The objectives of this research were: 1) to study the state of the human resource management according to the principles of Raja-Sangahavatthu (virtues making for national integration) of the administrators of local administrative organizations in Thapkhlo District, Phichit Province, 2) to study the relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province, and 3) to study the problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province. This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 141 staffs at the municipality and local administrative organizations in Thapkhlo District, Phichit Province from 216 staffs with the table of Taro Yamane. The tools of the research were questionnaire with the 0.968 of reliability and in-depth interview from the 11 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, and Pearson's Product Moment Correlation Coefficient. Results of the Research Overall, the state of the human resource management of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province was at the high level ( =3.65). When considering each aspect, it was found that the human resource management in the planning was at the highest level ( =3.78). Then, it was the human resource management in the maintaining ( =3.65). However, the human resource management in the developing was at the lowest level ( =3.57). Moreover, the staffs had the opinion to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province in the research was at the high level ( =3.54). When considering each aspect, it was found that the human resource management in the Purisamedha (shrewdness in the promotion and encouragement of government officials) was at the highest level ( =3.66). Then, it was the human resource management in the Sassamedha (shrewdness in agricultural promotion) ( =3.60). However, the human resource management in the Vachapeyya (kindly and convincing speech) was at the lowest level ( =3.32). The relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that overall, the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the low level (r = 0.249**). When considering each aspect, it was found that the human resource management according to Sassamedha of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the middle level. The human resource management according to Vachapeyya of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the negative relationship at the low level. Therefore, the research hypothesis was accepted. The problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that the administrators did not plan the man power for the future. The staffs were recruited from the intimates. The administrators did not give the opportunities to the people having the knowledge and capability in the recruitment of the staffs. Some local administrators did not promote the staffs for the training. The suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province were that the administrators should set the frame of the staffs suitable to the work by planning the man power continuously every year. The recruitment of the staffs should be announced, have the public relations thoroughly and specify the criterion by considering the knowledge and capability and recruiting the people within the organization and the other people. Moreover, the administrators should promote the staffs for the training and development. ; การวิจัยในครั้งนี้ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร 2) เพื่อศึกษาความสัมพันธ์ในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร การวิจัยครั้งนี้ เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างที่เป็นพนักงานเทศบาลและพนักงานองค์การบริหารส่วนตำบลในอำเภอทับคล้อ จังหวัดพิจิตร จำนวน 141 คน จากประชากรทั้งหมดจำนวน 216 คน สุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.968 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson's Product Moment Correlation Coefficient) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 11 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า สภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวมอยู่ในลำดับมาก ( = 3.65) และเมื่อพิจารณาเป็นรายด้าน พบว่า การบริหารทรัพยากรมนุษย์ในด้านการวางแผน มีความคิดเห็นในลำดับมากที่สุด ( = 3.78) รองลงมาคือ ด้านการธำรงรักษา ( =3.65) และน้อยที่สุดคือ ด้านการพัฒนา ( =3.57) ตามลำดับ สำหรับความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวม อยู่ในลำดับมาก ( = 3.54) และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านปุริสเมธะ มีความคิดเห็นในลำดับมากที่สุด ( = 3.66) รองลงมาคือ ด้านสัสสเมธะ ( =3.60) และน้อยที่สุดคือ ด้านวาชเปยยะ ( =3.32) ความสัมพันธ์ระหว่างการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า การบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร โดยภาพรวม มีความสัมพันธ์เชิงบวกในลำดับต่ำ (r = 0.249**) เมื่อแยกเป็นรายด้าน พบว่า ด้านสัสสเมธะ มีความสัมพันธ์เชิงบวกในลำดับปานกลาง ด้านปุริสเมธะและด้านสัมมาปาสะ มีความสัมพันธ์เชิงบวกในลำดับต่ำ ส่วนด้านวาชเปยยะ มีความสัมพันธ์เชิงลบในลำดับต่ำ จึงยอมรับสมมติฐานการวิจัย ปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ไม่ได้มีการวางแผนอัตรากำลังคนไว้เผื่ออนาคต พนักงานจ้างตามภารกิจและพนักงานจ้างทั่วไปบรรจุจากบุคคลใกล้ชิด ไม่เปิดโอกาสให้คนที่มีความรู้ความสามารถเข้ามาเป็นพนักงาน ผู้บริหารท้องถิ่นบางคนไม่ส่งเสริมพนักงานให้ไปเข้ารับการฝึกอบรมพัฒนาหลักสูตรต่าง ๆ ฉะนั้น ควรกำหนดกรอบพนักงานให้สอดคล้องกับงาน โดยวางแผนอัตรากำลังคนอย่างต่อเนื่องทุกปี สำหรับการรับสมัครพนักงานก็ควรติดประกาศและ/หรือประชาสัมพันธ์ให้ทราบโดยทั่วไป จะต้องมีเกณฑ์ในการรับบุคคลเข้าทำงานโดยพิจารณาจากความรู้ความสามารถ โดยรับทั้งจากบุคลากรภายในหรือภายนอกหน่วยงาน ส่งเสริมพนักงานให้เข้ารับการฝึกอบรมและพัฒนา

The objectives of this research are: 1) to study the relation of the personal factors toward working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, 2) to study the motivation, effected the working behaviors of employees, 3) to study the problems and the way to develop that motivation on working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province. This research used the mixed methods between quantitative and qualitative research. For the quantitative research, the sample survey were personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, selected 224 person from 510 of population. The Simple random sampling by using Taro-Yamane and data were collected by using questionnaire with the entire confidence value was equal to 0.972. The data were analyzed by using Statistical Package for the Social Science research and the descriptive statistics consisted of Frequency, Percentage, Means and Standard Deviation. The hypothesis was examined by Chi-Square test and Pearson's Product Moment Correlation Coefficient. The qualitative research applied In-Depth Interview from 18 key informants by collecting through the structured Interviews Form and analyzed through descriptive technique. The results revealed that The relationship between personal factors and performance behavior of personnel of sub-district administrative organizations in Mueang Phichit district Phichit Province found that personnel with gender, age, education level, position, duration of work income per month There was no relationship with the performance behavior of the sub- district administrative organizations in Mueang Phichit district. The relationship between motivation and performance Behavior of personnel of Sub –district Administrative Organizations in Mueang Phichit District Pichit province Found that overall motivation had a very high level of relationship (r= 0.861) when considering each aspect, it was found that there was a very high level of relationship 3 aspets in the discipline of work(r=0.844) human relations (r=0.818) and creativity (r=o.766) respectively and have a high level of relationship was the responsibility (r=0.74) With all aspects having a statistically significant relationship at 0.01 level. Guidelines for developing incentives that affect the performance behavior of personnel of the sub-district administrative organizations in Mueang Phichit District Phichit Province 1) policy and management guidelines should be established to cover all positions. 2) management should have a vision, open to listen to the opinions of the personnel and sincere in solving various problems 3) the duties and responsibilities should be defined appropriately and there were procedures for standardized operations, not overlapping 4) should allow personnel to be responsible for the task that was appropriate and open to the opportunity to use creativity to apply in the work without leaving the rules and regulations 6) In practice and evaluation of work, the moral system should be used for transparency. 7) the principles of good governance should be used in the implementation of the government to be more concrete. ; การวิจัยฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาปัจจัยส่วนบุคคลที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน 2) เพื่อศึกษาแรงจูงใจที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน และ 3) เพื่อศึกษาปัญหาและแนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของพนักงานองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร วิธีการวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างซึ่งเป็นบุคลากรในองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร จำนวน 224 คน จากประชากรทั้งหมด 510 คน โดยใช้สูตรของ ทาโร่ ยามาเน่ วิเคราะห์ข้อมูลโดยใช้สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์โดยทดสอบสมมติฐานโดยการทดสอบแบบไค-สแคว์และการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 18 รูป/คน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า ความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่า บุคลากรที่มีเพศ อายุ ระดับการศึกษา ตำแหน่ง ระยะเวลาปฏิบัติงาน รายได้ต่อเดือน ไม่มีความสัมพันธ์กับพฤติกรรมการปฏิบัติงานขององค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร ความสัมพันธ์ระหว่างแรงจูงใจกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่าแรงจูงใจโดยรวมมีความสัมพันธ์ในระดับสูงมาก (r=0.861) เมื่อพิจารณาเป็นรายด้าน พบว่า มีความสัมพันธ์ในระดับสูงมาก 3 ด้าน ด้านวินัยในการทำงาน (r=0.844) ด้านมนุษยสัมพันธ์ (r=0.818)และด้านความคิดสร้างสรรค์ (r=0.766)ตามลำดับ และมีความสัมพันธ์ในระดับสูง คือด้านความรับผิดชอบ (r=0.749) โดยทุกด้านมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร 1) นโยบายและแนวทางการบริหารงานควรจัดทำให้ครอบคลุมทุกตำแหน่งหน้าที่ 2) ผู้บริหารควรมีวิสัยทัศน์ เปิดกว้างรับฟังความคิดเห็นของบุคลากรและจริงใจในการแก้ไขปัญหาต่าง ๆ 3) หน้าที่และความรับผิดชอบควรมีการกำหนดให้เหมาะสมและมีขั้นตอนในการการปฏิบัติงานที่ได้มาตรฐาน ไม่ทับซ้อนกัน 4) ควรให้บุคลากรรับผิดชอบงานที่ถนัดและเปิดโอกาสให้ใช้ความคิดสร้างสรรค์มาประยุกต์ใช้ในการปฏิบัติงานโดยไม่ออกนอกกรอบกฎ ระเบียบ 5) ส่งเสริมบุคลากรเข้าอบรมในงานที่ยังขาดความรู้ 6)ในการปฏิบัติและประเมินผลงานควรใช้ระบบคุณธรรมเพื่อความโปร่งใส 7) ควรนำหลักธรรมาภิบาลมาใช้ในการปฏิบัติราชการให้เป็นรูปธรรมมากยิ่งขึ้น

การวจิยัคร้ังน้ีมีวตัถุประสงคเ์พื่อ1)ศึกษาระดบัการบริหารงานตามหลักธรรมาภิบาลและประสิทธิผลการบริหารงาน 2)ศึกษาอิทธิพลของการบริหารงานตามหลกัธรรมาภิบาลที่มีต่อประสิทธิผลการบริหารงาน 3) หาแนวทางพฒั นาการบริหารงานตามหลกัธรรมาภิบาลที่มีต่อประสิทธิผลการบริหารงานของเทศบาลตา บลในจงัหวดัสกลนครกลุ่มตวัอยา่ งที่ใชใ้นการวิจัย เป็ นพนกังานเทศบาลตา บลของเทศบาลตา บลในเขตจงัหวดัสกลนคร ท้งัหมด 65แห่งจา นวน 334คนจากจ านวนประชากร 2007 คนโดยใชแ้บบสอบถามเป็นเครื่องมือในการเก็บรวบรวมขอ้ มูลและสถิติที่ใชใ้นการวเิคราะห์ขอ้ มูลไดแ้ก่ค่าความถี่ค่าร้อยละค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์ถดถอยพหุ (Multiple Regression) โดยวธิีการแบบข้นั ตอน (Stepwise) กา หนดระดบั ทางสถิติที่ระดับ .05ผลการวจิยัพบวา่ 1)การบริหารงานตามหลักธรรมาภิบาลของเทศบาลต าบลในเขตจังหวัดสกลนครในภาพรวมอยใู่ นระดบั มาก( X = 3.64) เมื่อพิจารณารายด้าน พบวา่ ดา้นที่มีค่าเฉลี่ยมากที่สุด คือ ด้านหลักนิติธรรม ( X =3.73)รองลงมาคือ ดา้นหลกัการมีส่วนร่วม ( X = 3.71) ด้านหลกัความโปร่งใส ( X =3.64)ดา้นหลกัความคุม้ค่า ( X = 3.63)ด้านหลักความรับผิดชอบ ( X =3.60 )และ ด้านหลักคุณธรรม( X = 3.49) 2)ประสิทธิผลการบริหารงานของเทศบาลต าบลในเขตจังหวัดสกลนครในภาพรวมอยใู่ นระดบั มาก( X = 3.63) เมื่อพิจารณารายดา้น พบวา่ มีประสิทธิผลการบริหารงานอยใู่ นระดบั มาก ทุกดา้น โดยดา้นที่มีค่าเฉลี่ย มากที่สุด คือ ด้านคุณภาพการให้บริการ( X = 3.66) รองลงมาคือ ด้านการพัฒนาองค์การ ( X = 3.65) ด้านประสิทธิภาพของการปฏิบัต ราชการ ( X = 3.61) และด้านประสิทธิผลตามแผนปฏิบัติราชการ ( X = 3.60) 3. วิเคราะห์อิทธิพลของการบริหารงานตามหลกั ธรรมาภิบาลต่อประสิทธิผลการบริหารงานของเทศบาลตา บลในจงัหวดัสกลนคร พบวา่ ปัจจัยบางประการของการบริหารงานตามหลกัธรรมาภิบาลที่มีอิทธิพลต่อประสิทธิผลการบริหารงานอยา่ งมีนยัสา คญั ทางสถิติที่ระดบั .05ไดแ้ก่ปัจจยัเกี่ยวกบัการบริหารงานตามหลกัธรรมาภิบาล5 ดา้น เรียงลา ดบัจากมากไปหานอ้ยไดแ้ก่ ดา้นหลกัความคุม้ค่า มีค่าสัมประสิทธ์ิมากที่สุดเท่ากบั 0.55รองลงมาคือ ดา้นหลกัความรับผดิชอบ มีค่าสัมประสิทธ์ิเท่ากบั0.16 ด้านหลกัคุณธรรม มีค่าสัมประสิทธ์ิเท่ากบั 0.14 ดา้นความโปร่งใส มีค่าสัมประสิทธ์ิเท่ากบั0.10และดา้นหลกัการมีส่วนร่วมมีค่าสัมประสิทธ์ินอ้ยที่สุดเท่ากบั 0.09 โดยค่าสัมประสิทธ์ิสหสัมพนัธ์พหุคูณ หรือ ตวัแปรอิสระท้งัหมดสามารถอธิบายความผนัแปรของตวัแปรตาม (R2)เท่ากบั 0.88และสามารถทา นายค่าสมการของการวิเคราะห์เท่ากบั 0.94และ4. แนวทางการพัฒนาการบริหารงานตามหลักธรรมาภิบาลมีจ านวน 3 ด้าน คือ1) ด้านหลักคุณธรรม 2) ด้านหลักความรับผดิชอบ และ3) ดา้นหลกัความคุม้ค่า ; The objective of this study were to 1)investigate a degree of good governance based onadministration and administrative effectiveness, 2)examine the influence of good governancebased administration on administrative effectiveness, and 3) suggest a way to development of goodgovernance based administration on administrative effectiveness of sub-district municipalities inSakon Nakhon province. A sample used in study was 334 employees of 65 sub-districtmunicipalities in Sakon Nakhon province. The instrument used in data collection was aquestionnaire; and statistics used in data analysis were frequency, percentage, mean, standarddeviation, and stepwise multiple regression analysis. The statistical significance was determined atthe .05 level.Findings of the study were as follows: 1) The overall administration based on theprinciples of good governance of sub-district municipalities in Sakon Nakhon province was at high level ( X = 3.64). Considering as each aspect, the aspect that gained the highest mean score wasthe rule of law principle ( X = 3.73), followed by the participation principle aspect ( X = 3.71), thetransparency principle aspect ( X = 3.64), the value-for- money principle aspect ( X = 3.63), theaccountability principle aspect ( X = 3.60), and the morality principle aspect ( X = 3.49),respectively. 2) The administrative effectiveness of sub-district municipalities in Sakon Nakhonprovince as a whole was at high level ( X = 3.63). Considering as each aspect, all the aspects ofadministrative effectiveness were at high level. The aspect that gained the highest mean score wasof service quality ( X = 3.66), followed by the aspects of organizational development ( X = 3.65),official practice efficiency ( X = 3.61), and effectiveness based on the official practice plan ( X =3.60), respectively. 3) The analysis of influence of good governance based administration onadministrative effectiveness of sub-district municipalities in Sakon Nakhon province found thatsome factors of good governance based administration which had significant influence onadministrative effectiveness at the .05 level were those concerning 5 aspects of principles of goodgovernance based administration as arranged in the following descending order: the value-formoney principle aspect which had the highest co-efficient of 0.55, followed by the accountabilityprinciple aspect which had a coefficient of 0.16, the morality principle aspect which had acoefficient of 0.14, the transparency principle aspect which had a coefficient of 0.10, and theparticipation principle aspect which had the lowest coefficient of 0.09, respectively. The multiplecorrelation coefficient of all the independent variables was able to explain the variance of thedependent variable (R2) with a value of 0.88 and able to make a prediction of the equation value byanalysis equal to 0.94, and 4.Guidelines for developing the good governance based administrationconsist of 3 aspects: 1) morality principle aspect, 2) accountability principle aspect, and 3) valuefor-money principle aspect.
