corrected determination coefficient R2. This paper addresses the issues related to legal protection of farmers' incomes in the context of the need for income stabilization in view of agricultural risks. The volatility of agriculture becomes increasingly important in economic, social and political terms. This is recognized by multiple authorities, including the Union legislator, as reflected in amendments to legislative acts. Therefore, the purpose of this paper was to identify the direction in which the basic subsidized Union instruments for agricultural risk management evolve. This means in particular determining the trends followed by these instruments and assessing their attractiveness to agricultural producers. The new legal solutions seem to be more beneficial to agricultural producers as they tend to smooth over the negative impacts of production risk, in respect both to losses and incomes. However, their proper functioning continues to be hampered by the precise determination of farm incomes. ; Artykuł odnosi się do problematyki związanej z prawną ochroną dochodów rolników w kontekście potrzeby stabilizacji dochodów w związku z występowaniem ryzyka w rolnictwie. Zmienność rolnictwa nabiera coraz większego znaczenia ekonomicznego, społecznego i politycznego. Dostrzegł to m.in. prawodawca unijny, co znalazło wyraz w modyfikowanych aktach normatywnych. Celem opracowania było wskazanie kierunków zmian podstawowych dotowanych ze środków unijnych instrumentów zarządzania ryzykiem w rolnictwie. Chodzi w szczególności o określenie tendencji zmian tych instrumentów i ich ocenę w aspekcie atrakcyjności z punktu widzenia producentów rolnych. Stwierdzono, że nowe rozwiązania prawne wydają się bardziej korzystne dla producentów rolnych, ponieważ w większym stopniu niwelują negatywne skutki ryzyka w produkcji w odniesieniu zarówno do strat, jak i dochodów. Kwestią nadal niesprzyjającą ich właściwemu funkcjonowaniu jest precyzyjne ustalanie dochodów gospodarstw rolnych.
The subject of this study is the evolution of British public policy between 1900 and 2010 with to the special focus on budgetary, monetary and social policy, as well as policy towards the public sector. This period was characterized by a steady, yet non-linear rise in economic and social activity of the state. Sudden increases were caused by one of three categories of events: wars, economic crises and changes at the highest levels of government. As a result, the history of British public policy in between 1900 and 2010 is divided into the following stages: 1) 1900-1931 - decline of the liberal era; 2) 1931-1951 - steady increase in the state's economic activity; 3) 1951-1979 - systemic stabilization at a high level of state involvement in economic and social issues; 4) 1997-2007 - attempt to return to economic liberalism; 5) 2007-2010 - a period of volatility and the search for new public policy principles.
Fundamental controversy concerning policy of transition of post-socialist economies to a market economy is discussed by the authors of this article. The controversy is related to a dispute between supporters of "big-bang" (the so-called "shock therapy") and those who support an evolutionary approach. The authors argue that: — "big-bang" policy was necessary in Polish circumstances but, the same time, it proved to be insufficient because it ignored - to a considerable degree - both institutional and structural levels of the transformation and focused mainly on macro level; — conceptions of evolutionary policy which focus on institutional transformation are not an alternative for stabilization policy and they take no account of restructurization problem; — there is a need for complex and harmonious policy of transition for to assure a stabilization and an institutional milieu favouring market transformation; such a policy should also stimulate restructuring processes on all levels of the economic system; — in the advanced phase of transition, the centre of gravity of respective policy slides from macro and mezo levels to incitement of adjustment processes issuing "from the tanks" - on micro and micro-micro levels. ; Digitalizacja i deponowanie archiwalnych zeszytów RPEiS sfinansowane przez MNiSW w ramach realizacji umowy nr 541/P-DUN/2016
Since the ancient times there has been a continuing discourse on the nature and scope of freedom and civic and human right in the more or less liberal democracy. This paper contains a critical analysis and assessment of the most important opinions concerning the both political and economic freedom and the interpretations of that concept in the political practice. This article argues that, contrary to the beliefs of most people, freedom and human rights do not come from nature, but they are the result of the society, s consensus, especially that part of the society, which participates in the elections. The voters agree to allow the winning political party to realize its program also in the respect to freedom and civic (human) rights. On the other hand the politicians try to secure the appropriate equilibrium between the political and economic freedom, which supports the stabilization of a given political system and is conducive to the economic growth. ; Od starożytności trwają dyskusje na temat istoty i zakresu wolności jako podstawowego filaru demokracji. W artykule przedstawiono krytyczną analizę i ocenę najbardziej reprezentatywnych opinii na temat wolności politycznej i ekonomicznej oraz podano przykłady interpretacji pojęcia wolności w praktyce politycznej. Głównym argumentem zawartym w tym artykule jest stwierdzenie, że wolność i swobody obywatelskie w demokracji nie pochodzą od natury, lecz są wynikiem konsensusu większości społeczeństwa, które uczestnicząc w wyborach, godzi się na realizację konkretnego programu zwycięskiej partii politycznej, także w odniesieniu do praw i wolności obywatelskich. Utrzymanie określonej równowagi między wolnością polityczną i ekonomiczną przyczynia się do stabilizacji danego systemu politycznego i stwarza pomyślne warunki dla wzrostu gospodarczego.
The attitude of the National Democracy towards the Soviet Union based on two factors: its political, military and economic weakness, which prevented Soviet aggressive foreign policy and common interest of Poland and the USSR, which was defence against German expansion in the East. So National Democracy wanted to have good relations with the Soviet state and objected of any intervention in internal affairs of the Soviet Union. National camp demanded from the USSR peacefulpolicy, stabilization on the Polish-Soviet border and cooperation in defending the territorial order in this part of Europe.The real relations between Poland and the USSR weren't so optimistic. The National Democracy accused communist government in Russia of the preparations to european revolution and to force all the countries to adopt totalitarian system. The ways of realization of that plan were Polish-Soviet war (1919-1920) and help given to Polish communists by the USSR in destructive activity against the Polish Republic. The National Democracy criticized east neighbour on dislike for political and economic cooperation with Poland, too. For the USSR better partners were Germany or France than poor Poland and national leaders had to resign from theirs conception of keeping close cooperation with the USSR.Poland was situated between Germany and the Soviet Union, what had grave influence on national conception of mutual relations with both neighbours. For the National Democracy Germany was the most dangerous enemy of the Polish state, so a natural partner had to be seek in the USSR. That's why, despite failures, national leaders during interwar period didn't change their main idea on good relations with the east neighbour on political and economic ground and were convinced, that the Soviet government would eventually change its foreign policy. Some political events strengthened the national camp in its conviction: a treaty of non-aggression, trade relations or influential Soviet politicians' speeches, for example ministries of foreign affairs, about the necessity of cooperation with Poland. But belief in their own conceptions caused misunderstanding of the real aims of the USSR, which were at odds with interests of Poland and based on intentions to destroy the Polish state.

In February 2011, inspired by the events in Tunisia and Egypt, Libyans started the revolt, which resulted in the overthrow of the regime of Colonel Muammar Qaddafi. The revolt lasted eight months and was supported by the international military intervention, which was crucial to the success of the insurgents. However, the international support for the uprising would not have been possible without the diplomatic efforts of the quickly formed Libyan Transitional National Council, which represented the opposition forces against Col. Qaddafi. The consolidation of both the Libyan opposition and international military operation in Libya were the key factors of the socalled Libyan Arab Spring. The first chapter of the article presents the significant developments of the Libyan revolt from the beginning of the protests until the death of Col. Qaddafi and formation of a first government. The uprising and military intervention led to the change of the political system of the state. It has caused numerous damages and brought many challenges threats to the new Libyan authorities, not only economic, but also social, political and military. The second part of the article addresses these challenges and threats, as they have been determining the shape and structure of the new Libya. This section presents the relevant factors such as the tribal ties, the country's partition into the center and periphery, the role of religion in social and political life, which will have a huge impact on the Libyan society, the future structure of the state, the political scene of the country and relations with regional and global actors. The last part of the article analyses the Libyan uprising and the impact of international military intervention on the situation in Libya. It is an attempt to draw scenarios of the future of Libya and its impact on the security situation in the Mediterranean region, in Africa and in the Arab world. It shows both the possible advantages of the regime change in Libya and the threats for the stabilization of the country and neighbouring regions.
The aim of the paper was to compare the situation of the Polish minority in the three bordering countries: Lithuania, Latvia and Belarus. Despite similar historical circumstances contemporary groups of Polish minority in the lands of former Grand Duchy of Lithuania and Polish Livonia living in the different socio-economic and political conditioning. This situation affecting their relations with other ethnic groups and state authorities. All of the researched areas – Vilnius region in Lithuania, Latgale region in Latvia, Hrodna region in Belarus – are multicultural. In all, owing to special circumstances of Eastern Slavic-Baltic ethnic borderland, a compact Polish ethnic area was formed. Despite the deportation and postwar emigration of Poles and despite that areas inhabited by them belong to three different states, the Polish population still represents a significant proportion of the population, affecting the local socio-cultural and political life. The analysis of census data and maps indicates the progressive decrease of the Polish population and retreat of Polish ethnic area. However, recent censuses show the vary – depending on the region – processes. In Lithuania the stabilization of the ethnical structure of the population is observed. Despite the hostile attitude of Lithuanian nationalists and state authorities that often remain under their influence, Polish population takes advantage of the civil rule of law to consolidate its assets. In Belarus further melting of Polish ethnic area is observed, associated with a decrease in the number of Poles, both in absolute and relative terms. This can be combined with both the difficult situation of the Polish population in the Soviet period (no schools and other Polish institutions), and the current socio-political situation in Belarus. Under Lukashenka's dictatorial rule the Polish minority action is merely tolerated. Government support the policy of the tsarist and Soviet authorities, under which local Poles were considered as regional (Catholic) branch of the Belarusian people. Paradoxically, the relatively best situation concern the Polish population in Latvia, where Polish community is the least numerous, both in absolute and relative terms. The clear revival of Polish socio-cultural, and even increasing participation of Poles in some areas, can be observed. The Latvian authorities are positively oriented to the Polish socio-cultural initiatives, seeing the Polish movement as a counterweight to the demographic dominance of East Slavic population (Russians, Belarusians, and Ukrainians) in the south-eastern part of the country. ; Pomimo podobnych uwarunkowań historycznych mniejszość polska, zamieszkująca tereny dawnego Wielkiego Księstwa Litewskiego i Inflant Polskich, w zależności od miejsca zamieszkania (Litwa, Łotwa, Białoruś) znajduje się w odmiennej sytuacji społeczno-gospodarczej i polityczno- -ustrojowej. Odciska się to na relacjach mniejszości polskiej z innymi grupami etnicznymi oraz władzami państwowymi. Analiza sytuacji sugeruje, iż pod wieloma względami najlepsze warunki dla pielęgnowania swojej odrębności (pomimo niewielkiej liczebności) ma mniejszość polska na Łotwie. Na przeciwległym krańcu, choć najliczniejsza, znajduje się mniejszość polska na Białorusi.
Region basenu Morza Śródziemnego odgrywa ważną rolę w tworzeniu współczesnej architektury bezpieczeństwa europejskiego. Stabilność Europy wymaga podejmowania działań w skali globalnej, które nie są ograniczone do jednego kontynentu. Wzdłuż Morza Śródziemnego przebiega widoczna granica pomiędzy krajami położonymi na południowym i wschodnim jego wybrzeżu, nękanymi wieloma wewnętrznymi konfl iktami i pozostającymi na niskim poziomie rozwoju gospodarczego, a bogatym północnym wybrzeżem. Ogromne zróżnicowanie tego obszaru ma wpływ na przyszłość nie tylko krajów położonych w jego sąsiedztwie, ale i całego świata. Niniejszy artykuł przedstawia zagrożenia, z którymi mierzy się Europa w związku z bliskością regionu śródziemnomorskiego. Wynikają one przede wszystkim z dysproporcji ekonomicznych, stagnacji gospodarczej, ciągle rosnącego bezrobocia, problemów demografi cznych i nielegalnej migracji. Kraje regionu borykają się także ze wzrostem przestępczości zorganizowanej, niestabilnością polityczną, terroryzmem i konfl iktami o charakterze lokalnym. Najbardziej niepokojący jest fakt, że trwający od ponad pół wieku konfl ikt izraelsko-arabski pozostaje nierozwiązany. Стабильность Европы требует действий в глобальном масштабе, не ограниченной одним континентом. Вдоль Средиземного моря проходит четкая граница между государствами располо- женными на его южных и восточных берегах, характеризующихся постоянны- ми внутренними конфликтами, низким уровнем экономического развития и бо- гатыми странами северного побережья. Огромное расслоение развития этого региона имеет влияние на будущее не только соседствующих государств, но и всего мира. В статье указаны угрозы, которым подвержена Европа, в связи с близостью средиземноморского региона. Прежде всего, эти угрозы являются следствием экономических диспропорций, экономической стагнации, постоян- но растущей безработицы, демографических проблем и нелегальной миграции. Страны региона борются также с ростом организованной преступности, полити- ческой нестабильностью, терроризмом и местными конфликтами. Беспокойство вызывает факт, что продолжающийся в регионе более полувека израильско- арабский конфликт все еще остается нерешенным. В статье дано также оценку предпринятых до сих пор европейских инициатив касающихся стабилизации региона Средиземного моря.
The Horn of Africa, which is situated in the north-east Africa, comprises mainly Ethiopia, Somalia, Eritrea and Djibouti which cover region of the Somali peninsula. It is one of the area of the world belonging to the most affected by natural disasters, poverty, famine, conflicts and crime. Due to its geographical location on point of the Red Sea, the Gulf of Aden and the Indian Ocean as well the close position to the Arabian peninsula it is the most geo-strategically important regions of the world in terms of military and economic significance. That is why the world powers were and are still interested in it.The main topic of this article is the fragile state - Somalia. It was selected here in terms of its geographical location, high level of instability, civil war, famine and piracy problem or terrorist groups activities as an example of difficult political situation of the Horn of Africa and the attempts of the main economic competitors in Africa - The European Union, China and The United States of America - in order to achieve stabilization in the region.The prime aim of this analysis based on the source materials, subject reading matters and media news, is the presentation the most essential current activities of the above international actors that lead them to rise in the level of security in Somalia and neighbouring sea, straits, ocean and strengthening the Federal Government of Somalia and its security structure. The present condition of the Somali National Army and its future transformation are also presented in this work. Taking all above into consideration it was hard not to give attention to peacekeeping African Union Mission in Somalia AMISOM active since 2007 with approval of the United Nations Security Council. Despite the deep criticism of its activities by the nongovernmental organization Human Rights Watch, AMISOM has taken over most areas of central and south Somalia until now. What is more, the research points also the main legal framework that make possible foreign security aid in Somalia. In case of the EU - The Global Strategy for the European Union's Foreign and Security Policy (2016) and the Strategy for the Horn of Africa (2011). In the case of the US - the New National Security Strategy announced by president Trump in December 2017. Additionally, the article is focused on the growing presence of China in the Horn of Africa what is highly visible in the creation of the first foreign military Chinese base opened in July2017 in the neighbouring to Somalia - Djibouti.As a result of the analysis of the current activities of AMISOM, pointed American or Chinese actions and the European External Action Service (EEAS) in Somalia: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) and European Union Capacity Building Mission (EUCAP Somalia) a few essential conclusions can be made:the regular trade competitors in the race for their impacts in modern Africa - EU, China, US - are able to cooperate in taking care about either own and the Horn of Africa benefits if it is necessary,the level of security and democracy in Somalia has risen significantly in the last decade and a threat of piracy has fallen definitely in region of the Aden Gulf, The Red Sea and the Indian Ocean as an effect of activities of AMISOM, the Combined Task Forces, the EU peace missions and separate states. Nevertheless, the level of security which has been reached is really fragile and it may be disturbed easily when international security aid services will be over,the foreign peace missions active nowadays will be continued but with the tendency to their limitation in the next few years,the tasks of the peacekeeping African Union Mission in Somalia AMISOM, that is step by step limited and it is planned to stop in 2020, will be taken over by the transformed Somali national Army and Police,it is highly impossible to become self-supporting and to reach full independence of the Somali security structure from foreign peacekeeping assistance just in 2 years so that Somalia itself can guarantee own security and take over the prior AMISOM tasks,the full security and saving the political and economic stability in Somalia in the future may be possible not only by temporary military and humanitarian aid but also by so called fundamental work. Region ten ze względu na swoje położenie geograficzne na styku Morza Czerwonego, Oceanu Indyjskiego i Zatoki Adeńskiej, jak również ze względu na bliskość Półwyspu Arabskiego stanowi strategicznie ważne miejsce pod względem gospodarczym jak i militarnym. Stąd znajdował się i znajduje wciąż w strefie zainteresowania światowych mocarstw. Tematem niniejszego artykułu jest państwo upadłe - Somalia, która ze względu na swoje położenie geograficzne, wysoki poziom niestabilności, wojnę domową, problem głodu i piractwa morskiego oraz aktywność grup terrorystycznych na jej terenie została wybrana jako przykład ilustrujący trudną sytuację polityczną Rogu Afryki i wysiłki konkurujących ze sobą o wpływy ekonomiczne w Afryce Unii Europejskiej, Chin i Stanów Zjednoczonych podejmowane w celu ustabilizowania sytuacji w regionie rogu Afryki.Celem niniejszego analizy opartej o dokumenty źródłowe, literaturę przedmiotu i doniesienia medialne jest zaprezentowanie najważniejszej bieżącej aktywności w/w międzynarodowych aktorów prowadzące do podniesienia poziomu bezpieczeństwa w Somalii i otaczających ją wodach oraz wzmocnienia Federalnego Rządu Somalii i jego struktur bezpieczeństwa. Zaprezentowano również stan bieżący Narodowych Sił Zbrojnych Somalii oraz plany ich restrukturyzacji w najbliższych latach. Analizując w/w kwestie nie pominięto również zaangażowania Unii Afrykańskiej w postaci operacji pokojowej AMISOM prowadzonej w Somalii od 2007 roku posiadającej autoryzację Rady Bezpieczeństwa ONZ. Operacji, która choć w ostatnich latach krytykowana przez pozarządową organizację Human Rights Watch za łamanie praw człowieka przejęła kontrolę nad znaczną częścią środkowej i południowej części Somalii. W artykule wskazano również ramy prawne, w oparciu o które opisywana pomoc pokojowa może być udzielana. W przypadku UE - Globalną Strategię na Rzecz Polityki Zagranicznej i Bezpieczeństwa Unii Europejskiej (2016) oraz Strategię dla Rogu Afryki (2011). W przypadku USA - Nową Strategię Bezpieczeństwa Narodowego Stanów Zjednoczonych ogłoszoną przez prezydenta D. Trumpa w grudniu 2017r. Artykuł odnosi się również do rosnącej obecności Chin w tym rejonie Afryki wyraźnie widocznej przez otwarcie w lipcu 2017 roku pierwszej chińskiej zagranicznej bazy wojskowej w sąsiadującym z Somalią kraju - Dżibuti.Analiza bieżącej działalności AMISOM oraz aktywnych obecnie misji Europejskiej Służby Działań Zewnętrznych w Somalii: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) czy European Union Capacity Building Mission (EUCAP Somalia) doprowadziła do kilku istotnych wniosków:rywale handlowi zabiegający o wpływy w Afryce - UE, Chiny, USA - potrafią w razie potrzeby współpracować dla dobra swoich interesów i krajów Rogu Afryki, w tym Somalii,poziom bezpieczeństwa i demokracji w Somalii w ostatniej dekadzie znacznie wzrósł a zagrożenie piractwem zdecydowanie zmalało w rejonie Zatoki Adeńskiej, Morza Czerwonego i Oceanu Indyjskiego w efekcie działań podejmowanych przez AMISOM, międzynarodowe siły zadaniowe, misje pokojowe UE oraz pomoc poszczególnych państw. Osiągnięty poziom bezpieczeństwa jest jednak bardzo kruchy i po zakończeniu wspierających działań międzynarodowej społeczności może łatwo powrócić do stanu poprzedniego,w najbliższych kilku latach zagraniczne misje pokojowe działające od wielu lat w Somalii będą kontynuowane z tendencją do ich ograniczania,zadania misji pokojowej Unii Afrykańskiej AMISOM, która jest stopniowo ograniczana i formalnie planuje się jej zakończenie w 2020r., zostaną przejęte przez zreformowane Narodowe Siły Zbrojne Somalii,wątpliwym jest by w ciągu najbliższych 2 lat struktury bezpieczeństwa Somalijskiej Republiki Federalnej były w pełni samodzielne i mogły przejąć w pełni zadania AMISOM oraz zapewnić krajowi bezpieczeństwo,do osiągnięcia pełnego bezpieczeństwa oraz zachowania stabilizacji politycznej w Somalii potrzebna jest nie tylko doraźna pomoc wojskowa i humanitarna ale tzw. praca od podstaw;Słowa kluczowe: Somalia, Róg Afryki, piractwo, Al-Shabaab, bezpieczeństwo międzynarodowe, bezpieczeństwo morskie, operacje pokojowe, terroryzm; ; Розташований в північно-східній частині африканського континенту Африканський Ріг, який охоплює розміщені на Сомалійському півострові Ефіопію, Сомалі, Еритрею, Джибуті, є одним з регіонів в цій частині світу, який належить до найбільш постраждалих від стихійних лих, убогості, голоду, конфліктів і злочинності. Цей регіон через своє географічне розташування на стику Червоного моря, Індійського океану і Аденської затоки, а також через близькість до Аравійського півострова є стратегічно важливим місцем з економічної та військової точки зору. З огляду на це даний регіон знаходився і продовжує знаходитися в зоні уваги світових держав. Предметом дослідження даної статті є неспроможна держава – Сомалі, яка через своє географічне положення, високий рівень нестабільності, громадянську війну, проблеми голоду і морського піратства та діяльність терористичних груп на своїй території була обрана в якості прикладу, що ілюструє складну політичну ситуацію в районі Африканського Рогу і демонструє зусилля щодо економічних впливів в Африці конкуруючих між собою Європейського Союзу, Китаю та Сполучених Штатів, спрямованих на стабілізацію ситуації в даному регіоні.Метою даного аналізу, який ґрунтується на основі первинних джерел, спеціалізованої літератури і повідомлень засобів масової інформації, є представлення найбільш важливих аспектів діяльності провідних міжнародних гравців, спрямованих на підвищення рівня безпеки в Сомалі та навколишніх водах і зміцнення федерального уряду Сомалі та його безпекових структур. Представлено також сучасний стан національних збройних сил Сомалі та плани їх реструктуризації на найближчі роки. Аналізуючи названі вище проблеми, не залишено без уваги участь Африканського Союзу у формі миротворчої операції AMISOM, яка проводиться з 2007 року відповідно до рішення Ради Безпеки ООН. Операції, яка в останні роки зазнала критики з боку неурядової організації Human Rights Watch через порушення прав людини, дала змогу взяти під контроль більшу частину центральної та південної частини Сомалі. У статті також вказується правова база, на підставі якої може бути надана описана допомога по встановленні миру. З боку ЄС це Глобальна стратегія зовнішньої політики і політики безпеки Європейського Союзу (2016) та Стратегія Африканського Рогу (2011). З боку США – Стратегія нової національної безпеки Сполучених Штатів, оголошена президентом Д. Трампом у грудні 2017 року. У статті також йдеться про зростаючу присутність Китаю в цьому регіоні Африки, що чітко видно через розміщення в липні 2017 року першої іноземної військової бази Китаю в сусідній з Сомалі країні – Джібуті.Аналіз поточної діяльності AMISOM та місій Європейської служби зовнішньої діяльності в Сомалі: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) та European Union Capacity Building Mission (EUCAP Somalia) дав змогу зробити такі важливі висновки:• конкуренти, які прагнуть впливати на торгівлю в Африці – ЄС, Китай, Сполучені Штати Америки за необхідності можуть працювати разом на благо своїх інтересів і країн Африканського Рогу, включаючи Сомалі;• рівень безпеки і демократії в Сомалі за останнє десятиліття суттєво зріс, а загрози піратства в Аденській затоці, Червоному морі та Індійському океані значно зменшилися в результаті заходів, вжитих AMISOM, міжнародної цільової групи, миротворчих місій ЄС і допомоги окремих країн. Однак досягнутий рівень безпеки є дуже крихким і після завершення підтримуючої діяльності міжнародного співтовариства ситуація може легко повернутися до попереднього стану;• іноземні миротворчі місії, що діяли протягом багатьох років в Сомалі, будуть продовжені протягом наступних декількох років з тенденцію до їх обмеження;• завдання миротворчої місії Африканського Союзу АМІСОМ, яка поступово згортається і має бути офіційно завершена в 2020 році, будуть перейняті реформованими Національними збройними силами Сомалі;• викликає сумніви те, що в найближчі два роки безпекові структури Федеративної Республіки Сомалі стануть повністю незалежними і будуть здатними взяти на себе повністю завдання АМІСОМ і забезпечити країні безпеку;• для досягнення повної безпеки та збереження політичної стабільності в Сомалі необхідна не тільки екстрена військова та гуманітарна допомога, але так звана робота з початків.Ключові слова: Сомалі, Африканський Ріг, піратство, Аль-Шабааб, міжнародна безпека, безпека на морі, миротворчі операції, тероризм.
