The article explored Egypt as one of the leading tourist destinations in the modern world. The necessity of research and analysis of the main stages of tourism formation in Egypt was studied and substantiated. The characteristic features of the state formation of Egypt were considered. It was proved how the history of statehood in Egypt influenced the peculiarities of the origin and evolution of tourism in it. The main works of domestic and foreign scientists on the analysis of tourism development and the formation of the tourism industry in the country were studied. Scientific methods were explained, the application of which allowed comprehensively to study and analyze the historical stages of tourism formation in the country. Based on the results of the study, the article proposed to identify 3 main stages of historical development of tourism in Egypt, namely: 1) the initial (IV c. BC-early XX c.), characterized by the appearance of the first trips to and from Egypt on the basis of trade, cognitive, educational and military motive; increasing of the cultural and cognitive potential of the state; the construction of famous cultural and historical monuments of the state; 2) the emergence and evolution of organized tourism (early XX c. – end of XX c.), characterized by the organization of the first tourist trips; laying the foundations for the development of the tourism industry; the emergence of mass tourism; increasing of the tourist potential of the state; 3) modern (early XXI c. – present times) - the active development of Egypt as one of the most famous tourist centers of the African tourist region. In the article, the main characteristics of each of the studied stages were revealed. The expediency of their allocation in such time frames, which were presented in the article, was substantiated. The main types of travel into and from Egypt until the beginning of the XXI century were analyzed, as well as the main types of tourism presented in the country at the present stage were studied. The article examines the political, legal, socio-economic and cultural factors of tourism development in the country at each of the proposed historical stages. The main characteristics of tourism development in Egypt at the present stage were considered and the main prospects of further research on the selected scientific topic were substantiated. ; В статті було вивчено Єгипет як одну з провідних туристичних дистанцій сучасного світу. Обґрунтована необхідність дослідження та аналізу основних етапів становлення туризму в Єгипті. Було розглянуто характерні риси державотворення Єгипту. Доведено, яким чином історія становлення державності в Єгипті впливала на особливості зародження та еволюції туризму в ньому. Вивчено основні праці вітчизняних та зарубіжних науковців щодо аналізу розвитку туризму та становлення туристичної галузі в державі. Розглянуто наукові методи, застосування котрих дозволяє комплексно вивчити та проаналізувати історичні етапи становлення туризму в державі. На основі отриманих результатів дослідження в статті було запропоновано виокремлення 3 основних етапів історичного розвитку туризму в Єгипті, а саме: 1) початковий (IV ст. до н. е. - початок ХХ ст.), що характеризується появою перших подорожей до Єгипту та з нього на основі торгових, пізнавальних, освітніх та військових мотивів, нарощенням культурно-пізнавального потенціалу держави, будівництвом всесвітньовідомих культурно-історичних пам'яток; 2) зародження та еволюція організованого туризму (поч. ХХ ст. – кінець ХХ ст.), що характеризується організацією перших туристичних подорожей, а також їх активізацією, закладанням основ для розвитку туристичної індустрії, появою масового туризму, нарощенням туристичного потенціалу держави; 3) сучасний (поч. ХХІ ст. - дотепер), що характеризується активним розвитком Єгипту як одного з найвідоміших туристичних центрів Африканського туристичного регіону. В статті було розкрито основні характеристики кожного з досліджуваних етапів. Обґрунтовано доцільність їх виділення в таких часових рамках, які представлені в статті. Було проаналізовано основні види подорожей до Єгипту та з нього до початку ХХІ ст., а також основні види туризму, які представлені в державі на сучасному етапі. В статі було вивчено політико-правові, соціально-економічні та культурні чинники розвитку туризму в державі на кожному з запропонованих історичних етапів. Було розглянуто основні характеристики розвитку туризму в Єгипті на сучасному етапі та обґрунтовано основні перспективи подальших досліджених з обраної наукової тематики.

Мир, встановлений між Єгиптом і Хеттським царством близько 1270 року до н. е., тривав понад століття. Це сприяло небувалому підйому економічного життя на Близькому Сході. Договір був перекладений єгипетською мовою і згодом увічнений на стінах Карнака і Рамессеума. Текст договору, який фараон відіслав Хаттусілю також був клинописним, складеним міжнародною тоді аккадською мовою. Його фрагменти збереглися в Богазкейському архіві. В основному договір був спрямований на забезпечення взаємної недоторканності володінь і надання допомоги, піхоти та колісниць, у разі нападу на одну з договірних сторін або повстання підданих. Обидві сторони взяли зобов'язання видавати перебіжчиків. Це був перший у світовій історії дипломатично оформлений договір, що дійшов до наших днів. Після підписання цього договору або внаслідок погіршення здоров'я закінчився період активних військових походів Рамсеса II. Почався час активного дипломатичного листування між двома країнами. У Богазкейському архіві були виявлені послання Рамсеса II, його сім'ї та візира Пасера, адресовані цареві Хаттусілі III і його дружині Пудухепе. ; This article presents the peculiarities of military development during the reign of Ramesses II. It is usually assumed that the heyday of ancient Egypt had begun in times of pharaoh Seti's reign. In the ninth year of his reign, he appointed his son and heir as the co-regent, and since that time, Ramesses' II military activity had begun. Ramesses obtained the first military victory in the naval battle against the "Sea Peoples". In the second year of his reign, and in the future he succeeded in wars against the Hittites in Asia Minor, as well as against Syria and Phoenicia. Peace arrangement established between Egypt and the Hittite kingdom was about 1270 BC, had lasted more than a century. As a result, it contributed to the unprecedented rise of the economic life in the Middle East. The peace treaty was translated into Egyptian language and was immortalized on the walls of the Karnak and the Ramesseum. The text of the treaty, what pharaoh sent to Hattusili in exchange for his tablet, was also in cuneiform, inscribed in the Akkadian language – common language of that time. Its fragments have been preserved at the Bogazkale archives. Mainly, the treaty was created to ensure the mutual guarantee, that both sides would not invade the other's land, would give an aid, infantry and chariots if either party is attacked by a third party or in case of rebellion. Both sides promise to the other to repatriate refugees. It was the first in world history diplomatic agreement that is saved till nowadays. After the signing of this peace treaty, or because of the deterioration of health, the period of active military campaigns of Ramses II had ended. The time of active diplomatic correspondence between the two countries had begun. Messages from Ramesses II, his family and vizier Paser addressed to king Hattusili III and his wife Puduhepa were found at the Bogazkale archive. Egyptian doctors were often sent to the Hittites' court.

The article examines Soviet-Egyptian relations from the beginning of 1957 (the completion of the Suez crisis) to the Autumn 1961, when the XXII Congress of the CPSU took place.The Egyptian vector of Soviet foreign policy is sufficiently studied in modern historiography. Soviet-Egyptian relations were the object of study of such researchers as A. Vasilyev, A. Fursenko, Y. Primakov, S. Sinayskiy, M. Gat, J. D. Glassmen, R .Ginat, I. Ginor and others. However, today far from all aspects of the problem are examined, especially concerning 1957-1961. The purpose of this article is to fill in the some gaps in modern historiography. We need to highlight the Egyptian factor in the policy of the USSR regarding the Syrian, Iraqi and Lebanese crises of 1957-1958; the supply of arms to the Arab States during that period; economic and cultural cooperation between countries.The aim of the article is analysis the policy of the Soviet Union regarding Egypt from the end of the Suez crisis, which radically strengthened the interaction between the two powers, until the XXII Congress of the CPSU (October 1961), which fixed the final normalization of Soviet-Egyptian relations.After the Suez crisis, the USSR significantly expanded the range of cooperation with Egypt. The aim of the Soviet Union was to consolidate and strengthen its influence in the Arab world on the wave of propaganda success after the Suez crisis. In general, the Khrushchev leadership managed to achieve the set tasks. Moscow focused on exporting arms and expanding economic assistance.Because of the emerging of the United Arab Republic and the Panarabist and anti-communist policy of the Egyptian leader Gamal Abdel Nasser in the late 1950s, the ideological contradictions between the two states had worsened. Despite ideological disagreements with the President of the United Arab Republic, during the series of Middle Eastern crises of 1957-1958, the Kremlin invariably took the side of Arab nationalists to protect them from the actions of other states. The volume of military and financial and technical assistance to Cairo has also steadily increased, despite any ideological contradictions. Due to the new wave of "socialist" transformations in Egypt, the disintegration of the UAR and the beginning of the persecution of Communists and Kurds in the Iraq, the disagreements gradually came to naught, was recorded by the 22nd CPSU Congress in October 1961. ; В статье рассматриваются советско-египетские отношения со времени завершения Суэцкого кризиса по осень 1961 г. В указанный период бурно развивалось сотрудничество СССР и Египта в военной, экономической и технической сферах. Из-за образования Объединенной Арабской Республики в 1958 г. и роста панарабистской и антикоммунистической повестки со стороны египетского лидера Гамаля Абделя Насера в конце 1950-х гг. обострились идеологические противоречия между двумя государствами. Но благодаря новой волне «социалистических» преобразований в Египте, распаду ОАР и началу преследований коммунистов и курдов в «революционном» Ираке разногласия постепенно сошли на нет, что и зафиксировал XXII съезд КПСС в октябре 1961 г. Египет превратился в главный плацдарм советского влияния на Ближнем Востоке. ; У статті розглядаються радянсько-єгипетські відносини з часу завершення Суецької кризи до осені 1961 р. У зазначений період бурхливо розвивалося співробітництво СРСР і Єгипту у військовій, економічній і технічній сферах. Через утворення Об'єднаної Арабської Республіки 1958 р. і зростання панарабістської та антикомуністичної риторики з боку єгипетського лідера Гамаля Абделя Насера наприкінці 1950-х рр. загострилися ідеологічні протиріччя між двома державами. Але завдяки новій хвилі "соціалістичних" перетворень у Єгипті, розпаду ОАР і початку переслідувань комуністів і курдів у "революційному" Іраку розбіжності поступово зійшли нанівець, що й зафіксував XXII з'їзд КПРС у жовтні 1961 р. Єгипет перетворився на головний плацдарм радянського впливу на Близькому Сході.

The institutional organizations of the system of pre-trial investigation and judicial, and procedures for investigation and legal proceedings in the Ancient Egypt during the existence of the independent state is analyzed in the article. Based on the peculiarities of the organization of the justice's mechanism, there are two main stages. The first stage covers time from the Early Dynastic Period (n. 3050 BC) till the Late Period (332 BC). Separately the justice of the Ptolemaic period (332–30 BC) has been analyzed which differs from privies periods essentially across combining conventional ancient egyptional features with Hellenic traditions. Within the framework of this analysis, an attempt was made to determinate the list of bodies and officials who in the Ancient Egypt's justice were the prototypes of the future creation of the prosecutor's institute. This separation of Ancient Egyptian officials is based on the comparison their institutional and functional matter with the modern prosecutor's positions and powers, such as: overseeing the bodies of pre-trial investigation in the form of procedural guidance and supporting of public accusation at the trial, representation of the state's interests at civil, commercial and administrative courts, as well. © Є.Я.Мартинюк, 2020 On the basis of such a comparison, it is proposed to qualify such officials in the justice of Ancient Egypt as scriber, eisagogeus, epistatēs and stratêgos as prototypes of the subsequent establishment of the prosecutor's institute. The scriber acted like a modern prosecutor who upholds a public prosecution in court. The activities of the eisagogeus representing the central government in civil courts have analogies with the powers of the modern prosecutor, who, representing the interests of the state, participates in the courts of civil, commercial and administrative jurisdiction. The activities of epistatēs and stratêgos in reviewing complaints about the work of police officers and providing them with instructions on the relevant procedural actions naturally provoces an analogy with the powers of the modern prosecutor to supervise pre-trial investigation bodies in the form of procedural guidance. ; У статті проаналізовано інституційну організацію системи досудового слідства та судоустрою та процедури здійснення досудового слідства та судового розгляду в Стародавньому Єгипті в період існування самостійної держави. Виходячи з особливостей організації механізму юстиції виділено два основні їх етапи. Перший етап охоплює епохи з початку Ранньодинастиного періоду до кінця Пізнього періоду (бл. 305-332 до н.е.). Окремо проведено аналіз юстиції Птоломеївського періоду (332-30 до н.е.), яка через поєднання традиційних староєгипетських рис з елліністичними традиціями, істотно відрізняється від попередніх періодів історії Стародавнього Єгипту. У межах зазначено аналізу здійснено спробу визначення переліку органів та посадових осіб, які в юстиції Стародавнього Єгипту були праобразами майбутнього утворення інституту прокуратури. Таке виокремлення посадових осіб Стародавнього Єгипту здійснено на основі порівняння їх інституційного та функціонального змісту з положенням та повноваженнями, які має сучасний прокурор, зокрема його повноваженнями: здійснювати нагляд за органами досудового розслідування у формі процесуального керівництва та підтримувати публічне обвинувачення в суді, а також представляти інтереси держави в цивільних, господарських та адміністративних судах. На основі такого порівняння запропоновано праобразами наступного утворення інституту прокуратури виділити такі державні посади в юстиції Стародавнього Єгипту як писар, eisagogeus, epistatēs та stratêgos. Писар діяв подібно сучасному прокурору, який підтримує на суді публічне обвинувачення. Діяльність eisagogeus з представництва центральної влади при цивільних cудах має аналогії з повноваженнями сучасного прокурора, який представляючи інтереси держави, приймає участь в судах цивільної та адміністративної юрисдикції. Діяльність epistatēs та stratêgos з розгляду скарг на діяльність поліційних службовців та надання їм інструкцій про проведення відповідних процесуальних дій закономірно викликає аналогію з повноваженнями сучасного прокурора по нагляду за органами досудового розслідування у формі процесуального керівництва.

The article examines the foreign policy of the USSR in the period from the July Revolution in 1952 in Egypt to the beginning of the Suez crisis in 1956. In this period, the Kremlin's attitude towards the Arab countries has been radically changed: if at the end of the Stalin era they were considered bourgeois collaborators of imperialism, in 1955 the Khrushchev leadership made a decisive bet on an alliance with the national liberation movement. All this time, the main problem for the Soviet Union in the region was the attempts of the United States and United Kingdom to unite the local states within a single military-political bloc under the Western aegis. In response to the creation of the Baghdad Pact in February 1955, Moscow began supplying weapons to Egypt and Syria, supporting the nationalist Arab regimes as opposed to the pro-Western conservative and Israel. The policy of the Soviet Union regarding the Arab-Israeli conflict also took a radical turn: from the neutral position of the post-Stalin era the Kremlin shifted to unilateral support of the Arab states; at the same time, Tel Aviv continued to be considered only as an «American puppet». In general, Moscow was not interested in settling the Middle East conflict, because such course of events could lead to the inclusion of the parties to the conflict in the Baghdad Pact and, consequently, to the complete control of the West over the region. In case of end to the confrontation between the Arabs and Israel, the USSR with its military and industrial-technical assistance would be unnecessary. This reason inevitably pushed Moscow to the union with Arab nationalists.The new Soviet foreign policy course found its consolidation in the conception of "peaceful coexistence", and mapping at the 20th Congress of the CPSU in February 1956.Within six months, it passed its testing during the Suez Crisis.

The influence of religion on politics is inherent not only to the Islamic world, however, none of political theorist should ignore the role of Islam in Muslims' public life, its impact on the policies of Muslim nations and the global geopolitical situation. Due to its historical uniqueness Modern Islam is not only a religion but also a way of life for the vast majority of Muslims and the basis of their civilizational and even national self-identification. Therefore, the role of religion in the Muslim world is different to that of countries, mostly populated by Christians, as Christianity is legally separated from the system of public administration in European countries. Islam, on the other hand, regulates not only the sociocultural sphere of society, including human relations, but also significantly affects the socio-political life of many Muslim countries, where Islamist movements have now become the major part this sphere.In Egypt, where authoritarian secular regime of Hosni Mubarak was overthrown during the revolution, Islamists took the lead in the protest movement, won the first democratic elections and used the opportunity to lead the country after nearly 60 years of underground activity. This paper examines the influence of the religious factor on the change of Egypt's political regime in 2011-2013 by conceptualizing the terms of "political Islam" and "Islamic fundamentalism." The author concludes that the Egyptian Muslim Brotherhood and its Freedom and Justice Party should not be defined as "fundamentalists" because: 1. they don't try to return to a "righteous caliphate," Sharia, and a literal perception of the sacred texts; 2. the Brothers could not be viewed as the most conservative force among Islamists, while Salafists are properly rightly considered to be; 3. the association is considered as a part of moderate Islamism, an ideology that does not mandate any the use of armed methods of struggle. At the same time, the author argues that owing to the fact that Egyptian "Muslim Brotherhood" adhered to moderate Islamism as an ideological party basis, it became a decisive reason that provided them a venue at the top tier of the government in 2011-2013. ; Влияние религии на политику – явление, которое не ограничивается только исламским миром, однако, ни один политический теоретик не может игнорировать роль ислама в общественной жизни мусульман, его влияние на политику мусульманских народов и, соответственно, на мировую геополитическую ситуацию в целом. Современный ислам, благодаря уникальности своего исторического развития, является не только религией, но также образом жизни абсолютного большинства мусульман и основой их цивилизационной и даже национальной самоидентификации. Поэтому роль религии в мусульманском мире иная, чем в тех государствах, где исповедуют христианство, которое юридически отделено от системы государственного управления стран Европы. Ислам, напротив, регулирует не только социокультурную сферу общества, включая индивидуальные человеческие взаимоотношения, но также существенно влияет на общественно-политическую жизнь, частью которой во многих мусульманских странах сейчас стали исламистские движения. В Египте, где в ходе революции был свергнут авторитарный светский режим Хосни Мубарака, исламисты взяли на себя инициативу протестного движения, победили на первых в истории демократических выборах и использовали возможность возглавить страну после почти 60 лет подпольной деятельности. В этой работе исследовано влияние религиозного фактора на изменение политического режима в Египте в период 2011-2013 гг. путем концептуализации понятий «политический ислам» и «исламский фундаментализм». Автор пришел к выводу, что египетских «Братьев-мусульман» и их Партию свободы и справедливости не следует характеризовать понятием «фундаментализм» поскольку они: во-первых, не стремятся вернуться к «праведному халифату», шариату, и буквальному восприятию религиозных текстов; во-вторых, «Братья» не являются наиболее консервативной силой среди исламистов, которой справедливо считают салафитов; в-третьих, ассоциацию принято считать частью умеренного исламизма, идеологии, которая не предусматривает применения вооруженных методов борьбы. В то же время, автор утверждает, что использование египетскими «Братьями-мусульманами» именно умеренного исламизма, как идеологической основы для своей партии стало решающим фактором, обеспечившим им властные государственные места в период 2011-2013 гг. ; Вплив релігії на політику – явище, яке не обмежується лише ісламським світом, однак, жоден політичний теоретик не може ігнорувати роль ісламу в суспільному житті мусульман, його вплив на політику мусульманських народів та, відповідно, на світову геополітичну ситуацію в цілому. Сучасний іслам, завдяки унікальності свого історичного розвитку, є не тільки релігією, але також способом життя переважної більшості мусульман і в значній мірі основою їх цивілізаційної та навіть національної самоідентифікації. Тому роль релігії в мусульманському світі інша, ніж в тих державах, де сповідують християнство, яке юридично відділене від системи державного управління країн Європи. Іслам, навпаки, значною мірою регулює не тільки соціокультурну сферу суспільства, включаючи індивідуальні людські взаємини, але також істотно впливає на суспільно-політичне життя, частиною якого у багатьох мусульманських країнах зараз стали ісламістські рухи.У Єгипті, де в ході революції був повалений авторитарний світський режим Хосні Мубарака, ісламісти взяли на себе ініціативу протестного руху, перемогли на перших в історії держави демократичних виборах та використали можливість очолити країну після майже 60-ти років підпільної діяльності. У цій роботі досліджено вплив релігійного чинника на зміну політичного режиму в Єгипті у період 2011–2013 рр. шляхом концептуалізації понять «політичний іслам» та «ісламський фундаменталізм». Автор дійшов висновку, що єгипетських «Братів-мусульман» та їхню Партію свободи і справедливості не слід характеризувати поняттям «фундаменталізм» оскільки вони: по-перше, не прагнуть повернутись до «праведного халіфату», шаріату, та буквального сприйняття релігійних текстів; по-друге, «Брати» не є найбільш консервативною силою серед ісламістів, якою справедливо вважають cалафітів; по-третє, асоціацію прийнято вважати частиною поміркованого ісламізму, ідеології, яка не передбачає застосування збройних методів боротьби. Водночас, автор стверджує, що використання єгипетськими «Братами-мусульманами» саме поміркованого ісламізму, як ідеологічної основи для своєї партії стало вирішальним фактором, який забезпечив їм владні державні місця в період 2011–2013 рр.

The article presents a general picture of the development of architecture of the Ancient World in the 3nd - 1st millennium BC. identified three main style-making cultures of the Mediterranean (Egypt, Mesopotamia with the Levant, the Aegean world with Antalya) which were formed in 3 thousand BC. and changing trends in the development of their architecture, the birth of the facade composition and its change from plane to spatial, which, according to the author, reveals historical development through architectural form – socio-cultural, worldview changes. At the level of 3 thousand BC. it is possible to state formation of a theme of a monumental portal: in Egypt and in the Mesopotamia. But meaningful construction of the facade, the creation of a presentable facade composition has not yet taken place. from the middle of 2 thousand BC in Egypt and Assyria, symmetrical planar façade compositions were formulated (paired pylons in the temple in Egypt and paired towers at the entrance arch portal in palaces and citadels in Assyria and the Hittites). This architecture stops the visitor not only in its form: small entrance opening against the dominant deaf array presents secrecy, remoteness and elitism of the content of the building. Instead, the traditions of secular open facade with a two-column loggia on the facade denote the megarons of the acropolises of the Aegean world and a bit-hilani house. An echo of such traditions can be considered two-column facades of Georgian traditional folk housing darbazi, which can be considered as characteristic of the region not only of the Caucasus. It should be noted as a change in the ratio of the area of the opening to the plane of the facade indicated the degree of elitism, esoteric or vice versa - democracy of a society and a certain type of building. It is established, as after long stagnation of development and conservation of achieved ideals in schemes of facade compositions noticeable changes occurred around 6-5 centuries. BC, when both in the Aegean region and in Antalya and Persia the formation of the composition of the open facade took place in monumental elite and sacred architecture.
