When Alberto Fujimori campaigned for president of Peru W i n 1990, he ran on a platform in which he promised to institute a moderate program of gradual economic stabilization, including the privatization of certain state-owned enterprises. These promises were instrumental in his scoring an upset victory over writer Mario Vargas Llosa, who had been the odds-on favorite to win just three months earlier — and, thus, to become Peru's third popularly elected president in his country's ten years of continuous democracy.Nevertheless, soon after Alán García relinquished the presidential office, in July 1990, to the newly-elected president, those election promises underwent a dramatic reversal. On the grounds that he had inherited a bankrupt country which left him no alternative (no habia otra cosa que hacef), the new president moved quickly to establish a stabilization program of classic orthodoxy in August 1990 (Fujimori, 1990).

Der Verfasser gibt zunächst einen Überblick über die in den Jahren 1990 bis 1993 unternommenen Versuche zur Stabilisierung der kroatischen Wirtschaft und zeigt, warum diese Versuche fehlschlugen. Vor dem Hintergrund der sich ständig verschlechternden Wirtschaftslage wird im folgenden das makroökonomische Stabilisierungsprogramm vom 3. Oktober 1993 vorgestellt. Kern des Programms ist in einer ersten Phase die Senkung der Inflation und die Stärkung der kroatischen Währung über eine restriktive Geldpolitik und Lohnkontrollen. In späteren Phasen sind eine wirtschaftliche Restrukturierung sowie Privatisierungsmaßnahmen geplant. Der Verfasser weist darauf hin, daß der Erfolg des Programms von einem breiten sozialen Konsensus sowie von der Unterstützung durch das Ausland abhängt. (BIOst-Wpt)

Eine restriktive Geld- und Finanzpolitik, die Abwertung des Dinar und eine Begrenzung der Löhne sind die zentralen Instrumente des makroökonomischen Stabilisierungsprogramms in Kroatien vom Oktober 1993. Während sich Industrieproduktion und Arbeitslosigkeit auch im ersten Quartal 1994 weiter ungünstig entwickelten, war das Programm im Kampf gegen die Inflation erfolgreich. Es gelang der Regierung, ihre restriktive Geld- und Einkommenspolitik durchzusetzen. Zudem wurde zum 1.1.1994 eine Steuerreform durchgeführt. Die zweite Phase des Stabilisierungsprogramms sieht umfassende Privatisierungsmaßnahmen vor. Der Erfolg des Programms hängt auch von finanzieller Unterstützung aus dem Ausland und der Entwicklung des Bürgerkriegs im ehemaligen Jugoslawien ab. (BIOst-Wpt)
