The paper presents the results of studies on the estate autonomy and accountability of publicly funded higher education institutions in Poland. An attempt has been made to answer the questions: "Was the level of HEI campus use in recent years the subject of public and administrative control? Were the decisions on significant extension of campuses economically viable?" The questions are of special importance in view of the deepening demographic decline, the lower level of public funding and the growing estate operating costs. An analysis of empirical data shows that when considerable resources, both national and European, were available for HEI infrastructure upgrading and development, Polish HEIs were not under an obligation to show how they manage the assets at their disposal. This may have contributed to a substantial, albeit not always judicious increase in the space available, which in turn may give rise to financial problems of individual HEIs and affect the future of the whole system of higher education. ; W artykule przedstawiono wyniki badań nad autonomią i rozliczalnością polskich uczelni publicznych w zakresie nieruchomości. Starano się w nim odpowiedzieć na pytanie: Czy w ostatnich latach uczelnie podlegały społecznej i administracyjnej kontroli poziomu wykorzystania posiadanych kampusów, a podejmowane przez nie decyzje o znacznej ich rozbudowie były ekonomicznie uzasadnione? Pytanie to ma szczególne znaczenie w dobie pogłębiającego się niżu demograficznego i zmniejszania stopnia finansowania szkolnictwa wyższego ze środków publicznych oraz rosnących kosztów utrzymania budynków. Analiza danych empirycznych pokazuje, że w okresie rozdzielania znacznych krajowych i europejskich środków publicznych na rozbudowę czy modernizację infrastruktury akademickiej uczelnie w Polsce nie były zobligowane do wykazywania, jak gospodarują powierzonym im majątkiem. W konsekwencji mogło przyczynić się to do istotnego (nie zawsze jednak uzasadnionego) wzrostu powierzchni uczelnianych zasobów, który może w kolejnych latach skutkować problemami finansowymi poszczególnych jednostek, a także determinować przyszłość całego systemu szkolnictwa wyższego.

The generation "NEET" (young people not in employment, education or training) is becoming a serious social problem in the European Union due to the large scale of the phenomenon. For this reason, it arouses interest among politicians, academics and professionals involved in helping people excluded from the labour market and education system, including social workers. The NEET category, which is characterized in the article, are potential beneficiaries of social assistance. Attention will be focused on the scale of the phenomenon in Europe, the socio-economic determinants of belonging to the NEET group, the effects of remaining outside the education system and the labour market, as well as initiatives taken both at the EU level and in the Member States for socio-professional reintegration of people from the NEET group. Knowledge of the issue will allow directing assistance activities provided by social workers to people from the NEET group.

The author – using empirical data – claims that a meritocratic approach to public governance in Poland does not seem deeply rooted. The research indicates that since mid-November 2015 until the beginning of November 2017 meritocratic rules have been totally ignored in governmental institutions including state-owned companies.Many legal regulations were enacted inorder tointroduce changes inmanaging bodies responsible for key public institutions as well as companies. The drive toimprove their effectiveness were notof prime importance. The key criterion for promoting was based on the decision-maker's personal trust. There are many implications of the above-mentioned development, including aloss of trust tothe state resulting inamoral degeneration from the perspective of political class as well society as awhole. ; Autorka na podstawie danych empirycznych uzasadnia tezę, że merytokratyczne podejście do metod rządzenia w państwie jest w Polsce słabo zakorzenione. Wskazuje, że w instytucjach zależnych od rządu oraz spółkach skarbu państwa w okresie od połowy listopada 2015 r. do początku listopada 2017 r. doszło do całkowitego zarzucenia tych metod. Większość niezwykle licznie uchwalanych ustaw skupiała się na szybkości i szerokiej wymianie ciał zarządzających kluczowymi instytucjami i spółkami. Na dalszym planie pozostawała zwykle poprawa efektywności działania tych podmiotów. W wielu przypadkach głównym kryterium awansu było zaufanie decydenta. Najważniejszym skutkiem społecznym prowadzenia nieprzejrzystej, nieopartej na merytorycznych zasadach polityki personalnej jest podważanie zaufania do państwa, co jest degradujące zarówno dla klasy politycznej, jak i dla ogółu obywateli.

Celem Procesu Bolońskiego było stworzenie w 2010 roku atrakcyjnego i konkurencyjnego Europejskiego Obszaru Szkolnictwa Wyższego. (EOSW). Artykuł miał zaprezentować najważniejsze reformy w europejskich systemach szkolnictwa wyższego, które dotyczyły: zwiększenia jakości w szkolnictwie wyższym, poprawienia mobilności wśród studentów i nauczycieli, współpracy, systemu wspólnych trzystopniowych studiów, wykorzystania systemu punktów (ECTS) oraz zatrudnialności. Proces Boloński osiągnął znaczące rezultaty, a państwa uczestniczące w nim dokonały istotnych zmian. ; The essential objective of the Bologna Process was the launching o f a competitive and attractive European Higher Education Area (EHEA) in 2010. The main aim of the article is to present the most important reforms in Europe's higher education system as concerns improvement in the quality o f higher education, enhancing mobility o f students and teachers, cooperation, the common three-cycle degree system, system o f credits (ECTS) and employability. The Bologna Process has achieved remarkable results and the participating countries have made significant changes.

The article focuses on the theoretical and practical analysis of various levels of governance in higher education - at the systemic level, at the institutional level and at the level of public policy making in higher education system and universities. Both Poland and Ukraine are facing the common challenges of the urgent need to diminish bureaucracy at universities and to deregulate the system of higher education, which requires the necessary changes to the legal framework at the institutional and systemic levels. The article considers which tools in the process of transformation of higher education, both at the macro (governance in HES and public policy) and micro (governance and management in HEI) levels can be used in order to find effective solutions in the areas of management, governance and public policy in the higher education system. ; Artykuł poświęcony analizie teoretycznej oraz praktycznej różnych poziomów rządzenia (governance) w szkolnictwie wyższym - na poziomie systemowym, instytucyjnym i na poziomie polityki państwa wobec systemu szkolnictwa wyższego oraz uniwersytetów. Zarówno Polska, jak i Ukraina stają wobec wspólnego wyzwania konieczności odbiurokratyzowania działania uczelni i deregulacji systemu szkolnictwa wyższego, co wymaga niezbędnych zmian reguł ładu instytucjonalnego i systemowego. W artykule pokazano, jakie narzędzia w procesie transformacji szkolnictwa wyższego zarówno na poziomie makro (governance in HES i polityka publiczna), jak i mikro (governance i management in HEI) mogą być wykorzystane w celu podejmowania skutecznych rozwiązań w obszarach: zarządzanie, governance i polityka publiczna w systemie szkolnictwa wyższego.

The article presents an analysis of the legal status, organization and powers of the special services of the Republic of Estonia. The author presents the mission and tasks of the Estonian Internal Security Service (Kaitsepolitsei), the Estonian Foreign Intelligence Service (Välisluureamet) and the Military Intelligence Centre (Luurekeskus). The article show the historical aspect of the Estonian special services and their location in the structure of state organs responsible for national security. In addition, the author presents a surveillance system on the activities of intelligence and counterintelligence services.

The article analyses the current situation in Estonia and Lithuania in the context of the position of both states and their public relations strategy and image since 1991, as well as the role of national minorities in this process. The authors emphasize that even though Estonia and Lithuania tend to be treated as very similar state organisms, they chose different ways of building their legal and democratic structures. Despite many similarities between the two states, such as location, size, small population, common historical background and, above all, ethnic divisions, one should pay attention to successful attempts to strengthen the statehood of Estonia and Lithuania.

The article presents the history of the military higher education system, which is connected to the shaping of the Polish statehood as well as its present state. The structure of this type of education system was dependent on the e ectiveness of socio-economic, political and military activities of public authorities. However, it is only the November Uprising which is generally associated with the revolt of the o cers from the O cer Cadets School [Szkoła Podchorazych] in Warsaw. The changes which occur within the military education system on account of its adjustment to the requirements of the Act "Law on higher education" of 27 June 2005 are very positive. They accommodate military higher education institutions to the public system of higher education, they in uence the development and the quality of education in these institutions, they obliged them to implement the regulations arising from the National Quali cations Framework and to observe all the procedures arising from the legislations which are enacted in the domain of higher education by the competent public authorities.

This paper focuses on the opportunities and challenges of the Polish education system for people with disabilities. To support academic education process, the task of the university is to create conditions which will allow students with disabilities to gain higher education. This will be a step forward into accommodating and participating in social and, most importantly, professional life. The theoretical part presents the institutional and legal conditions of the inclusive education policy, including a comparative analysis of the current legislation and Act 2.0. In the practical part, the model of the support system is presented as a case study on the example of a selected university. The conclusion contains suggestions and recommendations regarding planned legal changes.

The author describes and summarises the main theories relating to the specificity of the European Union structure as an internally complex organism which is being characterised by scientists as an international organisation as well as a confederation and a federation. Many researchers compare the process of the European Union formation to the nation-state formation, others compare the E.U. to the United States of America and many more indicate that the E.U. structure with its specific multi-level governance looks like a neo-medieval empire. What we can see in this empire is a network of overlapping systems of powers and areas of loyalty. The author points out that structurally the E.U. can be visualised as a model of multilevel governance and as such can be defined as a sui generis political system. So it is not analogous to the nation state but rather to a system of governance without a formal governing body. This notion is the result of a growing level of interdependence one can see in the international arena. In the second part of article, the author addresses the sovereignty issues which relate to the E.U. member states as well as the E.U. as a separate body. He reviews the theories which variously explain the process of European integration and its influence on internal policies within member states.

Jednym z głównych wyzwań współczesnego rozwoju społeczno-gospodarczego jest proces starzenia się ludności. Złożony charakter zmian z nim związanych uzasadnia podejmowanie interwencji uwzględniających wyzwanie utrzymania solidarności pokoleniowej i przeciwdziałania wykluczeniu robotycznemu. Opracowane przybliża koncepcję srebrnej gospodarki jako systemu gospodarczego opartego na zaspokajaniu potrzeb starzejących się społeczeństw. W artykule przedstawione zostały założenia budowy srebrnej gospodarki zawarte w wybranych dokumentach projektu cywilizacyjnego "Polska 2030. Trzecia fala nowoczesności". Podsumowanie obejmuje wnioski z przeprowadzonej analizy strategii oraz postulaty co do kierunków dalszych badań.

The purpose of this article is to discuss the trajectory of Belarusian-Lithuanian relations with a particular focus on the period after the 2020 Belarusian presidential election, which resulted in a change in international relations in the region. This was the moment that redefined the Lithuanian-Belarusian relations, which until 2020 were satisfactory for both sides (especially in the economic aspect). However, Lithuania began to pursue a reactive policy of promoting the democratisation of Belarus and provided multi-level support to Belarusian opposition forces. The current problems in bilateral relations (e.g., the future of Belarusian Nuclear Power Plant located in Astravyets) have been put on the agenda for discussion at the EU level, while the instruments of a hybrid conflict in the form of an influx of immigrants into Lithuania, controlled by the Belarusian regime, have become a key issue for the future prospects of relations between Belarus and Lithuania.
