The author looks into the methodological features of public choice theory. On the example of James Buchanan's contribution, he demonstrates the differences between that kind of approach (often dubbed political economy) versus welfare economics and mainstream economics. Unlike welfare economics, which tries to work out the optimal state of allocation and distribution of economic resources by using certain logical rules based on Pareto's principles, or mainstream economics, which tries to identify the improvements in observable economic categories (such as national income or investment consumption), political economy encompasses the process of collective decision-making i.e. politics. In this, the efficacy criterion is t extent of consent (consensus) in collective decisionmaking. On the example of Buchanan's and Tullock's joint contribution in the book "The Calculus of Consent", the author concludes that this paved the way for introducing a legitimate categorial mechanism for investigating the costs of political decision-making into political science. Summary: Establishing of the New institutional economics as dominant institutional theoretical perspective, has contributed to the theoretical affirmation of the institution and to the recognition that institutions and institutional changes are an important part of the overall dynamics of economic reality. Therefore, the importance of defining the "new" institutional paradigm is reflected not only in the "endogenization" of the institutions as the relevant economic variables, but also in the possibilities of a broader consideration of the potential contribution of institutions to the overall macroeconomic performances. However, despite to the significant theoretical achievements in the economic recognition of the multiple institutional importances, in the observation of institutional change as a determinant of economic development, many questions remain open. For instance, it is still not known which institutions, in which specific forms required, or rather useful for economic development, or in which context. Although it is known the role that specific institutions can play in the process of the economic development, the problem is how to build such institutions. If developmental effects generally depend on the quantity and quality of institutional changes, than how to explain the fact that the establishment of the same institutional forms in the countries with approximate developmental preconditions, usually in practice does not led to the equal developmental results? This study, in form of a doctoral dissertation, is exactly driven by such issues. Therefore, as its primary goal assumes the theoretical development of the concept of institutional contributions to the development and identification of institutional criteria and mechanisms for improving economic performance. The basic assumption on which this dissertation is based implies that institutions and institutional changes are necessary, but not sufficient condition for good macroeconomic performance of the country. This additional requirement is contained precisely in the implementation of "good governance", namely the establishment of the basic principles of this concept. The research is based on an analytical basis of the theoretical framework of the New institutional economics. Starting of the known information about the nature of institutions and institutional change, as well as on the basic assumptions of institutional sustainability and efficiency, there are theoretical elaborated concept of the institutional contributions to the development. Special attention was given to comparative institutional analysis. By combining information from different comparative economics, there are studied the relationship between institutional quality and economic efficiency. An attempt was made in order to identify main channels through which institutional quality determined economic performance, and therefore which is a possible causes of institutional inefficiency. Through the analysis of several representative cases in practice, the empirical validity of the findings is further checked. Since development issues become topical, especially during the crisis, it is clear incentives to explore the institutions and mechanisms of institutional change and use this knowledge in achieving, in a greater degree, controlled development.

The subject of this dissertation is the mutual relationship between institutions and economic growth and development. The analysis focuses especially on this relationship during the privatization process in Serbia, as well as the influence of institutional quality on the process of privatization. Accordingly, the theoretical framework of this thesis represents institutional economics, which as a theoretical concept, points out the role and importance of institutions for economic growth and development of each country. The institutions create the "rules of the game", that represent the normative framework of given economy, as well as the mechanisms that affect its efficiency. According to this theoretical concept, economic analysis can not be reduced to an examination of the market and market relations, but must also include the institutions that regulate the market and allow its efficient functioning. The dissertation first discusses the theoretical bases of institutional economics and provide the basic elements of its genesis (old institutionalism and new institutional economics). On this basis, the basic concepts of institutional economics are defined and their methodological meaning for the purposes of the analysis are determined in this dissertation. That is why it is specifically discussed the role of rules and contracts and property rights and transaction costs, particularly in terms of economic efficiency. Using the above basic concepts of institutional economics is analyzed and the fundamental question of this dissertation - the influence of institutional quality on the privatization process and its effects in Serbia, and consequently its economic growth and development. Different outcome of institutional reforms and attitude towards them is in transition countries resulted in different levels of their economic development and to a large extent determined by the character of the economic system and the quality of its institutions. Uneven development in these countries is due to the different institutional capacities, conditioned by the political and economic determinants. Developed countries in transition had the better of the institution, which has allowed them to implement the overall reform faster and more efficiently. On the other hand, the less developed countries find themselves in front of urgent institutional reforms that did not have adequate economic base, resulting in the potential for economic growth was much slower. There were no adequate and quality institutions. Determine what kind of economic and institutional environment did the process of privatization in Serbia is an important element of this dissertation. ; Predmet istraživanja ovog rada je međusobni odnos institucija i privrednog rasta i razvoja. Analiza se posebno fokusira na ovaj odnos tokom procesa privatizacije u Srbiji, kao i na uticaj kvaliteta institucija na sam proces privatizacije. U skladu sa tim, teorijski okvir ove disertacije predstavlja institucionalna ekonomija, koja kao teorijski koncept, u prvi plan ističe ulogu i značaj institucija za privredni rast i razvoj svake zemlje. Institucije kreiraju "pravila igre", odnosno predstavljaju normativni okvir date ekonomije, kao i mehanizme koji utiču na njenu efikasnost. Prema ovom teorijskom konceptu, ekonomska analiza se ne može svesti samo na ispitivanje tržišta i tržišnih odnosa, već mora obuhvatiti i institucije koje uređuju tržište i omogućavaju njegovo efikasno funkcionisanje. U radu se najprije razmatraju teorijske osnove institucionalne ekonomije i daju osnovni elementi njene geneze (stari institucionalizam i nova institucionalna ekonomija). Na toj osnovi se definišu osnovni pojmovi institucionalne ekonomije i određuje njihov metodološki smisao za potrebe analize koja se vrši u ovom radu. Tako se posebno razmatra uloga pravila i ugovora, te svojinska prava i transakcioni troškovi, prvenstveno sa aspekta ekonomske efikasnosti. Primjenom navedenih osnovnih pojmova institucionalne ekonomije analizira se i osnovno pitanje ovog rada – uticaj kvaliteta institucija na proces privatizacije i njegove efekte u Srbiji, a posledično i na njen privredni rast i razvoj. Različit ishod institucionalnih reformi i odnos prema njima je u zemljama u tranziciji rezultirao različitim nivoom njihovog ekonomskog razvoja i u značajnoj mjeri je odredio karakter ekonomskog sistema i kvalitet njegovih institucija. Nejednak razvoj u tim zemljama je posledica različitih institucionalnih kapaciteta, uslovljenih političkim i ekonomskim determinantama. Razvijenije zemlje u tranziciji su imale i kvalitetnije institucije, što im je omogućilo da sveukupne reforme sprovedu brže i efikasnije. Sa druge strane, manje razvijenije zemlje su se našle pred neodložnim institucionalnim reformama za koje nisu imale odgovarajuću ekonomsku podlogu, usled čega je njihov ekonomski razvoj bio znatno sporiji. Nisu postojale adekvatne i kvalitetne institucije. Utvrditi u kakvom ekonomskom i institucionalnom okruženju je tekao proces privatizacije u Srbiji predstavlja važan element ovog rada.

The article is based on a critical review of existing literature in the field of political participation and representation of women in democratic institutions and procedures in contemporary society. Then, on the basis of relevant statistical indicators, it provides a state-of-the-art review of the participation of women in executive, legislative and judicial government in the European Union countries. The paper especially highlights the obstacles women face in the candidature for political office and when entering the political arena. It takes into account only the political factors, such as the type and structure of the electoral system, the number of parties in the parliament and their ideological differences, the number of candidates at polling stations, and the candidates' nominations for political offices, which have a crucial influence on the possibility for women to enter the political arena. Gender equality policy in the European Union in recent years has achieved significant success in the direction of larger and more equitable representation of women in all spheres of public life. However, women still do not participate in a sufficient number of institutions of governance and decision-making in economics and politics. The mere numerical, descriptive presence of women in political institutions is a necessary but not sufficient condition for the increase of their political power.

The diplomacy of socialist Yugoslavia paid a lot of attention to the international reputation of the country in the sphere of culture, and thus literature. At the same time, Yugoslav writers in the Writer's Union of Yugoslavia, faithfully supported Yugoslav foreign policy, both individually and institutionally. The most impressive example of collaboration between literature and diplomacy was awarding Ivo Andrić a Nobel Prize. The Writers' Union of Yugoslavia nominated the writer in 1958, and Yugoslav diplomacy lobbied in favor of Andrić for several years. The efforts were successfully crowned in 1961. In socialist Yugoslavia, the existence of a special Macedonian nation and its culture and language was insisted on, so in that sense, the greatest challenge was denying the Macedonian identity that came from Bulgaria. The Yugoslav Writers' Union, consistently pursuing state policy, suspended official co-operation with the Bulgarian Writers' Union in the second half of the 1960s due to Bulgaria's refusal to recognize the Macedonian language. Yugoslav writers also adapted to the state policy of non-alignment. They did not reach the level of cooperation with those countries that existed in the field of politics, economics or science, but they maintained ties with writers from those parts of the world in various ways. Among other things, the twentieth anniversary of the Belgrade Conference of the Non-Aligned Nations in October 1981 was a meeting of writers of non-aligned countries in Belgrade.

U mnogim delovima sveta, veliki napori i sredstva se ulažu u sprečavanje pojavljivanje bolesti i smanjenja ekonomskih troškova izazvanih KKS a sve u cilju njenog potpunog iskorenjivanja. Bolest se pojavljuje u većem broju zemalja Azije, centralne i južne Amerike, delovima Afrike i Evrope. Uspeh u iskorenjivanju postignut je u većem broju država, uključujući Severnu Ameriku, Australaziju i Severnu Evropu, gde se status zemalja slobodnih od KKS održava bez primene vakcinacije. U Zapadnoj Evropi, ostvarena je progresivna eradikacija u toku poslednje dve dekade 20. veka uz zabranu vakcinacije u zemljama članicama EU od 1990. godine. Međutim, periodično je dolazilo do unošenja virusa KKS u populaciju domaćih svinja preko divljih svinja ili uvozom domaćih svinja iz inostranstva. Pojava KKS u zemljama koje ne primenjuju preventivnu vakcinaciju ili su slobodne od bolesti može dovesti do velikih epizootija jer je celokupna populacija domaćih svinja veoma prijemčiva na virus. Zbog toga je kontinuirano vršenje aktivnog i pasivnog nadzora nad KKS od fundamentalnog značaja za sprečavanje pojave i širenja ove zaraze jer doprinosi da se eventualno izbijanje bolesti otkrije na vreme kao i da se brzo uspostave kontrolne mere u cilju sprečavanja daljeg širenja virusa KKS. Za efikasno sprovođenje potpunog iskorenjivanja KKS, pored definisanja principa kontrole KKS, kratkoročnih, srednjoročnih i dugoročnih prioritetnih aktivnosti, obezbeđivanja odgovarajućeg pravnog okvira, dijaloga i podele odgovornosti između najvažnijih institucija, službi i poslovnih subjekata, potrebno je osigurati odgovarajuće finansijske, kadrovske i druge resurse, kao i kontinuiranu edukaciju i jačanje kapaciteta nadležnih službi. U ispitivanjima su opisani epizootiološki i ekonomski aspekti Programa kontrole KKS uz primenu vakcinacije koji se sprovodio od 2006. do 2012. godine, pravni okvir i strateške mere koju državna veterinarska administracija i operativne veterinarske službe sprovode u cilju kontrole i potpunog iskorenjivanja KKS u Srbiji, kao i efekti primene tih mera. ; Classical swine fever (Pestis suum clasica, Hog cholera, Schweinepest, CSF) is a highly contagious viral disease of domestic pigs and wild boar, which has huge health, social and economic impact worldwide. In many parts of the world, significant efforts and resources were employed in order to prevent outbreaks and reduce losses and costs, with overall objective to eradicate it. Outbreaks of CSF are notified in many contries in Asia, central and southern part of Americas, some areas in Africa and Europe. Some countries has experienced success in eradication, namely in North America, Australasia and North Europe, and in keeping the country's status as free of CSF without vaccination. In Western Europe, progressive eradication without vacciantion is achieved in last two decades of 20th century, with total ban of vaccination declared from 1990. However, some perodical epizodes of introduction of CSF virus from wild boar to domestic pig population, or by import of live pigs, were reported. Emerging cases of CSF, particularly in countries where vaccination is not in place or in countires declared the status as free from the disease, can cause large epizootics, since the naive pig population is very susceptible to the virus. Therefore, the continuous active and pasive surveillance is of utmost importance for prevention of spreading the diseases which will improve capacities for timely detection of possible outbreaks and effective implementation of relevant control measures to prevent further spreading of disease. For effective imlementetion of total elimination of CSF, beside clear definition of main control principles, short-term, and long-term priority activities, adequate legal framework, and effective dialogue for sharing responsibilities among main interested parites, it is necessary to ensure financial, human and other resources, as well as continuous education and capacity building of competent authorities. In this investigation, economical and epidemiological aspects of CSF eradication program with vaccination policy implemented from 2006 to 2012, were described, with the current legal base and strategic actvities carried out by the state veterinary administration and field veterinary services with the aim to control and totaly eradicate CSF in Serbia, with effects of implementation such measures.

In this paper, we analyse two recent contributions to the Marxist critique of the political economy of art: the article "Artistic Labor and the Production of Value: An Attempt at a Marxist Interpretation" by José María Durán and the book Art and Value: Art's Economic Exceptionalism in Classical, Neoclassical and Marxist Economics by Dave Beech. While Durán emphasizes the emergence of the legal category of intellectual property rights as crucial for value production in art, Beech has reached the contrary conclusion that artistic labour does not produce value and that artistic production is therefore excepted from capitalist commodity production. In our paper, we criticize both conclusions. While agreeing with Beech that artistic labour does not produce value and is thus excepted from the ideology of commodity fetishism, we believe that through the ideology of converted forms it nevertheless becomes part of capitalist commodity production. We would argue that the sector of artistic production, through the converted form of monopoly rent, establishes a production relation with other, competitive, sectors of capitalist economy. This production relation is enabled by the ideology of aesthetic fetishism, supported by the ideology of legal fetishism through the category of intellectual property rights. Contrary to Durán, we thus conclude that intellectual property rights allow for a hidden transfer of surplus value produced by the workers in the competitive sectors of the capitalist economy. ; U tekstu analiziramo dva novija priloga marksističkoj kritici političke ekonomije umetnosti: članak "Umetnički rad i proizvodnja vrednosti: pokušaj marksističke interpretacije" Hozea Marije Durana [José María Durán] i knjigu Umetnost i vrednost: ekonomska izuzetnost umetnosti u klasičnoj, neoklasičnoj i marksističkoj ekonomici Dejva Biča [Dave Beech]. Dok Duran u svojoj analizi daje naglasak zasnivanju pravne kategorije prava na intelektualno vlasništvo kao determinanti proizvodnje vrednosti u umetničkoj proizvodnji, Bič dolazi u svojoj knjizi do suprotnog zaključka da umetnički rad ne proizvodi vrednost i da je time umetnička proizvodnja izuzeta iz kapitalističke robne proizvodnje. U našem tekstu kritikujemo oba zaključka. Sa Bičom se slažemo da umetnički rad ne proizvodi vrednost i da je time izuzet iz ideologije robnog fetišizma, ali smatramo da on putem ideologije preobraženih oblika postaje deo kapitalističke robne proizvodnje. Tvrdimo da sektor umetničke proizvodnje putem preobraženog oblika monopolske rente zasniva proizvodni odnos sa drugim, konkurentskim, sektorima kapitalističke privrede. Ovaj proizvodni odnos je omogućen ideologijom estetskog fetišizma koju podržava ideologija pravnog fetišizma putem kategorije prava na vlasništvo intelektualne svojine. Contra Duranu zaključujemo da pravo na vlasništvo intelektualne svojine omogućava skriveni prenos viška vrednosti koji su proizveli radnici konkurentskog sektora kapitalističke privrede.

Škole se širom sveta nalaze pred novim zahtevima, a jedan od njih, posebno izražen u neoliberalnoj eri i kulturi revizije, jeste standardizacija uspeha učenika preuzeta iz sveta ekonomije. Mišljenja o standardizaciji uspeha učenika ili škola su podeljena. Sistematski smo analizirali relevantnu literaturu kako bismo istražili različita viđenja standarda. Standardi se smatraju dobrim pokazateljima koji omogućavaju poređnje među državama i pružaju smernice za inovacije i/ili reforme, pošto su obrazovni sistemi tradicionalno zasnovani na implicitnim standardima. Postavljanje eksplicitnih standarda olakšava posao nastavnicima i učenicima jer znaju šta se od njih očekuje. Osnovu ovakvog pristupa čini verovanje političara da mogu jasno prepoznati šta bi studenti trebalo da znaju i za šta bi trebalo da budu osposobljeni. Protivnici ovakvom mišljenju smatraju da je postavljanje eksplicitnih standarda inherentno štetno jer može umanjiti kvalitet onoga što se meri. Standardi se ne odnose na potpunu valorizaciju studenata, niti na kompetencije važne za uključivanje u svet rada. Uspeh učenika ima višestruke ciljeve koji se ne odražavaju u standardizovanim testovima, a moguće je i preusmeravanje resursa s jedne grupe učenika na druge, što često nije opravdano ili transparentno. Standardizacija uspeha učenika stvorena je analogijom sa privredom po kojoj studenti postaju ,,proizvodi", a njihovo ponašanje se definiše kao ,,izlazne veštine", ,,kompetencije" i ,,ishodi". Postavljanje standarda počiva na implicitnoj pretpostavci da je obrazovni proces kulturološki neutralan i da ne uzima u obzir etničku pripadnost i društvenu klasu, ali pokušava da homogenizuje učenike stavljajući ih u kvantifikovane kategorije. Sam koncept standarda je nejasan. Stoga, standardizacija baca senku na romantičnu predstavu o poslovnom sektoru kao primeru dobre prakse i iziskuje redefinisanje cilja i svrhe obrazovanja. ; There are new demands for schools around the world, and one of them, particularly expressed in the neoliberal era and audit culture, is standardization of student achievements that has been transferred from the world of economics. The opinions about standardization of student or academic achievements are not united. We used systematic analysis of relevant literature to explore different perspectives on standards. Standards are considered to be a good indicator that allows cross-national comparisons and provides guidance for innovation and/or reform, since education systems are traditionally based on implicit standards. Setting explicit standards makes work easier for teachers and students because they know what is expected from them. The basic foundation of this approach is the politicians' conviction that they can clearly identify what students need to know and what they need to be capable of. The opponents believe that setting explicit standards is inherently damaging because it can reduce the quality of what is measured. Standards do not allow for full valorisation of students or competences that are important for inclusion in the world of work. Student achievement has multiple goals that are not reflected in standardized tests, and it is also possible to redirect resources from one group of students to others, which is often not justified or transparent. Standardization of student achievement was created by analogy to industry, whereby students become "products", and their behaviour is defined as "exit skills", "competences" and "outcomes". Setting standards rests on the implicit assumption that educational process is culturally neutral and does not take into account ethnicity and social class, but tries to homogenize students by placing them in quantified categories. The mere construct standard, is not clear. For this reason, standardization casts a shadow on romantic presentation of the business sector as the example of good practice, and requires redefining the goal and purpose of education. ; Zbornik rezimea / 24.
