India, a predominantly rural country, is going through a slow but constant and broad transition towards urbanization. The amount of cities and mega cities has increased from 5,161 to 7,935 in 2011. The united Nations predict that, by 2031, 15% of the urban population of the world, about 600 million people, will be living in Indian cities. This increase in urban population will cause repercussions in terms of environment, ecology and sustainability, which will manifest themselves in demands on urban services and governance of the urban ecosystem. In addition, urbanization generates significant tension in terms of land cover, native habitats, biodiversity, protected areas and services to the ecosystem that are basic for human wellbeing. In this paper we analyze some challenges and opportunities for urban development in India that include the participation of governments, private agencies, NGOs, and citizens from different social and economic strata.

To highlight the advances in knowledge gained on mangrove ecosystems in the Caribbean and Pacific Colombia, there was a revision of standards related directly and indirectly. From this review we obtained a significant amount of information presented and discussed in this article. This information confirms that these coastal wetlands have considerable potential that has not yet been tapped properly and that the ecological conditions of the species involved, can be assured that proper management, conservation and sustainable use, to ensure enough recovery promising. ; Con el fin de rescatar los avances en el conocimiento adquirido sobre los ecosistemas de manglar del Caribe y Pacífico de Colombia, se realizó una revisión de las normas directa e indirectamente relacionadas. A partir de dicha revisión se obtuvo una cantidad apreciable de información que se presenta y analiza en el presente artículo. Esta información confirma que estos humedales costeros poseen un considerable potencial que hasta ahora no ha sido aprovechado en forma adecuada y que las condiciones ecológicas de las especies involucradas, permite tener la certeza de que la correcta administración, conservación y uso sustentable, asegurara una recuperación bastante promisoria.

This paper aims to analyze the vision of entrepreneurship beyond a traditional view,analyzing it as a dynamic ecosystem, valued for its functionality and impact. Theecosystem look takes the convergence of various actors pursuing a common purpose related to the generation of innovative ideas, support in pre incubation, incubation,development and growth, which can range from the proposal, to the projection of solidcompanies nationwide or international entrepreneurs who present in a region. Theresearch was conducted with an interpretive approach, qualitative methodology, usingdocumentary analysis, based on the realities of public and private sector in the LatinAmerican context. Among the theoretical foundations were considered the contributions ofIsenberg (2010) who defines a major entrepreneurial ecosystem domains related togovernment, academia, accelerators, incubators, consulting, culture, markets, specializedservices funding; the tenets of Mason (2009) who states that these variables or domainsare important sources to power the system but each ecosystem development is uniqueand is given with the passage of time; Kantis posture (2014) on the new ventureperspective taken from a dynamic approach. The text also presents reflections on theapplicability of dynamic entrepreneurial ecosystem. The results allow us to infer thefunctionality of dynamic entrepreneurial ecosystem in Latin American countries andgenerates findings that expose the enterprise as the core of endogenous development ofthe regions, mediated entities, programs, methodologies, experiences, plus the synergisticwork domains and integrate various factors society actors, government, companystreamline and boost economic growth, especially when it is assumed as a public policy inthe regions. ; El presente trabajo tiene como propósito analizar la visión del emprendimiento más allá deuna postura tradicional, analizándolo como un ecosistema dinámico, valorado por sufuncionalidad e impacto. La mirada ecosistémica asume la convergencia de varios actoresque persiguen un fin común relacionado con la generación de ideas innovadoras, apoyoen la preincubación, incubación, desarrollo y crecimiento, que puede abarcar desde lapropuesta, hasta la proyección de empresas sólidas a nivel nacional o internacional quepresentan los emprendedores en una región. Transnational organized crime is perhaps one of the most challenging threats to government institutions. Therefore, understanding the power dynamics between actors outside the law and the population of particular urban and rural sectors is one of the most critical national security and defense concerns. This article proposes the application of a series of concepts derived from theories of the natural sciences to underst and how, in some regions of Colombia, criminal activities have been perpetuated, which threaten the multidimensional security of the State, activities whose structure has, on some occasions, has supplanted the State in its functions. ; El crimen organizado transnacional es quizás una de las amenazas que más retos genera a la institucionalidad de los gobiernos. Por lo tanto, entender el funcionamiento de las dinámicas de poder entre los actores al margen de la ley y la población de ciertos sectores urbanos y rurales representa uno de los intereses más importantes en materia de seguridad y defensa para los Estados. Este artículo propone la aplicación de una serie de conceptos desde algunas teorías de las ciencias naturales para comprender cómo, en ciertas zonas de la geografía colombiana, se han perpetuado actividades delictivas que amenazan la seguridad multidimensional del Estado, actividades cuya estructura ha llegado en algunas ocasiones a suplantar al Estado en sus funciones.

Dentro de la sesión "Capacidad predictiva y modelado" ; Los ecosistemas marinos son complejos por definición, tanto por la cantidad de variables de estado, como el número de relaciones entre estas variables de estado y el gran número de variables ambientales que afectan las funciones de estas relaciones. Finalmente, los ecosistemas marinos comprenden procesos en un rango muy grande de escalas espaciales y temporales. La modelización es una abstracción simplificada de esta complejidad a un grado tratable y comprensible que ha servido sobretodo en retrospectiva para entender la dinámica de algunos procesos y dirigir esfuerzos de observación y experimentación. Con la creciente certeza de los cambios globales, se suma ahora un esfuerzo de predicción. A mi modo de ver, hay dos escalas de temporales de predicción. Por un lado está la escala de tiempo larga, entiéndase de variabilidad anual hasta multianual. Esta escala puede dar lugar a predicciones de la dinámica de los ecosistemas marinos a "grosso modo" sobretodo para planificación a largo término de políticas ambientales y sociales. La segunda escala es la de la variabilidad subdiaria hasta semanal. Aunque en principio pueda parecer menos interesante, a semejanza de la meteorología, estas predicciones del estado del escosistema a corto plazo serán las más relevantes para la sociedad con aplicaciones de salud ambiental y seguridad marítima, entre muchas otras. Ambas escalas requieren indudablemente de un esfuerzo similar a la meteorología con la cuál llevamos un retraso de 50 a 100 años. Se necesitan extensas redes de observación en tiempo real de una amplio abanico de variables, potentes bases de datos que vayan estructurando la adquisición de estos datos con metaanálisis automatizados y modelos numéricos con asimilación de datos en tiempo real. La tarea a realizar es compleja y costosa, pero no por ello podemos permitirnos la demora de su puesta en marcha ; Marine ecosystems are complex by definition, be it for the number of state variables, the number of relationships between these variables or the large number of environmental factors that affect the functions of these relationships. Finally, marine ecosystems encompass a large range of spatial and temporal scales. Models are simplified abstractions of this complexity to a manageable and compregensible degree. Models have been used mainly for hindcast to understand dinamic processes and direct observation and experimentation efforts. With the growing evidence for global change, a prediction effort is now added. In my view, there are two temporal scales for prediction. On the one hand there is the long scale from anual to multianual variability. This scale can give gross predictions of the dynamics of marine ecosystems, most usefull for the long-term planning of environmenal and social politics. On the other hand there is the subdaily to weekly variability. Although it may now seem less interesting, similarly to meteorology, short-term predictions of ecosystem status will be most relevant for society with applications from environmental health to maritime safety, among many other. Both scales undoubtly require a similar effort to that in meteorology, with which we lag behind 50 to 100 years. We need extensive real-time observation nets of a vast number of variables, powerful databases structuring the acquisition of such data and automatic metanalysis tools, and numerical models with online data assimilation. The rules concerning the protection of strategic ecosystems identified and analyzed in this research project can be found in various environmental regulations. The analysis of existing legislation about strategic ecosystems in Colombia concludes that they are not per se public good, and they do not constitute a protected category in law. Even though they can be protected through some declaratives stated by law, its protection is attained bymeans of other instruments of environmental regulations on the territories. The legal framework about wetland and moors shows that the environmental legal system in Colombia has a traditional approach that should be complemented by norms with an economic or market-based instruments approach. It is a challenge to Law that implies a series of considerations about property rights, protected areas, traditions of peasants and indigenous communities, and the development mechanisms in order to achieve a sustainable development ; Las normas sobre protección de ecosistemas estratégicos que fueron identificadas y analizadas en el proyecto de investigación se encuentran en diversas reglamentaciones en materia ambiental. En el análisis de esta legislación se encuentra que los ecosistemas estratégicos en Colombia, no son per se bienes de uso público, ni constituyen una categoría de área protegida, y a pesar de que pueden ser protegidos por medio de la declaración de una de ellas, su protección se concibió por medio de otros instrumentos de ordenamiento ambiental del territorio. El marco jurídico sobre protección de páramos y humedales, evidencia que el derecho ambiental colombiano tiene un enfoque tradicional que debe complementarse por normas que tengan el enfoque de instrumentos económicos. Es un reto para el derecho que implica tener en cuenta consideraciones sobre derechos adquiridos, limitaciones del derecho a la propiedad, áreas protegidas, tradiciones de comunidades indígenas y campesinas y mecanismos de desarrollo con el fin de que se logre el desarrollo sostenible.

Innovation Ecosystems have made it possible to interpret the dynamics of business networks and market niches in theory as well as in practice. Although interest in this topic has increased, the most recent reviews do not show it through scientific mapping. Therefore, this research conducted a bibliometric analysis of publications from 2000-2019, found in the WoS database and a citation analysis based on scientific mapping, in which the knowledge network is interpreted through the tree analogy, the results show three most important research perspectives: University, government and industry; Value creation and capture as a strategy; Innovation in business ecosystems. Pragmatically, innovation ecosystems allow governments to implement national and regional strategies that promote innovation in the different sectors of society; for managers and entrepreneurs, to consider their position in the market through the value chain in which they participate and for universities to strengthen links with industry, as they are factories of knowledge and promoters of economic development in their región. ; Los Ecosistemas de Innovación, han permitido interpretar la dinámica dada en las redes empresariales y nichos de mercado desde la teoría, así como en la práctica. Aunque el interés de este tema se ha acrecentado, las revisiones más recientes no lo evidencian a través del mapeo científico. Los páramos gozan de especial protección en el ámbito internacional a través de la suscripción de diferentes convenios, entre los que se destaca: "el Convenio de Diversidad Biológica ", como en el ámbito nacional mediante un conjunto de Leyes, Decretos, Resoluciones y Sentencias de la Corte Constitucional Colombiana que buscan que no desaparezcan los ecosistemas de páramos que gozan de una singular riqueza cultural, biótica y con un alto grado de especies de flora y fauna endémicas de inmenso valor, que constituyen un factor indispensable para el equilibrio ecosistémico, el manejo de la biodiversidad y del patrimonio natural del país. Por lo tanto, se realizó un análisis a la protección brindada por el Estado Colombiano a los ecosistemas de páramos, partiendo de la revisión de los convenios internacionales suscritos por los diferentes Estados, así como la normatividad ambiental existente, en concordancia con los precedentes jurisprudenciales, donde se puede concluir de acuerdo a los documentos analizados, que a pesar de existir un desarrollo legislativo y reglamentario amplio, es poco lo que se hace para evitar acabar con las fábricas de agua (páramos) ante el avance desmedido de la explotación de recursos naturales no renovables (carbón, oro) y al desarrollo económico.

ABSTRACT: Implementation of an ecological analysis in the framework of water management in three aquatic ecosystems in Colombia. Introduction: Research and diagnosis of water sources is on academic and governmental interest, for this reason, the exploration of numerical instruments applied to watershed management offers the possibility to identify where and what variables are useful in monitoring and rehabilitation programs of aquatic ecosystems. The territories environmental planning and management, which includes water quality, is conventionally analyzed by physico-chemical and hydrobiological indices, in 2014 through the water management guide, included the assessment of the ecological quality index (EQI); this index generates a comprehensive approach through a numerical system of correlations that diagnoses, classifies and detects the affections in a reach of a water system. Objective: This research aims to demonstrate that the index allows to assess the quality of aquatic ecosystems affected by different environmental situations. Methods: In order to analyze the application of this tool, we analyzed three scenarios located in different biogeographical regions of Colombia and as an indicator hydrobiological group we used peripheral and phytoplankton algae. The ecosystems were monitored between 2007 and 2015 and correspond to a flood plain, a high mountain Andean river and a group of ravines in a tropical humid forest. Results: Among the general results, the matrices of response variables determined canonical correlations with (p<0.005) and a model of weighted averages allowed to estimate the optimum and the tolerance of each taxa for the ecological classification of the sites; variables related to ion concentration, acidity damping, temperature and hydraulics, influenced the models that explained the distribution of abundances of the studied biological groups. Conclusions: The application of the index makes it possible to identify variables, organisms and numerical systems that allows to classify ecological status in a system, useful results in the diagnosis and monitoring of aquatic ecosystems studied and that can be implemented with other scenarios. ; Introducción: La investigación y el diagnóstico de fuentes hídricas es de interés académico y gubernamental, por esta razón, la exploración de instrumentos numéricos aplicados al ordenamiento de cuencas brinda la posibilidad de identificar dónde y qué variables son útiles en programas de monitoreo y rehabilitación en ecosistemas acuáticos. La planificación ambiental de los territorios y su ordenación, lo cual incluye la calidad del agua, es convencionalmente analizada por índices fisicoquímicos e hidrobiológicos, incluyó en el año 2014 a través de la guía de ordenamiento hídrico, la evaluación del índice de calidad ecológica (ICE); este índice genera un enfoque integral por medio de un sistema numérico de correlaciones que diagnostica, clasifica y detecta las afectaciones en el tramo de un sistema hídrico. Objetivo: Esa investigación pretende demostrar que el índice permite evaluar la calidad de ecosistemas acuáticos afectados por diferentes situaciones ambientales. Métodos: Con el fin de analizar la aplicación de esta herramienta, se analizaron tres escenarios ubicados en diferentes regiones biogeográficas de Colombia y como grupo hidrobiológico indicador se utilizaron las algas perifíticas y fitoplanctónicas. Los ecosistemas fueron monitoreados entre los años 2007 y 2015 y corresponden a una planicie de inundación, un río andino de alta montaña y un grupo de quebradas en un bosque húmedo tropical. Resultados: Entre los resultados generales, las matrices de variables respuesta determinaron correlaciones canónicas con (p<0,005) y un modelo de promedios ponderados permitió estimar el óptimo y la tolerancia de cada taxon para la clasificación ecológica de los sitios; variables relacionadas con la concentración de iones, la amortiguación de la acidez, la temperatura y la hidráulica, incidieron en los modelos que explicaban la distribución de las abundancias de los grupos biológicos estudiados. Conclusiones: La aplicación del índice permite identificar variables, organismos y ordenamientos numéricos que posibilitan clasificar el estado ecológico en un sistema, resultados útiles en el diagnóstico y seguimiento de los ecosistemas acuáticos estudiados y que pueden ser implementados con otros escenarios.

This essay suggests the possible bio-psycho-historical-social bases for addressing the informational field with a view to combating disinformation from the understanding of the mental ecology that sustains it. A conceptual bridge between the conceptions of schème (mental scheme, in English) in Piaget and Gilbert Durand is proposed, evaluating the adequacy of its incorporation to a critical epistemology of the field and, to the creation of a integrative approach to theories dedicated to understanding the information concept. The mental ecology of disinformation is characterized, seeking to understand the support of dissemination and belief in false information from its approach through a transposition of the evolutionary models of transferring cultural information proposed by memetics to the information field. Finally, a parallel is proposed between: 1) the use of the term schèma (in approximate translation into English; diagram represented, diagram) and the theory of schematization by the Schematist School of Information Science and 2) a possible use of the concept of schème and a theory of schemetization to support the need for building a base for redefining the information field. Las zonas costeras son regiones donde la litósfera, la atmósfera y la hidrósfera se manifiestan e interactúan en diferentes escalas espaciales y temporales, muchas veces con un carácter no lineal y hasta caótico. Las zonas costeras de México, presentan una extensa y variada diversidad biológica tanto terrestre como marina al igual que una gama de recursos renovables y no renovables, debido a la ubicación del país, a su variedad de climas, a su extensión territorial y a la configuración morfológica de sus costas, entre otros factores. Adicionalmente, las poblaciones costeras, y las actividades que se desarrollan en ellas tienen impactos bidireccionales complejos con múltiples interacciones. En este capítulo se estudiará la gobernanza de las zonas costeras considerando las dimensiones: ambiental, económica, social e institucional o política, a partir de una aproximación basada en el concepto de sistema, específicamente de sistemas complejos. Se analizarán las diferentes características e interacciones presentes entre los diferentes subsistemas y se propondrán esquemas de actuación que contemplen la fragilidad del sistema bajo análisis y la complejidad en la definición de las fronteras de actuación de los subsistemas y sus interacciones. ; ABSTRACT. Coastal zones are regions where the lithosphere, atmosphere and hydrosphere manifest and interact on different spatial and temporal scales, often with a non-linear and even chaotic character. The coastal areas of Mexico present an extensive and varied biological diversity, both terrestrial and marine, as well as a range of renewable and non-renewable resources, due to the location of the country, its variety of climates, its territorial extension and its morphological configuration. of its costs, among other factors. Additionally, coastal populations and the activities that take place in them have complex bidirectional impacts with multiple interactions. This chapter will study the governance of coastal zones considering the dimensions: environmental, economic, social and institutional or political, from an approach based on the concept of system, specifically of complex systems. The different characteristics and interactions present between the different subsystems will be analyzed and action schemes will be proposed that contemplate the fragility of the system under analysis and the complexity in defining the limits of action of the subsystems and their interactions.

The following research has the purpose of analyzing the impact of the practices of production of goods and services on Latin American natural ecosystems. Thus, to denounce the exploitation techniques that involve the degradation of the resources that allow life. At the same time, we promote the production of merchandise together with operations of low impact and environmental recovery. In the Latin American case, we note the ecological damage that occurs when the State's surveillance function is deregulated by allowing the predatory use of the environment. Thus, exercising environmental control goes through the political exercise of the communities. We identify assets that serve to diagnose the condition of the various ecological niches based on evaluating the relevance of the production procedures carried out in them. We advocate for the multiplication of technical regulations that favor life in conditions of dignity. It is a bibliographic investigation from the rationalist-deductive approach. ; La siguiente investigación tiene el propósito de analizar el impacto de las prácticas de producción de bienes y servicios sobre los ecosistemas naturales latinoamericanos. Así, denunciar las técnicas de explotación que involucran la degradación de los recursos que permiten la vida. A su vez, impulsamos la producción de mercancías junto con operaciones de bajo impacto y recuperación ambiental. En el caso latinoamericano advertimos las lesiones ecológicas que acontecen cuando se desregula la función de vigilancia del Estado al permitir la empleo depredador del medio ambiente. Así, ejercer control ambiental pasa por el ejercicio político de las comunidades. Identificamos haberes que sirven para diagnosticar la condición de los diversos nichos ecológicos en función de evaluar la pertinencia de los procedimientos productivos en ellas efectuados. Abogamos por la multiplicación de ordenamientos técnicos que favorezcan la vida en condiciones de dignidad. Es una investigación bibliográfica desde el enfoque racionalista-deductivo.

A multitemporal analysis to determine the land cover change was conduced in the pre-Andean range of Maule region of Chile. We used satellite imagery from the year 1989 and 2003 to analyze the likely causes of native forest change. In this period, there was a reduction in native forest area of 44% in the study area, which is equivalent to an annual forest loss rate of 4.1%. The native forest area is replaced by shrublands (29%) and exotic forest plantations (27%). A great proportion of current exotic forest plantations are established on lands that were native forest in 1989 (63%). Most forest loss was associated with intermediate elevation and less distance to road network, where native forest area dominated. Native forest replacing by shrublands was associated to selective forest logging and firewood, which leads to degradation of these forests. Native forest replacing by exotic forest plantations was the result of the forestation incentive and an increase in the demand for forest products such as wood and pulp. Because of multiple impacts of the forest loss, we propose to focus the government incentives. Priority areas for incentives must be characterized by high forest loss rate and poverty, presence of threatened species and low availability of water from catchments. Moreover, we propose to prioritize the connectivity of the current network protected areas and to develop an effective forest management monitoring system using advanced technologies. ; Se realizó un análisis multitemporal para determinar los cambios en la cobertura del suelo en una zona de la precordillera andina de la Región del Maule, Chile. Para ello se utilizaron imágenes satelitales de los años 1989 y 2003, y se analizaron las causas probables de la deforestación del bosque nativo presente en estos ecosistemas. El bosque nativo se redujo en un 44%, lo cual se traduce en una tasa de deforestación de 4,1% anual. La superficie de bosque nativo fue reemplazada preferentemente por coberturas de matorral (29%) y plantaciones de especies exóticas (27%). Una gran proporción de las actuales plantaciones exóticas está establecida sobre terrenos que anteriormente correspondían a bosque nativo (63%). La mayor pérdida de bosque nativo se concentra en niveles de elevación intermedia, donde se encuentra la mayor superficie de bosque nativo, asociándose también a una menor distancia de la red de caminos. El reemplazo del bosque nativo por matorrales se asocia principalmente a prácticas de floreo y extracción de leña, lo cual produce la degradación del bosque. La sustitución de bosque nativo por especies exóticas se explica por el incentivo a la forestación y por la creciente demanda de productos derivados de la madera y pulpa. Debido a los múltiples impactos que produce la deforestación se propone focalizar los incentivos estatales en áreas con altos niveles de deforestación y pobreza, presencia de especies amenazadas y menor disponibilidad de agua desde las cuencas. Adicionalmente, se propone priorizar la conectividad de las actuales áreas protegidas y el desarrollo de un sistema de fiscalización eficaz para el manejo de los bosques, el cual considere un monitoreo permanente con uso de tecnologías avanzadas.
