Presenting an analysis of higher education in eight countries in the Arab Middle East and North Africa, Degrees of Dignity works to dismantle narratives of crisis and assert approaches to institutional reform. Drawing on policy documents, media narratives, interviews, and personal experiences, Elizabeth Buckner explores how apolitical external reform models become contested and modified by local actors in ways that are simultaneously complicated, surprising, and even inspiring. Degrees of Dignity documents how the global discourses of neoliberalism have legitimized specific policy models for higher education reform in the Arab world, including quality assurance, privatization, and internationalization. Through a multi-level and comparative analysis, this book examines how policy models are implemented, with often complex results, in countries throughout the region. This research looked at the growing space that Global Citizenship Education (GCE) is gaining in educational policy worldwide, and at the role Non-Governmental Organizations (NGOs) played in GCE agenda setting and policy implementation. Based on a comparative policy analysis carried out in 10 European countries, the political agency of NGOs was explored, underlining opportunities, tensions, and challenges, especially in their contribution to national strategies to integrate GCE into national educational systems.

Does the occurrence of flood disaster increase the risk of communal conflict and if so, does trust in state political institutions mitigate the adverse effect? This study addresses these questions by studying the intervening effect of trust in local governmental institutions at a sub-national level. The effect of flood disasters on the risk of communal violence is expected to be contingent on peoples' trust that local political structures are able to address potential disputes between groups. Violent conflicts, in that sense, are neither inevitable nor directly determined by the occurrence of disasters. They largely depend on the context of a given society and political response to these external shocks. To test this expectation, the study uses survey data on trust in local state institutions in Sub-Saharan Africa from the Afrobarometer (2005–2018), combined with geo-referenced communal conflict and flood data. In line with theoretical expectations, results suggest that flood disasters are associated with communal violence only for administrative districts that are governed by distrusted local state institutions. Conversely, flood disasters tend to be negatively associated with the risk of communal clashes in the presence of highly trusted local government councils and (especially) trusted judicial courts. Changing model specifications and estimation techniques produces similar results. An out-of-sample cross-validation also shows that accounting for political variables, in addition to flood disasters, improves the predictive performance of the model.

Abstract In Colombia, political decisions related to the countryside preserve an unjust social order, maintaining inequities and obstacles to the well-being and life quality of farmers. In this scenario the Territorial Arrangement Planning of the San Nicolas Valley, in the East of the department of Antioquia, has generated a series of rural conflicts that accentuate the vulnerabilities of rural residents, threatening the agricultural tradition in this subregion. Thus, this study inquired about the perceptions of legality in the peasant population of the area. A descriptive-correlational study with non-probabilistic sampling was carried out, including 380 peasants, members of civic-rural associations of the San Nicolas Valley, evaluating in four scales: beliefs, values, knowledge of the law and perceived legality in the context. Statistical analyses were performed in SPSS v.22 software. The findings indicated significant relationships between the study variables. Despite the state abandonment of the proletariat to market forces in an area with socioeconomic imbalances, no determining link was found between low income and violation of the law.

This policy history describes how community choice aggregation was created in Massachusetts by a small group of advocates and subsequently spread across the US. Twenty-one interviews with key participants, primary materials from government and personal archives, and newspaper articles were used to attribute and corroborate these events. A new finding is that community choice aggregation was created as part of electric sector restructuring efforts in Massachusetts in 1997, but that this new policy was barely perceived by many stakeholders in the larger restructuring process, and was included by legislators in response to advocates who organized local governments through direct democracy strategies. Kingdon's multiple streams approach provides a useful framework to understand how organizing by advocates led to successful passage of legislation in Massachusetts. The spread of community choice aggregation to other states occurred through organizing that combined advocacy with policy learning and emulation. CCA has since been adopted by more than 1800 local governments that represent more than 36 million people in six states. This article concludes by discussing the early outcomes, current status, and some prospective implications of community choice aggregation.

The article discloses the foundations of the stock market development and understanding the essence of the stock market infrastructure based on the study of existing approaches to state regulation of the provision of financial services, in particular in the stock market. A key component of the stock market infrastructure is the implementation of exchange trading in securities, which is determined by the volume and number of securities on stock exchanges. The analysis of the conditions for the development and growth of the total volume of exchange trading in securities in the framework of the analysis of the dynamics of trading on the stock market of Ukraine in 2014–2020, which is determined by the desire to increase the capitalization of market participants. The conditions for the development of the stock market infrastructure and measures of government influence on the participants in financial relations, which will include sufficient institutional, organizational, technical, financial support for their interaction in the market, are indicated. It is noted that the key in the development of the stock market is the mechanism of state regulation and self-regulation. The directions of state regulation in the development of the stock market have been determined, which implies the implementation of measures to improve the activity of capital markets in order to attract additional investmentresources to the country's economy and reduce the barriers to access to the stock market. In this context, government regulation should help to strengthen the institutional foundations of the stock market with the improvement of the processes of issuing government debt securities, as one of the most effective tools for attracting monetary resources to the country's economy at the present stage. However, this can be achieved by developing a comprehensive strategy for managing government debt securities and studying the possibility of their targeted use for those industries or projectsthat ensure economic development and create prerequisites for expandedreproduction. ; В статье раскрыты основы развития фондового рынка и понимание сущности инфраструктура фондового рынка на основе исследования существующих подходов к государственному регулированию деятельности по предоставлению финансовых услуг, в частности на фондовом рынке. Ключевой составляющей инфраструктуры фондового рынка выступает осуществление биржевой торговли ценными бумагами, что определяется объемом и количеством ценных бумаг на фондовых биржах. Проведен анализ условий развития и роста объема биржевой торговли ценными бумагами в рамках анализа динамики торгов на фондовом рынке Украины в 2014–2020 годах, что определяется стремлением к увеличению капитализации участников рынка. Указаны условия развития инфраструктуры фондового рынка и меры воздействия со стороны государства на участников финансовых отношений, которые будут включать достаточное институциональное, организационное, техническое, финансовое обеспечение для их взаимодействия на рынке.Отмечено, что ключевым в развитии фондового рынка выступает механизм государственного регулирования и саморегулирования. Определены направления государственного регулирования в развитии фондового рынка, что предполагает реализацию мероприятий по совершенствованию деятельности рынков капитала с целью привлечения дополнительных инвестиционных ресурсов в экономику страны и уменьшения барьеры доступа к фондовому рынку. В данном контексте государственное регулирование должно способствовать укреплению институциональных основ фондового рынка с совершенствованием процессов эмиссии государственных долговых ценных бумаг, как одного из самых эффективных инструментов привлечения денежных ресурсов в экономику страны на современном этапе. Однако достичь указанного возможно путем разработки комплексной стратегии управления государственными долговыми ценными бумагами и изучение возможности их целевого использования на те отрасли или проекты, обеспечивающие экономическое развитие и создающие предпосылки для расширенного воспроизводства. ; У статті розкриті засади розвитку фондового ринку та розуміння сутності інфраструктура фондового ринку на основі дослідження існуючих підходів до державне регулювання діяльності з надання фінансових послуг, зокрема на фондовому ринку. The purpose of this study was to determine the role of the principal's leadership in improving teacher performance at SDN Rawakidang. The method in this study used qualitative research methods with a descriptive approach, data collection techniques used observation, interviews and documentation techniques. The results of the research of the principal as the head of the school conduct training and education and invite sources from outside related to KBM and according to the 2013 curriculum, always provide direction and motivation to teachers to use active methods, always supervise when the teacher is carrying out the teaching and learning process at school. class, provide guidance to teachers and education staff, the principal asks to be present 20 minutes earlier than the students and wait for students in front of the class. conclusion The role of the principal's leadership in improving teacher performance at SDN Rawakidang is to provide a democratic, disciplined attitude, and control each class during the teaching and learning process, democratic attitudes are sought to eliminate distrust in solving problems in the classroom. as well as at school, and a disciplined attitude is sought to provide a sense of responsibility.

Based on two studies with Bosniak and Croatian students in Bosnia and Herzegovina, this paper analyzes the effects of religiosity on intergroup forgiveness and reconciliation. Both Christianity and Islam advance forgiveness and reconciliation as one of the major moral imperatives. Previous studies also indicate that religiosity can increase readiness to grant forgiveness on the inter-personal level and facilitate rapprochement. When it comes to inter-group level, prescripts of religious piety often conflict with norms of group solidarity and care. Another set of research suggests that religion obstructs conflict transformation due to the dogmatic reasoning it promotes, including reframing of immanent disputes in transcendental (and thus non-negotiable) terms. This study initially tested whether adding religious symbols to conflict narratives impacts prosocial attitudes of respondents and came with negative results. In other words, adding religious codes to already known narratives about conflicts did not have a significant impact on participants' attitudes. In a subsequent SEM analysis, it was found that religiosity in both groups is strongly correlated with group-centricity, which negatively mediates its relationship with both forgiveness and reconciliation. We conclude that collectivistic forms of religiosity that privilege ingroup solidarity might have negative effects on intergroup forgiveness and reconciliation in post-conflict settings.

As a direct bandgap semiconductor in both bulk and monolayer forms, ReS2 stands out for its unique distorted octahedral structure that results in distinctive anisotropic physical properties; however, only a few scalable synthesis methods for few-layer ReS2 have been proposed thus far. Here, the growth of high-quality few-layer ReS2 is demonstrated via sulfurization of a pre-deposited rhenium oxide coating on different semiconductor material nanowires (GaN, ZnS, ZnO). As-produced core-shell heterostructures were characterized by X-ray diffraction, scanning and transmission electron microscopy, micro-Raman spectroscopy and X-ray absorption spectroscopy. Experimental characterizations were supported by total energy calculations of the electronic structure of ReS2 nanosheets and GaN, ZnS, and ZnO substrates. Our results demonstrate the potential of using nanowires as a template for the growth of layered vdW materials to create novel core-shell heterostructures for energy applications involving photocatalytic and electrocatalytic hydrogen evolution. ; ERDF project number: 1.1.1.1/18/A/073. The existence of educational curriculum management is a form of collaborative effort or effort to encourage the achievement of learning objectives, especially to improve the quality of teaching and learning interactions. This requires a series of evaluation, planning and implementation that cannot be separated from the unit. On the other hand, learning management is a part of a system with interrelated components. The learning components in an educational structure include students (students), teachers (educators), materials, curriculum, school infrastructure, and learning method strategies. In curriculum management and learning thus interrelated in education to achieve the desired goals. Curriculum management is an important part that influences the success of education in national education. In addition, because the curriculum is a support system to achieve institutional goals in an educational institution, the curriculum has an important role in realizing and creating quality schools. To support the success of the curriculum, the government sector or must be empowered to lead the curriculum. Curriculum management at the institution or school level must be coordinated by management (administrators) and assistant supervisors (administrators) which are developed as a whole in the context of the SBM and unit level curriculum. In this study, the method we use is direct observation at the school by interviewing the school and the supporters in making this journal are using library research or literature study which includes theories relevant to the problem in research. The domestic and international transmission mechanism of fiscal policy shocks are analysed in the United States and in Germany. Using a Bayesian VAR approach, we find that in both of these countries a fiscal expansion is associated with increases in output as well as in private consumption and investment. The terms of trade, which affect the international transmission of fiscal policy shocks, depreciate in response to a fiscal expansion, thus transferring some of the increased domestic purchasing power abroad. A US government spending shock is expansionary for all non-US G7 members. A German government spending shock is expansionary for most, but not all European economies, both within and outside the euro area. The dynamics of the BVAR can be rationalised using a dynamic stochastic general equilibrium model where heterogeneous households and firms face borrowing constraints.

Background Humans are regularly exposed to metals and metalloids present in air, water, food, soil and domestic materials. Most of them can cross the placental barrier and cause adverse impacts on the developing foetus. Objectives To describe the prenatal concentrations of metals and metalloids and to study the associated sociodemographic, environmental and dietary factors in pregnant Spanish women. Methods Subjects were 1346 pregnant women of the INMA Project, for whom the following metals arsenic (As), cadmium (Cd), cobalt (Co), copper (Cu), molybdenum (Mo), nickel (Ni), lead (Pb), antimony (Sb), selenium (Se), thallium (Tl) and zinc (Zn) were determined in urine, at both the first and the third trimesters of gestation. Sociodemographic, dietary and environmental information was collected through questionnaires during pregnancy. Multiple linear mixed models were built in order to study the association between each metal and metalloid concentrations and the sociodemographic, environmental and dietary factors. Results The most detected compounds were As, Co, Mo, Sb, Se and Zn at both trimesters. Zn was the element found in the highest concentrations at both trimesters and Tl was detected in the lowest concentrations. We observed significant associations between As, Cd, Cu, Sb, Tl and Zn concentrations and working situation, social class and age. Seafood, meat, fruits, nuts, vegetables and alcohol intake affected the levels of all the metals but Cd and Cu. Proximity to industrial areas, fields and air pollution were related to all metals except Cd, Sb and Se. Conclusions This is the first large prospective longitudinal study on the exposure to metals and metalloids during pregnancy and associated factors to include several cohorts in Spain. Tertiary education attendance in Brazil varies remarkably among different population groups. In order to decrease inequalities and increase the proportion of minorities in public universities, many institutions of higher education in Brazil have implemented affirmative action policies since the 2000s. The main objective of this paper was to analyze different counterfactual affirmative action policies at the Federal University of Minas Gerais (UFMG) based on simulations, measuring the proportion of minorities and the level of academic performance at this institution under each scenario. The current quota policy of 50% for students from public secondary schools, divided between four main groups (non-poor/non-minority; poor/non-minority; non-poor/minority; poor/minority), was shown to be well-designed to promote higher proportions of minorities among the student body. However, if academic performance is also taken into account, the best options would be either a quota policy of 50% divided between poor and non-poor students or a bonus policy based on a linear function of course competitiveness with an average bonus of 6%.
