Per un fund raising a misura di biblioteca ; Fund raising on a library scale
In a previous article I tried to define some elements that might describe an effective approach to fund raising for libraries, that is to say a specific model for the finding and systematic collection of additional funds (or other resources) for the continuing support of the institutional aims, the activities, projects and development of a library organization.The article aimed at listing the communication aspects of fund raising, that are especially fundamental in the case of a sector, such as that of libraries, that is structurally weak and not very visible. This time I will rather try to deal with the choice of markets, sources, and chances that may concretely be offered to libraries seeking funders or, at least, supporters. As can perhaps be deduced from an attempted brief reconstruction, the market opportunities for fund raising that could be at library level appear to be quite varied and of unequal desirability, but all worthy of attention. It is not the easy short-cuts, but time, concrete results, moments of formation and learning, and finally a widespread and shared organizational experience that will dictate towards what destinations it would be desirable to address one's efforts. One fact is however certain: in a season that is lacking in public and institutional resources but that has an objective need to develop and update libraries (I mean accessibility, quality, renewal, enlargement), their documentary offer and their services, it is no longer possible to postpone the appointment with these problems. A systematic search for resources, together with strategies and policies aimed at nourishing and satisfying the demand for library services, has every right to join the cultures, methods and practices called to sustain a library project (this is always the obligatory point of departure) and the organizational action, never only strictly referring to librarianship, that is implied. The objection that the decisional levels involved are often outside the library structures is invalid: fund raising is mainly communication and planning: nothing prevents consulting the institutional interlocutors concerning the object and contents of an operational programme and establishing with them how, where and with which partners it is possible to find assistance and investments for today's libraries and those of tomorrow. ; In un precedente articolo ho provato a definire alcuni elementi che potrebbero qualificare un approccio efficace al fund raising per le biblioteche, vale a dire uno specifico modello di reperimento e raccolta sistematica di fondi aggiuntivi (o altre risorse) per sostenere in modo continuo gli scopi istituzionali, le attività, i progetti, la crescita di un'organizzazione bibliotecaria.L'articolo mirava a enucleare gli aspetti comunicativi del fund raising, fondamentali soprattutto nel caso di un settore, quello delle biblioteche, strutturalmente debole e scarsamente visibile. Stavolta cerco invece di soffermarmi sulla selezione dei mercati, delle fonti, delle chance che possono concretamente presentarsi alle biblioteche in cerca di finanziatori o, comunque, di sostenitori. Come si può forse desumere anche dalla sommaria ricostruzione tentata, le opportunità di mercato per un fund raising che voglia essere a misura di biblioteca si presentano assai variegate e di diseguale appetibilità, ma tutte meritevoli di attenzione. Non le scorciatoie facili, ma il tempo, riscontri concreti, momenti di formazione e apprendimento, infine un'esperienza organizzativa diffusa e condivisa diranno verso quali destinazioni converrà indirizzare gli sforzi. Un fatto è però sicuro: in una stagione di risorse pubbliche e istituzionali deficitarie, ma di oggettiva necessità di valorizzazione e adeguamento delle biblioteche (parlo di accessibilità, qualità, rinnovamento, ampliamento), della loro offerta documentaria e dei loro servizi, non è più possibile rimandare l'appuntamento con queste problematiche. Insieme con strategie e politiche tendenti ad alimentare e a soddisfare la domanda di servizi bibliotecari, la ricerca sistematica di risorse può rientrare a pieno diritto tra le culture, le metodologie e le pratiche chiamate a sostenere un progetto di biblioteca (è sempre da lì che bisogna obbligatoriamente partire) e l'agire organizzativo, mai solo strettamente biblioteconomico, che vi è sotteso. Non ha forza l'obiezione che i livelli decisionali implicati sono spesso esterni alle strutture bibliotecarie: il fund raisingè prevalentemente comunicazione e progettualità; nulla impedisce di misurarsi con gli interlocutori istituzionali circa l'oggetto e i contenuti di un programma operativo e stabilire con loro in che modo, dove e con quali partner sia possibile trovare aiuti e investimenti per le biblioteche di oggi e per quelle di domani.
