Notwithstanding recent & promising developments, general public international law does not play a major role in addressing pressing international environmental concerns. International environmental law is treaty law, based on & further guiding the cooperation of states in view of a certain environmental objective. Such treaty systems foster scientific research & promote awareness for the environmental issue at hand. They serve as a basis for a step-by-step development of standards & facilitate a fair sharing of burdens. Implementation & compliance are issues of particular importance in the treaties. Often, specific noncompliance procedures are provided that considerably depart from general international law enforcement mechanisms. To a large extent, international environmental regimes rely on & foster the participation of nongovernmental actors. Adapted from the source document.
